The developer has proposed constructing about 6,500 new homes on the 1,900 acre parcel near Schriever Space Force Base
Councillors Dave Donelson and Nancy Henjum were the only two votes against the annexation
Council member Mike O’Malley said this so-called flagpole proposal meets the criteria for annexation as defined by city planning staff
But he still had concerns.“I really don't think this is a logical extension of the city of Colorado Springs,” he said
“I think logical expansion is more like an oak tree
Councilor Nancy Henjum added that she felt intentions behind the proposal are good — things like offering more housing for active-duty military members — it isn’t the right timing for this annexation, at least in part because of the current effort to revise the city’s annexation plan known as AnnexCOS.
Henjum and Councilor Dave Donelson voted against the entire proposed annexation
while O’Malley voted against one part of it
saying he wanted better plans in place for emergency services as a condition of approval
If the annexation receives final approval from council later this month
it could eventually result in about 6,500 new homes near Schriever Air Force Base.

Multiple crews from across the county are responding to the Meridian Fire burning east of Peterson Space Force Base
Franceville Road has now re-opened to traffic
The El Paso County Sheriff's Office says that Franceville Road is closed from Hwy 94 South until further notice
Crews are working to manage fare-ups in the area
The Ellicott Fire Department has reported that the fire is now 80% contained
and approximately 2,515 acres have been burned
the cause of the fire is being labeled as accidental
The El Paso County Sheriff's Office reports that pre-evacuations and evacuations for the Meridian Fire have been lifted
Law enforcement and fire resources will remain on the scene throughout Thursday evening and into Friday morning
Both the American Red Cross and animal shelters are now closed
the Meridian Fire is more than 2,500 acres in size and is 70% contained
The El Paso County Sheriff's Office (EPSO) has announced that almost all of the mandatory evacuations are now voluntary evacuations

He attended school and graduated from Harmony High School with the Class of 1971
He continued his education at Albert Lea Technical College
where he received a degree in air conditioning and refrigeration
He began working for Lang’s Dairy Equipment following graduation
They were married at the Henrytown Lutheran Church in rural Canton
following the birth of his first son Jamie
Larenda and Jamie moved to the Mouw Schriever farm in rural Harmony
Brit’s love for farm life developed at a very young age
He found great joy in the opportunity to raise his two sons
The boys grew up being by his side sharing with them the love and life style of farming
Brit truly dedicated his life to both family and farming
he had time to pursue his dream of driving a school bus
Between chores and farm work he drove school bus for Mark Scheevel (now known as Harmony Transit)
He looked forward to driving the children to and from school safely each day
(He also enjoyed having coffee with his co-workers.) Brit was a member of Root River Church of the Brethren in rural Preston
Brit loved spending time with his grandchildren
He enjoyed showing the next generation the hard work and enjoyment of farm life
He spent many wonderful years farming with Paul
Oldest son Jamie also continues farming on a different level
“windfarming.” Brit was very proud of Jamie’s work and enjoyed hearing about all the different locations he was working and living
He also looked forward to spending time with Jamie and Gracie when they would come home to Harmony and visit
He was preceded in death by his parents Floyd and Carol Schriever

He will be greatly missed by those who loved him most; his wife of 49 years

The future home of the United States Space Command remains uncertain – as there is growing speculation that the HQ could still move to Huntsville, AL. However, the Department of the Air Force announced this month that it had selected Schriever Space Force Base (SFB)
to be the preferred and final location to host Space Delta 15 – one of the two command and control deltas under U.S
Space Force’s command and control organization and is the servicing delta for the National Space Defense Center at Schriever SFB

and other Colorado lawmakers were quick to praise the decision to see DEL 15 based in the Centennial State

Right now there's not much besides snow and grass in the area where the O'Neil Group wants to develop
but around the area are some county residents who don't want the new development moving in

KRDO13 Investigates also spoke with the developers vying for the annexation
Chief Strategy Officer at the O'Neil Group Andy Merritt said the development would be a boom for those working in the Space Force
"We see this project as being able to serve both the broader community and hopefully serve the needs of the men and women that are stationed at both Petersen and Schriever [space force bases]," said Merritt
Colorado Springs City Council has not yet voted on the annexation or development
The next step in the process is Wednesday at 9 a.m
when the City Planning Commission will hold a public meeting at the Regional Development Center at 2880 International Circle

Jessie fought a 30-year battle with a seizure disorder – the last two years with severe complications
She was a graduate of Starlight School in New Philadelphia
Jessie later stayed at home with Kim and Jane

(KRDO) - Officials with Schriever Space Force Base said the base was not under threat from the Meridian Fire which as of this writing is still burning not far away
While the El Paso County Sheriff's Office had the area under evacuation orders
officials with Schriever said "Base residents have been notified that evacuation is not required."
Shortly after 6 p.m., the El Paso County Sheriff's Office said that most of the mandatory evacuations had been reduced to voluntary evacuations
the Colorado Springs Fire Department (CSFD) encouraged residents to listen to their gut if they felt they were in an unsafe location
regardless of if they were in an evacuation zone
Schriever Space Force Base said non-essential personnel had been released from the base
They also said they sent their own firefighters and fire truck to help put out the fire
"Space Base Delta 1 officials are closely monitoring the grass fire burning west of Schriever Space Force Base to ensure personnel safety as well as mission continuity," they said in a release

along with security checks at the base's gate
But Peterson and Schriever Space Force Bases are implementing new access security measures
and now the Trusted Traveler program is suspended until further notice
restricting military members who are not assigned to those bases from accessing them without approval
Representatives at Peterson and Schriever say this is being done following the attack in New Orleans and the Las Vegas explosion
Investigators say one was executed by an Army veteran
the other an active-duty Army master sergeant
How will the changes impact those who need to access the base
Peterson Space Force Base released a statement about its changes
Hours after the two bases announced new security measures
Air Force Academy sent a release saying they will also temporarily adjust access starting Saturday
stating anyone wanting to visit their installation must obtain a base pass

The sheriff's office said residents should expect smoke and some flame in hot spot areas throughout the evening

the fire is estimated at 2,500 acres and is 70 percent contained

CSFD says they are calling it the Meridian Fire
CSFD also worked another fire on Thursday afternoon near Garden of the Gods
which officials said was under control within a few hours

Evacuation orders were in place for Gusty Bluffs Point and Meridian Road North to Highway 94 and Franceville Coal Mine Road North and to the east border of Schriever Space Force Base in Ellicott
Everyone in the area was ordered to evacuate immediately
the sheriff's office said all mandatory evacuations were reduced to voluntary evacuations
except for Blaney Road south of Highway 94
which includes Hammer RAnch road and Francis Coalmine Road
According to the El Paso County Sheriff's Office (EPSO)
Highway 94 was closed in both directions just after 3 p.m
There was also an evacuation order for Highway 94 and Franceville Coal Mine Road North to Davis Road
and east to the eastern border of Schriever Space Force Base due to a wildland fire near Gusty Bluffs Point and South Meridian Road
CSFD says they have about nine different agencies working on the fire
CSFD says the fire is heading in the direction of Schriever Air Force Base
they don't have a number of how many people have been evacuated
though they do say there are structures that are in danger
The El Paso County Sheriff's Office (EPSO) says the Red Cross has set up at Patriot High School for those impacted by the Meridian Fire
and supplies are available there at the evacuation center

Brad Little announced he is appointing Schriever to represent Idaho on the Northwest Power and Conservation Council
who is retiring after 15 years on the council
The body was established by the Northwest Power Act of 1980
The law tasked the council with authoring a regional plan for a reliable and affordable supply of electrical power and to ensure that fish and wildlife in the Columbia River basin are not unduly harmed by the federal dams that produce much of the region’s electricity
Idaho and Montana appoint two members each to the council
Its members write the regional power plan every five years and on an annual basis they review requests from state fish and wildlife agencies as well as Columbia River Indian Tribes to fund various programs and measures designed to help fish and wildlife harmed by the hydrosystem
The council advises the Bonneville Power Administration on which of those programs should receive funding
The money comes from BPA ratepayers in the region and much of it is ultimately aimed at the recovery of Snake and Columbia River salmon and steelhead
Shriever spent the entirety of his 39-year career with the Idaho Department of Fish and Game and spent several years in Lewiston
where he was a fisheries biologist and regional fisheries manager
He became director of the agency in 2019 and will retire in February
“I am very humbled that Governor Little has asked me to continue my public service by serving Idaho on the Northwest Power and Conservation Council
This is an important and interesting position that influences decisions important to Idaho,” Shriever said in a news release
Schriever will join fellow Idaho representative Jeffery Allen on the council
Yost was appointed to the council in 2007 after serving Idaho Govs
Dirk Kempthorn and Butch Otter as a senior natural resource policy adviser
“I want to thank Jim for his service to the State of Idaho and our natural resources sector for more than 50 years,” Little said in a news release
I am also confident in Ed’s ability to represent Idaho on the council
and I am thankful to him for his service at Idaho Fish and Game.”

Idaho Fish and Game Director Ed Schriever recently announced his retirement effective in February after spending his entire 39-year career in wildlife management with the department and rising through the fisheries ranks into leadership at headquarters
Schriever was hired as director in January 2019
Clearwater Region Commissioner Don Ebert of Weippe said he’s known Schriever since the early 2000s when Schriever was a regional fisheries manager
Ebert commended him for providing commissioners with the information they needed to make informed decisions
“The thing that stands out about Ed is he expects so much of himself
I don’t think the Commission could have asked more from Ed than he asked of himself
“We’re very satisfied with his performance and appreciate the job he has done
He’s leaving when things are relatively stable
and I think it’s admirable to leave under those conditions.”
and whoever replaces him has some big shoes to fill.”
Schriever described the commissioners as people with “clear minds
and a respect for science-based wildlife management.”
“I appreciate the partnership I’ve had with the Commission,” he said
“I will leave the department and its resources in good standing.”
he oversaw a major shift in nonresident deer and elk hunting by limiting the number of nonresidents in each elk zone and deer hunting units in an effort to reduce congestion in popular hunting areas
He also oversaw a major expansion of hunter access
which included lease agreements with major timber companies who own hundreds of thousands of acres of land and continue to allow public hunting and fishing
He also helped create a long-term lease agreement with the Idaho Department of Lands to ensure continued recreation on nearly all state endowment lands
Fish and Game further improved hunting access to wilderness areas by enhancing airstrips on department-owned property within the wilderness
and it has aggressively worked to expand and improve public fishing access sites throughout the state
Schriever’s time as director was interwoven with wolf management
including overseeing the creation of an innovative method to estimate wolf populations using game cameras
The Commission also expanded wolf hunting and trapping opportunities to reduce the population in an attempt to reduce conflicts between wolves
Schriever noted that although Idaho’s wolf population has been stable
wolf harvest in high conflict areas has increased
and there’s been a steady downward trend in livestock depredations during his tenure
Schriever effectively worked with the agriculture industry to reduce crop depredation from deer
while maintaining deer and elk hunting opportunity
Schriever said the agency will continue to strive to meet the expectations of hunters and anglers while protecting and preserving Idaho’s wildlife
“Even with all the changes happening in Idaho
it is still one of the best places with the best wildlife resources in the country,” he said
“People want a lot out of their wildlife,” Schriever added
“The biggest challenge going forward will be balancing Idaho’s growth and the increasing appetite for all types of outdoor recreation with the finite wildlife resources
It will be harder to balance competing interests of population growth
traditional hunting and fishing and other outdoor recreation.”
Schriever started his full-time career with Fish and Game in 1984 shortly after receiving a bachelor’s degree in fisheries science from Oregon State University
His Fish and Game career started as a fish culturist at the Grace Hatchery before moving through the hatchery ranks at Oxbow and Cabinet Gorge
He was promoted to a regional fisheries biologist in the Clearwater Region in 1989 before rising to regional fisheries manager there in 2001
Schriever was then promoted in 2008 to fisheries bureau chief at the Boise Headquarters
then to deputy director in 2015 prior to being hired as director
The Commission will soon begin the process of hiring another director
