AdministrationQ&A with outgoing Board of Trustees Chair Matt Schuyler Schuyler reflects on Penn State’s progress and achievements in times of transition and great change in higher education November 8
UNIVERSITY PARK, Pa. — After four years as chair of the Penn State Board of Trustees
Matt Schuyler’s leadership term officially ends during the trustees’ meeting today (Nov
Schuyler first joined the board in 2015 and will continue serving as a member of the board through the end of his term in 2026
Schuyler has led the board through the hiring of President Neeli Bendapudi
guided the University in making critical investments while simultaneously striving for — and achieving — a balanced budget
and advised Penn State’s president and senior leaders as higher education faces ongoing challenges
Penn State Today sat down with Schuyler to reflect on his term as chair
this has always been about paying it forward
My experience as a Penn State student was life changing and made all the difference for my career and life trajectory
Friends I made at Penn State remain my friends to this day
The company that I joined after I graduated was a springboard for the rest of my career
being involved with Penn State in the years since graduation has been a way of paying back all I’ve gained and achieved not only because of my undergraduate education but also for the significant and varied lived experiences that my career path has afforded me
I’ve been fortunate to apply my learnings and serve as a sounding board to guide and advise the administration as they look toward the future
given that trustees are charged with the ultimate responsibility of advancing the University while staying true to its mission
Q: One of the board’s most important duties is hiring the Penn State president
Tell us a bit about the process and goals of the board as you sought to hire our current president
and how Neeli Bendapudi’s tenure has gone so far
The responsibilities of the board are many and varied
but probably nothing is more important than the selection
onboarding and managing the performance of the University president
In the shared governance model of Penn State’s Board of Trustees
we delegate the responsibilities to operate the institution to the management team — which includes the president
and other senior leaders across the institution — and the responsibilities of pedagogy to the faculty
It is a critical responsibility to ensure we attract and retain the most exceptional talent
not only to effectively manage the University
but also to elevate it to new heights of excellence
we had the unique opportunity to transition to a new president
we canvassed the University community to determine what skills and attributes were most necessary in the next president
and we spent many hours crafting a job description
We vetted that extensively with various groups of faculty
staff and students; refined the selection criteria; and applied it against the 400 initial candidates in the pool
That large candidate pool was ultimately narrowed down to a slate of world-class finalists
Bendapudi was a collaborative and very rigorous process
I have many decades of career experience with executive recruitment
and I can say with great confidence that this was by far the most extensive process I’ve experienced
Bendapudi is the ultimate outcome of a great process
She’s fantastic; I think she’s the best president of any university in the country today
we are seeing the positive effects of her leadership across the University
and she always keeps students at the heart of every decision as she works to position Penn State for the future
At a time when higher education is facing significant challenges nationally
Bendapudi is the right person to lead this institution — and she has hired an exceptional leadership team for her administration to support this effort
Q: You briefly mentioned the future of higher education and the challenges institutions are facing
Can you elaborate on how Penn State is addressing these challenges
Reflecting on nearly nine years of service on the board and four years as chair
I believe this period represents the most profound transformation that higher education has ever experienced
we stay informed on developments in higher education and dedicate considerable time to benchmarking against other institutions and applying best practices
The value proposition of higher education is under great scrutiny
and tectonic shifts are reshaping the landscape
With advancements in technology and the sudden shift to virtual learning during the pandemic
students are now learning things much earlier in their academic careers and there is a new hybrid approach to how they are learning
Penn State has done a fantastic job of positioning itself for this change
and I credit Penn State's outstanding faculty and staff for fostering an environment that supports student success now and into the future
our work is far from complete; there is still further transformation required to make certain we can continue to lead and excel in the future
How faculty teach and conduct research must continue to evolve; how students learn and consume information must continue to evolve; how we use technology and platforms to convey information must continue to evolve — and we need to be ready for that
The changes that have occurred since COVID showcase the ways in which we are positioning ourselves for the future of higher education
Our vision includes the Commonwealth Campuses
which are continuing to evolve to meet the moment of this great change as well
while aligning with Penn State’s mission as a land-grant institution
which is to deliver quality education to the citizens of Pennsylvania
Q: Higher education in general is facing financial challenges as well
Why was balancing Penn State’s budget such a priority for the institution and the Board of Trustees over the last two years
as a state-related university in Pennsylvania
relies on funding from the Commonwealth for part of its budgets
have remained flat while costs are rising all around us
Across the nation health care costs are going up
and food and dining services are also increasing
The rising operating costs of essential services to run a $10 billion
large institution certainly impacts our ability to allocate resources effectively while minimizing the financial pressures for our students and their families
All universities are navigating a challenging post-pandemic budget environment
It has required us to be very strategic about how we are achieving our revenues and how we are spending our revenues
We had to simultaneously look deeply into the cost structure of the University and figure out what the right level of tuition had to be during those especially challenging recent years
Considering the significant increases in expenses
the University has done an exceptional job of managing cost structures in the midst of so much change
They have balanced sources of revenue and uses of that revenue over the last several years to the point where we’re going to achieve a balanced budget earlier than anticipated
But this is a never-ending type of endeavor
in that you’re never done managing your revenues or expenses
the way education is delivered is going to have to evolve and that will require sensible investments
the distribution of that education is going to require tradeoffs over time
and I think the University is well positioned to consider those as time goes on
Q: You mentioned “sensible investments.” That’s a good segue into strategic spending in areas of priority
including new or renovated facilities over the last several years
How do you balance investments in facilities that support Penn State’s academic and research mission while simultaneously managing the budget
I look at it as a fairly simple equation: In order to attract and retain exceptional faculty and staff committed to providing our students with a world-class education
it is essential to create an optimal environment in which to teach
Central to this is fostering a top-tier research enterprise and providing access to state-of-the-art facilities that empower our renowned faculty to excel in their fields and drive innovation
it’s about providing our students with a unique and transformative experience inside and outside the classroom
I’m proud to say we’ve been focused on making critical investments relative to having the best facilities for our students
There are no better examples of that than some of the recent ribbon cuttings I’ve had the honor of attending — for example the West Campus expansion at University Park
Our engineering buildings were becoming outdated — and that’s putting it mildly for some of them
This significant investment in the platform for research and teaching in engineering will continue to help Penn State deliver a world-class engineering pedagogy
a world-class engineering faculty and a world-class engineering program for students
You can go down the roster of investments that the University has made over the last 10 years and point directly to a correlation of having the best so that we can attract and retain the best
but as it relates to investments in facilities for athletics
Penn State is a world-class education and research institution
and I think we can point to our facilities investments and say that we intend to maintain that status for decades to come
the board approved investments to revitalize Beaver Stadium and to expand other athletic facilities
Tell us about the lens the board uses when investing in athletics in general
We use the same lens that we do for research
We have some of the best student-athletes in the nation
They deserve to have the best facilities to train and compete
some of our facilities are very dated and need either a refresh or total reconstruction
We use the same approach that we apply when considering the University’s nonathletic facilities: To attract the best and retain the best
Penn State has one of the best and largest intercollegiate athletic programs in the nation
some of our athletics facilities are subpar
Soccer is one example — currently both men's and women's programs are housed in Rec Hall and are transported by bus to Jeffrey Field on game day
But we are committing to investing in a new soccer operations facility with onsite locker rooms
parking and an entry plaza to enhance the student-athlete and fan experience
Athletics has a strong history of smart investments
both through philanthropy and the self-sustaining model of Intercollegiate Athletics — meaning the athletic department does not receive any state or University funding for its annual operating expenses
The program invests in itself to maintain the best facilities
which can be seen in the recent past with the Pegula Ice Arena and Panzer Stadium and newer investments in the Greenberg Indoor Sports Center to add a training table and wellness center that will serve all student-athletes
which is in many ways the central revenue-generating engine for all of our athletic endeavors
will pay dividends for decades to come as it will continue to fuel all of Penn State’s athletic programs
Investment in our intercollegiate athletic programs has proven to provide a great return – collectively they transform the fan and community experience
and serve as a place to bring Penn Staters together — from attracting prospective students and their families to being a place where fans and alumni can gather in the shared experience of cheering on our student-athletes
inspires us and motivates us as trustees in our work to preserve Penn State’s status as a world-class institution for generations to come.”
can you describe why the board recently revised its structure and bylaws as a result of its recent self-assessment
How those changes designed to position the board for the future
That’s the bottom line: The idea was to position the board for the future and support our administration as we collectively work to position the institution to be as successful as possible
We closely examined our existing bylaws and determined they were outdated
The process started two years ago with a self-assessment during our annual board retreat
the group studied best practices for boards and took on the challenge of reviewing our governance and committee structure and our bylaws to see where refinements could be made
The needed changes were in some ways tactical
in terms of updating language used or evolving protocols for how we govern to make our meetings more effective and efficient
removing details that weren’t necessary for governance so that we
can focus even more on the areas that matter most
That working group spent the bulk of a year reviewing and discussing the board structure and bylaws
They ultimately recommended to modernize the board’s committee structure to enhance those committees — including putting more focus on student success and research and technology
which previously weren’t a focus of board governance
as well as retaining a subcommittee on risk that is designated to identify
understand and mitigate risks to the institution
The streamlined board structure and updated bylaws were the outcome of cross-board collaboration to reshape how the board continues its focus on strategic support for and oversight of the University
Q: As you reflect back on your time as board chair
who is just a dynamo and will take Penn State to places that we’ve only dreamed of in terms of next-level performance
She’s building off all the past progress the University has made and it’s a joy to watch that unfold as she builds a team around her to do what we ultimately aim to do as a board: ensure that Penn State is the best it can be
The other is the increased engagement that trustees have had with students
We've had many opportunities to interact with students and learn about their success as a result of their Penn State education and experience
inspires us and motivates us as trustees in our work to preserve Penn State’s status as a world-class institution for generations to come
The family of Dennis K Schuyler created this Life Tributes page to make it easy to share your memories
UNIVERSITY PARK, Pa. — As he approaches the end of his two-year term as student trustee on the Penn State Board of Trustees, Kevin Schuyler is leading the charge to identify his successor
The student trustee serves on the 38-member Board of Trustees
which is responsible for the governance and welfare of Penn State at the highest level
who earned a bachelor’s degree in general science from Eberly College of Science in May 2024 and will complete his master’s program in business analytics from Smeal College of Business in August
will work full-time as a supply chain consultant with Deloitte after graduation
He sat down with Penn State News to reflect on his term as student trustee and talk about the responsibilities and benefits of the position for students interested in succeeding him
Schuyler: I initially pursued the role of student trustee as a byproduct of some previous leadership roles that I had in other organizations
such as my business fraternity Phi Chi Theta
the Blue & White Society and Lion Ambassadors
I was fortunate to have those leadership opportunities in my first three years at Penn State and I wanted to scale that up somehow
I learned about the student trustee role through email and word of mouth and felt as though it would be a great opportunity to maximize my impact as a student leader
The student trustee has an impact on students across the commonwealth — actually
across the globe with World Campus — and carries the voices of 88,000 of their peers
and I think most students would agree with me here
I thought of the Board of Trustees as the folks who approved tuition rates and who were driving COVID-19 decisions on campus
That’s pretty much the extent of what I knew about the board
I’ve learned that the board is responsible for those critical decisions — and many
many others that impact Penn State and the people affiliated with the institution
But I’ve also found that the trustees — most of them Penn State alumni themselves — are some of the most dedicated individuals who care so much about this place and devote hours upon hours to better our University
I think not knowing too much is a valued perspective
I came into the role as a STEM major involved in a business fraternity and a few other organizations on campus
I found that I could bring a unique perspective to the board
which I think has been incredibly valuable
So prior knowledge is definitely not a prerequisite for the student trustee role by any means
Schuyler: I was really impressed with the onboarding experience
All new trustees go through an orientation to meet with the senior administration and go through their portfolios one by one
I wasn’t the only new trustee; five others joined with me at the same time
We would often sit together at lunch to further discuss what we’ve learned and what we each bring to the table
Even though I’m the only student trustee and the others were professionals with established careers
we were all going through the experience together
All new trustees are also paired with a mentor on the board
Rob was incredibly helpful in getting me up to speed on some of the more financial aspects of the role
I didn’t have as much knowledge of or experience with those topics
Rob has worked in finance and real estate for more than 30 years
He’s been able to share his perspective with me one-on-one
I can say that I’ve formed strong connections with all of my fellow trustees
Each trustee is so accomplished in their own field
and they’ve been so willing to impart their wisdom on me — not only from a board perspective
former student trustees Janiyah Davis and Bryan Culler
They have both been incredible mentors and friends
I hope to do the same for the next student trustee
Schuyler: I think the student trustee role is one of the most unique positions at Penn State
in that it really feels like — and is — a DIY [do it yourself] role
there are recurring meetings and routine processes related to business at hand
the self-education piece has been the most rewarding
Being a trustee gives you the chance to meet with so many administrators
as well as everything I’ve learned about this great University
But a lot of that in-between time is spent going out on campus and learning about Penn State and the student body
That’s what I love so much about the role — you can really chart your own path
I have met with a diverse representation of students to bring their perspectives to the table
both on day-to-day life at Penn State and on specific topics and issues being deliberated by the board
The trustees have been very receptive to this input
The feedback I’ve been able to provide is considered invaluable and makes a difference
I have also tried to facilitate face-to-face interactions between trustees and students as much as possible
and I strive to always invite a different student to join me as a guest at each board function
Trustees have been very engaged with every student that has accompanied me and they are always interested to hear each and every student story
Schuyler: The number one thing I love about being the student trustee is that the role fully allows you to be a student — it’s in the name
I take classes and participate in social life and extracurricular activities just like any other student would
It’s nice because I can be a typical student and still plug into these important University discussions and serve as boots on the ground for the board
My time as student trustee has ultimately deepened my love for Penn State
Schulyer: You have to be passionate about Penn State
the position requires a lot of time and work toward making the University a better place
And the outcomes of a lot of the time and work might not be seen for years to come
But learning so much about this University has been such an incredible journey for me
When I look back and see how much I have grown as a person
This role has been such a great way to learn about Penn State
I was hesitant to apply for the position myself
The thoughts of “I’m just another Penn State student,” and “what do I have to offer?” kept running through my head
But every student at this University has a unique perspective
If you have expertise in anything from your studies at Penn State or through internships or co-ops
So are the experiences you’ve had here and how you’ve made Penn State your home
That is your story and is what makes you unique
We are not looking for someone who is exactly the same as all the other trustees or exactly the same as the student government presidents who serve in representative roles on the board
We want a unique perspective and viewpoint of the student body
A key part of the student trustee role is being able to connect with the average Penn State student
“I was hesitant to apply for the position myself
The thoughts of 'I’m just another Penn State student,' and 'what do I have to offer?' kept running through my head
But every student at this University has a unique perspective.”
Schuyler: If you don't have interest in becoming the next student trustee or won't be able to fulfill a two-year term
you can still leave a lasting impact on a place you hopefully love: apply for an at-large position on the student trustee selection committee
That committee plays a role in selecting the next student trustee — their peer who will represent 88,000 of our fellow students
It would be an incredible opportunity for someone who wants to leave a lasting impact on the University and learn about shared governance at Penn State
I serve as the committee’s chair as one of my responsibilities as student trustee
We’re looking for passionate students who can help us sink our teeth into the student trustee applications
The at-large committee members will join me and four student government leaders to review applications
interview candidates and recommend a finalist to present to the board’s nominating subcommittee for election
Students can also get involved by becoming more familiar with the board and its actions and activities
I had little knowledge of what the board did before I became student trustee
But I’ve learned that so many of the board’s deliberations and decisions directly affect students and their interests
participate in the alumni election to nominate yourself or others to represent you on the board after you graduate

— UPDATE: KTVO has now learned what caused Wednesday afternoon's fire in a metal shed behind Schuyler County Schools
Queen City Fire Chief Carl Snider told KTVO that the blaze was started by a salamander heater outside the building that was being used to thaw frozen water pipes
Snider said the heater ignited combustible materials inside the exterior wall of the shed
-----------------------------------------------------------------------------------------------------------
ORIGINAL STORY: A fire in a metal shed behind Schuyler County R-1 Schools in Queen City prompted the evacuation of elementary students on Wednesday afternoon
They were moved next door to Schuyler County High School as a precaution due to a couple of fuel barrels located next to the burning building
Wednesday by a passerby who noticed the smoke
Superintendent Kyle Windy told KTVO that the building was used for storage as well as a gathering place for the district's bus drivers
Crews from the Queen City Fire Department and Lancaster Fire and Rescue rushed to the scene to fight the fire
Windy said he believes the building's HVAC system is likely what started it
Schuyler County District Attorney Joseph Fazzary
one of the longest tenured DAs in New York state
A possible successor is already poised to make an announcement about his own plans
announced his intentions not to run again during a meeting of the Schuyler County Legislature on Monday
Fazzary started as an intern in the District Attorney’s Office in August 1992
He became an assistant district attorney in 1993 after passing the New York state bar examination
Fazzary was the youngest person ever elected district attorney in the state
He is currently ranked third in seniority among all DAs in New York
and is one of only three sitting district attorneys elected in the 1990s
"It has truly been an honor and privilege for me to serve the residents of Schuyler and many of the surrounding counties
as well as the people of the state of New York for all these years," Fazzary said
"I have always tried to be fair and seek justice instead of convictions."
During his nearly 28-year tenure, Fazzary has prosecuted several high profile court cases, including the 2000 beating death of Watkins Glen High school student Amber Brockway by classmate Joshua Horein
Fazzary and his staff created and established the Justice Center of the Southern Tier in Montour Falls
a place where victims can receive needed services all in one venue
The center has already assisted more than 400 victims of crime from five counties
Fazzary received the highest honor for a prosecutor in New York state
He accepted the award during a ceremony in Manhattan

In light of Fazzary's retirement announcement
Chief Assistant District Attorney Jeremy Hourihan plans to make an announcement of his own
Hourihan scheduled a news conference for 2 p.m
Wednesday at the Seneca Lake Events Center in Watkins Glen to announce his own intentions
Fazzary credited Hourihan and other staff members who have worked in the DA's office during his tenure for much of his success
"I could not have done this without the amazing staff that I have been blessed with for the last 28 years," he said
"I have had three chief assistant district attorneys who dedicated their careers to prosecution and seeking justice
Two of them went on to become superior court judges and one stands by my side every day
protecting the citizens of Schuyler County."
Fazzary also credited paralegal Robin Craver
who has been with him for his entire tenure as DA
and multiple law enforcement agencies he has worked with over the years
Fazzary said he has no immediate plans for the future beyond spending more time with his family

.st1{fill-rule:evenodd;clip-rule:evenodd;fill:#2a2a2a}By Advance Local Weather AlertsThe National Weather Service issued an updated severe thunderstorm warning at 6:53 p.m
Wind gusts of up to 60 mph and half-dollar-sized hail (1.25 inches) are expected
a severe thunderstorm was located over Newfield
moving east at 35 mph," says the weather service
Locations impacted by the warning include Enfield
"For your protection move to an interior room on the lowest floor of a building."
lightning strikes the United States approximately 25 million times
with the majority of these electrifying events occurring during the summer months
lightning is responsible for claiming the lives of approximately 20 people annually
The threat of lightning becomes more pronounced as thunderstorms draw nearer
peaking when the storm is directly overhead and gradually waning as it moves away
To ensure your safety during a thunderstorm
If you find yourself outdoors without access to indoor shelter during a thunderstorm
vigilance and preparedness are your best allies
you can significantly reduce the chances of lightning-related accidents and prioritize your safety
Heavy rainfall may lead to flooding if prolonged or if there is excessive runoff
Excessive runoff can be a result of saturated ground and/or rainfall intensity
Follow these recommendations from the weather service to stay safe in heavy rain:
refrain from parking or walking near culverts or drainage ditches
where swift-moving water can pose a grave danger
Use the two-second rule to maintain a safe distance from the car in front of you and allow an extra two seconds in heavy rain
Take your foot off the accelerator and let your speed drop gradually
Never use the brakes suddenly because this may cause the car to skid
Stay toward the middle lanes - water tends to pool in the outside lanes
Enhance your visibility in heavy rain by activating your headlights
Be particularly vigilant for vehicles in blind spots
The first half-hour of rain is when roads are slickest due to a mix of rain
Exercise heightened caution during this period
Large trucks and buses can reduce your visibility with tire spray
Avoid tailgating and pass them swiftly and safely
When visibility is so limited that the edges of the road or other vehicles cannot be seen at a safe distance
it is time to pull over and wait for the rain to ease up
It is best to stop at rest areas or other protected areas
Keep your headlights on and turn on emergency flashers to alert other drivers of your position
you can significantly reduce risks and ensure your well-being when heavy rain pours down
Stay informed about weather conditions and heed advice from local authorities to make your journey safe and sound

Schuyler Moore is set to move on from her role serving as U.S
Central Command’s first-ever chief technology officer
Naval Forces Europe headquarters in Naples
where she’s been mobilized by the Navy Reserve
In an email after making the announcement of her departure on social media
Moore told DefenseScoop that in addition to her civilian roles
she’s also served in the sea service’s reserves for the last four years
It was in that capacity as a reservist that Moore previously made waves as a rising star at U.S. Naval Forces Central Command’s innovation-pushing Task Force 59 in Bahrain
European Command’s Navy component for one year as an intelligence officer
Moore said in the email that while she’s sad to leave her team at Centcom
she’s looking forward to gaining more experience in uniform.
Centcom personnel responded to — and captured critical data on — disruptive
real-world attacks from Iran-backed rebels and other threats in waters around the Middle East during Moore’s tenure
that command had built a reputation as one of the Defense Department’s leading early AI adopters.
And with Moore as CTO, that hub has accelerated military technology deployments via modern and rapid experimentation series, and steadily refined high-tech computer vision
and decision support capabilities for intelligence
reconnaissance and other missions.
Moore declined to share the name of the person who’s been tapped to succeed her at Centcom
