(KRDO)- The girlfriend of the man killed in Security-Widefield earlier this week talked with KRDO13 for the first time The El Paso Sheriff's Office said a deputy was out patrolling when they came across a vehicle stopped in the middle of the road near the intersection of Crawford Avenue and Withington Drive. The deputy said the man found in the passenger seat was dead.  Emily Casillas described Miguel Ramirez Quiroz as a loving father The couple had been together for three years and shared a one-year-old son The young couple had big plans for their future "We did want to get married. We did want more kids He was waiting for my 21st birthday so that we could go to the casino together," said Casillas Their romance was cut short. Miguel was on his way home from the store when his car broke down, but due to the investigation, she couldn't tell us more. 29-year-old Miguel Angel Garcia-Hernandez has been charged with first-degree murder second-degree kidnapping, and false imprisonment Emily said she's glad someone has been arrested but it's at least a little bit of a help thinking that at least he's not a what The family has also created an online fundraiser The money will be used to help out Emily and her son Karla Sosa is a bilingual multimedia journalist for KRDO13. (KRDO) -- A cross-pan may sound like something you'd cook food in but it's actually small slabs of concrete joined together at an intersection to improve street drainage It's an infrastructure upgrade that will help ease some of the ongoing drainage issues in the Security-Widefield community crews replace an average of 40 cross-pan structures annually; the latest project was at the intersection of Main Street and Holly Drive He said that cross-pan allows stormwater runoff from rain or melting snow to drain more efficiently -- particularly in areas where runoff flows from several streets and the nearest storm drain is several blocks away "They're generally about six feet wide and have a very shallow V and the water flows down the curb and then flows across the center of this and then just continues its way down," Gerhard explained "We put these cross-pans in because for one they last a lot longer than if they were like an asphalt joint -- since it's also extremely hard to pave the asphalt that kind of that ditch fashion." The agency does not recommend community members use alternative sources of water Nearly 350 people participated in the study The Security-Widefield site was one of several involved in the nationwide study High Levels Of Toxic Chemicals Found In Blood Of El Paso County ResidentsResearchers found the concentration of chemicals higher for older participants with males having higher blood levels of PFHxS and PFOS than females The longer a child was breastfed also contributed to higher levels of the chemicals when compared to non-breastfed children though the study also says the benefits of breastfeeding outweigh the risks for infants exposed to PFAS in breastmilk The study also says infants born to mothers exposed to PFAS can be exposed in utero.  PFAS was first detected in drinking water in the Security-Widefield area in southern El Paso County in 2013 though the CDC says contamination likely began earlier It's the result of firefighting foam used in training exercises at Peterson Air Force Base as long ago as the 1970s The chemicals entered the ground and moved into groundwater in the surrounding area Exposure to PFAS can lead to an increased risk of fertility problems high cholesterol and certain cancers.  The Environmental Protection Agency recently announced an available $1 billion in grant funding for communities on the frontlines of PFAS contamination.
