TileBar filed its plans with Henrico earlier this month to convert the roughly 6,100-square-foot former Carrabba’s building
TileBar spokespeople declined to comment for this story
did not respond to requests for comment by press time
It’d be the second new-to-market architectural supply shop to come to the area in recent years, as Spanish materials company Cosentino is converting an industrial building on Arthur Ashe Boulevard into a showroom
Since CTO acquired West Broad Village in 2022 for nearly $100 million
the commercial side of the development has seen a bit of churn

Seems like a very pricey piece of space for a very niche market store that really isn’t retail
I am sure most of their customers are builders and remodeling companies
I get wanting to be in the West End of Henrico and the RVA market but a strip center space would be seem more economical for the place
The Parkside Marketplace or some of the strip centers across from SPTC would seem easier on the budget
I would think this would find a better location in a strip like the one Foor & Decor is in
What would be interesting would be if they offered food and drink as part of the experience

Virginia transportation officials are recommending funding for three transportation projects in Henrico County as part of the state’s biennial SMART SCALE program but have declined to recommend funds for a costly series of interstate improvements in Short Pump for which the county also had sought money
The recommended funding for Henrico projects (which still must be formally approved by the Commonwealth Transportation Board in June) includes:
• $26.97 million to completely fund an interchange improvement at Mechanicsville Turnpike and I-64 at the Henrico-Richmond line
• $25.1 million toward a $27.6-million project to construct a shared-use path along a two-mile stretch of Mechanicsville Turnpike between Laburnum Avenue and the Richmond line;
• $10.19 million toward a $12.19-million project to enhance the intersection of West Broad Street and Glenside Drive
including the construction of sidewalks to make the area safer for pedestrians;
The first two projects were proposed by Henrico County officials
while the third was submitted by the Richmond Regional Transportation Planning Organization
The West Broad/Glenside project will help Henrico nearly complete its effort to construct and upgrade sidewalks along the full span of West Broad Street in the county
Hughes said; the only remaining segment will be the point at which the road runs beneath I-64 in Short Pump
”We’re trying to tackle it piece by piece,” he said
“that’s how we’ve gotten most of the sidewalks funded.”
The shared-use path along Mechanicsville Turnpike will allow the county to continue its effort to make major thoroughfares in Henrico more friendly for pedestrians and other non-motorized users
(Other projects are underway or planned along the Brook Road
Williamsburg Road and Nine Mile Road corridors.)
The I-64/Mechanicsville Turnpike interchange project is likely to reapportion some of the existing travel lanes to better utilize space
It also will provide better access for pedestrians through the area
“A lot of what we’re trying to do [there] in addition to making sure cars flow well is making sure there are safe areas for pedestrians,” Hughes said
Projects approved for SMART SCALE funding typically are added to the fifth and sixth years of the CTB’s rolling six-year capital improvement program
meaning it could be more than four years before money is allocated for any of the three Henrico projects earmarked for potential funding
But approved projects sometimes are put on an expedited timeframe
The SMART SCALE program is designed to prioritize funds for projects that score well upon 14 total factors within six categories: safety
and the environment (words and phrases whose first letters combine to spell “SCALE”)
The “SMART” acronym stands for system for the management and allocation of resources for transportation
the Richmond region saw 14 projects recommended for a total of about $328 million – a figure that Hughes and other officials in the region were happy with
Another nine projects in Henrico (six submitted by the county and three submitted by the RRTPO) were not recommended for funding by the group of officials from the Virginia Department of Transportation and Virginia Department of Rail and Public Transportation who were charged with reviewing and ranking all 270 project applications statewide
Among those nine projects: a series of enhancements along the I-64 corridor in Short Pump, for which the RRTPO sought $247.2 million toward the $372.2-million effort. Henrico County is planning a new interchange at I-64 and North Gayton Road
as well as a restructuring of the I-64/West Broad Street interchange in Short Pump about three miles to the east to help reduce frequent congestion in the area
the proposal achieved the highest score ever given to a SMART SCALE proposal since the program’s implementation in 2016: 76.74 out of 100 (or more than twice as high as the next-highest score for a project proposed in this cycle
But scoring well in all six key areas isn’t necessarily enough to earn a project inclusion on the funding list; each project’s initial “benefit” score then is divided by its cost to provide a final score
which in the case of the Short Pump proposal dropped it to 96th (with a score of 3.10) among the 270 projects
Thirty-seven of the top 50 projects by total score were recommended for funding; only five of the 53 projects statewide to earn funding recommendations scored lower than the Short Pump proposal
County officials were “pleasantly surprised” that the Short Pump proposal’s benefit score was so high
Henrico Public Works Director Terrell Hughes told the Citizen
but equally disappointed that despite that score
The $247.2 million request associated with the project made it the most expensive request among the 270 proposed in this cycle
The CTB does not offer partial funding for any Smart Scale projects; proposals either are approved and funded at the full requested amount
That philosophy was designed to ensure that allocated funds actually resulted in completed projects
since partially funded projects otherwise could go stagnant if localities were unable to fund the rest of the needed funds
Failure to earn funding from the SMART SCALE program may not cause a delay in the ultimate construction of the I-64/North Gayton interchange and restructuring of the I-64/West Broad Street interchange
The county already has committed $60 million to the project
and the Central Virginia Transportation Authority (a regional body that uses sales and gas tax revenues in nine Richmond-area localities to help fund transportation projects in each one) has committed $65 million
Ongoing environmental studies are nearing their completion
and then design work will begin and could take several years
county officials will continue to seek other federal
and likely will resubmit the project for SMART SCALE consideration again in two years
The other eight projects in Henrico for which officials sought funding through SMART SCALE but were denied were:
• two separate proposals from the RRTPO totaling nearly $162 million to restructure the I-64/Gaskins Road interchange from a cloverleaf style to one more like the I-64/Airport Drive interchange (completed several years ago)
which eliminated two of the four cloverleaf ramps in favor of traffic lights;
• a $19.84-million request from Henrico for improvements along Nine Mile Road between Gordons Lane and Dabbs House Road (a project anticipated to cost about $22.3 million overall);
• a $17.5-million request from Henrico for safety improvements along Glenside Drive and Horsepen Road (a project anticipated to cost about $21.5 million);
• a $14.8-million request from Henrico for improvements along Springfield Road (a project anticipated to cost about $17.3 million);
• a $13-million request from Henrico for improvements to East Parham Road between I-95 and Cleveland Street (a project anticipated to cost about $15.5 million);
• a $12.3-million request from Henrico for pedestrian improvements to Parham Road between Holly Hill and Three Chopt roads (a project anticipated to cost about $14.3 million);
• a $9-million request from Henrico for vehicular and pedestrian improvements to the West Broad Street/Parham Road intersection (a project anticipated to cost nearly $14 million)
Before the next SMART SCALE funding cycle in two years
Henrico officials will evaluate the scores each of their proposals earned this time
likely eliminate those with the lowest scores and replace them with new projects
Other than the Short Pump interchange improvements
the Springfield Road proposal earned the highest total score (7.73) of the nine Henrico projects that were not recommended for funding
The Nine Mile Road and Glenside Dirve/Horsepen Road proposals had the lowest scores of the county’s proposals this cycle (both below 2)
The two I-64/Gaskins Road interchange proposals earned total scores of just 1.26 and 2.17
The Commonwealth Transportation Board is hosting a series of meetings statewide to solicit input about its Six-Year Improvement Program (which will provide funding for Fiscal Years 2026 through 2031) and also offers other methods for people to provide feedback. Learn more here
A pharmacy chain has retreated from a major intersection in Short Pump after nearly 12 years
The company said the underperforming Short Pump store was closed in response to pressures stemming from regulations and drug reimbursement costs
and comes as part of a plan announced in October to shut down 1,200 stores over three years
“Our retail pharmacy business is central to our go-forward business strategy
increased regulatory and reimbursement pressures are weighing on our ability to cover the costs associated with rent
and supply needs,” Walgreens said in a prepared statement
“It is never an easy decision to close a store
We know that our stores are important to the communities that we serve
and therefore do everything possible to improve the store performance.”
The 12,000-square-foot retail building opened on West Broad Street at Pouncey Tract Road in June 2013
The storefront and its 1.6-acre parcel are owned by the pharmacy chain
The company said prescriptions on file at the Short Pump location were moved to the Walgreens about 3 miles south
The chain has nearly 30 stores in the Richmond area
The shuttering of the Short Pump store came as the publicly traded pharmacy chain was in discussions to be taken private by Sycamore Partners
The retailer announced it had finalized a deal with the private equity firm Thursday
Walgreens isn’t the only pharmacy chain to trim its local store count recently. Rite Aid closed a store at the corner of Hull Street and Cowardin Avenue in June

where it would look to build a branch from scratch
The land sits in Goochland County and is part of the Notch at West Creek
a mixed-use section at the northern end of West Creek that currently includes a hotel
The bank recently applied for regulatory permission to establish the branch
who leads Burke & Herbert’s Richmond operations
said the bank is conducting its due diligence for the site and declined to comment further while the process is pending
If it comes to fruition, the branch would be Burke & Herbert’s second in the Richmond market. Its first opened in 2023 at 2065 Huguenot Road in Chesterfield
The bank also has a commercial loan office in the Glen Forest Office Park at 1802 Bayberry Court in Henrico
The bank has said its plan is to open three to six branches in the area over time

doubling its size and bringing it to a total of around 75 branches across Delaware
The bank had $7.8 billion in total assets as of the end of 2024
In other local bank branch news, Mount Olive, North Carolina-based Southern Bank recently converted its local loan office into a full-service branch

Schell Brothers is planning a 26-home subdivision on 9 acres at 4700 Shady Grove Road. The wooded site is northeast of Shady Grove’s intersection with Pouncey Tract Road, across from Christ Church Episcopal and just north of Striker Park
A holdout among the residential sprawl between Short Pump and Wyndham
the property has been under the same family ownership since 1980
Schell Brothers has the site under contract
Records list the owner as Hilton Davis Jr.
and the county’s latest assessment put the property’s taxable value at $1.8 million
Smith said the site came to Schell’s attention before it could be listed publicly
the company’s land acquisition and development manager
came across a contact who was connected to Davis
“It’s been in the family’s ownership for 40 years,” Smith said
“They grew up in the west end and had been playing on the land his whole life
and he’s at a point that he no longer wanted to hold onto it.”
Schell is seeking rezoning approval for the subdivision
which would consist of 26 homes ranging from three to six bedrooms and 2,000 to 3,500 square feet in size
Smith said the homes would be similar to some that it’s built in HHHunt’s River Mill development near Virginia Center Commons
“The 26 lots will be kind of a boutique feel
like a quaint little village-like neighborhood where everything’s connected,” Smith said
“It’ll continue the connectivity and be a piece of the (Short Pump area’s) development that was undeveloped so far.”

Smith said it’s too early to put prices on the homes or the overall development
Should its rezoning application progress according to schedule
she said construction would start as soon as building plans and permitting are approved
a process she said can take up to nine to 12 months
county planning staff suggests enhancing proffered buffers along the roads to protect residents and increase consistency with nearby developments
A community meeting was held in late February and drew 16 attendees
Schell is working with engineering firm Koontz Bryant Johnson Williams on its request
which the Henrico Planning Commission recommended for approval last week
The Board of Supervisors will decide the request at a future meeting
The project would add to other development along Pouncey Tract Road. To the south, Robert Babcock and Lawrence Liesfeld are developing 32 four-story townhomes at Pouncey Tract’s intersection with Liesfeld Farm Drive
Rezoning for that project was approved last year
and a development plan is currently under review
Across the river in Chesterfield, Schell Brothers is working on a 68-home subdivision on 31 acres off Baldwin Creek Road just west of Harpers Mill

I recently went out to see “Van Gogh: The Immersive Experience” in Short Pump
This is a sentence I didn’t imagine ever constructing, but then again, I wouldn’t have thought to see a fall 2022 presentation at Stony Point Fashion Park of Michelangelo’s Sistine Chapel paintings housed in an empty H&M
this Vincent van Gogh show is one of those in the spate of “experiences,” the intention of which is to take you into the art and even the artist’s creative mind and
is designated as the Exhibition Hub Richmond Art Center
There’s a lot to experience with short documentaries
with a colossal head of Van Gogh onto which examples of his work are projected and reproductions of his sunflowers and self-portraits
using these pieces to sort through technique and improve his process
Sunflowers didn’t demand payment or argue with him
and Van Gogh posed himself as an inexpensive and readily available model
But when an artistic genius is workshopping to get on to the next phase of their creative life
what they leave behind can later gain admiration worthy of a museum — or an empty suburban grocery store
You can go and sit in a re-creation of the famous Arles
bedroom that Van Gogh captured through his paintings
But don’t expect a repeat of the 2016 construction at the Art Institute of Chicago that they rented out as an overnight accommodation

“I’m not opposed to being in multiple states
I’m also not opposed to opening multiple locations in the Richmond market specifically
We’ll see how real estate opportunities become available and where they become available,” he said
TJ has a background in working for multi-unit grocery brands
and said that experience and a desire to manage suppliers and costs more effectively inspired the idea
It makes you a bigger fish in a small pond,” he said
“There are a lot of costs that are fixed and would be nice to spread over multiple locations.”
TJ’s interest in making Tom Leonard’s a multi-store brand is a departure from his dad’s philosophy of focusing on one store

TJ said the pending expansion project to create a more than 25,000-square-foot Short Pump store would be a trial run of the sort of store he’d like to replicate elsewhere
He said it’s a popular size for customers that also is relatively easy to build and operate
“You can increase the frequency of shops because it’s so easy to get out
So instead of them doing a single weekly shop
which is exactly what you’re looking for,” he said
“It’s that middleweight in the boxing ring.”
An upcoming expansion project planned for Tom Leonard’s Farmer’s Market would nearly double the size of the Short Pump grocery store
the younger Leonard is also experimenting with bringing organic products to the store more frequently
I would certainly agree that’s the direction that we’re moving in
Not just in produce but you’ve got your proteins as well,” he said
Tom Leonard’s has offered organic products when it’s most economical to do so
TJ’s approach would be to offer organic products more consistently to stay in line with the tastes of Millennial and Gen Z shoppers
“Now we’ve reached a point with my generation and the generation after me
They’re looking for that and they’re willing to pay a higher price for a higher quality product,” the 40-year-old said
When Tom Leonard’s announced the father-son succession in a news release earlier this month
it started the next chapter in the family’s history in the grocery business
founded the Stew Leonard’s grocery store chain with multiple locations in the Northeast
Tom opened Tom Leonard’s in Short Pump store in 2004
TJ followed in their footsteps first with other companies
He formerly worked as senior director of produce and floral for grocery chain Sprouts
and was a store manager and merchandiser for Safeway in the D.C
TJ had been Tom Leonard’s vice president of merchandising
Not only in the quality but also saving the customer money
You have every major player within five miles of this store,” Tom said
they’re a different thing than we are
who remains active with the company as an advisor now that his son has the reins
said Tom Leonard’s generates $10 million in revenue annually
He said the leadership change is a gradual approach aimed at getting ahead of challenges often faced by family-owned businesses
“The father is running the business with one hand tied behind his back
what happens in like 90% of family businesses is that the father has a stroke
or he’s scuba diving and drowns,” Tom said
“The next generation is pulled out of (a subordinate role) and put into the president’s role of running the company and they’ve never been trained.”
“So what you see happening here isn’t that all of a sudden I become a fisherman,” said Tom
“What you see is me not coming in every day
TJ is running the company now and when he has a problem
my goal is to teach him how to solve that unique problem
The RVA market has been awash in grocery stores for decades
But Tom Leonard’s has done a great job of carving out a niche for itself in Short Pump
But when you’re looking for better than average quality in meats and produce
and/or a variety of selections that isn’t a clone of Kroger and Publix
For those of us who (thankfully) don’t live in Short Pump
the possibility of seeing another TL location open is tantalizing
We really appreciate how he serves his market
Tom’s always got the best meat deals and produce in town
There’s really nothing else like it in the area
If they opened in Manchester I bet the neighborhood would be willing to change its name to the Tom Leonard’s Addition
It would be great if a new Tom Leonard’s would go in the old Ukrop’s at Sycamore Square
I hope they might consider a store site close to Rocketts Landing and Shockoe Bottom
We need a Tom Leonard’s store please

Noori’s food has had a presence in Richmond for nearly a decade
named after the traditional Afghan dumplings that the restaurant serves
opened in 2019 followed by the opening of the Mantu Market in 2022
and grocery which offers grab-and-go options
along with stocking hard-to-find items like Afghan grains and dried fruits

The restaurant opened in the Whole Foods anchored mixed-use development in 2013
