the fire was discovered in the kitchen of apartment 421
The man staying in the unit said he noticed the fire coming from behind his stove and refrigerator
but he was quickly overwhelmed by the flames
Deputy Fire Marshals would later find Betty during their initial investigation
She was discovered meowing and drenched from the sprinkler inside the apartment
Betty was later reunited with her owner by Bel Air VFC Sgt
and 221 will remain temporarily displaced while they are being helped by family and friends
All other residents returned to their units
No injuries were reported with just about $50,000 in damages

Firefighters worked to contain the blaze before the winds whip flames up the hillside to nearby homes
"Firefighters worked quickly to get lines in place on the flanks of the fire while additional crews handled the hybrid auto which ignited the brush fire," said LAFD spokeswoman Margaret Stewart
"No structures damaged and no injuries reported
Firefighters will continue to address hot spots which may impact the SB 405 Freeway."
The fire burned alongside the southbound lanes of the freeway
and drivers were advised to avoid the area or expect delays
the California Highway Patrol issued a SigAlert for the freeway at Getty Center Driver

MD — A proposed 32-bed assisted living facility planned for a former dental office building at 908 South Main Street in Bel Air has been granted a special exception to build in a part of the town zoned for residential office use
The town's board of appeals voted 3-0 in favor of the special exception during its April 20 meeting
it will need additional regulatory approvals from Bel Air officials as well as state officials
said during his testimony before the appeals board
The project calls for two buildings with 16 beds each
One would be a dedicated memory care unit for residents with cognitive impairments including dementia or Alzheimer's disease
Watts felt compelled to create the two-building complex in honor of his grandmother who sat on a waiting list for a facility
she ended up in a large facility with a ratio of staff to residents that wasn't acceptable in his opinion
Watts and his team intend to renovate and expand the existing two-story structure and build a new two-story building on the vacant lot next door at 910 South Main Street
A new entrance and exit will be built along South Main Street
which still requires approval from the Maryland State Highway Administration
Each resident would have a private room of 300 to 500 square feet with a bed and bathroom
theater and space for indoor recreation activities like shuffleboard
There also will be an outdoor seating area and porches
The plan calls for landscaping to function as a buffer between the property and the Homestead-Wakefield Elementary School campus on its west side and the Wakefield Meadows subdivision to the south
Watts said he'll hire a licensed operator to run the facility
Leo Knighton said that additional ambulance traffic from the assisted living facility "could be disruptive."
“(Route) 924 has a lot of traffic and when you come out in the middle of the day
you take your life in your hands,” Knighton said
Appeals board member Shannon Abel also expressed concern about increased ambulance calls and “family coming in an out all night long.” Board Vice Chair Greg Adolph said his grandmother resides in an assisted living facility and he often is the last person to leave after a visit around 8 p.m
Bel Air resident Steve Chizmar expressed support for the project at the meeting

Crews responded to two water rescues on MD 7/Philadelphia Road
the Abingdon Fire Company reported before 10 p.m
The other was in the 2100 block of Philadelphia Road in Edgewood
where fire officials said one vehicle was trapped in the floodwater
"Numerous roads are closed due to high water and several stream gauges indicated minor flooding over the last couple of hours," officials reported at 9 p.m
These roads were closed as of 10 p.m.
according to state transportation officials:
MD 543 reopened between MD 22 and Prindle Drive after it was closed at 6:30 p.m
the gauge showed "ongoing minor flooding" at 9.2 feet
don't drown when encountering flooded roads," the National Weather Service warned
Be especially cautious at night when it is harder to recognize the dangers of flooding."

MD — A new ambulance that will handle calls south of Bel Air joined the fleet Monday morning in Harford County
The Harford County Department of Emergency Services put the ambulance into service at the Bel Air Volunteer Fire Company's Patterson Mill Station
"This paramedic unit will be staffed 24/7" Harford County Government reported
it will primarily handle calls south of Bel Air."
Officials said the new ambulance was added through a partnership between the Harford County Government and local fire companies as they handle an increasing demand
Calls for service in Harford County were up about 9 percent from 2019 to 2021

First responders handled 30,000 calls countywide last year
"Bel Air is always one of the busiest areas," Mumby said in a statement to Patch

The first Harford County-owned ambulance hit the road in 2018 to meet the growing need for emergency services

the Maryland Office of the State Fire Marshal said
The fire marshal's office said the fire started just before noon at Bel Air Festival Marketplace in the unit block of Bel Air South Parkway
Improperly discarded smoking materials outside the restaurant apparently ignited causing about $1,000 worth of damage to the building
The fire marshal's office said the restaurant was evacuated
The office said fires like these are common during the summer months

The owners of the problem-plagued Bel Air condominiums on South Congress Avenue agreed to temporary structural repairs to their units in order to avoid a city commission forcing them to pay for more expensive
The city’s Building and Standards Commission voted Wednesday evening to let the homeowners make temporary repairs at a cost of $2,000 to $3,000 per unit
The owners would have nearly three months to make these repairs before a fine of $10 per unit per month kicks in
the commission had considered forcing the condo owners to make permanent repairs at a cost of $110,000 to $125,000 per unit because the sub-standard construction potentially posed an immediate safety hazard
A report by Datum Engineering said the structural problems include: “significant deficiencies in missing reinforcing steel and grout
But condo owners balked at this repair mandate
saying they shouldn’t be held liable for fixing shoddy construction work and were in the midst of a legal battle against the builders
The industrial-style condos were built in 2006 and are home to many first-time home buyers with units ranging from 900 square feet to nearly 1,500 square feet
At one time the condos were priced between $273,000 and $399,900
when the remaining units were sold at auction
with the Travis Central Appraisal District appraising one unit at less than $3,000 and others at closer to $200,000
The commission had voted in March to give the owners more time to figure out which units were actually structurally deficient and posed immediate safety hazards
paid for by the homeowners’ association and given to the city on May 18
said the structural issues posed a safety threat to all the units
but that the temporary repairs and the owner’s agreement to limit how many people were allowed in each unit
The Wednesday hearing was packed with owners who live in or own units at Bel Air
Though this hearing was less emotional than the one held in March 2015
homeowners said they were frustrated with how the city has handled this case
blaming the city for not catching these construction problems in the first place
“We have been trying to fix this problem for five years
so don’t punish us,” said owner Melissa Sinclair-Stevens
the homeowners’ association filed a lawsuit against the condo builders
EBCO Advanced Building Systems and Structura Inc
Part of that lawsuit produced a report by Datum Engineering documenting the problems
The city then “yellow-tagged” the entire building
which means it was built with substandard construction that didn’t meet city code
After stalling for months to give the lawsuit time to settle
the city then took the issue to the Building and Standards Commission to consider forcing the homeowners association to make repairs to meet the code’s safety requirements
The lawsuit against one of the contractors is now set for trial in September

Marilyn was shot three times in the head.
Skica says the way they found Marilyn's body and the fact that nothing was taken from her car
led them to believe someone wanted Marilyn gone.
They didn't want to go into her house and steal her possessions
There was only one reason they came there and that was to kill Marilyn Scott," Skica said.
Marilyn was very private; regimented in every way from her schedule to compartmentalizing her friends
You know how you' meet very smart people...it's just like wow
She read a lot of books and different things like that
but when you think about a single woman's lifestyle
you just don't know what to think of because everybody decides to live their life differently," she said.
Detectives say how Marilyn chose to live may be the one thing holding them back from solving this case.
Because she kept everyone at an arm's length away
or family often -- it's tough to cross match who knows that or in this case who.
Especially about news here family didn't learn until recently.
"My sister was pregnant when she was murdered and the number one suspect matches that DNA," Paris said.
Harford County detectives say after taking their investigation out of state
they've narrowed down their search on who they think killed her.
But they don't have enough to link who they think did it the morning of the crime.
So the bravado you might have shown her -- what you're showing the public is that you're a cheap coward," Brenda said.

"We feel very confident that we know who did it

BEL AIR, Md. (WBFF) – The juvenile deer spotted in Harford County with a plastic jar over its head has been freed and released
the Maryland Department of Natural Resources (DNR) announced on Monday
After more than a week of looking for the animal around the Bel Air community where it was spotted
the DNR’s Wildlife Response Team was able to identify the deer’s normal paths of travel
which allowed the team to spot and tranquilize the animal
“The team successfully tranquilized the juvenile male deer
and after confirming it was respiring normally
freed it from the container before it was released back into the wild,” DNR wrote in a release
“The deer appeared alert and healthy on its release.”
Residents in a south Bel Air community told FOX45 the deer was being spotted in the East Ring Factory Road area

The showroom contains more than 4,000 tile designs as well as room-size displays

MD — The newest park in the pipeline for Bel Air will include walking trails and may eventually be used for community gardens and agricultural education
which is located south of Wheel Road between MD 924 and MD 24
the park will reflect minimal changes from its current state
"What you're seeing from [Route] 924 today...is essentially what it's going to look like," Harford County Deputy Director of Parks & Recreation Paul Magness said at a community meeting about the project this week
pavilion and walking trails are part of the plan for the park
which Magness said also has the potential for community gardens and conservation areas
The idea of a passive park is for people to enjoy open space
Emily Bayless Graham Park will include a 1-mile looped trail and two shorter
They will be made out of stone dust and in steeper parts
A sensory trail running beside the main trail will also be available for those who have developmental disabilities
People will be allowed to bring their leashed dogs
but it will not be a dog park — that's going to open in Abingdon," Harford County Capital Projects expert Angela Hoover said
"Pretty much the only clearing will be for the trail itself," Hoover said
Hoover said plans call for 75 parking spots
Port-o-potties may be installed near the lot
Boy Scout Pack 313 and Troop 313 adopted the park and will help weed out invasive plants
which will be the only clearing that Hoover said the public may notice around the exterior
the scouts may create spur trails leading from nearby communities to the park
The nearest townhouses are 1,300 feet from the property line
the sole entry into and out of the park will be on Wheel Road
Hoover said the county will install a sign on Wheel Road near the entrance drive as well as signage on MD 24 directing people to the entrance
The 69-acre property used to be used for farming
The deed was transferred from Graham to Harford County in 2015; since then
crews have demolished structures that were dilapidated and not of historical value
A handful of buildings have been preserved

he said the county will hire a caretaker for the buildings
A fence will also be erected to protect them during the park's development

Design and engineering work will take place over the next year
with construction estimated for the second half of 2018
Next, planners will appear before the Development Advisory Committee meeting at 9 a.m

MD – A person died Monday morning in Bel Air near the Hickory Avenue parking garage
according to the Bel Air Police Department
At 7:58 a.m. on Monday, police responded to South Hickory Avenue for a reported suicide
Officers saw a person near the Pennsylvania Avenue driveway entrance to the garage
and the Bel Air Volunteer Fire Company declared the individual deceased at the scene
Authorities are working to notify the next of kin and have not released the person's identity
This is the third suicide reported at the Bel Air parking garage in less than two years. People have jumped to their deaths there in October 2014 and June 2015
