(Shutterstock)CHICAGO — A South Holland woman and former executive of a Chicago-area non-profit organization has pleaded guilty to a federal fraud charge for her role in misappropriating $1.8 million intended to support the charity’s work with underprivileged youth
the United States Attorney's Office said Wednesday
Barbara Harris served as the Executive Director of the Center for Community Academic Success Partnerships (CCASP)
which received government grants and other funds to provide after-school programs to schools in the Chicago area
The grants included funds from the 21st Century Community Learning Centers Program
a federal program offering financial support for academic enrichment opportunities
The 21st Century program issued grants to its local administrator
which in turn disbursed the funds to CCASP
two of which were other non-profit groups run by Harris and Bell
The fraud scheme resulted in approximately $1.8 million in actual loss to the Illinois Department of Education
Harris further admitted in the plea agreement that from 2021 to 2023
she participated in a separate fraud scheme that bilked the federally funded AmeriCorps VISTA program
which awarded grants to non-profit organizations working to bring communities out of poverty
who at the time of this scheme was serving as Co-Executive Director of the non-profit South Suburban Community Services
submitted grant applications falsely representing that VISTA members would work for SSCS developing programs aimed at bringing economic opportunities to the south suburbs of Chicago
Harris knew that the VISTA members would actually be used at SSCS to support already-funded job training and afterschool violence prevention programs
Harris fraudulently obtained approval for 11 VISTA members to work at SSCS
none of whom performed services in accordance with their VISTA assignment descriptions
causing a loss to the VISTA program of $98,699
has pleaded not guilty to charges of conspiracy

State police were called Sunday just before 12:30 p.m
for a report of a body found at the Lincoln Oasis of Interstate 294
The Cook County Medical Examiner's Office identified the man as 36-year-old Phillip Cleary
A cause of death has not yet been disclosed
State police said the investigation is just beginning and no further information is available as of Monday morning
BLOOMINGTON — A Cook County man has been released from the McLean County jail
pending trial on charges related to a July shooting
is charged with two counts of aggravated discharge of a firearm
Class 2 felonies; aggravated unlawful use of a weapon
a Class 4 felony; and two counts of reckless discharge of a firearm
White appeared in court Thursday afternoon before Judge Scott Black
Assistant State's Attorney David Fitt filed a petition to detain on the grounds of dangerousness
According to the probable cause statement read in court by Fitt
White was involved in a shooting July 28 in the 1100 block of West Avenue in Normal
to a report of shots fired and spoke to five witnesses
Two of those witnesses told police a person had shot the gun at them
followed him while approaching a residence
demanding he and another witness return property to White
White then pointed a gun towards them and fired once
police located a 9 mm shell casing near the residence of one of the witnesses
which they were fleeing to on Market Street
One witness said the shooter had driven a blue Chevy Malibu with tinted windows
the witness said he could identify the shooter "with 100% certainty," and identified him as White
Normal police found White had a car registered to his name that matched the description provided by the witness
The witnesses did not provide motive for the shooting
and they denied knowing the defendant personally
No injuries were reported as a result of this incident
Public Defender Ron Lewis questioned the integrity of witness testimonies
the description of the shooter drastically changed including his clothing
"Eye witness testimony is always unreliable in the heat of the moment," Fitt said before reiterating that one of the witnesses identified the defendant with certainty and White's car matches the description of the shooter vehicle
and he has connections to the community as a prior student at Heartland Community College
noting the length of time between the reported shots fired incident and White's arrest
He asked the judge to order pretrial monitoring instead of detention
Black agreed and ordered White to be released
White is to have no contact with the two people named as victims in this case and no contact with the 1100 block of Market Street in Normal
Black also ordered he not possess firearms
White must report to pretrial services for supervision
He is scheduled for an arraignment at 9 a.m

A South Holland man is facing charges after he allegedly used stolen personal identification to buy and sell $620,000 worth of used vehicles in three states
the Illinois attorney general’s office announced Thursday
is accused of using stolen identification to buy 11 vehicles from dealers in Illinois
Walker allegedly used the identification to apply for financing through the dealership and would have the vehicles delivered to hospitals in Cook and Will counties
where he claimed he worked as a surgical nurse
He would then resell the vehicles on Facebook Marketplace using a fraudulent Arkansas title listing different names and vehicles bearing the same control number — making over $620,000
Walker was arrested and charged Thursday with 18 counts of the possession of a stolen motor vehicle
10 counts of the unlawful possession of a certificate of title and one count of theft by deception
Walker pleaded not guilty to all charges and will appear in court Nov
The Illinois secretary of state’s office referred the case to the attorney general’s office
“The collaboration between my office and Secretary of State Alexi Giannoulias’s office is a step toward justice for the people whose personal information was allegedly stolen and used to purchase vehicles

IL) — Attorney General Kwame Raoul today announced charges against a suburban Cook County woman for allegedly stealing more than $18,000 in rent payments while employed by a property management company contracted by the Chicago Housing Authority (CHA) and fraudulently obtaining Paycheck Protection Program (PPP) loans by falsely claiming that she owned a business
Attorney General Raoul charged Delvya Harris
Illinois with two counts of theft of government property over $10,000
each Class 1 felonies punishable by up to 15 years in prison; one count of theft of governmental property under $10,000
a Class 2 felony punishable by up to seven years in prison; one count of wire fraud
a Class 3 felony punishable by up to five years in prison; and two counts of forgery
each Class 3 felonies punishable by up to five years in prison
The Attorney General’s office also charged Harris with two counts of loan fraud
each Class 2 felonies punishable by up to seven years in prison; seven counts of forgery
each Class 3 felonies punishable by up to five years in prison; and four counts of income tax fraud
each Class 4 felonies punishable by up to three years in prison for her role in allegedly applying for and receiving two PPP loans that she was not entitled to
Sentences are ultimately determined by the court
and her next court date is scheduled for Oct
“It is unconscionable an individual entrusted to work on behalf of taxpayers would steal for their own financial gain,” Raoul said
“I am committed to ensuring that individuals are held accountable for exploiting government programs and assistance programs during the height of the COVID-19 pandemic.”
Raoul’s office alleges Harris was employed as an assistant community manager by management firm Habitat Company at the CHA’s Trumbull Park Homes in Chicago’s South Deering neighborhood
Harris allegedly failed to deposit money orders for rent paid by CHA tenants
instead depositing the funds into her personal bank account
Harris is alleged to have given the money orders to her significant others to cash
Attorney General Raoul’s office also alleges Harris fraudulently applied for two PPP loans from the U.S
Small Business Administration by falsely claiming that she owned a retail business that did not exist
Harris received a total of $41,007 in February and May 2021 from two fraudulent applications
Harris also allegedly applied for and received an advance on a COVID-19 Economic Injury Disaster Loan (EIDL) for a business that did not exist
The case was investigated by the CHA Inspector General’s office
“The CHA Office of the Inspector General takes theft at CHA properties very seriously,” said CHA Inspector General Kathryn Richards
“We are grateful for the support of the Illinois Attorney General’s Office in prosecuting these crimes and also for the assistance of CHA’s private property management firm
in working to ensure no CHA tenants were negatively affected.”
The public is reminded the defendant is presumed innocent until proven guilty in a court of law

Kroger's rival Walt's Foods alerted shoppers of the news with a note on the door
Walt's Food Centers was founded by the Lagestee family
The family-owned grocery chain operates five locations across Indiana and Illinois:
Walt's is closing its South Holland location after operating for nearly nine decades
informing customers its last day would be September 28
The note also said Walt's was working to relocate employees to other locations
“This decision was not made lightly and was influenced by the current market conditions and the significant investment that would be required to improve and maintain our aging facility,” shared the note, per the Chicago Tribune.
The grocer also said in the note it had begun working with management at the closing location to figure out the best way for the property to "add to the vitality" of the area once redeveloped.
“It has been our honor to serve you and your families for many generations.”
The grocery chain previously closed two Illinois locations
The shop in Frankfort - 30 miles from Chicago - shuttered in late 2018
while the Walt's in Tinley Park - 25 miles from Chicago - closed in June 2021
South Holland’s mayor Don De Graff shared with the Chicago Tribune that he has been close friends with the Lagestee family for several years
He said the family behind Walt's Foods contacted him in mid-August regarding the South Holland location
The Lagestees understood that their profit margins were very thin and that continuing to operate the South Holland store would require a major investment
“Between the Amazons and Sam’s Club and Costcos of the world it has become much more difficult to compete,” said De Graff
“They love South Holland and wanted to stay.”
De Graff noted that the property was "very valuable" and he was working with them on future endeavors
The mayor also shared that the closure of the Walt's store was sad considering its humble beginnings as a fruit stand
De Graff has resided in South Holland his entire life and remembered shopping at the Lagestee's fruit stand with his parents as a child
“As much as I hate to see Walt’s close it’s also an opportunity for us to develop that property with a new corner."
Other grocery stores are similarly struggling to stay afloat
Plus, a grocery chain with 900 locations closed another store and shoppers are distraught as they mourn the loss of low prices

It will operate a kitchen in the back for making gluten-free foods for pickup and delivery that’s not shared with anyone else to prevent cross-contamination
It also soon will have a coffee shop at a counter by the entrance where walk-in traffic can grab a caffeinated drink or a quick meal to-go
“This is a place to come to get a treat,” she said
“A lot of the gluten-free food in grocery stores is nasty
cupcakes and other baked goods made from scratch.”
She hopes to eventually sell her goods at mom-and-pop places across the United States and Whole Foods Supermarkets
She’s working to eliminate all artificial flavors and colorings to meet Whole Foods’ rigorous standards
“It would benefit people with different illnesses that prevent them from eating gluten,” she said
“But I hope it’s food people can just enjoy for the taste of it if they give it a shot
There’s a lot of people with something wrong with them where they can’t digest gluten and I believe there’s 100% a need for it.”

“Gluten conditions are not going away,” she said
“This gives people something enjoyable to eat that’s safe with no cross-contamination.”

“After 25 years of being in service to the Crown Point community we have decided to close our doors,” the owners posted on social media
“We want to thank the Crown Point community for their support all these years
The countless families that celebrated birthdays and special occasions with us
the businesses that allowed us to host their events
the schools for letting us be a destination for fun trips and summer gym
preschools and different groups and organizations that we have had the pleasure of creating and hosting events with.”

we appreciate you helping bring up the next generation of bowlers that went on to our Crown Point high school and middle school bowling teams and to the boys and girls
thank you for keeping this sport alive,” the owners posted on social media
“Most importantly we would like to thank our staff over these many years
We have had some amazing people come through our doors
for some it was the first job they ever had
None of this would have been possible without all of you and we are honored that we had the chance to be a part of all of your lives.”
