One Monroe couple said this is their reality
Earnest and Stephanie Carloss-Colvin said the roof meant to protect them from outside elements gave way when they needed it most
The landlord denied the tenants' claims that nothing is being done about the house that appears to be falling in on itself
it was chilly enough for a winter coat and a hot coffee when we met Mrs
Stephanie at the house she and her husband rent on Malvern Street in south Monroe
A space heater and oven joined forces to compete with the cold
The Colvins said that in addition to the broken HVAC system
one-bathroom home they once considered a good fit was hardly fit to live in
They said they’ve lived this way for nearly a year
February of 2024 was a fresh start for the Colvins
They’d signed a new lease for the home just off Jackson Street
it’s spacious and I had ideas as to how I was going to decorate,” Mrs
I had to do everything for him,” Stephanie explained
Stephanie and her son moved their belongings into the home while Earnest recovered in a local hospital
Between the move and her husband’s poor health
Carloss-Colvin said attention to detail was critical
little stuff I was noticing that needed to be fixed
her reservations about the property grew before the ink dried on the contract
Stephanie said the property owner’s initial willingness to make repairs never materialized
“The landlord seemed like everything was okay at first,” Stephanie explained
this needs to be done,’ and they were saying they were going to take care of it
Just one thing led to another,” Stephanie said
“They had gotten the shingles but they never fixed it until after the big rain came and it rained in and everything
just hooked them up with the wires hanging like that,” Carloss-Colvin pointed out
As winter of 2024 slowly transitioned to summer
which I already had some window units from my other house
“We had no sheetrock -- all that had fallen
I didn’t know if critters were going to come up from there
It wasn’t safe but it just seemed like they didn’t care
Never called to see how we were doing but always trying to call for rent
What about fixing this house?” Stephanie recalled
He [the landlord’s husband] promised to put some cabinets up because I still have boxes with dishes and stuff I don’t have anywhere to put,” Stephanie continued
“And then there’s a hole under the cabinet
under the sink from the outside and it’s a big rat that comes in there
That’s pots and pans I’ve got to throw away.”
Stephanie has even more safety and health concerns
some of the sheetrock fell on it and it’s leaking
He’s aware of that and he hasn’t come out and fixed that,” she said
He’s going to have to replace the floor because that’s water going on the floor
but any time we use water it leaks onto the floor." Stephanie turned to the front bedroom
“You can open that door and look in that room and see all those walls gotta be torn down because its mold all on the walls from the most recent [rain]
That’s when she said she took matters into her own hands
I’m very sensitive to smells and sometimes it makes me nauseated
That’s why I got my box cutter and I cut this rug up myself
I took it up myself because it was soaking wet
They knew the smell and I couldn’t take it
The Colvins said they’ve lost much more than peace of mind within the past year
I’ve lost stuff that can’t be replaced from my mom,” Stephanie explained
Stephanie said it is not financially feasible to uproot
especially with her husband’s medical issues
“It was very stressful because he wasn’t used to being dependent on anybody
He’s used to doing stuff for himself,” including work around the house
yet he is disgusted that he can’t do more to help
I’m trying to keep him calm because he’s knowing stuff that needs to be done that hadn’t been done and I didn’t want him to get upset and sick again and have another stroke,” she said
They believe it could have all been avoided had their landlords addressed their initial concerns
KNOE gets calls from people just like the Colvins regularly
So does the City of Monroe’s Planning and Urban Development Department
they move in places that they know that otherwise they wouldn’t but that’s what they can afford --and we want to stop that,” said HUD Director Ellen Hill
Hill oversees two divisions: code enforcement and community development
She said her office began searching for solutions because at least 50 percent of the calls they get are housing-related
“We’ve been looking at what cities across the country have been doing to deal with housing issues,” she said
Hill told KNOE her office partnered with a national non-profit called ChangeLab Solutions that focuses on housing and health
The challenge: to institute a rental inspection program that is about helping people live in a safe space
so I have a new housing officer starting that will focus on developing a proactive rental program
with the idea that we will also extend grant dollars working with the landlords,” Hill explained
The goal is to put an ordinance in place that will hold everyone -- the city
The current recourse for a person living in deplorable conditions leaves much to be desired
A good first step is to call code enforcement at (318) 329-2336
The landlord can move the tenant out to fix the property and that’s as far as it goes,” Hill said
“The city does adopt the property standard code
where you’re supposed to keep it at a livable condition
when you call us and we come out and the code enforcement officer determines this is not a place you can live
we’re going to tell the property owner and they can address it before we take them to Environmental Court
The code enforcement officer makes a list with that landlord; ‘What are the priorities
Can you address them?’ And then it’s up to the landlord,” Hill explained
Hill added that the consequences currently are to have a tenant move out while the landlord fixes the issues
She said the city will have an ordinance in the future where code enforcement can go to the house and fix the issues themselves
Here’s how Hill said the Proactive Rental Inspection Ordinance will work
“What we anticipate is setting up a program where we will do research
go out to see what the property looks like and then
allowing the landlord to work with us to identify everything from major to minor issues
we will extend that grant application to the landlord
we will ask for a guarantee to not raise the rent
you get a certificate of rental readiness that tells the renter this property’s been inspected and it meets code or an inspection that says this property needs work
This is how the landlord can apply and secure funding to be able to have that property rental ready,” Hill said
said everyone can benefit from paying attention to the details
“Everyone wants to get into real estate but the things that go along with it
they don’t want to fix up anything and that’s not right,” Stephanie said
Hill said Mayor Friday Ellis and her office’s efforts to improve housing are about decency
They want to make sure “you have a clear door
it’s just simple decency but it’s also what we have outlined in the ordinance as safe and decent housing.”
Hill has since hired the person who will oversee drafting the ordinance
there’s no information about how soon that process will take
“We hope to have rental counseling — some programs offer basic maintenance classes
So we hope to grow the program into one that allows someone to be a good renter as well as a good landlord.”
Other renters have found themselves in situations similar to the Colvins

BALTIMORE (WBFF) — A man is dead following a shooting in south Baltimore on Friday night
an officer was in the 1700 block of Washington Boulevard when someone told him that a person was shot near the intersection of Washington Boulevard and South Monroe Street
The officer ran to the location and found an unidentified male suffering from a gunshot wound

and they soon found evidence consistent with a shooting but did not find any victims

Officers were soon made aware a man had arrived at a local hospital with a non-life threatening gunshot wound to his leg
no arrests have been made and the investigation remains open and active

Officials say multiple arrests are anticipated
but the investigation remains ongoing at this time

Officials say “this is an active investigation with multiple shooters and victims involved.”
OPSO officials are on the scene now and will provide more details as they become available

Generations of Tallahassee residents know Dog Et Al, a landmark comfort food joint on South Monroe Street
for its classic offerings of dogs and toppings served inside a family-friendly nostalgic diner atmosphere
with signs up on the building signaling its departure
Owner Adam Braun cleared up the confusion in an interview with the Tallahassee Democrat last week
"We shut down the South Monroe location and relocated to Bannerman Crossing," Braun explained
but added "we are really looking forward to where we are going to relocate." Braun suggested that might be somewhere in the greater downtown area
Braun said that while he hopes to keep the spirit of Dog Et Al alive
serving as a place where families can gather to create memories
it seemed like that was no longer feasible for the South Monroe location
Here's why: He cited money stolen from the tips jar, a shooting across the street
and a broad daylight incident of a passer-by defecating in the parking lot
Those were just some of the examples leading Braun to rethink where his business could be sustained
with concern for the safety of his employees and guests
helped in his decision to shutter the store
"We couldn't really feel comfortable opening up at night and having employees there
It's just unfortunate because I love the south side
so we want to try to open up somewhere (else) down there," he said
"It's not sustainable when you can only open up a fast-food restaurant for a two- or three-hour lunch."

The Tallahassee Police Department is investigating a fatal traffic crash involving multiple vehicles that left a person dead early Thursday morning at the intersection of South Monroe Street and East Palmer Avenue
officers noted they conducted a preliminary investigation which found that around 8:10 a.m
a vehicle struck several other vehicles and a pedestrian before crashing into a utility pole
The pedestrian and other involved drivers sustained serious injuries and were transported to a local hospital for treatment
It is unclear at this time why the driver lost control of the vehicle
A TPD spokesperson said there was no police pursuit and it was not clear if there was some kind of medical emergency
South Monroe Street was closed between Jenkins Street and Perkins Street
while East Palmer Avenue is closed between Adams Street and Meridian Street
TPD and the Tallahassee Fire Department were working on clearing the scene
moving pieces of debris and getting the damaged vehicles into towing trucks for transport all while onlookers watched from behind the police tape
The crash comes as TPD has stepped up patrols while emphasizing pedestrian and bicyclist safety amid rising cases of deaths and injuries
While the focus of the initiative is on education
drivers could still receive warnings and citations based on the circumstances
The heightened enforcement is an effort to "increase compliance and awareness regarding traffic laws" in areas that have a high number of traffic crashes
"Tallahassee is one of the top 10 cities in the state for traffic crashes resulting in serious or fatal injuries to pedestrians and bicyclists," TPD says in the news release
According to the Florida Department of Highway Safety and Motor Vehicles' Florida Crash Dashboard
there have been 148 pedestrian-related crashes and 50 bicycle-related crashes in Leon County so far this year
eight pedestrians and and one cyclist have been hit and killed

MONROE — Monroe's Michigan College of Beauty is back
Just months after a July 30 fire severely damaged its South Monroe Street building in the Monroe Kroger plaza
the college program and its public salon are again open at a new location: 212 E
larger building; and the 87-year-old school’s licensed and accredited programs in cosmetology
Michigan College of Beauty had operated in the Kroger plaza since at least 2008
After fire broke out in the adjacent vacant building
MCB's space suffered extensive smoke and water damage
“The insurance declared it a total loss two weeks later,” Hillberry said

staff and clients were inside the building when the fire was discovered

A couple staff members went down there and peered in through the window
The fire immediately halted all MCB programs
“With the state license and accreditation we have to have
the shift from in-person to virtual is a whole process of accreditation
You can’t turn on a dime like that,” Hillberry said
She wanted to restart MCB programs quickly
Students were hoping to get their license and get out there living their dream
Our goal was to get school back up and running as quickly as possible
The new spaceHillberry and her brother/business partner
considered rebuilding Michigan College of Beauty in the Kroger plaza
but construction would have taken too long
through some local connections—the Monroe County Intermediate School District's Stephen McNew

“It was a breadcrumb trail of connections in a small town,” Hillberry said
the former bank building is almost 3,000 square feet larger than MCB's old space and has two floors
My brother and I walked in the door and said
this is going to work.' We looked at quite a few (other spaces)
too small or the layout wouldn’t work,” Hillberry said
portions of the building are undergoing minor renovations and reworking
“Jim Jacobs (Monroe architect) is working with us to make the best use of the space
We have to fit a salon and a school in here,” Hillberry said
Hillberry said she and her staff are anxious to take part in downtown activities
in today's South Monroe Street home of The Michigan Museum of Horror
The public, like before, can come to the MCB's salon for a number of services performed by students and overseen by instructors. The first-floor salon serves about 100 clients a month. It recently launched a new option to book appointments online (choose salon)

“Prices are very economical,” Hillberry said

about 20 high school students are enrolled each year
"It's a great deal for students," Hillberry said
"They get a license and go right to work."
Hillberry is thinking about adding more programs at Michigan College of Beauty
She said there were once several cosmology schools in this area

she reminded us to embrace life with humor and confidence
Her family remembers her fun and teasing personality: She would hide your keys if they were not in the right place
she loved afternoons of hula hooping in the aisle at the store and laughing together
Myrna loved spending time with her kids and grandkids
and most recently being Grandma Tweetie to her great-grandchildren
The kids will always remember popsicles on the porch
Myrna held many callings in The Church of Jesus Christ of Latter-day Saints: teaching
Her favorite calling was being the wife for 64 years to her true hero Larry
They handled life together no matter what came up
Larry made a promise all those years ago to Myrna’s parents to take care of her
and he has fulfilled that promise every single day.
we will hold close the lessons she taught us: to find joy in the simple things
and to love fiercely and unconditionally.

(WCTV) - One person was transported to the hospital after Tallahassee firefighters responded to two separate fires early Friday morning
according to the Tallahassee Fire Department
The first incident unfolded just before 12:15 a.m
the fire department wrote in a press release
Crews arrived on the scene and found smoke and flames coming from a two-story home
Firefighters entered the home and found fire coming from the kitchen area on the first floor
A search confirmed that all occupants had evacuated the home
firefighters said one person was transported to the hospital due to smoke inhalation
TFD said the cause of the fire is under investigation
The second incident unfolded later around 7:30 a.m
after firefighters responded to a structure fire on South Monroe Street
The fire involved a one-story church building
Crews arrived on the scene and found flames coming from beneath the church building
Firefighters then acted quickly to extinguish the fire and prevent further spread
The State Fire Marshal’s Office is investigating the cause of the fire

(WXYZ) — More than a dozen firefighters were injured trying to put out a fire at a building on South Monroe Street in Monroe Township on Tuesday
According to the Monroe County Sheriff’s Office
17 firefighters were treated on the scene for heat-related injuries
and one firefighter was transported to a local hospital
That firefighter is reported to currently be stable
Officials say the fire was reported around 1:29 p.m
The sheriff's office says deputies and officers from the Monroe Police Department responded to the scene to find heavy smoke coming from the building

South Monroe Street is closed between Jones and Dunbar at this time
(WTXL) — The Tallahassee Police Department is investigating a deadly traffic crash.According to TPD the crash involved multiple vehicles and a pedestrian at the intersection of South Monroe Street and East Palmer Avenue at approximately 8:10 a.m
The preliminary investigation revealed a car hit several other cars and a pedestrian before crashing into a utility pole
as well as occupants of the involved vehicles
sustained serious injuries and were transported to a local hospital for treatment
South Monroe Street is closed between Jenkins Street and Perkins Street
and East Palmer Avenue is closed between Adams Street and Meridian Street as the investigation continues
