neighbors in the 17400 block of 17th Ave E called emergency dispatchers to report hearing 20 to 30 gunshots
then seeing a man lying in the middle of the cul-de-sac
Pierce County deputies arrived to find dozens of shell casings scattered across the cul-de-sac
Some of the rounds hit the garage door of a home as well as an upstairs window
but Pierce County Deputy Carly Cappetto said that fortunately
Investigators did welfare checks of the surrounding homes just to be sure no one else needed help
“There was like 18 to 20 shell casings around and there was some by the cars that were parked over here
and there was some over there,” said Joanne Preugschat
Witnesses told investigators the gunfire came in rapid succession
It’s unclear if a single weapon was used or multiple firearms
but Cappetto said it’s possible the gun was illegally modified into an automatic
like almost like a triple burst type thing," said Brian Monnette
Just tried to stay inside and came out only when cops were here."
Detectives and forensic investigators were collecting evidence Thursday morning
but he appears to be about 18 to 20 years old
Investigators said he does not appear to live in the neighborhood but it’s unclear why he was there on Wednesday night
“I do remember seeing he had a gun laying next to him and it had wraps around the handle,” Preugschat said
Detectives said they don’t know who’s responsible for the shooting
they are not releasing any vehicle information related to the suspect either
Although the shooting appears to be targeted
Cappetto said the recklessness of the shooter is especially alarming because it endangered the community
This is the ninth homicide in unincorporated Pierce County so far this year
there were five homicides as of May and a total of 17 for the entire year

Court documents filed Monday revealed more about the timeline of the party in the hours leading up to the shooting.
10:46 p.m. Friday: Neighbors call 911 to report a loud party and juveniles wandering in the street.
11:45 p.m. Friday: Two Pierce County Sheriff's deputies are dispatched to the complaint about the party, but are diverted to another call.
12:09 a.m. Saturday: Additional 911 callers report juveniles are now fighting in the street. Multiple deputies dispatched to the scene.
12:24 a.m. Saturday: 911 callers report shots fired.
12:25 a.m. Saturday: Deputies arrive at the scene and locate victims with gunshot wounds.
According to the arrest report, one male was dead at the scene and the other victims were taken to the hospital either by ambulance or in private vehicles.
One victim who was transported in an ambulance to St. Joseph's Medical Center in Tacoma died after emergency surgery. Medical staff and police recovered guns from at least two of the victims who were shot.
According to the report, Williams was one of the people who was shot and had been taken by ambulance to Tacoma General Hospital with a gunshot wound to his hip area.
Williams is scheduled to appear in court at 1:30 p.m. Monday. In Washington, murder charges involving juveniles who are 16 or 17 years old are handled in Superior Court.

Deputies arrived approximately 30 seconds after the shooting
The Pierce County Sheriff's Office stated they were at normal staffing levels that night
"We are operating at the same level of staffing we have been operating at for the last 20+ years," said Deputy Carly Cappetto

"The population of Pierce County has risen significantly but our staffing has not changed

expressing her disgust and discomfort to responding deputies

Court documents reveal that Goodman allegedly spied on people using the women's restroom three times in one day
"I started seeing someone lick their lips and I was like
The confrontation escalated as police arrived
"He’s licking his (expletive) lips at me!"
Ransom said Goodman's alleged bad behavior continued
"He was still licking his lips at me (while being arrested),” Ransom said
“He’s staring at me and he’s still licking his lips at me."
Goodman has a prior charge of indecent liberties from 2018
she said her mental well-being has suffered in the days since the incident
"My anxiety has been through the roof," Ransom said

Pierce County prosecutors charged Goodman with three counts of first-degree voyeurism and one count of burglary
and he is prohibited from contacting his accusers

One person is in custody after a mass shooting early Saturday morning in unincorporated Pierce County
One deceased male at a local hospital,” Pierce County Deputy Spokesperson Carly Cappetto said
“Then we have two juvenile female victims and two other male victims.”
The four other victims remain at local hospitals with serious injuries
deputies were dispatched to a large party in the 17800 block of 25th Avenue Court East where 30-40 juveniles were reportedly running and screaming from a house party
Multiple people called local law enforcement to report a fight that was breaking out in the street
and people and vehicles were fleeing the scene
“The street was so incredibly chaotic
fleeing recklessly from the scene,” Cappetto added
“Drinking and drugs and alcohol at this party
That combination is not good and unfortunately
these are some of the consequences that we are seeing.”
Cappetto said nearby homes and vehicles were damaged by gunfire
but no one else was hurt in the neighborhood
and the other victims ranged in age from 17 to 21
“This is another grim reminder of how dangerous parties can be when things get out of hand,” Cappetto said
“Our deputies and first responders have dealt with a lot in the last 24 hours
and we would hate to respond to more unnecessary death
SPANAWAY, Wash. — A woman who was injured during a mass shooting at a house party in Pierce County last weekend is continuing her recovery in the hospital
spoke with KOMO News over the phone and recounted the chaotic moments before and after she was shot while standing outside a home on 25th Avenue Court East early Saturday morning
"There was a fight inside of the house before things escalated outside," Chavez said
The Pierce County Sheriff's Office said the first 911 calls about the house party came in roughly 90 minutes before shots were fired
but deputies were managing several other emergencies
Chavez said she was standing across the street from the group of teens involved in the shooting
Video shared with KOMO News shows two teens shooting at each other at the end of a driveway
The video shows shots being fired toward the group that Chavez was standing with on the other side of the road
“I’m just shocked with me being at such a distance that I was one of the ones to be affected as well," she said
Chavez was struck in the pelvis by a bullet
She said she was taken back inside the home where the party was going on
“I’m just surprised and traumatized that more people didn’t get hurt," she said
While Chavez has undergone surgeries in the hospital
On Monday, Pierce County prosecutors charged 17-year-old Isaiah Davion Williams with two counts of murder and one count of unlawful possession of a firearm
The Pierce County Medical Examiner has not released the identities of those killed
thought police said one was a 15-year-old boy and the other was a 19-year-old man
A police report notes both people who died had guns on them
“There’s never a problem that bad that someone needs to go around shooting everyone," Chavez said

Person dies in Spanaway mobile home fire
A mobile home fire late Tuesday night in Spanaway resulted in the death of one person and left four others displaced
according to Central Pierce Fire and Rescue
Crews arrived at the fire in the 21800 block of 58th Ave
Central Pierce Fire and Rescue said firefighters found a mobile home fully consumed by flames
Witnesses told firefighters that one person might have been trapped inside the mobile home
CPF&R said crews faced challenges in battling the blaze due to active downed power lines and burning propane tanks
the fires were eventually brought under control
Crews did find one person dead inside the mobile home
and four occupants have been displaced as a result of the fire
The Pierce County Fire Marshal's office is set to investigate the incident
— The Pierce County Sheriff's Office (PCSO) is currently investigating an officer-involved shooting that occurred in Spanaway
The incident took place in the 17000 block of Pacific Avenue South
Authorities said they were looking for a suspect who was involved in a domestic altercation earlier in the day
“There was probable cause (to make an arrest) for felony harassment for that suspect,” PCSO Deputy Carly Cappetto said
Deputies throughout Spanaway and Pierce County kept a lookout all day for that man and the car he was reportedly driving
A deputy spotted the suspect’s car around 5:30 p.m
at the intersection of Pacific Avenue South and Mountain Highway East
Cappetto told KOMO that the deputy attempted a traffic stop
“Multiple attempts had been made to stop the vehicle with stop strips,” Cappetto said
the man wrecked the car in the 17300 block of Pacific Avenue South
Deputies went to arrest him but Cappetto said he refused to get out of the car
“It turned into a felony traffic stop where he was not compliant at that point and then officers reported that shots have been fired,” she said
Pierce County SWAT responded and pulled the suspect from the vehicle
Deputies gave medical aid until fire department medics arrived and took the man to a local hospital
according to a news release from the Pierce County Force Investigation Team
The team will determine exactly what happened from the time of the DV call to the shots being fired
and immediate investigation shut down all directions of travel at 17300 Pacific Avenue South for several hours
“The suspect was known for a previous history and violence
We are going to bring officers to the scene,” Cappetto said
The involved Pierce County deputy was placed on administrative leave

A popular commuter route through Pierce County has been closed for construction for several months
and it might be closed for a lot longer than expected
Spanaway Loop Road has been closed since the middle of October for a major sewer upgrade
It’s a very popular route for people trying to avoid the congestion on Pacific Avenue
working on the east side of Joint Base Lewis–McChord (JBLM) up to Highway 512 or Interstate 5 (I-5)
The closure is just west of Pacific Lutheran University and Washington High School

I received a text from a listener last week asking about the project
“Why is no progress being made on Spanaway Loop Road closure
at least by what can be seen by driving by?” the listener asked
Previous coverage on the construction project: Pierce County’s Spanaway Loop shortcut to close for four months
I checked out the project’s website and found this update from last Thursday
“Sewer construction work on Spanaway Loop Road South has been impacted by several ongoing challenges,” the update read
the closure of Spanaway Loop has been extended and will remain in place for the near future.”
I reached out to Pierce County to find out what those challenges are

It appears that diesel fuel was discovered in the trench
and Pierce County doesn’t know where it came from
A county spokesperson also said there is more groundwater in the area than the contractor was prepared to deal with

Area near Spanaway Lake where proposed homless village will be located

The Tacoma Rescue Mission (TRM) proposal for a homeless village near Spanaway Lake has successfully cleared another obstacle
The Tacoma News Tribune (TNT) reports that a Pierce County land examiner has denied an appeal to stop the project
challenging the development because unpermitted activities allegedly violated federal wetland protections
claimed that TRM had re-graveled a road passing through a wetland and worked on a fish culvert without the necessary permits
Lubbesmeyer said the county was informed of these violations and issued permits two days later
Fish and Wildlife Service was also notified

the executive director of Tacoma Rescue Mission
told TNT that it wasn’t aware of the permit requirements and has since resolved the issue
argued that the county violated its codes by issuing permits without proper inspections

The examiner noted that county code enforcement does not require reversing approved permits in case of violations
The group also contended that a federally protected eagle’s nest on the property necessitated approval from the U.S

Four Pierce County deputies were hurt in this multi-car crash on Pacific Avenue Saturday afternoon

This all started around 10:30 Saturday morning
A man called 911 to report a woman and three men carjacked his vehicle at gunpoint near 175th and Pacific Avenue in Spanaway
Deputies caught up with the stolen car on northbound Pacific Avenue
The suspects slammed into at least two other vehicles trying to get away
Officers performed a PIT maneuver to stop the suspects
four sheriff’s vehicles and two private vehicles were damaged
One of several cars involved in the crash was this Pierce County Sheriff’s Department cruiser
The collision occurred in the 15500 block of Pacific Ave
The four suspects arrested are facing various felony charges
Police say one of the suspects was carrying a pistol modified with a switch and extended magazine
Officers shut down Pacific Avenue as they conducted the investigation
Troopers from the Washington State Patrol assisted the Pierce County Sheriff’s Department with the investigation
— A garage fire in Spanaway resulted in one person being injured Sunday morning
According to a post by Graham Fire and Rescue on "X," the fire occurred in the 19,000 block of 68th Avenue East around 8:20 a.m
Fire crews extinguished the blaze and transported the injured individual to the hospital
The person's condition is currently unknown
The Pierce County Fire Marshal's Office is investigating the cause of the fire
With the sewer construction work progressing on 116th Street South
we anticipate Spanaway Loop Road South will close between 116th Street South and Garfield Street South starting Monday
The closure is expected to continue into early 2025
Local access will remain available for emergency vehicles and residents who must use Spanaway Loop to get to and from their homes
Through traffic will be directed to detour using 112th Street South
Please slow down and drive carefully near work areas
We understand that Spanaway Loop is a busy thoroughfare
and that this road closure will impact many travelers
Please give yourself extra time when traveling through the area
Travelers are encouraged to plan alternate routes or shift travel times if possible

— A 24-year-old man is facing vehicular homicide and assault charges after a high-speed crash in Spanaway killed his passenger
A Washington State Patrol trooper saw a Lexus sedan going southbound on Pacific Ave doing "near triple digits" and weaving in between traffic at 4 p.m
The trooper caught up to the driver at about 176th Street and then activated his lights
The 24-year-old Lexus driver sped up in an attempt to elude authorities
but the car lost control and slid sideways into oncoming traffic
After uncontrollably sliding into oncoming traffic
The crash killed the 50-year-old passenger inside of the Lexus
The 44-year-old driver of the pickup truck sustained serious injuries and was taken to the hospital

who was working nearby when she heard the crash

A man was found dead and neighbors report 20-30 shots in Spanaway Wednesday night

A young man was found dead Wednesday night after dozens of shots were fired in Spanaway
Neighbors began reporting gunfire at 10:36 p.m., according to a news release from the Pierce County Sheriff’s Office
“Residents called to report hearing 20-30 gunshots at the 17400 block of 17th Avenue East and then seeing a male laying in the middle of the cul-de-sac,” the release said
“Residents in the area went to go check on the male
The cul-de-sac was littered with shell casings
and nearby homes and vehicles had been struck by bullets
The victim is believed to have been between 18 and 20 years old
Homicide Investigation Underway in Spanaway
residents reported 20-30 gunshots and then saw a deceased male lying in the road
The victim has not been identified and the scene is still active

A Spanaway letter carrier was robbed at gunpoint while on his route Monday
according to the Pierce County Sheriff’s Office
“The master key that he stole accesses a very large portion of Spanaway residents’ mailboxes,” said Pierce County Sheriff’s Deputy Carly Cappetto
“It could impact hundreds or thousands of lives
Lakewood police were able to find the stolen car and later took the suspect into custody
“Charges will be forwarded after the vehicle search warrant is complete and the gun
and other evidence can be recovered from that vehicle,” Cappetto said
The 33-year-old male suspect was booked into Pierce County Jail

One person is dead and two people are in hospital after a police chase occurred on State Route 7 in Spanaway Saturday
A state trooper spotted a speeding Lexus sedan on State Route 7 on Pacific Avenue South in Parkland late Saturday afternoon
according to the Pierce County Sheriff’s Department
The trooper caught up to the Lexus and activated lights and sirens as a signal for the driver to pull over

The chase ultimately led to a fatal crash involving the Lexus
“Eventually, the suspect lost control, went into oncoming lanes, sliding sideways into the corner of an F-150 pickup truck,” Sgt. Darren Moss Jr., spokesperson for the Pierce County Sheriff’s Department, told KIRO 7
“The passenger who was in that suspect vehicle
Both drivers in the crash were seriously hurt as well
was taken to the trauma unit at Saint Joseph Medical Center in Tacoma and is currently in serious condition
He is expected to be booked into the Pierce County jail after he is discharged from the hospital
The passenger who died is believed to be a 50-year-old man from Graham
but the relationship between him and the driver is unknown
“The next step in this investigation is waiting for the toxicology report to come in for the blood draw we did on the suspect driver,” Moss said

The Tacoma Rescue Mission has received neither a Site Development Permit nor a county Clearing and Grading Permit necessary to do work on Wasmund Road or to the wetlands surrounding Spanaway Marsh
Such excavating in wetlands and creeks also requires Hydraulic Permit Application from Department of Fish and Wildlife
Kirk Kirkland filed a complaint on behalf of Environmental Coalition of Pierce County and at the same time asked the Planning Staff not to allow further damage by delaying the issuing of the county’s Site Development Permit and a Clearing and Grading permit
If approved the Site Development Permit will provide plans and specifications on how the Tacoma Rescue Mission can build a Tiny Home Village of 289 homes on an 89 acre site on Spanaway Loop Road.
but in a recent e-mail he said he would answer questions about the size of fine for damaging the wetlands and discuss whether the Planning Department would give out a Fill and Gravel permit before the Superior Court appeal is decided in March 2025
The Environmental Coalition asked the planning staff not to grant a Site Development Permit or a Fill and Gravel permit
damaging the wetlands and streams and further disturbing wildlife habitat.
This wildlife habitat has Garry Oaks on the site as well as a state endangered species of the Western Gray Squirrel
The appeal to Superior court aims to ensure compliance with SEPA’s requirements
forcing consideration and analysis of the project’s impacts on the state-endangered Western Gray Squirrel and its habitat
and other elements of the environment.
The court appeal calls for the county staff to withdraw the Mitigated Determination of Non-Significance and directs county staff to issue a threshold Determination of Significance for the proposed project
resulting in an Environmental Impact Statement being required
Ryan Mello asked the county Finance Department to confirm that financing for the project would be delayed until the court judge made his decision
a new culvert has been installed and substantial gravel added to the road at both Spanaway Creek and Audubon Springs Creek
This created a flow that altered the natural flow between wetlands into Spanaway Marsh
the county’s complaint report said that “The culvert replacement activities went into JBLM property”
And the excavation “raised the previous road level with a considerable amount of fill.”
In addition, the report from the site visitation by the staff said
“a gravel driveway was placed in the eastern area just north of the gate on to Tacoma Rescue mission property.” This gives access to the building site
“Washington State law also requires people planning projects in or near state waters to get a Hydraulic Project Approval (HPA) from the Washington Department of Fish & Wildlife (WDFW)
This includes most marine and fresh waters,” according to the WDFW application
Violations of permit conditions can cost up to $ 9,000
we are concerned that if the developer is granted a permit and allowed to proceed with clearing and grading
they are likely to remove evidence necessary to show the value of the forests
the wetlands and the wildlife habitat that an Environmental Impact Statement would indicate
Audubon Society and Conservation Northwest successfully appealed the Environmental Impact Statement that was used to stop the building of a four-lane highway called the Cross Base Highway. The highway planner’s design involved bridging Audubon Springs and clearing trees for the proposed state highway
The highway would have connected Pacific Avenue with Interstate 5 near Tillicum
The state court found that the Environmental Impact Statement was inadequate as the highway would destroy the wildlife habitat at this location. The highway was never built
WDFW has changed the status of the Western Gray Squirrel from a “listed species” to an “endangered species”.
Spanaway Marsh is not the only place where the Western Gray Squirrel has habitat around the state. Unfortunately
these Squirrels are dying in these other locations — principally because of the increase in road traffic
to believe that what they want to do is more important than the law dealing with development near wetlands and the trees (Gary Oak) which are protected.
I am totally disgusted with how our county government has handled this
They have turned a blind eye on this tiny home village probably because there are millions of dollars involved
If an average citizen went to build there they would be made to jump through so many hoops they wouldn’t do it
Leave our protected wetlands and wildlife marsh alone
This is just mind boggling did the laws change on protecting our wildlife and our wetlands if so I must of missed the announcement 🤬 this whole thing is ridiculous!
You would think the county government would hold everyone to the same laws and standards
I would hope they would at least do things correctly and not try to ram through the project
they are most likely willing to pay the fines that may be imposed in order to continue on with the project before they lose their funding
I am NOT impressed with TRM and their shenanigans
There is nothing right about what’s happening with this property
They are not abiding by the laws and regulations that the rest of us are required to do
Not to mention the fines are paid by us taxpayers
If they can’t build the cross base highway which would have benefited tens of thousands of people then why is it they are allowed to destroy this area to put in 289 homes for non contributing citizens.?
Pierce County do better and abide by the set of rules you have established for the rest of us

The construction activity at the proposed tiny village site is part of a master plan under the permitting system developed by Washington Dept of Ecology
This means that any portion of the site that is has any construction on it (including demolition and clearing) must have a Stormwater Construction Permit
That permit will require that a stormwater mitigation plan be developed and present on the site of the construction
It also requires that at Certified Erosion and Control Lead (CESEL) be available or on site during any construction activity
the activities described do not comply with the Ecology permitting requirements
all construction should be halted and a substantial fine imposed for that which has been done
It would be appropriate to file a complaint with the Pollution Control Hearings Board- responsible to permit violations
If any of “us” were to build without permits
we’d be fined big time and would more than likely have to tear down or redo whatever we had done
I’d rather Cross base hwy had gone thru to I-5 but there were viable reason they couldn’t
As well as making the raceway traffic called Spanaway Loop even worse
What they have done so far Increases the the chance of our road flooding out
The water from the new culverts along with the existing culverts will increase the water that moves through our wetlands by 3 times
Imagine living on a single lane PRIVATE road with one way in and out being at risk
We the people that live in this neighborhood maintain this road ourselves
There is no information on the flow of Ingress and egress studies that were done
prior to TRM putting in these new culverts
I cannot believe the State has not jumped in and shut the whole thing down
I have been to several of these community meeting about this purposed Villiage
It is beyond disgusting that this is allowed to happen
They should not be out there with out permits doing anything
If I did that I would be fined and possibly put in jail

Building this massive project in wetland with threatened species (animals and trees) is irresponsible and will only encounter a lifetime of problems
This massive project is being designed after the one in Austin
which is not in wetlands and has had two murders this year alone
Let’s pray they don’t destroy the sensitive eco-balance of the wetlands
who knows what’s to come in the future
There are other places this can be built that will not to cause so much damage
TRM with this “good neighbor” claim

If flooding damage and unclean water hot beds happen because of TRM’s selfish and arrogant tactics
who’s on the line to pay the damages and bills

Cross base Hwy was not aloud due to the squirrels
so why is TRM being aloud to build their village
I feel our climate change has to do with covering every piece of dirt with asphalt & concrete
I agree that permitting issues should be applied fairly
But isn’t this approved by executive order
and not legally needing the same level of permitting
Second I understand the environmental impacts
and that is never good and should always be taken into consideration
But I’m questioning people’s priorities and sincerity about this issue
Do people here also speak out and protest the Bridge Industrial Warehouse project in Tacoma
the article from this website about the expanding mine has maybe half a dozen comments
Are we concerned with the serious levels of pollution military bases put out
Such as an old army landfill and underground ammunition storage just west of this site
and just south has long been a training area amongst the wetlands and marsh
that the base has numerous unexploded ordinance zones
in 2016 and 2023 they shut down wells on base that provided drinking water because of high levels of PFAS
that there’s an ongoing lawsuit against the base related to the latest shutdown
and all that water is a part of the same watershed area we all live on…has any of this ever been a concern anywhere near the level of this one housing project for anyone here
what reasonable alternative locations are you proposing that haven’t already been investigated
I question priorities because most attempts at helping homeless folks are consistently derided and shut down for any and all possible reasons (apparently now environmentalism) and this continues to look like we are fine with deeming these people as unfit for help by the society that they grew up in
If this development gets a couple hundred people off the street while having the same impact as other modern developments exploding in our county
is that not at least a net neutral scenario
for the sake of expanding commercial property or worse
doing the same to prevent at least SOME random encampments that produce trash and often proliferate drugs does not seem so unreasonable to me
