in the trial of a Raymond Joe and Jennifer Lynn Hilderbrand The Hilderbrands were found guilty on multiple fraud charges the Hilderbrands face a maximum term of 20 years in prison as well as restitution for fraudulently-obtained funds the President signed into law the Coronavirus Aid The CARES Act provided a number of programs through which eligible small businesses could request and obtain relief funding intended to mitigate the economic impacts of the pandemic for small and local businesses the Economic Injury Disaster Loan (EIDL) program provided low interest loans that could be deferred until the conclusion of the pandemic to provide “bridge” funding for small businesses to maintain their operations during shutdowns and other economic circumstances caused by the pandemic The EIDL program have provided billions of dollars in aid the vast majority of which have not been paid back including hundreds of millions of dollars disbursed within Eastern Washington The evidence presented at trial established that the Hilderbrands engaged in elaborate scheme to obtain money from the Small Business Administration (SBA) to spend on their entertainment business called Poweline Enterprise LLC (Powerline) the SBA had declined to fund a loan for the company Raymond Hilderbrand completed a EIDL application in the name of Hilderbrand Auto Services In the application he told the SBA the EIDL funds would be used as working capital for Hilderbrand Auto Services when SBA sent $320,000 to Hilderbrand Auto to be used by that business to alleviate economic injury caused by the pandemic the Hilderbrands immediately transferred $311,000 to Powerline The Hilderbrands then used $295,000 of the EIDL funds to purchase the Trent Avenue property in the name of Powerline with Jennifer Hilderbrand as the only owner The Hilderbrands continued to attempt to obtain additional EIDL funds in the name of Powerline by making false representations about the company’s revenue on their EIDL application The SBA declined the reconsideration of the Powerline EIDL application in early May of 2022 the Hilderbrands requested a modification for the EIDL loan for Hilderbrand Auto and Raymond Hilderbrand again promised to use the money solely for Hilderbrand Auto the SBA disbursed an additional $43,000 in EIDL funds to the Hilderbrand Auto bank account $35,000 of which was immediately withdrawn by check and transferred to Powerline the Hilderbrands submitted an application on behalf of Powerline for a license to sell alcohol and food at the Trent Avenue Property the Hilderbrands began to host concerts at the Trent Avenue property The advertisements billed the property as “The YARD A New Upcoming Outdoor Venue in Spokane WA!” that included beer gardens and food vendors The advertisement also indicated the concert was “brought to you by” “Powerline Enterprises” along with other companies the Hilderbrands applied for a new application for a snack bar license on behalf of Powerline for the Trent Avenue Property During an interview with a license investigator Raymond Hilderbrand stated the company’s hope was to host swap meets and multiple activities with a snack bar inside a building with outside seating Hilderbrand was asked if Powerline shared the property with any other businesses and he responded “No,” even though the property was shared with Hilderbrand Auto Hilderbrand also acknowledged that Powerline had bought the property for $295,000 The investigator asked if any of the funds for the purchase were “gifted or loaned from a business source,” to which Hilderbrand falsely responded “no.” “I am grateful for the prosecutors and investigators that worked together to seek justice in this case,” stated Acting United States Attorney Rich Barker “Our incredible trial team worked closely with the SBA to present a compelling case establishing that both Raymond and Jennifer Hilderbrand were held accountable for the lies they told to obtain funding that was designed for small businesses in need of a lifeline other small businesses were unable to obtain the help they needed during the COVID-19 pandemic.” This case was investigated the Trump administration searches for ways to cut costs Using the Department of Government Efficiency Service, the Trump White House has been continually updating its “savings” website with government leases set to be scrapped It’s unclear where the employees who work in those buildings would go especially after an executive order Trump signed that requires all federal employees to physically return to work rather than work remotely One of those leases on DOGE’s website points to a U.S The building is more than 10,000 square feet two stories tall and is the office setting for employees and seasonal workers coming and going the Port of Garfield’s administrative assistant The building’s lease is set for termination at the end of September Pomeroy’s forest service building is the only other district building in Washington that serves the Umatilla National Forest The closest building is over an hour away in Walla Walla and the rest of the Umatilla National Forest is served by ranger districts in the state of Oregon 26 from the U.S General Services Administration with the title “All parties have completed official notice of exercise of termination right” under the building’s lease number “This letter shall serve as written notice of the government’s exercise of its termination rights in accordance with the lease contract … No rent shall accrue after the effective date of this termination “Thank you for your cooperation and for making your space available to the government.” Keller said the monthly lease is around $9,000 maintenance or general upkeep to keep the building in working order DOGE claims the government will save $1,453,106 based on Pomeroy’s ranger station even though the lease is around $181,000 a year It’s unclear how the government would save over a million dollars from that lease have been criticized for exaggerating the saving from lease terminations as well as overstating savings from other measures such as cutting programs and contracts Geological Survey Building located at 11103 E Montgomery Drive in Spokane Valley is also on DOGE’s list The USGS declined to give any information about the employees or the lease “We are actively working with General Services Administration to ensure that every facility and asset is utilized effectively identifying alternative solutions that strengthen our mission,” USGS said in a statement via email “These efforts reflect our broader commitment to streamlining government operations while ensuring that our scientific endeavors remain strong and we will provide updates as more information becomes available.” DOGE posted the Bureau of Indian Affairs building costs $112,000 to lease annually and is slated for termination Located on Nez Perce trust land on the Nez Perce Reservation the 6,000-square-foot office building lease belongs to the Northern Idaho Agency that administers services for the Nez Perce Tribe and Kootenai Tribe of Idaho The agency directed questions to a general BIA number No one responded to requests for comment Friday said Thursday the tribe had just heard about the potential closure “The Northern Idaho Agency provides critical services to the Kootenai Tribe and the closure will have an impact on our Reservation and citizens,” Barquin said in an email Bureau of Indian Affairs and our Congressional Delegation to obtain additional information.” Another BIA agency serves the Coeur d’Alene Tribe in Plummer The BIA has 83 local agencies that work with tribal governments on programs like employment training tribal governance and natural resources management said the Northern Idaho Agency provides information needed to apply for federal impact aid that makes up 31% of the school district’s budget Patty Murray criticized the potential closure of local government buildings across Washington calling it an attempt to hurt taxpayers and “rip away” necessary services “Two billionaires with no clue what the federal government does are Murray said in the release The Spokane Valley USGS center helps collect analyze and disseminate hydrologic data and information to manage water resources across the Northwest “Their work helps protect endangered salmon and steelhead ensure dam operators have the information needed to operate safely and protects farmers and their crops,” Murray said in the release Murray also named the Pomeroy ranger district station in the same release “Rangers play a crucial role in protecting natural resources and managing public lands and public support like trails maintenance and other safety measures,” the release said Department of Agriculture Natural Resources Conservation Service center lease for $41,342 The property is owned by the Port of Columbia Google Street View shows the sign any document unless they have been able to review it with their attorney The Spokane Valley City Council will vote Tuesday on a resolution declaring the suburb “not a sanctuary city,” a reiteration of a political grandstanding measure the council approved nearly a decade ago would have any practical effect within the city’s boundaries It contains no action steps for law enforcement or city staff members and Mayor Pam Haley said she does not expect anyone to notice a difference in operations while driving home the council’s position that it supports all enforcement of federal immigration law It would repeal a 2016 resolution to the same effect adopted before the state’s sanctuary law Supporters of the sanctuary state law said at the time of its passage that it is not the primary purpose of state and local law enforcement and a misuse of those jurisdictions’ resources The law sought to ensure the rights of immigrant communities from unnecessary contact with Immigration and Customs Enforcement and Customs and Border Protection and it also intended to mitigate the potential ramifications if those communities were targeted and unable to contribute to the state industries to which they contribute local police departments and sheriff’s offices are only allowed to assist or share information with federal forces in very limited circumstances which directed the Spokane Valley Police Department and city staff to assist federal forces in immigration cases was more direct about law enforcement than the one being considered Tuesday The new version makes no overt mention of the municipality’s police force which is essentially a bureau of the Spokane County Sheriff’s Office the resolution declares that the council “pledges its cooperation and assistance to and local law enforcement agencies for law enforcement activities that support the public safety of Spokane Valley residents to the maximum extent available and allowable under the law.” which means the Keep Washington Working Act is still applicable in Spokane Valley regardless of the council’s actions Tuesday Mark Gregory said passage of the resolution will not change operations or policies within the agency regardless of whether they are in Spokane Valley will adhere to state law and internal policies in line with the Keep Washington Working Act which both dictate information can be shared
