A woman convicted in a case involving a man having sex with a 14-year-old child will be released from prison early
A bailiff at Judge John Durkin's Court tells 21 News 40-year-old a motion for judicial release for Rachel Hoover was granted Wednesday
Hoover will now spend the next 18 months on probation and must complete substance abuse treatment
Hoover pled guilty to amended charges of gross sexual imposition and endangering children back in March of 2024
She was originally sentenced to two years in prison in May of 2024
With judicial release being granted that sentence was cut nearly in half
The charges stem from a case where police said 42-year-old William Hutchko had given a 14-year-old victim methamphetamine and then had sex with them in his Canfield home
then went with the child to Hoover's Struthers home.
Court records show Hutchko pled guilty to one count of unlawful sexual contact with a minor and was sentenced to three-and-a-half years in prison followed by five years of probation in May of 2024

Melone addressed city council Wednesday regarding proposed renovations to the Struthers Municipal Court chambers in City Hall
aiming to modernize the space and improve functionality
The court has recently begun conducting jury trials but the current setup lacks essential features such as a jury box and witness stand
requiring temporary chairs and tables to serve as substitutes
“Lots of people didn’t even know we did that sort of thing here … It’s important we have that decorum
that it feels like a courtroom,” Melone stated
The room has seen only minor alterations over the years
such as new flooring installed during the pandemic
the chamber’s trademark wood paneling — a fixture for longer than some council members can remember — has overserved its sentence and requires some modern upgrades
Among those will be an overhaul of the chamber’s audio-visual system
The project will consolidate them into a single system
This will enhance audio and video clarity for council meetings and could even allow livestreaming of court proceedings if public interest warrants it
Melone has reached out to Olsavsky Jaminet Architects Inc
as they have previous experience remodeling the Youngstown Municipal Court’s chambers
the goal is to schedule construction during council’s recess in July and August to minimize disruption
court operations will have to temporarily relocate
Funding for the renovations will come from the court’s budget
Melone has also recently adjusted the court’s financials
redirecting unused excess funds from court costs to the city’s general fund

He said the lasting popularity of "Barney Miller" and other police shows throughout the years is due to the excitement around the profession
"To write about a farmer going off to plow the field and coming home at night
it’s hard to find a lot of variety in that," he said
“Barney Miller” also showed another side of police work as the series primarily took place inside a police station
disseminating the information,” Linden said
“That’s really the grunt work of police departments
and ‘Barney’ did a good job of showing that.”

where she graduated Oakland High School in 1961
she met Tom Struthers and eventually married Tom on November 3
They were blessed with two children Roberta (Bobbie) and Martin (Marty)
They were equally blessed with five grandchildren and nine great-grandchildren
Betty had been a longtime employee with the Council Bluffs School System
as the receptionist at Abraham Lincoln High School
Betty and Tom moved to the Prairie Gate Community in Council Bluffs in February of 2020

She would greet the Nonpareil employee dropping off the daily newspapers at Prairie Gate and then delivered said newspapers to the various residents
she would also deliver any packages that came throughout the day to other residents
direct visitors to their destinations and greet any newcomers that had just moved in
In addition to her various duties she became part of the Thursday night card group
and dog mom to any and all dogs on the premises
All the dogs that resided at Prairie Gate discovered her secret: She kept dog treats in her pockets in the instance that she would meet a dog in the hallway and she wanted to be prepared to reward them for a job well done
Betty was preceded in death by her husband; parents; sister
NE; five grandchildren and nine great-grandchildren; sisters

She will be greatly missed by family and those who knew her as well as her living and giving spirit

Struthers has received $18,548 in grant funding
The funding comes in the third round of distributions by the Ohio EPA's H2Ohio Rivers Chloride Reduction Grant Program

applicants for these grants could apply for funding for either new salt application equipment technology or storage facility construction

A Struthers High School football standout is charged after police say he assaulted a teenage girl following a football game Friday night
17-year-old Jason Dukes is charged with a misdemeanor count of assault and a felony count of strangulation stemming from a fight with the teen victim
The victim told police she and Dukes were on their way back from a party following the football game when they got into an argument
Police say once the two got to a home on Elm Street
Dukes wouldn't let her out of the car and eventually grabbed her by the neck and threw her to the ground
police say the two wrestled in the front yard
That's when a resident noticed the two fighting and called the police
the victim's sister told officers this was not the first time Dukes had done something like this
Struthers Police are investigating a shooting of a man on Frank Street in the city Wednesday morning
Police told 21 News that a man was shot twice in the leg by a man who showed up at the home allegedly over a woman who both men know
The victim was shot twice — once in the upper leg and one in the lower leg — before the shooter fled the scene
The victim was transported to the hospital with what are believed to be non-life-threatening injuries
Police have a suspect in mind and are looking for him

The city of Struthers is collaborating with Pantheon Housing Development Group LLC to build eight ranch-style homes
The project is supported by a $2.75 million grant from the Ohio Department of Development under the Welcome Home Ohio Program
The homes will be constructed on vacant lots in the city located on Haywood Boulevard
said the project will not only address housing needs but also enhance neighborhoods in the city
"We're having to go in and cut out weeds and thickets and bushes and old trees that have died
areas that may have collected junk over the years
Just by us being there to build these homes
we're going to clear out some of that blight," Davis said.
The CEO told 21 News that the homes are expected to be priced between $150,00 and $180,000
According to Mayor Catherine Miller of Struthers
eligibility requirements will be determined by income and the ability to secure a mortgage for home purchase
Construction is scheduled to commence in June
Once the project is complete the houses will be sold back to the city of Struthers per the Welcome Ohio Program agreement.

Davis said they are committed to advancing the development of more housing throughout the Mahoning Valley.
She said that Lear, who passed away in December 2023 at the age of 101, stole the idea from Carroll O’Connor
She added that Lear “pretended for the next 52 years that he created it.”
Struthers also said that she never had the best relationship with Lear, and noted that the other stars of All in the Family would get invited to Lear’s home for parties, while she did not. She also alleged that he wasn’t nice to her on set and once said
Struthers even spent around $40,000 in lawyer’s fees in order to try to get out of her contract and leave the show, but ultimately lost. She remained on the show and appeared in its spinoff, Archie Bunker’s Place, and her own series, Gloria

She said that she found her to be a “very passive-aggressive woman.” Struthers recalled a time when she was working with White on a game show pilot

The existing access to the museum will be relocated to align with Struthers Rd and will be constructed to accommodate the special event traffic
Funding for this project is primarily provided by developer fees from the area
Pikes Peak Rural Transportation Authority (PPRTA) funding will contribute to the traffic signal work

A Struthers High School football standout who was accused of strangling a 16-year-old girl has been cleared of all charges
According to Mahoning County Juvenile Court records
charges of assault and strangulation against 17-year-old Jason Dukes have been dismissed following a trial
with the court describing it as a "he said
Dukes was accused of grabbing the alleged victim by the neck and throwing her to the ground after driving her home from a party
cross-examination of the neighbor who called the police revealed that she did not actually witness the incident and was only able to go by what the alleged victim told her happened and testified that she agreed that "there are two sides to every story."
Former Struthers High School football coach John Bayuk also took to the stand and vouched for Dukes saying he told him about the incident and was crying while doing so
Bayuk testified that Dukes always takes accountability and said if he really wanted to injure the girl
the alleged victim herself testified and said she and Dukes had recently broken up and was upset that he was talking to another girl at the party
She testified that when the two got to her house
Dukes was yelling at her to get out of the car
further testifying that she held onto the steering wheel to keep herself inside
This testimony contradicted the police report regarding the incident
which listed Dukes as the suspect who would not let the teenage girl out of the vehicle
The alleged victim testified that Dukes eventually was able to get her out by grabbing her by the legs and pulling her out of the car
Dukes himself took to the stand and testified that he was not trying to hurt her and was just trying to get her out of the car
He further testified that he still cares about his accuser despite their relationship ending
it was ruled that the alleged victim's testimony stating that Dukes choked her conflicted with the testimony of a nurse who did not see any marks on her neck at the time of the incident
While the nurse did notice black and blue marks on the victim's knees
the court noted that these only appear days after an injury
so those could not have been from the night of the incident
All charges against Dukes were dismissed

The Struthers Library Theatre Board of Trustees honored Bob Crowley as the twelfth Peacock Awardee in the theatre’s 141 year old history at its most recent board meeting
Crowley is a leader in Warren non-profit circles who has played a role in the Struthers Library Theatre for most of the 21st century
His love for the theatre extends from his passion for music and drama – and really all the live arts – to a real concern for the wonderful building and community treasure in which the theatre is housed
Crowley is known to some members of the theatre’s staff as “the badger” for the commitment that he showed to keeping track of finances and gifts and endowment income throughout his 12 years on the Board of Trustees
most of those as both treasurer and secretary
and others on the board and staff through two capital campaigns
He continues to work for the financially healthy future he’s always envisioned for the theatre even though his board tenure has come to an end
He always wants to be sure that donors are appropriately recognized
He has an incredible gift for helping people who want to give to the Theatre – and to other Warren non-profits
“His mind never stops working on how to make things better for philanthropy in Warren County and beyond

6-month-old Struthers' baby Ariella Torres received her third open heart surgery Monday in Cincinnati.
told 21 News Monday night that their infant daughter had completed the nine-hour surgery and is doing well
As 21 News first told you on Friday
Ariella suffers from Hypoplastic Left Heart Syndrome (HLHS)
a rare condition that affects 1 in 3,800 babies
baby Ariella's condition is so severe that doctors said it occurs in 1 out of 450,000 births
HLHS is a serious and rare heart condition present at birth
It occurs when the left side of the heart—including the left ventricle
and aorta—is severely underdeveloped
the left side of the heart cannot pump enough blood to the body
Ariella needed the third surgery as the donor tissue from her first Norwood Procedure had shrunk, causing an obstruction in her heart. The Norwood Procedure was first used in 1983 in children with HLHS
including a heart and liver transplant every ten years
which Ariella will likely need to begin after she turns 15 years old

It’s been narrowed to two ten foot lanes to keep traffic flowing in both directions during the construction process
A ten foot lane is probably the minimum requirement for a state law,” said Benson
These projects are happening during the five month Wetmore drive closure for a bridge replacement
The city safety service director feels this could lead to a busy downtown
“That detour is detouring traffic through our downtown area into this zone
which normally with day to day traffic is over 5,000 cars a day through that area,” said Benson
