Prince William County has partnered with the Urban Land Institute Washington and the Metropolitan Washington Council of Governments to explore strategic improvements for the Sudley Road Redevelopment Corridor The recommendations developed through this effort will lay the groundwork for a future Small Area Plan guiding long-term redevelopment and investment in the corridor A panel of public and private sector professionals from across the region—including transportation and land use planning experts and developers —collaborated through ULI’s Technical Advisory Panel to assess redevelopment opportunities and propose strategic enhancements The TAP’s recommendations focus on a phased approach to development pedestrian safety improvements and initiatives to better connect existing community resources while incentivizing future redevelopment “The TAP process has provided us with valuable insights and strategic recommendations to transform the Sudley Road corridor into a more connected vibrant and accessible area,” said Prince William County Planning Director Tanya Washington “These recommendations will inform potential short-term strategies as well as longer-term efforts through a future Sudley Road small area plan to guide thoughtful redevelopment that strengthens economic potential and enhances quality of life for this community.”  The two-day TAP process engaged a broad range of stakeholders from the Sudley Road area County staff and residents from the City of Manassas The panel also welcomed insight from the County’s Brentsville and Coles Magisterial District Supervisors as the focus area for the TAP crossed the three districts Manassas National Battlefield Park's superintendent also participated in recognition of the corridor's significance as a regional visitor destination Brentsville District Supervisor Tom Gordy emphasized the importance of public engagement as redevelopment efforts take shape.  “Community engagement is going to be very important in getting this right as we move forward,” Gordy said other stakeholders that live within the Sudley Road Corridor We’re going to have to be very intentional about this and we’re absolutely committed to doing that.”  Identified as a redevelopment area in the county’s 2040 Comprehensive Plan the Sudley Road corridor serves as a major regional and local transportation route and connection between residential communities while also welcoming approximately 700,000 visitors annually to Manassas National Battlefield Park.  Prince William County Executive Chris Shorter expressed appreciation to the experts who participated in the panel from surrounding jurisdictions and to ULI and Metropolitan Washington COG for the regional collaboration Shorter described the corridor as a key economic driver and opportunity for community development in the county.  “The Sudley Road Corridor represents a critically important economic development thruway,” said Shorter “The types of retail we want to see...the types of amenities...and I would even say the types of community development projects recreation centers and all of the things that you would expect of a growing community All that is possible right here on this corridor.”  Prince William County Department of Economic Development and Tourism Executive Director Christina Winn highlighted the TAP’s findings as a promising opportunity to strengthen the corridor’s economic potential.  “It's really the opportunity to reimagine what this corridor can be; and then how do you drive more jobs and investment into the corridor to provide that entire quality of life,” said Winn “This corridor has so many amenities and really great bones about it I think if we can continue to cultivate and curate the right types of businesses it will just really be rebirthed into a fantastic commercial corridor again.” In approximately two months, ULI will produce a detailed report of the TAP’s recommendations presented on March 6 to county staff, members of the Board of County Supervisors and the public. supervisor who represents the area argue that without a new set of “proffers,” or legally binding conditions agreed to by both the county and the developer the project would be more impactful to area residents The Wellington Glen Technology Park passed on a 5-3 vote after more than two hours of discussion of its pros and cons allows for a 75-foot-tall building on a 49.5-acre wooded site west of the intersection of Wellington Road and Sudley Manor Drive Its building would be a little more than 500 feet from the nearest houses in two subdivisions Arcadia Run and the Independence neighborhood It’s estimated to require about 200 megawatts of power or the equivalent needed for about 50,000 homes whose Brentsville District includes the site said it was clear to him that a data center would be built there one way or another since it lies within an area where the facilities are allowed by right it's not a matter of whether or not we're going to get a data center here He said he had worked with the applicant to “manage it down” to minimize the impact on the nearby community That included a reduction in proposed height from 90 feet – which was rejected earlier by the planning commission – to 65 feet plus rooftop equipment  Other concessions included a windowed façade to make its building – or two adjacent structures according to one plan -- look like an office building Another promised that noise from the finished center would not exceed the maximum levels being proposed in a new county noise ordinance An earlier submission proposed a building or buildings of 983,279 square feet The approved proffer statement called for one half that size at 475,000 square feet But county staffers pointed out that if had been built under by-right rules it would have been limited to 235,000 square feet The desire to build a larger data center was the main reason developers pursued the proffer amendment Drivers heading along Interstate 66 near U.S 29 in Gainesville might have noticed the enorm… the planning staff said the increased building size was mitigated by its windowed design and tree buffering “We've worked on this to get to a place that I feel a lot more comfortable with and that has significantly come down,” Gordy said signaled her disapproval and voted against the project along with Supervisors Bob Weir and Yesli Vega “I really am running out of patience just with data centers,” she said They deserve us putting our best foot forward But I just don't see myself supporting this project.”  A dozen people spoke during a public hearing Voicing approval were four data center building trades workers who said data center construction had been a huge boon for the county the chief operating officer of Dynaelectric of Dulles in this community “the majority of the construction (workers) would be out of work.”  Prince William County is on track to become the new data center capital of the world They mentioned data centers’ tremendous energy draw and the erection of new high-powered transmission lines to serve them They also said they were appalled that the supervisors might allow data center buildings so close to homes – the closest residence argued that because the project was asking for twice as much floor space than was allowed under by-right rules “Every single proffer that they are offering is a solution to a problem that they are creating She also pointed out that there was nothing special in the developer’s offer to keep noise below 50 decibels since that will be the limit when the supervisors adopt a planned revised noise ordinance data center noise could still be a problem for nearby residents a consultant helping design a new county sound ordinance sensitive to data center noise took measurements near the Arcadia Run complex apparently from the Iron Mountain data centers across the street to be well in violation of the proposed new limits The proposed ordinance would limit noise to 47 decibels at night backyard door found ajar The top of a washing machine was reported missing Like many road names throughout Prince William County Sudley Road and Sudley Manor Road find their beginnings with the influential Carter Family Landon Carter was deeded a portion of land from the Middle Bull Run tract in northern Prince William While Landon primarily lived in Richmond County at Sabine Hall the task of developing the Middle Bull Run tract was given to two of his sons: John Carter and Landon Carter II Landon Carter II built a large plantation called Pittsylvania on this tract of land north of Bull Run in Fairfax County around 1760 grew throughout the 18th and 19th centuries While historians today do not know where the town’s name specifically originates from the community may have gotten its name from Sudley Mansion or Sudley Springs a sulpher spring nearby with medicinal values Sudley Road and Sudley Manor Road’s names originate from this historic community was in operation supplying the nearby community with wood Sudley Methodist Church was built on land donated by Landon Carter II After the Manassas Gap Railroad was completed to Gainesville in 1852 there was easier access to town resulting in the growth of Sudley New structures in town included the Sudley Springs Hotel and a wheelwright shop by the mid 19th Century The Civil War brought destruction to the Sudley community Many buildings in the area were destroyed or heavily damaged during the two battles in Manassas Pittsylvania burned down in the midst of the war in 1862 The Thornberry residence became a post office after the war by the late 19th century the town again fell into decline The Depression of 1893 forced the hotel to close and it burned in the early 1900s The Sudley Springs Post Office closed in 1903 The mill closed in 1910 and was dismantled in the 1930s Carter’s Sudley Mansion fell into disrepair by the early 1900s and was dismantled Sudley Methodist Church burned down and rebuilt in 1922 The Thornberry House still stands and is currently preserved by the National Park Service While the historic community does not exist anymore as it did hundreds of years ago near Catharpin Run and Bull Run there is still a Sudley today that takes its name from these historical roots The Sudley community today spans 1.6 miles the length of Sudley Manor Drive from Route 234 until the road ends near Splashdown Waterpark containing important structures such as schools Provided by Virginia Department of Transportation (VDOT) A new traffic signal is now in service at Sudley Manor Drive and Seymour Road that aims to improve safety and accessibility for pedestrians and drivers and improve operations at the intersection Design approval and the start of right of way acquisition for the intersection improvements occurred in 2019 with construction beginning in January of this year Final detail work will occur in the coming weeks with minimal impacts to traffic The $660,000 project is financed with federal safety funding Sudley Manor Drive averages about 34,000 vehicles a day and Seymour Road averages 5,100 based on 2019 data cyclists and pedestrians are reminded to use caution when traveling in active work zones limit distractions and follow detour route signage or by calling 511 in Virginia anywhere anytime A 26-year-old Manassas man has died as a result of a single vehicle crash late Tuesday night near Sudley Road and Rixlew Lane in Manassas Police were called to the 8400 block of Sudley Road at 10:43 p.m struck a curb and rolled several times before coming to rest in a nearby parking lot The driver was not wearing a seat belt and was ejected from the vehicle He was transported to an area hospital where he later died as a result of his injuries A 24-year-old female Follow him on Twitter for live updates A stretch of Virginia’s long-anticipated 66 Express Lanes are open for business but there are a few things drivers should be aware of before taking advantage of them The westernmost stretch of the 66 Express Lanes welcomed their first commuters ahead of schedule last week offering a more streamlined drive from U.S The 9-mile segment is free of charge for now according to the Virginia Department of Transportation granting drivers a chance to familiarize themselves with the new entry and exit points before an eventual shift to electronic tolling That grace period will be especially handy for drivers unaccustomed to using express lanes with limited exits The idea works much the same as current express lanes along the Capital Beltway and Interstate 95 elsewhere in Northern Virginia but for those wanting an explainer — or a refresher — we’re here to help WTOP’s Dave Dildine toured the eastbound and westbound express lanes between Gainesville and Centreville after their opening this week: Eastbound drivers entering the new express lanes in Gainesville and Manassas are committed until reaching their end at Route 28 — where construction continues on the rest of the express corridor eastbound travelers wanting to head northbound onto Route 28 have the option of either taking an exit to Route 28 or funneling into the I-66 main lanes at the I-66/Route 28 interchange Eastbound drivers on I-66 have three opportunities to join the express lanes as it stands: At their origin before Route 29 via a slip ramp along the left side just east of the Sudley Road overpass or from northbound Sudley Road on a flyover that splits from the eastbound ramp before reaching the general purpose lanes There is also eastbound access from Balls Ford Road and University Boulevard Keep in mind that if you join the eastbound express lanes at any point you’re with them all the way to Route 28 Westbound drivers can enter the express lanes from the left side just beyond Va westbound travelers currently have a few opportunities to exit the express lanes mid-route instead of running the full nine-mile stretch drivers headed to Sudley Road or the Prince William Parkway can use a flyover ramp to rejoin the I-66 general purpose lanes before leaving the highway Signage for this ramp bills it as a “local” exit Westbound drivers will then encounter two new exits in Manassas and Gainesville links with Balls Ford Road and a large park-and-ride lot after Sudley Road A second exit connects westbound travelers with University Boulevard soon after the Prince William Parkway That exit takes drivers directly to Route 29 Drivers with experience using Northern Virginia’s other express routes will probably find the new 66 Express Lanes familiar On-ramps and exits are limited compared to general purpose lanes “The main-to-express exchange in Manassas is a lot like the one on I-395 near Edsall Road and which only have a few dedicated ramps to Seminary Road and the Pentagon the exits are limited,” Dildine said the express lanes are similar to the others in Northern Virginia.” It’s free for now, but it won’t be forever. Tolling, once implemented, will vary in real-time. Overhead signs placed ahead of entryways will flash a dynamic toll rate that fluctuates with demand Electronic toll gantries will log each vehicle’s distance traveled and charge solo drivers through their E-ZPass according to the rate at their time of entry Drivers with at least one passenger will be able to continue using the express lanes for free as long as they’re equipped with an E-ZPass Flex set to carpool mode But that requirement will be upped to two passengers plus the driver once the remaining 66 Express Lanes open later this year mirroring high-occupancy vehicle rules along the Capital Beltway Commuters will pay the same rate regardless of vehicle type with one notable exception that sets the 66 Express Lanes apart from the rest: Large trucks barred from the area’s other express routes Motorcycles can ride toll-free without an E-ZPass Confused? We don’t blame you. It’s a lot to soak in for someone not already used to the concept of express lanes, and that’s exactly why VDOT is giving drivers a chance to grow acquainted with the new pattern before debuting tolls. every ingredient “hits the grill raw,” said owner Greg Bolton who recommends the “killer” French toast and country fried steak as well as the home fries that are prepared by hand from whole is the seventh location for the 54-year-old diner business aiming to open three stores per year and eventually to offer franchises of the family-owned diner which he calls “a dying breed” of restaurant Bob & Edith’s hours in Manassas will run from 6 a.m giving the staff some time to work out any opening kinks But Bolton says that after a ceremonial ribbon-cutting at the end of the month like Bob & Edith’s other locations in Arlington Stores eight and nine are coming soon to Fairfax The Manassas location will be the first to offer Bolton’s recipe for chipped beef which he recommends eating on home fries instead of the typical toast with an accompaniment of scrambled eggs He’ll be cooking the first batch at 5:30 a.m The restaurant seats about 100 people and is first-come first-served — though some accommodation can be made for very large parties Reach Sondra Anzalone at news@fauquier.com bobandedithsdiner.com Arbor Terrace Sudley Manor assisted living in Manassas A sign erected outside Arbor Terrace Sudley Manor long-term care center in May recognizes the hard work of the facility's staff Seven residents of a Manassas assisted living facility have died as a result of an outbreak of COVID-19 that has so far sickened 16 people including 11 residents and five staff members informed residents and their family members in letters this past week that 11 residents including four in assisted living and seven in memory care which was obtained by the Prince William Times confirmed the outbreak in a statement Monday Harper said Arbor Terrace at Sudley Manor had taken several measures recommended by the Centers for Disease Control and Prevention as well as state and local officials in an attempt to avoid an outbreak like thousands of other senior-living facilities across the U.S. Arbor Terrace Sudley Manor was unable to escape the pandemic “Despite having a pandemic plan in place and our heightened efforts as the situation has evolved this is a disease that disproportionately impacts the elderly and those with severe underlying medical conditions,” Harper said “We are navigating uncharted waters caring for those most at risk and our hearts and prayers go out to everyone who is impacted.”  Arbor Terrace Sudley Manor received testing kits from the Prince William Health District and tested residents and staff But only residents and staff members showing symptoms of the COVID-19 were tested The facility also screened all staff and residents for symptoms of COVID-19 daily required the “use of [personal protective equipment] by all staff and residents enhanced cleaning procedures … and require[ed] residents to quarantine in their residences,” Harper said “To support our staff and retain the excellent caregivers we have in place provided wage increases and paid for childcare when schools closed,” he added Harper also said the facility has updated residents and their family members regularly through written notices as well as a  dedicated COVID-19 page on its website Other Arbor Company facilities report cases According to the Virginia Department of Social Services had no reported complaints since at least 2016 and had no violations in its most recent state inspection But Arbor Terrace Sudley Manor is not the only assisted facility run by the Arbor Company to report COVID-19 cases and deaths The company operates 40 assisted living facilities in 11 states Maryland and New Jersey have also reported COVID-19 cases and deaths according to records in each of those states some of the states where Arbor Company facilities operate do not release the names of individual long-term care facilities where outbreaks and deaths have occurred Long-term care facilities hit hard by pandemic Individuals that reside in long-term care facilities are among the most vulnerable to the coronavirus, given their close living quarters and underlying health conditions, according to the nonprofit Kaiser Family Foundation which recently reported that 4,000 such facilities have so far accounted for at least 51,000 COVID-19 cases and about 10,000 deaths across the U.S in Gainesville; and now at Arbor Terrace Sudley Manor Those are known to the public only because residents or their family members contacted the local press.
