Saturday to the 20 block of Carolina Court
and the sheriff's office said Wesley Richard Scott
The suspect was identified as Lathius Noel Martin
Martin was arrested during a traffic stop and was charged with aggravated malicious wounding
He was taken to the Loudoun County Adult Detention Center
Additional charges are possible as the medical examiner conducts an autopsy
The sheriff's office is consulting with the medical examiner and Commonwealth's Attorney's offices
A preliminary investigation indicates the suspect and victim know each other
The sheriff's office believed the stabbing resulted from an altercation

For clients who come from deeply religious backgrounds, she often hears them worry boundaries are “selfish” or that they are not “being gracious enough or forgiving enough.”
“In those situations,” she shares, “I first hold space for whatever is coming up – for the shame, for the anger, for the pushback. And encourage a sense of curiosity to ask –is there another part of me that might believe something else?”
It’s not surprising that Erin hears this concern from many clients. Many spiritual communities don’t readily incorporate the language of boundaries.
For Swetha Gogineni, an Intensive Care Unit Physician, boundaries weren’t modeled growing up in her Hindu, South Indian family. However, in her fast paced, high acuity job in the ICU, navigating limited emotional bandwidth and physical resources is an inevitable reality.
“I’m constantly finding a way to make sure that you can help that one person, but also that in doing so, it doesn’t harm other people,” Swetha shares. She does wonder when she engages in boundary setting, if she is in violation of the concept of karma in Hinduism (when actions in this life can affect our future ones).
Feeling emotionally complex feelings, such as shame or guilt or fear of not being “good” can be normal when setting boundaries. Erin encourages her clients to observe what comes up from them, in a non-judgemental way, and to remind themselves that even if it’s hard, setting boundaries can prevent us from building resentment in our relationships.
Carmin continues to navigate emotional challenges and occasional pushback from family; She has actively incorporated compassionate boundaries in her life. “As I tap more into how I’m feeling, I recognize how I feel in different scenarios which lets me know when to step back from things. She’s dedicated time to rest during the week and has been paying close attention to how something feels and says she uses her heart and body as a compass in life.

Planning is underway for stream restoration at Sugarland Run North
At a Fairfax County Board of Supervisors meeting on July 11
the board unanimously approved an agreement between the county and the Town of Herndon to design and construct the project
The $3.9 million project would restore roughly 2,350 linear feet of Sugarland Run, which is located in the Sugarland Run watershed
The project will begin roughly 1,200 linear feet north of the Washington & Old Dominion Trail crossing with Sugarland Run
Sugarland Run South runs from Elden Street to the previously finished southern end of the project
The town has asked the county to fund the design and construction of the project over four fiscal years
“In addition to improving the environment and water quality
this partnership with the Town of Herndon is an example of implementation of effective and efficient government practices consistent with the County’s Strategic Plan,” county staff said a July 11 memo
Staff noted that the partnership with Herndon will save the county time and administrative costs that would have piled up if the project was administered under the county’s own stormwater program
The agreement is possible because the Town of Vienna
the Town of Herndon and Fairfax County have agreed to share some stormwater service district fees in order to meet stormwater management requirements for the Chesapeake Bay
the town’s deputy director of public works
noted that the primary goal of the project is to absorb and direct energy in a way that protects the geology of the stream
The project will improve the aquatic habitat of the area
and improve the safety and instability of eroded banks
Channel erosion from the increased volume and velocity has led to significant nutrient and sediment pollution

VA — A deteriorated bridge in the Sugarland Run neighborhood of Sterling will be closed "indefinitely" by the Virginia Department of Transportation
VDOT told the supervisor's office that the bridge will eventually be replaced
but construction may not begin until late 2027
The bridge closure will not affect any homes
Properties off Thomas Avenue will continue to have access — from Lakeland Drive from the west and Algonkian Parkway from the east
traffic will not be able to continue across the bridge in both directions
A detour will be available via Lakeland Road

Work has begin on a new pedestrian bridge at Sugarland Run Stream Valley Park
according to the Fairfax County Park Authority
Slated to be completed by the end of the summer
the bridge replaces a span that was removed 15 years ago between Heather Down Drive and Eddyspark Drive
Once completed, the structure will connect the neighborhood along Heather Down with the Sugarland Run Stream Valley Trail
Crews will demolish and remove any remaining structures associated with the earlier bridge and construct 10-foot-wide connecting approaches to the bridge
which is funded through 2020 park bond funds
The trail
which is roughly three miles long along the main end
runs from Sugarland Road to the Town of Herndon
(Updated at 4 p.m.) A Herndon car wash that discharged green liquid that ended up in Sugarland Run Stream received a formal notice of violation on Friday (May 28) from the Virginia Department of Environmental Quality
Flagship Carwash Center of Herndon at 632 Grant Street does have a permit to discharge
according to both a car wash representative and DEQ
However, the green liquid was being discharged into a storm sewer that goes into Sugarland Run due to a malfunctioning of the car wash’s water reclamation system malfunctioning, says DEQ official Mark Miller, who manages regional enforcement and pollution response for Virginia’s northern region
Miller says the presence of the discharge in Sugarland Run has been observed multiple times by both DEQ officials and town staff members
the business will be notified that it is in violation of its general DEQ permit
The discharge is believed to be a mix of water and car wash detergent
but it is not thought to be harmful to the stream
and the Virginia DEQ all performed independent tests on the discharge and did not find any contaminants in the stream that are known to be harmful to the environment,” Town of Herndon spokesperson Anne Curtis told Reston Now by email
Curtis says DEQ is now in charge of the investigation and is “in contact with the property owner to resolve the illicit discharge.”
This issue was first brought to the public’s attention during a Herndon Town Council work session on May 18
Deputy Director of Public Works John Irish noted that town staff were aware of the situation and had recently observed the discharge themselves
Flagship Carwash Center of Herndon managing member Guy Paolozzi told Reston Now that the business is currently conducting its own investigation to determine why the discharge is green
Until both the car wash and DEQ complete their investigations
Flagship Carwash Center currently has five Virginia locations and 10 locations across the region
Miller says the notice of violation was drafted and sent out last week
The intent of the notice is to get the problem fixed under a timeline
These types of violations are not uncommon
and they can end with the business fixing the issue without any further consequence
However, a civil charge (a fine) could be imposed depending on the findings of DEQ’s investigation
A section of Sugarland Run south from where the discharge has been observed is about to undergo a restoration. The long-running project was first approved in August 2018
Construction and restoration is expected to be completed in early 2022
A new pedestrian bridge at Sugarland Run Stream Valley Park has officially opened
located in a section of the park between Heather Down Drive and Eddyspark Drive
was added to connect the community to the Sugarland Run Stream Valley Trail on the opposite bank of the creek
The 10-foot-wide structure now completes the connection
which was previously broken due to flood and storm damage for many years
The project was funded by nearly $740,000 from a park bond in 2020
according to the Fairfax County Parks Authority
“We celebrated National Park and Recreation Month in July
and the theme of this year’s observance was ‘Where Community Grows,'” FCPA Executive Director Jai Cole said during the ribbon cutting
“I can’t think of a more fitting example of how parks and recreation
bring communities together and connect residents to a wide range of opportunities
Crews demolished and removed the remaining structure so the previous bridge
installed a prefabricated steel bridge and built 10-foot-wide
including Hunter Mill District Supervisor Walter Alcorn
celebrated the grand opening of the bridge earlier this month
Construction to replace the Hunters Creek Pedestrian Bridge is slated to begin in October
An assessment by the town found that the bridge — which connects to the Sugarland Run trails from behind the Hunters Creek Swim & Racquet Club (417 Queens Row Street) — needs to be replaced and that erosion of the stream needs to be addressed
Final designs for the replacement bridge and stream restoration are expected this month
It will include a new fiberglass structure set on a new foundation
But the town announced on Friday (March 15) that the project will take longer to get going than anticipated
“Schedules have been extended because of the sensitivities of working in a wetland area and in a floodplain,” the project page says
“Working in the wetland area will require an Army Corp of Engineers permit
The Town will work with the Army Corp of Engineers in an effort to expedite the permit process.”
Construction is expected to wrap up by the spring of 2025
The bridge will remain closed until the work is complete
Residents will need to use the Cavendish Street entrance or Runnymede Park entrance to access trails

“We were fortunate that only one of the water supplier intakes had to be shut down
but that was a wakeup call that we need to build into our system more resiliency

Since the 1993 spill, water officials have been researching ways to store water. WTOP reported in 2016 that the Travilah Quarry in Montgomery County was being considered
Other alternatives include underground water storage and recycling Potomac River water
Nardolilli acknowledges with still-to-come studies
it will take a while before the area has additional storage or a backup supply
“Hopefully before the next disaster happens on the Potomac
and hopefully before a major drought,” he said
“Those are the two things that keep me up at night.”

Complaints from Herndon residents about a pungent odor from the James Corbalis Water Treatment Plant have led Fairfax County officials to consider diverting the wastewater into the sewer system
Dranesville District Supervisor Jimmy Bierman explained at a Board of Supervisors meeting yesterday (Tuesday) that the issue began several weeks ago when rising algae levels in the Potomac River led to more organic matter being discharged into a state-permitted tributary of Sugarland Run
Bierman says the organic matter may negatively impact aquatic life
“This is not a great situation — it’s pretty awful right now — but we want to make sure that we are proactive about trying to prevent this situation in the future,” he said
supervisors passed a board matter directing Fairfax County Department of Public Works and Environmental Services staff to review Fairfax Water’s discharge permit for potential improvements to protect Sugarland Run’s water quality and prevent future odors
“While algae levels in the Potomac River are returning to more normal levels
this situation may recur in the future due to changed rainfall patterns related to climate change,” the board matter reads
DPWES has also been instructed to continue collaborating with Fairfax Water to identify long-term solutions
including possibly discharging effluent — liquid waste or sewage — into the county’s sanitary sewer system
Located at 1295 Fred Morin Drive, the Corbalis treatment plant opened in April 1982 and can now treat 225 million gallons of water per day drawn from the Potomac River
which provides drinking water to nearly 2 million people in Northern Virginia

you may have noticed some hidden – and sometimes not so hidden – interesting historic “gems,” which harken back to Herndon’s past
On the west side of the Herndon Centennial Golf Course are a couple of turn-of-the-century stone spring houses that can be seen from the Washington and Old Dominion (W&OD) trail
These represent the days before the Town had its own water system
These spring houses were formerly associated with homes that were once located along a gravel road (Old Heights Road) that runs parallel to the W&OD Trail
Next to the Herndon caboose on Lynn Street is a tall iron whistle post
The sign is next to the W&OD Trail which
and dates to when the Southern Railway ran the railroad
The black marks signify how many times a locomotive engineer was to blow the train whistle
and whether the duration of the whistle should be long or short
The two long and two short whistles warned that the train was approaching a crossroad
A cemetery caretaker’s shed was once located on the property of the Herndon’s Chestnut Grove Cemetery
The cemetery is located at the intersection of Dranesville Road and Herndon Parkway and was formally established sometime between 1872 and 1874
The caretaker’s shed is believed to date from that same time period
The shed was in danger of being lost due to development near Herndon Parkway
who formerly lived in a historic home at 905 Elden St.
made arrangements to have the old shed relocated to their back yard
The carpenter gothic style shed remains in that yard today
There is an old gas generating station that is located across the street from the Herndon Municipal Center at 777 Lynn St
It was part of the Herndon Gas Company that was formed to provide gas for the streetlights in downtown Herndon
and for the lights in a few of the town’s more affluent homes
The black marks on the outside are remnants from Herndon’s 1917 Big Fire
Next to the gas house is the foundation of Moffett’s Blacksmith shop (built in 1906) which was moved to Frying Pan Park in the 1970s
started Fairfax County’s first lending library
The club members stored their books in various buildings around town
but lost many of them in the 1917 Big Fire
they were able to build their own library building in 1927
The club ran their library out of this little cream-colored building at 660 Spring St
until the 1970s when it was absorbed into the Fairfax County Public Library system
The building is now a Quaker Friends Meeting House
Two large cement sculptures of whimsical trolls can be found in a small patch of trees between the W&OD Trail and the Herndon Harbor House
They can best be seen from the parking lot of 871 Grace St
The sculptor was Mary Larue Wells who was hired in the 1980s by the Fairfax County Housing Authority to create some art work for the play area of a subsidized housing project in Reston
The molds for her sculptures were later reused at the Harbor House
Wells used the likenesses of two county officials for the faces of the two trolls: Walter Webdale and Jack Herrity
Parked in the rear parking lot of the Elden Street Service Center at 602 Elden St.
is a rusty antique car sitting upon cinderblocks
The car is believed to have been there since that building housed the Herndon Motor Company in the 1960s
Some sections of old sidewalk in a few of Herndon’s older neighborhoods have a dimpled pattern on them
This design was made with a hand-held roller and represents some of the older sidewalks in town
One of these rollers is located in the Herndon Historical Society’s Depot Museum
Some sections of dimpled sidewalks can still be seen on Grace Street and Oak Street
Loudoun and Hampshire Railroad (later named the W&OD Railroad) was being built through what is now the Town of Herndon in the late 1850s
A stone railroad bridge was built over the Sugarland Run Stream in c
This stone bridge can still be seen underneath the W&OD Trail
where it intersects with Herndon Parkway on the east side of Herndon
A tall granite obelisk is on Herndon’s town green
located behind the Municipal Center at 777 Lynn St
This is Herndon’s veteran’s memorial and is a half-size replica of the 21-foot Herndon Monument located on the grounds of the U.S
The original obelisk was erected in Annapolis in 1860 in honor of Navy Commander William Lewis Herndon
The town’s obelisk was a project of the Wayne M
Kidwell American Legion Post 184 and was dedicated in 2002
The oldest house still standing in Herndon is at 744 Dranesville Road
1783 and originally belonged to George Payne
It includes a chicken coop and root cellar
It was originally a rectangularly shaped house
but an addition was constructed during the Civil War period
There are two fully stone homes remaining in Herndon
Herndon’s 58-acre natural park on the east side of Herndon Parkway
The other is Mayor Isaiah Bready’s home near St
at the intersection of Ferndale Avenue and Vine Street
The Bready family moved to Herndon in the 1850s and lived in a wood frame house on their property
He was elected as Herndon’s first mayor in 1879
located at the intersection of Elden and Lynn streets
was a Works Progress Administration (WPA) project
The WPA was one of President Roosevelt’s New Deal programs to help put people back to worked during the Depression

By that we do not mean that we should just “re-write” history for the sake of making it say something we want Instead
we sometimes find it necessary to re-write — or update — history when we become aware of new information
And that is the case with the construction date of the Herndon Depot (also sometimes referred to as the Herndon train depot
we believed that the Herndon Depot was constructed in circa 1857
based on new information that we have recently discovered
we now know that it was built either in late 1859 or in 1860
Why did we formerly believe it was built in 1857
One reason may be that a National Registry of Historic Places (NRHP) nomination application for the Herndon Depot written in 1979 said it was built in 1857
The application was submitted by a historic preservation planner in the Fairfax County Comprehensive Planning office
and we accept that she may not have been the person who wrote the text of the application
And although she had footnotes for some parts of the text in the application
the part of the text that said “1857” had no citations
Or maybe she — or the application writer — was making educated guesses
and the year 1857 was the year that ended up being embossed on a plaque that hangs on the side of the depot and written in Herndon Historical Society literature
We also had a firsthand account from Catherine “Kitty” Kitchen Hanna (1830-1907)
who was living in the Reston area (then called Thornton or Thorntonville) when she was first a newlywed
living at different times in homes on Monroe and Elden streets
Although she did not mention a construction date of the Herndon Depot
it may have been logical for some to assume that an 1857 depot construction date could have been conceivable if the railroad cut was being built through the Reston area in 1856
which stated 1857 as the depot construction date
we also found a Historic Buildings Survey that was conducted on the Herndon Depot in 1977
it was recorded by someone else who was a comprehensive planner for Fairfax County
This survey dated the depot to have been constructed in “circa 1861.”
There was also another NRHP nomination application dated 1991 when the entire Town of Herndon historic district was being nominated for the NRHP
the text of that application said: “By 1859 the line had extended twenty-seven miles to the settlement that would later be known as Herndon and a small board-and-batten frame depot was constructed.” It did not explicitly say that depot was built in 1859 but it could be read that way
That statement did have a citation; it cited Herbert H
The Herndon Historical Society has a copy of Harwood’s book and after reading it we discovered that the book says nothing about our depot being constructed in 1859
What it did say was that by August of 1859 the railroad company was running limited passenger and freight service as far as the Vienna station
as to the exact construction date of the Herndon Depot
The railroad company that we are referring to is the Alexandria
Loudoun and Hampshire (AL&H) Railroad Company
The name of the railroad that ran through the town of Herndon changed names several times over the years
The name in the 1850s and 1860s was the AL&H
and the final name – from the 1930s until it closed in 1968 - was the Washington and Old Dominion Railroad (W&OD)
regular daily roundtrips were started to Farmwell (now known as Ashburn)
A timetable that the AL&H published — which was included in Harwood’s book — said that the train schedule would take effect “on or after January 16
1860.” The timetable listed the following stops: Alexandria
But did the schedule actually start on January 16
Hardwood also had an appendix page in the back of his book that was titled “Chronology.” It said this about the AL&H: “Opened to Vienna
1860.” If his information is correct then that means the railroad was running through Herndon and out to Leesburg in May of 1860
Old railroad company documents that would have shown details of the construction of the railroad and its depots are hard to come by and some Washington and Old Dominion Railroad (W&OD) historians say
But we recently found a few old Annual Reports of the Board of Directors of the AL&H Railroad Company that range from 1853 to 1860
These documents were obtained at the Library of Virginia in Richmond
In a close reading of some of those found reports from Nov
we essentially confirmed that passenger and freight had been carried on the rails since January 1860 and mail service started out to Leesburg in May 1860
The first half of the year the rail was being operated by the railroad contractor
the administration of the railroad was handed over to the General Superintendent
and then the trains started going out to Leesburg
We also discovered a Virginia General Assembly Board of Public Works document from 1859
Within that document is an AL&H engineer’s report dated November 1
The engineer in charge of the first division (or east half) of the railroad was named Mr
The first division of the railroad stretched from Alexandria to west of Herndon
The division was divided up into “sections.” The Herndon Depot is identified as Section 23
This confirms that that railroad track had been laid in Herndon by November 1859
a second short piece of track that ran parallel to the main track where locomotives could pull off to the side in order to allow other trains to pass
Randolph said that the Falls Church depot was complete and the Vienna depot was “nearly finished.” There was no mention of the Herndon Depot (at Section 23) being completed yet
A man named Bowie was the engineer for the second division (western half) of the railroad
so this information did not report on Herndon’s section 23
it gave an overall picture of how the various depot buildings along the railroad were still a work in progress
he submitted an addendum to his report that included a page entitled
Shops and Fixtures.” His list of buildings indicated that there were three completed passenger houses/freight depots
one of them made of brick/stone and two made of wood
But the main station house in Alexandria was known to be made of brick
And the other two station houses that he previously reported as being completed or “nearly finished” were those in Vienna and Falls Church
We know that the depot in Vienna was made of wood because it still existstoday in the Town of Vienna
Does that mean that our depot was built after November of 1859 but prior to Jan
when train regular trips had supposedly started
We surmise that it is possible that if the Herndon Depot had still not been completed by January of 1860 when the trains were running
the station master could have possibly used some other nearby temporary shelter or building in Herndon to take tickets until the depot was built
Recently we obtained another report dated Oct
This was a report that the president of the AL&H Railroad Company presented to the stockholders
he stated that since the last annual meeting [in November 1859]:
He went on to list all the buildings that had been completed at the bottom of the page and one of the completed buildings listed was
it was also noted in a “Buildings” chart that one brick/stone freight depot had been constructed as well as five wooden ones; and there was one brick/stone passenger house and six wooden ones
The president also made some comments in his October 1860 report that may explain when the trains started running:
We interpret this to mean that the trains did indeed start running at least by January of 1860 – and possibly on a limited schedule for a few months prior to that — under the supervision of the contractor
the railroad was put under the supervision of the AL&H general superintendent
and the trains started running on a regular schedule out to Leesburg
this is what we do know: The Herndon Depot had not yet been built in November 1859
Limited runs of the train may have started in late 1859
but a regular schedule out to Farmwell appeared to start in January of 1860
with trains running out to Leesburg starting in May 1860
Could the Herndon Depot have been built in two months’ time between November 1859 and January 1860
We believe that it was more likely that the depot may have been built by May of 1860
But we may never know for sure if our depot was built in late 1859 or in early 1860
One thing we do know for sure is that it was not built in 1857
we will stick with a construction date of “c

INDIANAPOLIS (AP) — A stage collapsed during a powerful storm at the Indiana State Fair on Saturday
sending steel scaffolding into the terrified crowd below and killing at least four people among fans awaiting a performance by the country band Sugarland
The collapse came moments after an announcer warned of the advancing storm and gave instructions on what to do in event of an evacuation
dust and rain blew up quickly as a gust of high wind toppled the rigging
Hundreds of concert-goers rushed afterward amid the chaos to tend to the injured
many with upraised arms seeking to lift heavy beams
lights and other equipment that blew down onto the crowd
Many of the injured were in the VIP section closest to the stage
Emergency crews set up a triage center in a tunnel below the grandstand at the Indianapolis fairgrounds
Witnesses reported seeing many people with head and neck injuries and broken bones
spokesman for Wishard Memorial Hospital in the city
said later Sunday that at least 18 patients were brought in
He said their problems ranged from head injuries and bone fractures to lacerations and other cuts and bruises
He said those injuries were not life-threatening and conditions ranged from fair to critical
"We set up a command center and a page was sent out to staff to call the command center," he said
adding the hospital hadn't seen such a sudden influx of patients since a tornado outbreak in 2000
We can't think of an incident that compared to this mass of people" arriving
Dave Bursten said the number of injured could rise because some people may have taken themselves to hospitals
Bursten said the injuries ranged from cuts and scrapes to "very serious injuries" and that it was a "very likely possibility" that the death toll could also climb
Emergency crews continued to search the fairgrounds early Sunday to ensure there were no other injured concert-goers who might have wandered off after the collapse
Fair officials canceled all activities Sunday
was expected to resume Monday with a service honoring the victims
Bursten said emergency personnel and fair officials were monitoring the weather because a severe storm had been expected to hit the area around 9:15 p.m
He said preparations were being made to evacuate the facility but that the "significant gust of wind" struck the stage rigging that holds lights and other equipment before the evacuation plan was activated

He said he and his companions sought shelter in a nearby barn after seeing the weather radar and eyeing dark clouds approaching
We heard people just come running," Cummings told the AP
"When you see dark clouds like that if there's going to be bad weather
there's going to be mass chaos on leaving."
Witnesses told WTHR that some of the injured were in a VIP section in front of the stage known as the "Sugar Pit." The witnesses said the dirt
rain and wind came up the main thoroughfare of the fairgrounds just before the collapse
"Panic kicked in when they seen the dust bowl coming in from the Midway," concert-goer Darryl Cox told the television station
