SUISUN CITY — Establishing an environmentally preferable purchasing and practices policy and an amendment to the Project Labor Agreement for Capital Improvement Projects go before the City Council on Tuesday
ensures that the city will be eligible for any grants that may either require an adopted EPPP or that asks if one has been adopted in order to be eligible to apply
The adoption of an EPPP supports the strategic plan item to “enhance the environment” by providing guidance on possible ways the city can reduce its carbon footprint
AD 26 will work in tandem with the existing AD 5
which provides recommended environmentally friendly procurement guidelines to be referenced before making purchases
City staff encourages the council to approve AD 26
saying it will further accomplish the city’s goals in reducing waste
greenhouse gas emissions and reducing environmental impacts associated with city purchases
and to have on file when applying for grants
The first amendment for the Project Labor Agreement is also on the agenda
The PLA was approved to cover city capital improvement projects where the estimated or actual cumulative bid amount exceeds $200,000
The agreement is expected to continue to result in long-term cost savings by minimizing project delays and improving labor relations
The PLA was developed in collaboration with the Napa-Solano Building and Construction Trades Council and other associated unions
It was approved by the council in August 2024
It includes a clause that at least 30% of combined journey-level and apprentice hours will be worked by local residents
with a priority for hiring within Suisun City
a special legal counsel appointment and negotiations with the Solano Yacht Club for real property

Farrell was raised in Galt and earned his associate’s degree in Fire Technology from Cosumnes River College

"This advancement represents a major step forward with aligning SCFD with recognized national and regional fire services staffing," Chief Brad Lopez said in a press release
The department is recruiting for two more paramedic/firefighters in hopes of sustaining three-person staffing on all engine companies around the clock

SUISUN CITY — The city manager and police chief have expressed concerns over the recent shootings in Suisun City
Police Chief Aaron Roth does not believe the shootings are connected
The department is "obviously concerned with the uptick in violence we have recently witnessed," he wrote in an email
"Our officers are keenly aware of this uptick
and they are actively engaged in being more proactive when possible."
The department has dealt with short staffing for the past few years
Seven officers left in 2023 for other police agencies
Two more officers begin training in mid-May
Those additions will have the city at 26 sworn police officers
the council approved two more officers at our mid-year budget a few months ago," he wrote
"This approval brings our approved sworn staffing level to 28 officers for the first time ever
"While I do believe our optimal staffing still has not been reached
the addition of these officers will assist us in being in the community more once we are able to hire for these positions," Roth added
"This will not only provide us the ability to be more proactive
but it will also give us the ability to have more available staff working that can then respond to incidents more rapidly
This quicker response will help in the aid of catching suspects and potentially mitigating any future incidents as the community becomes aware SCPD has added staff to handle increases in criminal activity."
City Manager Bret Prebula spoke on the topic during Tuesday's council meeting
He said the city is putting its best foot forward to ensure safety in the city

Roth told a Sacramento TV station the individual was in serious condition when transported to the hospital
The incident happened on Bluejay Drive near Bella Vista Drive
An officer came into contact with the individual
believing the individual may have had a handgun
More officers were called to the scene and the individual continued to fight
dispatch received a report of a man who had been shot in a field near the 90 block of Cordelia Street
an 11-year-old was shot in the torso near Crystal Middle School
Prebula said that victim is recovering and the incident is still under investigation
finding a 19-year-old male with gunshot wounds
The victim said he was shot during an altercation outside of his residence
A firearm was located at the scene that was reported stolen out of Colusa County
It was in the possession of the injured individual
"We are mindful of the uptick in violence," Prebula said Tuesday night

More than half of the budget – 57% – is for police

approved the Fairfield-Suisun Unified School District's proposal to provide after-school programming for Crescent and Dan O
The proposal for both schools includes transitional kindergarten through fifth grade
and Marina Department will operate the program
Participants will attend when school is done for the day and can remain there until 6 p.m
The two schools can register up to 170 first- through fifth-graders at each site for $350 a month
Each site can host up to 30 transitional kindergarten or kindergarten students for $700 a month
The cost for first through fifth grades is $1,650 per month
Transitional kindergarten and kindergarten cost is $2,750 a month
The dais filled up after the vote as council members were joined by Measure S committee members to discuss the proposed budget for fiscal year 2025-26
Finance director Lakhwinder Deol presented the proposed spending plan
The majority is committed to public safety

Nothing is committed to Capital Improvement Projects
Councilwoman Princess Washington asked if there were buffers or contingencies in place if the revenue does not match the projected figures

Donna LeBlanc suggested a wage freeze for two years
a 1.75% general transactions and use tax levied on gross receipts
It was an extension of a previous Measure M
The final fiscal year 2025-26 budget will be presented to the City Council at the budget hearing on June 17
The Proposed Budget has $6,891,000 in total revenues and $6,891,000 in total expenditures
The Measure S Fund is transferring out $6,173,700 to the General Fund
$330,000 to the Dispatch Support Services fund
and $174,430 to the Information Technology Fund
SUISUN CITY — A 19-year-old Suisun City man was injured early Sunday after a shooting on the 500 block of Coot Lane
The man told police he was shot during an altercation outside of his residence
A firearm was located at the scene that had been reported stolen out of Colusa County
The firearm was in the possession of the injured individual
The victim was treated for non-life threatening injuries
No other injuries have been reported as of Monday morning
The firearm recovered was confirmed as stolen
is likely to be charged for suspicion of possession of a stolen firearm
but investigators said they were unable to corroborate involvement of additional individuals
They are asking that anyone who may have witnessed the altercation to contact police
Stolen weapons pose a serious threat to public safety and our community

The Suisun City Police Department says officers had responded to the area of Bluejay and Bella Vista drives for an unspecified incident and made contact with a suspect
police say the situation escalated to an officer opening fire
who has only been described as an adult male, was transported to a hospital with major injuries

SUISUN CITY — The $2.15 million Highway 12 Landscape Improvements Project has been completed
“This project is a major step toward making Suisun City an even more beautiful and inviting place,” Mayor Alma Hernandez said in a statement released by the city
“By transforming key areas along (Highway 12)
we are improving the look of our environment while reinforcing our commitment to sustainability and long-term infrastructure enhancements.”
The project was funded by a state Department of Transportation Clean California grant
The project focused on improvements in three key locations:
• Improved the triangular area at Civic Center Boulevard on-ramp and off-ramp to create a welcoming entrance to Suisun City’s Historic Waterfront District
• Transformed medians between Marina Boulevard and Walters Road with landscaping and irrigation to create green
• Added landscaping and irrigation in the strips of bare soil located between the highway curb and soundwall along the north side of Highway 12 between Marina Boulevard and Village Drive
functionality and aesthetics elements included:
• Repaired damaged chain-link fence panels along State Route 12
• Replaced chain-link fencing between Marina Boulevard and Sunset Avenue with wood and wire mesh fencing to improve safety and visual appeal
• Installed paved maintenance pullouts in center medians for easier irrigation access
• Painted K-rails at McCoy Creek for improved appearance
• Placed additional gravel rock along the north side of the highway between Village Drive and Sunset Avenue to reduce erosion and enhance the corridor’s overall look
was awarded a nearly $1.5 million construction contract for extensive landscaping and irrigation work
Marina Landscaping will maintain the landscaping for two years
The remaining $671,500 of grant money was allocated for city in-house inspections
