Hearing the outcry from condo owners across the state
In response, Florida's House and Senate advanced different bills and, this week, finally agreed on a compromise measure. The bill, which now goes to governor for a signature
pushes back the deadline for completing a structural integrity inspection and allows condo associations a two-year grace period in fully funding reserves
It also allows condo associations that receive approval from a majority of members to secure loans and lines of credit to fund repairs

Florida's legislature passed a law to address the structural integrity of aging condo buildings in 2022 and amended it a year later

(WPDE) — The Horry County Police Department (HCPD) investigated a potential wanted suspect outside of Surfside Beach Monday afternoon
Traffic was blocked from entering the Harbour Village and Seacroft communities
"The alleged wanted person was not located at the location," police said

which requires condo associations to have sufficient reserves to cover major repairs and to conduct a survey of reserves every decade
Sponsors of this year's bill said further changes were needed to allow for more flexibility and to lessen the burden of new costs shouldered by residents
while ensuring protections remain in place to prevent another potential collapse
“Without moving one step backwards on safety, this bill provides options, flexibility, and relief so condo owners and associations can prioritize the most important repairs first,” said Republican state Sen

or some other action that has an impact on an individual owner could leave an association open to lawsuits because

The Palm Beach Post on April 16 convened a panel of experts to consider the condition of the county’s condominiums — and what residents can do — almost four years since a 12-story Surfside condo imploded in the early hours of June 24
Revelations that the board of the doomed condo had been beset with infighting about an estimated $15 million in repairs triggered new laws with a timeline for action — to prevent the maintenance deferral that triggered the collapse
The law required that residential buildings that are 30 years or older and have three or more stories undergo an inspection and meet certain standards
The requirements cover a total of 159,102 condos in Palm Beach County
The early numbers suggest the condition of a large chunk of condo housing stock in Florida remains unknown and
among the majority of those that have complied
massive assessments to address building deficiencies are affecting people’s lives — and the market

A legislative bill in the works will tweak some aspects of the requirements but don’t expect any substantial bailout from state coffers
even if the state is collecting a $4 fee for every condo unit for the purpose of administering condo regulations
A lot of that money has been taken from a trust fund and used for other purposes
“There is a substantial part of the population out there who is saying
'Why should we subsidize condominium … unit owners who knew when they waived (funding) the (repair) reserves that they had to pay at some time?’” Gelfand said
“The legislators are very hesitant to go down that road
because there are a lot of voters who will take them to task for that.”

The panel also discussed what buyers and sellers need to do before a transaction (make sure the buyer knows about any assessments and conditions by supplying the last six months of condo board minutes) and whether the fines could outweigh the cost of the fixes (it depends on how hefty the fines where you live)
Sympathy for all involved underscored the proceedings — except maybe the engineers who are experiencing a bonanza in business
"These people on fixed incomes cannot afford to live the rest of their life where they expected to live the rest of their lives
so it's become a real issue,” said Jonathan Lickstein
a broker and the chief operating officer of LoKation Real Estate in Pompano Beach
The situation is increasing the number of condos on the market
“There is a public lack of confidence in going into condominiums
higher supply … Prices are going to decrease.”

potentially deadly condo conditions are by no means limited to that 40-year-old structure in Miami-Dade County
which now has a place among the nation’s deadliest nonviolent structural breakdowns

Lickstein had a cautionary tale about one young family who sold their condo and the need to know the status of one’s building
He’s seeing lawsuits involving assessments spurred by the new law

“They had to come back to the table in this lawsuit and settle for just shy of six figures

Crews arrived at Dagwood's just after midnight to a structure fire
First-arriving units encountered a smoke condition upon arrival
Crews discovered smoke emanating from an air handler
"This is a setback for sure but we'll be back
Take it on the chin and you give it back to 'em," said Jonathan Staton
Firefighters continued their search and located the fire in the ventilation system and the roof
Crews credit the quick action of an employee who noticed the smoke and called 9-1-1
as well as the efforts of the responding crews

(WMBF) – Court documents provide new details on the undercover investigation that led to the shutdown of a Surfside Beach business
Documents were filed on Wednesday asking the court to allow $12,403 that was seized from the Delta Dispensary to be transferred to the Surfside Beach Police Department
The police department raided the business on Highway 17 Business back in September following a three-month long investigation
who were charged with distribution of marijuana and distribution of marijuana in proximity to a school or park
Court documents show that for several years the police department had received reports that the Delta Dispensary was selling marijuana
The investigation began in July when documents reveal a detective posed as a customer at the Delta Dispensary and heard another customer asking for “flowers” which can be used as a term for cannabis
“Respondent Jason Papotto pulled a vacuum sealed bag from under the counter
and he and the customer smelled the bag,” according to the court documents
“Respondent Jason Papotto weighed some of the substance on a digital scale
The detective then requested $40 worth of the same “flowers” which was then put in a purple bag labeled “Cannabis flower” and also indicated that the bag contained a Schedule I controlled substance
The filing alleges that the detective sent the substance to the South Carolina Law Enforcement Division for testing and it was revealed the substance contained 19.4% THC
the detective bought products from the Delta Dispensary in July and August and had those substances sent to SLED for testing
they indicated the substance was more than three times the legal THC percentage
There was also one time during one of the undercover buys
the detective learned that the business received a shipment of its product from Oregon
A search warrant was then executed on the Delta Dispensary and documents show police seized the following:
Documents allege that the total amount of marijuana seized was 12 pounds
The Surfside Beach Town Council permanently revoked the Delta Dispensary’s business license
The Papottos said they plan to open another store outside of the town limits

another clip has surfaced of the mayor involving himself in police activity
he’s seen speaking to two officers conducting a stop sign traffic detail
“We need to really be focusing on the heavy traffic.”
The officer explains that “a lot of times we conduct traffic details together for our safety
Burkett then asks the officer if they can “do it separately,” later saying that it “seems odd that you have to tie up two officers.”
I’ve just explained to you what we’re doing here,” she responds
Local 10 News reporter Rosh Lowe asked Burkett
“You’re going to have people who look at these videos and say
“The mayor cares about the safety of our residents,” Burkett said of himself
“She was positioned right in front of where the stop sign was
so anyone coming up to the stop sign from any distance could see one of her parked cars there,” Burkett said
Lowe pointed out that Burkett doesn’t have police experience
but I’ll tell you what I do have,” Burkett responded
Burkett said the officers were “babysitting a guy who’s got a learner’s permit
and two cops there while we have all the crime going on Surfside
but I’ll tell you what: I would have done it again.”
“So I say this with all due respect: What would you say to someone who says

Burkett, a 64-year-old real estate investment and management executive, was born and raised in Miami Beach and worked as a construction laborer until he attained a degree in finance from the University of Miami. He bought his first property in 1983. Today, he owns and operates the Burkett Companies
which does business in multiple Florida counties and several states

On another website of his (AmericaWantsBetter.org), Burkett outlines Florida-specific priorities likely to be part of his campaign platform
limiting gambling to what’s currently allowed in the state
limiting housing development until more public transportation is available and supporting environmental stewardship
is registered to vote without party affiliation
He was previously registered with the Independent Party and Republican Party
But he thinks he “might be forced to pick a side” between Democrat and Republican to have a chance at winning
and he doesn’t sound keen on choosing the former
“I don’t think I could go Democrat because the road they’ve been going down these days isn’t the John Kennedy party my family used to root for,” he said
“My (campaign) is not going to be hostile,” Burkett said
and if voters think that’s something they want

humanity has produced people with an unlimited array of views
opinions and every other descriptor one could come up with
showcasing how we are all different – while at the very same time
it’s no surprise that those differences
it’s that history has not taught many as much as it should have
as long is it doesn’t negatively affect or hurt others,’ should be liberally applied to the debate surrounding sexual orientation
1) Our society has agreed that one reaches majority and the freedom to make decisions for oneself
life-altering medical decisions must be delayed until that age
2) While every person has the right to identify as anything they wish – there is no reciprocal
moral obligation for any other person to be forced to accept
or embrace another’s assumed identity
and our successes with same have been a blessing for America
the associated proposition that one can change one’s sex or gender at will
completely transform one’s self into their biological opposite and naturally function as same
The harmful fallout emanating from the above proposition is causing irreparable harm to the noble civil and gender rights movements – think women’s sports for example
The notion that boys and men… can “trans”form themselves into girls and women
is a notion that goes far beyond those thresholds
Bestowing equal protections upon Americans is laudable
but the presumption that laws can be passed which defy nature
or which obligate Americans to accept and embrace the artifice that one’s God-given gender is alterable
Didn’t the Surfside towers come down on his watch right after his city inspected the building
This mayor walks around town in shorts and a badge pulling people over
I would never trust him with the powers of the Governor’s office!!!

The Town has been in shambles since he was elected
They cannot hire good people because his reputation is so bad no one will come work here
They had to grossly overpay the town attorney to become the town manager because no qualified person has applied for the job

As a surfside resident I will be voting for Burkett!

Charles is a great person and leader he has let me stay at his house after Surfside meetings so that I did not have to drive back to Cocoa Beach
He also promised to support me in bankrupting the town by doing Abbott Avenue drainage and the undergrounding project
He is a man who likes to take charge and has no problem impersonating police officers and pulling people over and spending money on an illegal gate that was removed by Miami-Dade County
If your looking for a leader who has been voted out of Surfside office 4 times I strongly encourage you do vote for Charlie
Florida needs to make the same mistake Surfside residents have over and over
Did I mention he just spent tens of thousands of dollars on an illegal charter amendment special election that the court said was illegal
As a legacy resident of Surfside for over 30 years I can state that all of the above is true
I sadly made the mistake of supporting him last election and will never make that mistake again
anti police and anti anyone who does not follow his religious beliefs and only cares about himself and being in power
He thoroughly enjoys the sound of his own voice
He is an egomaniac without any real ideas so he just resorts to insults
He will align himself with whoever will take him and he will use them because he cannot be successful on his own “ideas” (or lack thereof)
This is evident in his inability to even pick a party and his likely AI-generated platform ideas
He lacks the ability to hear criticism from his constituents and will retaliate against anyone who threatens his title
He is incapable of discerning whether people actually like him or whether they merely tolerate him because of his position in office
He’s a poor-man’s Trump – so maybe he does have a chance

(WPDE) — A traffic accident prompted a response from multiple agencies in Surfside Beach on Tuesday night
Surfside Beach Fire Department responded to the incident
ABC15 has requested a police report regarding the incident
