the Marin County Board of Supervisors approved the Alternative Project Agreement between the county and the project developer
Public comments at the meeting included representatives from Save Our City
the community group that opposed the Drake Avenue project and sued to stop it
"Given this unique point in the time of our nation when the ugly face of racism is exposed
to plant a flag of equity from our city for all the people of color who live and work in the city," said Marin City resident Deborah Turner through tears
"The sledgehammer of SB 35 permits aggressive contractors to make fortunes at the expense of people
The Drake Avenue project was the first application for ministerial approval under Senate Bill 35 by the Marin Community Development Agency
The 2017 law sets in place approval through a purely administrative process rather than leaving it to the discretion of the local government
it automatically streamlines approval for affordable housing projects that meet all legal requirements
"I'm hearing a lot of calls to stop 825 Drake from moving forward at all costs
I don't see that option before us today," said District 5 Supervisor Eric Lucan
Although the second development in Tam Valley is situated in a flood plain
the design includes features to prevent flooding
according to Community Development Agency Director Sarah Jones
She said the 150 Shoreline site is not being considered under SB 35 and subject to discretionary approval
Discretionary approval was not offered in the Marin City case
It would have allowed the neighbors and local governments to hold permit approvals and request design modifications
the 150 Shoreline project is not subject to any of the requirements of SB 35
"That is because we achieved the regional housing needs assessment goals in all income categories under the previous housing element
One of the reasons that we are in that status is that 74 units of affordable housing were approved at 825 Drake."
To complete the financing for the project
the developer petitioned the state for $40 million in bond financing
which was approved by the Board of Supervisors on March 2023
available through the Tax Equity and Fiscal Responsibility Act

"I agree that we have a concentration of affordable housing in Marin City," said District 3 Supervisor Stephanie Moulton-Peters
"We will see the county build more affordable housing throughout the county with the projects that are in the pipeline now."

A historic hotel nestled near the top of a North Bay mountain is looking for new owners
Mountain Home Inn
built in 1912 and located at 810 Panoramic Highway in Mill Valley
went on the market last week with a list price of $4.9 million
The only commercially zoned property in Mount Tamalpais State Park
the multilevel 7,750-square-foot inn boasts 10 rooms alongside a full kitchen and dining area
and offers sweeping views of San Francisco Bay and access to several hiking trails
“It is truly a gateway into Mount Tam,” said listing agent Jim Schultz with Meridian Commercial real estate
“It’s 10 minutes from downtown Mill Valley but it's a world away from everything that goes on down below.”
According to the inn’s website, the property was first built by Swiss-German immigrants Claude and Martha Meyers, and became a landmark along the Mill Valley and Mount Tamalpais Scenic Railway, built in 1886 and known as the “Crookedest Railroad in the World.”
The inn’s website also notes that the property was owned in the 1970s by Dieter Dengler — the German-born aviator whose capture and escape during the Vietnam War became the basis for the book and 2006 movie “Rescue Dawn” starring Christian Bale — before Edward and Susan Cunningham bought it in 1981 and completely remodeled the building
“We were looking to get into the boutique hotel market,” Susan Cunningham said
“We were looking for hotels that we fell in love with
We were looking for historical properties.”
Her husband happened to see a “for sale” sign going up in front of the inn while on a jog in Mill Valley and bought the property “on a handshake,” Cunningham said
she said the inn is a “magical” setting surrounded by redwoods and rolling fog
said that after 40 years of operating the inn it’s now time for someone else to “take it to the next level.”
“I’m 76 and I don’t need to run a hotel empire anymore,” she said

This year's lineup is co-headlined by indie-rock icons Kurt Vile and Courtney Barnett
supported by a strong slate of familiar and emerging artists
the festival has raised more than $250,000 for Mount Tam over its history
including ley funds to restore the Steep Ravine Environmental Cabins and projects to rehabilitate popular campsites and trails in the state park

Tamalpais has one of the most distinctive entry points of any high school in California
1980s and 2000s and with just one winning decade (52-51-1 in the 1990s)
Tam could actually lose its 500th game this upcoming season
some of those who’ve been a head coach at Tam have been very impactful in football in other ways
this is the same Roy Riegels of Cal who infamously ran the wrong way to score a touchdown in the 1929 Rose Bowl
He coached the team for just one season and went 0-3-1 in reported games
Riegels still encouraged Tam multi-sport athlete Sam Chapman to go to Cal where he led the Golden Bears to the 1938 Rose Bowl title
Chapman later went on to play in the major leagues for many years with the Philadelphia Athletics
a winless Tam team was coached by former NFL player Dave Meggysey
To say that team probably learned a lot despite the scoreboard is an understatement
“Out Of Their League,” that was perhaps the first real inside look at what being a pro football player is all about
Meggysey later became a key figure in the NFL players’ union movement
Two other former NFL players who were coaches at Tam were Willie Hector (1966-1968) and Mike Davlin (1969-1972)
in a game against Novato that Tam won 38-25
senior quarterback Steve Woodward went nuts by passing for 546 yards
It was such a big deal because no one in Northern California or in the state for that matter had ever thrown for 500 yards or more in a game before
Woodward’s record also lasted for 21 years until 1987 when Perry Klein from Palisades of Pacific Palisades threw for 562 in a game vs
Tamalpais students and administrators then made the move to change the school’s nickname from Indians to Red-Tailed Hawks
It was one of the first schools in the nation to make that switch
It’s also impossible in writing about the Red-Tailed Hawks not to mention that while football hasn’t been a strength they do have CIF Division IV state title in their history in boys basketball (2000) and that they have a drama department that has to be one of the best in the nation
Among those who’ve come from Tam in the arts have included the legendary Tupac Shakur plus actors Beth Behrs (2 Broke Girls)
Kathleen Quinlan and Courtney Thorne-Smith
and the current manager of the Cincinnati Reds
2000s: 24-89-1 (not including one win by forfeit)

CA — Marin County is taking advantage of the traffic lull to conduct two projects on county-maintained roads while there are fewer cars on the road due to the ongoing shelter-in-place order
Both projects will take place near Mount Tamalpais
The first project is a road striping project that is slated to start April 30 at a rural intersection above Mill Valley near Muir Woods National Monument
The second project is a roadside culvert rehabilitation that is expected to begin sometime in May on Frank Valley Road near Muir Beach
The striping project will take place at the junction of Panoramic Highway
A contracted company is slated to grind off existing striping and put temporary lane markers in place to guide traffic
The intersection will be slurry sealed to make the pavement dark black
The temporary lane markers will remain in place while the slurry seal dries
the roadside culvert near Santos Meadow has been failing for many years and resulted in single-lane traffic flow for almost a decade
The county's Department of Public Works secured a federal grant and had scheduled the repair for 2021
but rapid degradation of the culvert has made the project a more urgent priority
Details of the project are still being discussed with state and federal agencies
only essential transportation will be allowed on Frank Valley Road for about a week

Sometimes those reminders are right outside our door
For Tam Valley documentary filmmaker and photographer Arnie Battaglene, such a reminder presented itself in spectacular fashion recently, as he spotted a family of Gray Foxes who have a den on the hillside behind the apartment he shares with his girlfriend and her two daughters
The foxes had been pointed out to Battaglene by a neighbor
He spotted them again on a recent evening and took a series of shots through his apartment window with an old Nikon D2H and 300mm Tamron lens
"The cubs stay hidden in the thick brush until dusk, when one of the parents usually arrives with food," says Battaglene, who helps run the 48-hour Documentary Film Challenge in Fairfax and works on nonprofits efforts like the Measure B campaign and with the Marin Homeless Care Team
"It is then the cubs come out and scamper over the rocks
the cubs stay hidden or at best make short forays on the edges of the small rocky clearing."
Battaglene says that the den is situated in an ideal location
surrounded by a large retaining wall on one side
"Not such a surprise to see wild animals around here
but it was genuinely exciting to see such beautiful animals and touching to see the interaction between the cubs and the parent
The cubs where just kids playing and having fun."

more than doubling its average daily revenue
Unfortunately for its employees and its customers
it won't be enough to stave off the store's impending closure
as it is being evicted from its location at 209 Flamingo Road and will shut down before Dec
according to an attorney for the market's parent company
A dozen employees have been laid off already
according to a store employee who declined to be named
leaving a skeleton crew of a half-dozen employees running the market in its final days
The store is one of five DeLano's markets in Marin and San Francisco shutting down
according to cases filed in Marin and San Francisco superior courts late last month by Ralphs Grocery Co
which subleases the stores to DeLano Retail Partners LLC
The evictions also include a market in the Cove in Tiburon and three stores in San Francisco
Ralph's claims that DeLano's parent company had fallen far behind on its rent at the five stores
Dennis DeLano did not return calls seeking comment this week
and attorney Joseph Neri confirmed the details of the closures but would not elaborate
The closures continue a long stretch of struggles for DeLano Retail Partners
The company closed its other Tiburon store in February 2009 and shut down its only store in Novato in August 2009
Dennis DeLano cited the downturn in the economy and the increased competition in that city
which saw the arrival of Trader Joe's in 2006
Safeway in Hamilton in August 2008 and the subsequent arrivals of Paradise Foods in Pacheco Plaza in Ignacio and Whole Foods in downtown Novato
Mill Valley has also seen heightened competition in recent years
particularly with the opening of the on East Blithedale Avenue in June
the second Whole Foods for a town of less than 14,000 residents
The Tam Valley market was previously part of the Cala Foods/Bell Market chain
DeLano Retail Partners bought eight of those stores from Kroger
DeLano operates stores in Fairfax and Davis that operate under a different corporate structure – the Fairfax store goes by the name Fairfax IGA Market
for instance – and are not included in the shutdown
Several regular shoppers at DeLano's in Tam Valley had not yet heard of the closure until they arrived Tuesday morning
"Are you kidding?" asked incredulous Sausalito resident Carol Simons
The store reduced its hours from the normal 6 a.m
and began a going-out-of-business sale this week
offering 10 to 30 percent discounts on its entire inventory in an effort to clear the shelves before the closure
and the lights were off in part of the store

Barker remembers going into Daniel’s office the day her dog died
and her mother was picking her up from school early
and helped me get through the first part of the stage,” she said
and they would talk about how Daniel did Appalachian clogging when she was young
“It’s going to be a strange first week at school without her,” Barker said
A body was found in Sequoia National Park on Saturday
and rescue crews suspended a three-day search for Daniel
who was reported missing the morning of Thursday
She had been expected back three days earlier
Tulare County sheriff's Sgt. Chris Douglass confirmed the body was that of Daniel, the Marin Independent Journal reports.
The National Park Service believes Daniel started her hike on Sunday

“all the kids had some contact with Johnnie,” Wachtel said
“She had a really nice spirit about her,” she said
For any student with health issues — from migraines to seizures — she was their point person
Daniel was also in touch with parents when students missed classes
and was in charge of the Senior Awards Night every year
"She was always suspicious of you when you said you had to leave for a dentist appointment," Barker said
Her enjoyment of the outdoors was also a big part of her life — whether it was climbing a far-off mountain or exploring her own backyard
Wachtel said Daniel would often take a late lunch hour to go for walks behind Tam High
and there's some consolation that she died hiking in the Sierras
"She was doing something she loved," Wachtel said
worried the firing was a fatal blow to her career

“(Co-director) Mark (Andrews) did try to give me a few seconds at the end to speak
Brenda and Emma went to the Oscars together at the insistence of Kevin Lima, their husband and father, respectively. Lima is also a renowned film director, best known for helming Enchanted and 102 Dalmatians. Lima is directing Mumbai Musical
Dreamworks’ “first-ever Bollywood-style animated musical adventure inspired by the great Indian epic tale of The Ramayana but told from the point of view of the monkeys.”
“I will never live down that I did not say my husband’s name when I thanked him,” Chapman said with a laugh
The Oscar win has incited a deluge of calls and emails from friends
longtime industry colleagues and plenty of professional suitors
“I’ve been buried in emails and I’m still getting flowers,” she said
they start coming again – I’m drowning in goodness.”
While Chapman continues to bask in the love, she also intends to leverage her renewed stature in the industry to make sure what happened to her doesn’t happen to others. She hopes to work through the Directors Guild of America to do so
“This sort of thing happens to animation directors all the time
and it very rarely happens to live-action directors,” Chapman said
Chapman, who works as a story consultant with Lucasfilm and part-time at Dreamworks
is shifting to full-time at Dreamworks’ facility in Redwood City in May
“They want me to develop a project with the eye to direct it,” she said
“I will also be helping out on other projects as a story eye
The native of Beason, Illinois (population 189) went to California Institute of the Arts and started at Disney in 1987
In 1998, Chapman co-directed DreamWorks' The Prince of Egypt, making her the first woman to land a directing role in an animated feature for a major studio. She moved to Mill Valley when the late animation great Joe Ranft recruited her to bring more of a female viewpoint to the film Cars 10 years ago
“I think I got up here a little late to do anything about that,” Chapman said
loved the downtown and also the schools are so good here
The family settled in Tam Valley – “the crunchy part of Mill Valley,” Chapman said – and they love the proximity to the great trails of Tennessee Valley and Tennessee Beach
“It’s just incredible up here – I pinch myself.”

The library sets a new standard for sustainability in a civic building, and meets Leadership in Energy and Environmental Design (LEED) Gold certification requirements. Three major sustainability objectives, set by the architects and the library, shaped the design: 1) maximize daylighting; 2) increase the building’s thermal mass, and 3) exceed California Energy Code Title 24 by over 25 percent.
Floor PlanThe design began as diagram that was all about light. While walking around the site, the designer sketched a V-shaped roof that rose up to bring in natural light on both the north and south sides of a structure. From that initial diagram, the design team created a vibrant, welcoming building that mimics the shape of an open book and lets in as much natural light as possible, reducing the need for artificial lighting and fostering an environment conducive to learning.

2012 at 10:45 pm PTTam High Principal Tom Drescher announced last month that he plans to resign at the end of the school year after completing his doctorate in education leadership in the spring
Drescher sent an email notifying Tam High parents and staff in November
“It has been an honor to be a part of The Tam Family the past six years during which time I had the privilege of working with an outstanding group of teachers
and staff who possess deep commitments to supporting the learning of all students,” Drescher wrote in the email
“I serve an amazing school community who has consistently supported my work to improve the quality of education offered to our students.”
The email has been the only official notice issued by the Tamalpais Union High School District
Drescher was not immediately available to comment
Drescher served as an assistant principal at Tam High for about a year before replacing Chris Holleran as principal in July 2008, the Marin Indepedent Journal reported at the time
he worked as a special education teacher in Buffalo
Drescher graduated with a bachelor’s degree in psychology from SUNY-Buffalo in 1997
completed his master’s in counselor education from Canisius College of Buffalo in 1999
and earned his administrative credential at the University of California at Riverside in 2003
Drescher will finish up his Doctorate in Education Leadership from San Francisco State in the spring
and said he’s “looking forward to beginning a new chapter in my life.”
Former PTSA President Leslie Wachtel said one of his greatest accomplishments was creating the CORE program that pairs freshman and sophomore students with the same English and social studies teachers for their first two years
establishing a strong bond that helps students succeed
He's also established an enthusiastic vibe that permeates throughout the campus
"Since he's been here the reputation of the school
and the whole energy level of the school has really changed," she said
"I think he's been a great leader for Tam High
Superintendent of the Tamalpais Union High School District said she's sad to see him go
"He's been an absolutely fabulous principal and has done a lot to improve student outcomes," Kimbrel said
She said she was surprised when she found out about his decision
now is a good time for him to make a transition
Kimbrel said she can picture him moving into a district office position
and also mentioned it's unlikely there will be any openings at the Tam Union High School District anytime soon
"Some district will be lucky to have him."
Kimbrel plans to start the search process for a new principal in January
The first step is to send a letter to parents
faculty and staff to gather input from the Mill Valley community
and create focus groups to help identify who would be a good fit for the school
She plans to focus on three main points: What are the strengths of Tam High
what are the issues that are likely to arise in the future
and what characteristics should a new principal have
Kimbrel hopes to finish interviewing candidates in March
and bring a final candidate to the school board for approval at the March 13 meeting
Drescher said he also plans to help with the adjustment of the Tam High community
and my eventual successor to ensure a smooth transition in leadership,” he wrote
“The significant progress we have accomplished as a school community during my tenure has been rewarding and is a source of personal pride
The positive changes we’ve instituted will lay the foundation for the next principal of Tam High to continue our legacy as one of the premier high schools in the country.”

Italian-born artist Ettore “Hector” Serbaroli’s painting
which was created in advance of the Panama-Pacific International Exposition of 1915
has a rich history that includes a dustup in the late 1970s over who should pay for its restoration
Joe Serbaroli is keenly aware of his family’s history
and the vital need to pass it down to the next generation
that lineage has deep ties to the City of Mill Valley
That’s because in 1914 - 100 years ago - Serbaroli’s grandfather
artist Ettore (pronounced Et-toh-ray) “Hector” Serbaroli
created the enormous landscape painting of Mount Tamalpais found on the back wall of the City Council Chambers at City Hall
Much of the available historical information about the painting comes - as does much ofMill Valley’s history - from the work of Little herself
Removal of Painting from Library - 1978The years that followed the painting’s move to the library were laden with contentious debate about the painting’s future
with City officials exploring possible alternate locations like Tamalpais High School
Oddfellows Hall and auditorium at The Redwoods
the Mill Valley Art Commission motioned “to wrap up in brown paper

A dispute ensued about the painting’s future
and whether it was worth it to restore the painting - and who should pay for it if it was restored
Restoration estimates ranged from $2,500 to $4,000
“There seemed to be quite a lot of animosity at City Hall about the restoration and who should pay for it,” Joe Serbaroli says

The debate was eventually quelled by a fundraising drive led by the late
famed puppeteer Lettie Schubert and her husband Gage
the Schuberts wrote that the painting “presents a dramatic view of the mountain and its upland meadows as they were in 1914
The serene stateliness of this beloved southern Marin area is perfectly captured in the peaceful grandeur of Serbaroli’s composition.” Their “Serbaroli Restoration Committee” raised the more than the $4,000 necessary to restore the painting

the Mill Valley Fall Arts Festival Association and many more
says he always had a strong sense of his grandfather’s artistry
When his own father was getting older in the early 2000s
he began peppering him with questions about his grandfather
“I didn’t want that legacy to get lost,” he says
lived and worked in Mexico for seven years until 1913
when the revolution there forced him to flee
who played a critical role in the creation of Muir Woods National Monument
His prominent work isn’t limited to Mill Valley
He’s credited with the 14 “Stations of the Cross” paintings at Saint Raphael Church in San Rafael that were recently restored
He painted the entire interior of the Church of Saints Peter in Paul in San Francisco’s North Beach neighborhood
And he worked for the architect Julia Morgan on the interior of William Randolph Hearst’s castle at San Simeon before he headed off to Hollywood
where he did portraits of actors at major motion picture studios like Warner Bros and 20th Century Fox until just before his death
through a chance encounter downtown with Mill Valley Fire Department Battalion Chief Michael St
Serbaroli was able to show off the painting to his 26-year-old daughter Elise
“I just looked up at that painting and was amazed - here we were
the grandson and great granddaughter of the artist who painted it sitting there with Mike

2012 at 4:47 am PTThey may have taken a bit longer than expected to make it to the runway
but the new-look Old Mill and Tam Valley elementary schools are ready to strut their stuff
The Mill Valley School District is hosting open houses at Old Mill and Tam Valley schools from 6 to 7:30 p.m
tonight to give the community a chance to see the results of the nearly $7.5 million renovations that occurred on each campus during the summer
The open houses are part of the district’s ongoing effort to show voters the results of the 2009 voter-approved Measure C bond measure
which is paying for $59.8 million in modernization work throughout the district
Both projects kicked off when the 2010-2011 school year concluded in June 2011 with plans to wrap up most of the work by the time the 2011-2012 school year began last September
Both schools received new roofs and windows
A new staff parking lot was built at Tam Valley
while the lot at Old Mill was upgraded for disabled access
The projects took longer than planned because of unanticipated delays in the form of dry rot at Old Mill and late requests from neighbors at Tam Valley
the district's director of maintenance and operations
Workers had to replace a corner of a four-classroom building in the lower wing by the blacktop because of dry rot at Old Mill
expanding the scope beyond just replacing the windows
neighbors expressed concerns about drainage issues in the new parking lot once construction began
and district officials heeded the requests despite their late submission
“We had super aggressive construction goals over the summer and there were some unforeseen delays,” school board president Robin Moses said
“We’re looking forward to showing off our beautiful new schools.”
Old Mill School is at 352 Throckmorton Ave
“It just stopped dead in its tracks,” she said
“We’re having a lot of fun with it around here.”
The carving, crafted over the past several months by Novato resident Devyon Harrison
is atop the large stump of a Monterey Cypress tree on Marin County property at Glenwood Court and Glenwood Drive
a professional woodcarver for several decades
Harrison said the wood needs several months to dry out before he can completely seal it
“He did such an incredible job,” Contini said of Harrison
The massive tree was more than 100 years old when it was taken down two years ago by the county
which cited concern over the tree’s age and internal rotting found upon study of its core
is the culmination of an issue that was the source of some controversy
Many residents were angered to see the tree torn down
but the end result has become an attraction in the area
with neighborhood children climbing on it and sitting on it
“It really has been a neighborhood project,” she said
As for Harrison, who has a woodcarving shop in Petaluma, the mountain lion is just the latest in a string of eye-catching carvings in the North Bay. For the past 18 years, the gift shop at Muir Woods has sold miniature versions of the bears Harrison carved for the shop’s deck
