(WKRC) - Detectives are asking people to search their camera footage for any video related to an early morning shooting in Covington Emergency crews were called to Garner Drive near Taylor Mill Road at about 12:30 a.m The victim was taken to the hospital with a gunshot wound to the arm Police do not have a suspect but believe the shooting was an isolated incident Anyone with information is asked to call detectives at (859) 292-2234 or Crime Stoppers at (513) 352-3040 NKyTribune The city of Taylor Mill took the first step toward increasing water pressure in the city Several members of the Northern Kentucky Water District joined Mayor Dan Bell and Councilmembers Ed Kuehne and Caroline Braden as well as Kentucky legislators Senator Chris McDaniel and Representative Kim Moser Tuesday morning to participate in breaking ground for a brand new water tower “It is thanks to the leadership of the board of the NKY Water District that we plan maintain and invest in our assets to deliver dependable services that promote a healthy and viable community,” said Linsey Rechtin president and CEO of the NKY Water District “We take our mission of providing our customers a safe clean and sufficient water supply very seriously.” She talked about realizing that the former Taylor Mill standpipe wasn’t meeting the needs of the community and said the water district immediately took steps to make it better There had been a standpipe water storage near Taylor Mill elementary that had a capacity of 330,000 gallons It was taken out because it wasn’t tall enough Only the top quarter of water in the standpipe was usable making the amount of water available for the community closer to 90,000 gallons instead of the 330,000 gallons it was supposed to have The Water District measured the usage in the city at approximately 550,000 gallons Rechtin explained that the solution has three key points; first a tank has to be more centralized to the zone it needs to run along a 16 inch transmission main along the parkway which helps fill and empty the tank so the water is constantly moving the water district has been replacing the old water main the old main would not have been able to handle that pressure Now they are gradually increasing the water pressure The ground was broken on a brand new water tower on Tuesday and the finished product will grace the horizon across from Scott High School and will be a definite landmark in the community “This represents economic development,” said Kenton County Judge Executive Kris Knochelmann “It is an investment in Northern Kentucky and in Kenton County Lindsey and the board continue to raise the bar in what it means to lead This project also represents quality of life We are proud as a fiscal court to support the board.” The new tower will be shaped more like a recognizable water tower and will be able to consistently produce 500,000 gallons per day the new tank will ensure that the area will continue to be served even in the case of an emergency the tank will be buffered against pressure variations from rapid increases or decreases in water demands Taylor Mill is borrowing water storage from other tanks outside the city and will continue to do so until the new tower is finished “In many ways this new water tower signifies the growth of Taylor Mill and the eastern part of Kenton County,” said Mayor Dan Bell “We are going to have an additional 300 new housing starts over the next few years and they are going to need advanced water pressure It is important to have the infrastructure that we need to grow as a city The new tower is scheduled to be completed by the fall or 2025 and will serve 2633 active services from approximately 45 miles of water main and will average a half million gallons of water daily who work day and night to put the needs of the community above their own,” Rechtin stated “That enables all of us to be able to turn on our taps without wondering if clean drinking water will be available.” Δdocument.getElementById( "ak_js_1" ).setAttribute( "value" Villa Hills Mayor Heather Jansen started a discussion at the monthly Kenton County Mayors’ meeting about cell phone coverage in her city “and so it’s on the top of the hill in Villa Hills over towards the west next to the three towers that are mounted over by IHeart radio I’ve got a couple residents over closer to there who are saying that they are getting a lot of interference.” She was wondering if anyone had the experience or had discovered solutions to the problem She said she knew that a building around Target in Florence was complaining of some interference being next to Turfway Park “Unfortunately we have the issue where we have River Ridge which is next to it “Then someone told me that River Ridge has some type of shield that keeps the interference down from radio towers.” who is the Kenton County Director of Homeland Security and Emergency Management “Yes we did a walk through about three or four weeks ago with your police chief and fire chief,” he said “And I think what he is referencing is they put a film on the windows to reduce that radio signal from coming in And that’s impacted for years that entire area Some people would pick their phones up and you could hear the radio playing over their phones In one case the signal was so strong I think someone’s downspouts were actually picking it up and you could actually hear the radio.” Hensley said he thinks the solution is to put boosters in that building They talked to some of the cell phone providers but the problem is that they would have to have boosters for each cell phone company Hensley said they had someone with them at the time evaluating the phone signal “Outside the building radio signal is fantastic,” he explained You go a little bit further into the building certainly one level down and the signal is virtually nonexistent Hensley said the new building codes through PDS require any new construction to be evaluated for multi-directional reception amplifiers and boosters are put in as part of the construction and Hensley said it seemed like the signal from the outside was penetrating through the walls at first It seems like something has changed in that area,” said Hensley we’re dealing with something similar in our justice center as well We are actually looking at bringing in a consultant to evaluate that because we are having similar problems Unfortunately there may be a cost component for the school at some point to put in the equipment necessary to amplify the radio signal for first responders we drive down Amsterdam road and hit just absolutely dead areas.” He said it is a different matter when it is a school area Jansen noted that there is an old tower in the area and she wondered if that tower could be regenerated Hensley said that there are nondescript towers in her area already and they are not helping He said it is a small enough area that they can’t generate enough interest to be able to fix the problem “With the trend of moving away from land lines we have got a number of people who are sitting at the point where it could get very problematic,” said Jansen Hensley said they are aware of the problem and they are going to do everything they can to help with the problem “It’s not going unnoticed,” he assured her The subject of the new water tower that will be installed in Taylor Mill on Pride Parkway by the Allison-Rose Funeral Home came up the Northern Kentucky Water District petitioned the state to put a 500,000 gallon elevated storage tank in Taylor Mill The tank that is there is inadequate for the area talked about the fact that the water tower is nearing reality She said the water district has been very slightly increasing the water pressure and said the tower will definitely benefit the community with better water pressure Some jokes went on about if they were going to name the tower the Dan Bell tower and Mayor Bell said he did ask if they could put Taylored with Pride on the tower or at least Taylor Mill so that people would know where the tower was located but it will be officially labeled the Northern Kentucky Water District “We plan to have the groundbreaking within the next week or so,” said Rechtin The new tank is scheduled for completion in about 17 months and that time starts as soon as the ground is broken (WKRC) - A man is facing The footage recorded from two Covington police officer's body-worn cameras are significantly redacted found Dalhover standing over his wife with a knife to her chest Dalhover had threatened to shoot his wife too 911 callers reported that their mother was being assaulted by her husband inside the home Dalhover could be heard threatening to shoot her and "gut her," Sanders said It was very heroic of them to run into that residence to save the victim's life not knowing what lay on the other side of that door they went through While Sanders agrees with Kentucky State Police's Critical Incident Response Team in justifying the use of force Sanders said he was involved in a SWAT standoff at the same Grand Avenue house just days earlier a Kenton District Judge deemed Dalhover a threat to himself and others and ordered he be hospitalized at Eastern State Hospital long-term mental health treatment facility but Sanders said staff released him less than 24 hours after he arrived Dalhover got back from Eastern State Hospital probably faster than the Sheriff's deputy that drove him there," Sanders said "He was back in Kenton County before paperwork ordering him into the hospital even made it to Fayette County." It takes two psychiatric professionals as well as a judge to make the determination that someone needs to be hospitalized Sanders said a single employee at Eastern State Hospital can decide a patient doesn't meet the necessary criteria for hospitalization and send them home Eastern State Hospital is a 300,000-square-foot medical center with seven acute care units able to serve a total of nearly 200 patients which is located in Lexington and run by UK HealthCare a dire position pressuring employees to clear out as many patients as possible "Obviously they made the wrong choice in this situation," Sanders said Dalhover was obviously a threat to other people This is something that would not have happened — she would not have feared being killed police officers wouldn't have had to shoot Mr Dalhover — if he was still in Eastern State Hospital where he belongs." We reached out to UK HealthCare for a response to Sanders' claims We also asked them what their policy is when it comes to determining a patient eligible for release we did not get a direct answer to either of our inquiries "Eastern State Hospital cares for individuals with serious and persistent mental illness who meet criteria according to state law (202-A) we are not able to comment on the care of any patient," said Allison Perry who serves as Deputy Public Relations Director at the Medical Campus for UK Public Relations & Strategic Communications and can only begin to be fixed through sufficient funding He's looking to state legislators to consider prioritizing mental health in the state "We need to make sure that there is an independent evaluation from someone that doesn't have financial motivation to kick people out of the hospital even if they still pose a threat to the public," said Sanders be the last time police have to shoot and kill someone to save a victim if we don't change the system."
