He or she — nobody’s sure till a DNA test is done — is the offspring of two birds who were fixed up on their first date here in the Bronx

The following is an extended version of the story that appears in our latest edition
District 15 City Council Member Oswald Feliz (C.D
for residents to gather ideas and explore possibilities for the future use of the old Fordham Library building
located at 2556 Bainbridge Avenue in Fordham Manor
The building has remained vacant since 2005 and currently falls under the remit of NYC Department of Citywide Administrative Services (DCAS)
having previously fallen under the responsibility of NYC Department of Health & Mental Hygiene from 2008
The town hall was held in the relatively “new” Bronx Library Center
located at 310 East Kingsbridge Road in Fordham Manor
which opened in 2006 to replace the former Fordham Library
got heated at one point when it appeared there was a problem with the air conditioning inside the Center’s auditorium

The City even held a public hearing in conjunction with DCAS to discuss the latter proposal in 2021
“We are continuing to engage with the local elected officials and community members to determine the best use for this space.”
Norwood News previously reported in 2013 that because the structure
was designated as eligible for the National Register of Historic Places
any changes to it would have to be approved by the state’s historical preservation office
if that approval had ever been requested and/or received
possible that such a request might be dependent upon first selecting a definitive project for the building.]
About two dozen people showed up for the town hall
where Feliz discussed some of the issues the building has faced since becoming dormant

“It is honestly shameful that it has been allowed to be dormant the way it has been for close to 20 years
and I know as borough president that if this old library were in other neighborhoods
we would not be having this conversation almost 20 years later
We deserve new opportunities just like everyone else.”
One of the central topics of discussion from both the elected officials and the community was the prospect of potentially demolishing the old building and constructing a new bigger
modern mixed-use one of the community’s choosing
the current structure is one and a half floors high
but a new building could potentially go up to five floors
because of the fact that it has not had any existing and active usage for all these years
there may be a possibility where we have to look at options that may not allow the existing building to remain
We’ve done that before [with] other projects
and sometimes it’s more cost-effective than it is to renovate an existing building.”
Feliz said the potential cost of renovating the existing building would be $80 million
or a second option would be entering the ULURP (Uniform Land Use Review Procedure) process in order to repurpose the building and which would likely mean a private developer or non-profit organization would get involved

He then said, “You people decide. Me, personally, there’s no PAL (Police Athletic League) in this community here

Foster care parents don’t have access to lawyers
They have to pay out of pocket if they get sued by the state or the children who get placed in their homes.”

New York City Mayor Eric Adams announced that as part of New York City’s balanced $115.1 billion
it is investing $102.8 million in the city’s foster care system
We’ve asked City Hall how and where that allocation will be spent and will share any updates we receive

and just the way people have been using that space.” Koku added
“I’m very glad this conversation has started
and I hope to remain a very active part of it as we go forward.”
The town hall concluded with every member who wanted a chance to speak being granted the opportunity to do so
Feliz later told Norwood News he hopes to have the building’s use agreed upon within the next month
“This is the first town hall we’ve held where we hear from everyone
and the information that we received today is the first part of the process.”

Hudson Companies and BRP Companies have secured $343 million in financing for Phase II of La Central, an affordable housing project in Melrose
with 63 designated as supportive housing units for formerly homeless individuals and families
is designed to Passive House standards and will operate entirely on electricity
is targeting LEED Gold certification and includes rooftop access to a telescope managed by Bronx High School of Science
Both buildings will offer apartments affordable to households earning 30 to 80 percent of area median income
Additional features include 13,000 square feet of community facility space
and over 1,500 square feet of retail space
Phase II will round out the five-building La Central development
which will provide over 1,000 affordable apartments in total
delivered mixed-use and supportive housing components including a YMCA and 160 supportive housing units

I consider myself a YIMBY but it sucks seeing all these cheap eyesores getting approved
but this is still a big improvement over 1980s to 2010s Bronx (loads of ugly Fedders Houses)
I am curious as to how affordable an all-electric building is in NYC given ConEd rates
meaning very little electricity to heat and cool
So much money per unit…better than nothing
Is this really the most apartments we can get at this kind of cost
These developments take years to get approved and then years to get the financing
Affordable can be something other than an eyesore- but that fence
its great to have la central phase two finally built out
the new developments along this melrose stretch from 149st up to the old bx courthouse are really amazing
these were all empty bronx is burning era lots that will now be fully filled back in

The complex feeding technique used by zoo staff helps prevent the chick from imprinting on humans
2025 – A king vulture chick at the Bronx Zoo is being hand-raised using a technique developed more than 40 years ago which helps prevent the young bird from imprinting on humans
is being hand-raised to ensure its successful development as some vulture parents can be neglectful toward their chicks
This king vulture chick’s genetics are valuable to the king vulture zoo population as its father
It is also the first king vulture hatched at the Bronx Zoo since the 1990’s
The sex of the chick has not yet been determined
The technique that is being used to raise the chick was first practiced at the zoo more than 40 years ago when staff hand-raised Andean condors using a hand puppet designed to look like an adult bird
A keeper disguises themselves with a costume
hiding their face and other human features
and uses the hand puppet to feed the bird inside a brooder which serves as a nest for the chick. In 1980
three Bronx Zoo Andean condor chicks were raised using this same technique and brought to northwestern Peru and then released in 1981 into the wild. This technique
is also successfully used by zoos to raise and release the Critically Endangered California condor back to parts of its historic range. The vulture hand puppet was designed and made by the Bronx Zoo’s artists in its Exhibition and Graphic Arts Department
The information keepers collect when hand raising birds is shared with other zoos for the continual improvement of husbandry techniques and with others working in the field who are focused on wild bird populations
Bronx Zoo Curator of Ornithology stated: “This technique used in hand-raising the vulture chick incorporates the expertise from many at the zoo including the animal care staff
It is a good example of the extent we go to ensure the health of individual animals and of species’ populations
our animal care staff are feeding the chick with the Bronx Zoo-made puppet once a day and we are working to ensure it does not imprint on humans
is an adult king vulture which allows the chick to have exposure to appropriate king vulture behavior
That’s another important step we take to ensure the chick grows into a healthy adult bird and is properly socialized as a king vulture.”
King vulture chicks are born with white down feathers and will gradually start developing juvenile feathers in its fourth month
The juvenile will not have full adult plumage until about four years of age
The IUCN (International Union for Conservation of Nature) classifies the king vulture as "Least Concern.” The species
found from southern Mexico to northern Argentina and northern Uruguay
has a stable population but habitat destruction and poaching are causing some declines

Westchester County needs a comprehensive approach to flood mitigation and related historic preservation in the the Bronx River Parkway Reservation
I am a board member of the Bronx River Parkway Reservation Conservancy
The BRPRC and its Vine Cutter subsidiary perform volunteer work along the reservation
which includes control and removal of invasive plants as well as refuse removal
Flooding along the Bronx River Parkway occurs frequently when the river overflows
The river runs through its two lakes: The Crestwood and Bronxville lakes
Citizens often approach us when we are outside performing our volunteer vine cutting and trash removal work on Sundays during the fall
They ask “when is someone going to do something about the condition of the lakes?” They see small trees now growing from the center of the lakes and the lakes silting in
We never have a good answer for these citizens
The two lakes have been silting in for the past few decades resulting in an unsightly appearance
they are less able to retain water to the extent they have in the past
contributing to the flooding along the Bronx River Parkway
Research indicates that in some other localities nationwide
a system of dams and levees is sometimes used to lower water levels in advance of storms and then raise the dams after the storm flow has subsided
Several decades ago that the county performed dredging and moved silt to a county storage area elsewhere along the parkway
The lakes were manmade as part of the construction of the parkway in the early 1920s and so they have historical significance
The charter of the BRPRC is to work on the preservation of historical aspects of the Bronx River Parkway
This problem has been brought to the attention of Dean Tarulli
the new Westchester County flood control czar
George Latimer and County Executive Ken Jenkins
Jenkins said announcements related to these issues would be forthcoming in the near future
Any solution is obviously complicated by the engineering
environmental and logistics issues involved
it's clear that a lot more communication is needed from the Westchester County departments — including the county planning department — responsible as well as from the county leadership
the timeline and the obstacles to meeting desired goals
Appropriate communication and action is overdue

New Jersey Attorney General Matthew Platkin has announced 11 people have been charged in connection to a high-end vehicle theft ring. The group targeted an assortment of luxury models from BMW, Mercedes, Land Rover, and Rolls-Royce
According to officials, law enforcement agencies discovered there was a criminal enterprise coordinating the theft of vehicles from Burlington
Vehicles were commonly taken from residences and then transported to the Bronx to be stored in parking garages to avoid detection
Thieves would be paid by “middle-level and high-level fences,” and the cars would often be sent overseas – mostly to West African countries

While most thieves like to be in and out as quietly as possible, this group was pretty brazen. In one incident, someone broke into an occupied home to steal a key fob for a 2024 BMW X5 valued at roughly $89,000
thieves broke into another home to steal a 2024 BMW X7 and 2021 Audi SQ8
the group allegedly stole approximately $542,295 worth of vehicles that could be linked to “specific residential burglaries.” However
that was just a small part of the theft ring
“investigators identified 43 stolen New Jersey vehicles valued at approximately $3.65 million in two parking garages on Jennings Street and Third Avenue in the Bronx.” Several vehicles that had been at those garages were later recovered from shipping containers that were destined for Africa
“No one should be afraid that a thief will enter their home while they are sleeping to find their key fobs to steal their car.” His sentiments were echoed by Bronx District Attorney Darcel Clark who noted
“Millions of dollars worth of stolen vehicles – including a $475,000 Rolls Royce -were taken to a Bronx parking garage that defendants used as a showroom.” He added
“We will not tolerate auto crime in the Bronx.”
The sprawling case involves teens and juveniles as well as older promoters and organizers
Two central figures remain unidentified and are currently known as “E” and “Big G.” The latter faces a long list of charges including racketeering
being a leader of an auto theft trafficking network
They’re also on the hook for multiple vehicle thefts
