A police captain’s treatment of a Thibodaux teen during a May 4 arrest did not violate criminal laws
Lafourche District Attorney Kristine Russell said in a report
although a special board of law enforcement officers determined that the actions violated police procedures
The family of Trevor Quinones formally complained that when Thibodaux Police Capt
investigated alleged drug possession by the 14-year-old at the Thibodaux Fireman’s Fair
his actions while restraining the teen were improper and constituted “child abuse.” The Lafourche Parish District Attorney's Office reviewed the Louisiana State Police investigation into the matter and found that his actions were reasonable “under the circumstances.”
“It is my determination as District Attorney that there is insufficient credible, admissible evidence to prove the elements of a crime beyond a reasonable doubt to a Grand Jury or otherwise in this matter,” Lafourche Parish District Attorney Kristine Russell wrote in a May 16 letter
The security footage shows Sutton speaking with 14-year-old Trevor Quinones at the Thibodaux Firemen’s Fair

but Quinones “jerked from his grasp,” and Sutton then placed him in the “seatbelt hold.”
Quinones’s version of the event is different
He said he was texting on his cellphone while Sutton was going through the backpack
and he "snatched" it back from the officer and then was placed in a chokehold

(WAFB) - A total of 26 people had to be rescued in Thibodaux by deputies with the Lafourche Parish Sheriff’s Office after being trapped on Wednesday night
11 due to rising water following Hurricane Francine
The families were taken to the emergency shelter at the Lockport Community Center
deputies said they responded to a call of residents trapped in housing units on Lasseigne Road in Thibodaux due to rising water caused by rainfall
Deputies also rescued residents from rising waters in other areas in Thibodaux and in the Kraemer community
Deputies had an increased presence in Lafourche Parish overnight with most of the parish out of power and a curfew in effect until 10 a.m
They will work to assess and clear roadways overnight to allow restoration efforts to begin on Thursday morning

Louisiana State Police Troop C said that on December 17
they began an investigation into a fatal crash on La
The investigation revealed that the crash occurred as a 2023 Dodge Charger was traveling south on La
Authorities have identified the drive of the Dodge as Kyren Lacy
Police say he recklessly passed multiple vehicles at a high rate of speed by crossing the center line and entering the northbound lane while in a designated No-Passing Zone
As Lacy was illegally passing the other vehicles
State Police said the driver of a northbound pickup truck braked abruptly and swerved to the right to avoid a head-on collision with the approaching Dodge
Traveling behind the pickup was a 2017 Kia Cadenza whose driver swerved to the left to avoid the oncoming Dodge Charger
As the Cadenza took evasive action to avoid the Dodge
it crossed the centerline and hit head-on with a southbound 2017 Kia Sorento
Lacy drove around the crash scene and allegedly fled south on La
call emergency services or report his involvement to authorities
Troopers and State Police Detectives continued to investigate the crash and were able to identify the Dodge Charger and determine that Lacy was the driver at the time of the crash
Troopers have obtained an arrest warrant for Lacy through the Lafourche Parish 17th Judicial Court for negligent homicide

Authorities have made contact with Lacy and his legal representation to have him turn himself in

Lafourche Parish Sheriff Craig Webre and Lafourche Parish Schools Superintendent Jarod Martin announced an 11-year-old boy has been charged after school resource officers discovered he had brought a replica BB pistol to C.M
School resource officers opened an investigation on Thursday
December 12 after another student reported the boy had brought a firearm to school
It was determined that he did not have a firearm in his possession
but he admitted bringing a replica pistol to school at some point in November 2024
The replica BB pistol was turned over to deputies and found to be a replica of a Glock 17 handgun
The student was charged with violating Louisiana R.S
14:95.2 which prohibits carrying a dangerous weapon onto school property
He was then released to the custody of a relative
“I am once again reminding parents that these types of guns are extremely dangerous,” said Sheriff Webre
“Aside from the obvious injuries they can cause outright
these pistols are nearly indistinguishable from a firearm
especially in the split-second in which someone would be faced with one
We urge everyone to refrain from using these in public settings and to modify the pistol so that it does not look like an actual firearm.”
“The Lafourche Parish School District is committed to the safety of all of our students and staff
The presence of any weapon of any kind on school grounds will not be tolerated
There will be severe consequences from the school district and law enforcement for anyone who brings any type of weapon onto our campuses.”
“The student who came forward and reported this incident is to be commended,” Martin added
“Please remind your students that they should immediately report anything suspicious to an adult on campus.”

Lafourche Parish Sheriff Craig Webre announced a Thibodaux High School student has been charged with terrorizing after impersonating another student and threatening to bring a gun to school
juvenile detectives opened an investigation into a school threat that appeared in a group message on SnapChat
A male student stated he had possession of a firearm and threatened to bring it to school and “shoot everyone.” While the threat appeared to come from one male student
detectives found the message actually originated from another 14-year-old male student
The 14-year-old boy was charged with violating Louisiana Revised Statutes 14:40.7 (Cyberbulling) and 14:126.1 (False Swearing for the Purpose of Violating Public Health and Safety)
He was ordered to be electronically monitored
Sheriff Webre cautions parents to speak to their children about this incident
“Technology has made it very easy to try to impersonate someone else
but it also makes it easy to track down the true perpetrator,” said Sheriff Webre

The Thibodaux City Council changed its rules for allowing the public to comment at its meetings
Here's how to speak at the meetings going forward
Thibodaux City Council President Mike Naquin said public comment was removed from the council's agenda because his staff was advised that there should not be a timeframe for the public to comment on things not listed on the agenda
Unsure if the council would be in violation of open meeting laws
Naquin said he had public comment removed from the agenda while the council sorted it out
the council unanimously voted to place it back on every agenda with some changes
you will be allowed to speak,” Naquin said
He said he removed the item “out of an abundance of caution
not knowing if we were doing something right
New rules for public commentAccording to the new rules established by the Thibodaux City Council the open public comment section will be at each meeting
It will be listed on the agenda as “Comments from the Public.” Once the comment has been answered by the Council
that subject cannot be brought before the Council again
Each person who fills out a speaker card will be limited to three minutes to speak on their item
and only the chairmen of the council may grant additional time
Speaker cards can be found in the council chambers at each meeting
The public still will be allowed time to comment on each item listed on the agenda
the council asks that the person submit the question in writing 24 hours before the council meeting

According to Council Administrator Jennifer Morvant
she attended a Louisiana Municipal Clerks Association event where she was told that councils should not have an open public comment section during their meetings
who held a meeting about what to do going forward
Naquin said when he learned of this he had the item removed from the Jan
7 meeting agenda to give him time to look into it
His research included going back through old council agendas to see how the public comment period existed in the past and reading through Louisiana Attorney General opinions on the subject
Seeing the removal of this item from the agenda
one council meeting regular used Facebook to alert the public
“SPEAK UP or YOU will be SILENCED!,” John Toups wrote on Facebook
Toups confronted the council about the change
"What are the check-in-balances that you offer us as citizens in departmental transparency and accountability?," he asked
public bodies must allow for public comment on any action the public body intends to take
“…Each public body conducting a meeting which is subject to the notice requirements of R.S. 42:19(A) shall allow a public comment period at any point in the meeting prior to action on an agenda item upon which a vote is to be taken,” La RS 42:14 D says
“The governing body may adopt reasonable rules and restrictions regarding such comment period.”
Naquin’s research turned up one answer to the dilemma. A Louisiana Attorney General opinion from 2015 addressed a similar issue in St
to the parish council explained that open meeting laws must be “liberally construed” to ensure that citizens are properly informed on all the actions and deliberations of a public body
Caldwell explained that the public could have a comment period so long as the council did not take any immediate action — to take immediate action would not give proper notification to the public
Naquin explained how he understood this opinion
“Every item on the agenda you have to allow public comment
but your meeting was not designed to be a town hall open forum type meeting,” Naquin said
He moved to amend the rules for the council to create an open comment period at every meeting with the three minute restriction
