roads can undergo terrain modification “If we don't begin to mitigate for these impacts now it will become much more difficult and expensive to do so in the future As a low-lying barrier island where periodic high tide elevations already impact use of the roadways and the effectiveness of the stormwater collection system If we implement the program and remove the City's past no-fill policies our roadways could elevate as tidal elevations continue to increase,” the city’s website states “This future scenario will have roadways becoming largely impassable on an almost daily basis and quality of life on the island will fundamentally change.” Last year, a plan dubbed “Elevate TI” went through rounds of city commission meetings before it was axed by commissioners in late August That plan made it mandatory that fill dirt be used This new generation of a plan makes it voluntary as well as a few other changes including that owners can chose the height both structural ad nonstructural fill would be allowed and the program will be evaluated every two years who will be sworn is as District 2 commissioners Tuesday night says he hopes the Terrain Modification Program discussion is postponed so the new commissioners have a chance to review over 500 pages in documents associated with the plan “There’s things I’ve seen in there that concern me like the effects it’s going to have on business It is not common sense and it’s just overkill.” Clark says his top priorities as commissioner are permitting at Treasure Island City Hall and is open to the public — The Treasure Island City Commission has approved a series of ordinances related to a terrain modification program It’s part of a plan to address sea level rise and has been something the commission has discussed for months now The work has already been underway for some homes in Treasure Island some homeowners have chosen to lift their houses up to avoid flood waters when the next storm comes But what hasn’t been allowed in the city has been fill dirt “We have 92 homes that have been demolished,” said John Doctor “And a lot of those homes are waiting for this ordinance to pass.” Doctor was one of those approval votes Tuesday night He has seen the work people are already doing around town and says this would alleviate the process “We see it as probably the most direct and the most timely way to actually get fill dirt in because people are beginning to build their homes back up again and they’re going up higher and they need that dirt to do so,” Doctor said The commission had its first reading of this program last month with commissioner Chris Clark opposing the program because he feels the current plan is too complicated so he wasn’t at tonight’s meeting but had a letter read aloud opposing the program Clark said he was hoping to pass something more simplified Doctor says even more work can continue on the island that’s eager to return to whatever normal is after a devastating storm “You’re going to start seeing dump trucks all over the city because that’s what they’re waiting for,” Doctor said Regarding Clark’s comments about the program being complicated it did take the commission about 10 minutes just to read the entire program and its ordinances into the record the use of fill dirt is completely voluntary and will be evaluated every two years The Treasure Island City Commission has unanimously approved the Terrain Modification Program a comprehensive initiative aimed at mitigating the impacts of sea level rise allows property owners to voluntarily elevate their land using fill material marking a significant shift from the city’s previous no-fill policy The program aims to address instances of “sunny day flooding,” wherein high tides cause water to back up into stormwater systems flooding roadways even in the absence of rain.  City officials say that the program is a long-term strategy to enhance resilience against sea level rise By enabling gradual elevation of properties the city seeks to maintain functionality of roadways and reduce flooding risks The program’s success relies on widespread participation as public infrastructure upgrades will depend on the elevation of adjacent private properties.  The program is guided by the Terrain Modification Manual which provides detailed criteria for design and construction to prevent negative hotel scheduled for June “while enhancing the property to be more resilient to the challenges posed by severe weather” (The inhabited buildings will be elevated the spirit of the Thunderbird will live on.” They weren’t called resorts in the early days the Thunderbird Motel officially opened in January of ‘58 Treasure Island mayor Ralph Milliken leased the approximately two acres of sand and scrub Suites sold out for tall hotels and apartment buildings Beach sand had become worth its weight in gold the King family sold the Thunderbird for $25.5 million to Thunderbird TI Holdings LLC whose principals are Avi and Gilad Ovaknin the brothers paid $7 million for the Best Western Sea Castle Suites No one anticipated the devastation that arrived with Helene and Milton last September and she appreciates having paved access to the Treasure Island Beach trail It gets her closer to the city’s main asset sidewalks are uneven or blocked or crumbling in different spots long straight or level access is really enjoyable,” Neustadt said but it is still scarred and recovering from Hurricane Helene Helene’s storm surge tore off the beach wall toppers or caps It also destroyed the helped stop some of that water from going inside this hotel." So the beach wall is not just for sitting — there are other benefits The turtle lighting project that was just approved by the city will utilize waterproof wiring and fixtures to mitigate damage from the next storm The hurricane recovery price tag to repair the Treasure Island beach wall is a little more than $239,000 The turtle-friendly lighting is estimated at $237,000 Recreation director Cathy Hayduke told city commissioners April 15 that while the living shoreline project is back on track and limited tennis and pickleball play has resumed, the facility was largely destroyed by the storms. Commissioners directed City Manager Charles Anderson to schedule a work session to discuss reimagining the property. Vice Mayor Tammy Vasquez said she has connections with resources “willing to come in and help us with amazing ideas” that could have “a huge financial impact to our city.” Commissioner Chris Clark echoed that sentiment, saying he has seen “beautiful ideas and beautiful drawings” that should be discussed “as soon as possible.” Hayduke requested that commissioners share these concepts with staff beforehand to prepare meaningful responses at public meetings. She noted the living shoreline project is expected to be completed by August. “There’s going to be a lot of needed repairs,” Hayduke said, describing extensive damage to the property. Vasquez emphasized fiscal responsibility in any decision. “I want to make sure we know what we’re doing with it before we start putting a lot of money into it.” Commissioner Arden Dickey said the commission needs to “hash it out and listen to what residents say about the golf course and look at what other options might be.” Vasquez added that financial considerations must drive the decision. “We have to have numbers behind that as well. Our city cannot afford to keep nostalgia at the sake of losing money.” Clark suggested some alternatives could “generate a bunch of revenue,” while Commissioner Arthur Czyszczon noted, “We also don’t need another park.” Hayduke detailed the destruction from both hurricanes. Helene flooded all buildings on the property, with water rising at least 6 feet in the clubhouse. Hurricane Milton later destroyed the tennis court fence, damaged sheds and took the roof off the maintenance building. “Treasure Bay Clubhouse had so much water the moisture went up at least 6 feet in the building. They had to tear everything down from the studs, the floor to the ceiling,” she said. The commission will decide when to demolish the building. Staff now operates what Hayduke called a “she-shed” — a small 10-by-20 office space that costs $500 for 28 days. Without restroom facilities, visitors must use portable toilets, which has sparked complaints. Despite the setbacks, Hayduke secured a $281,650 grant from the United States Tennis Association to repair fences, resurface courts and fix electrical systems. Courts 5 and 6 have reopened for tennis, and pickleball has resumed on the basketball court. The wrap-around sidewalk is scheduled for July instillation, along with pavilion pads and structures. Two small gazebos and exercise equipment will be added as part of the walking trail grant. The preliminary design concept for the golf course could change substantially following the upcoming work session. The property, formerly known as Triangle Park, had been under a 100-year lease since 1981. In August 2018, Treasure Island purchased the property from the original owners’ heirs for $400,000, with additional acquisition costs of $8,606. In September 2022, the Florida Department of Environmental Protection notified the city that its 2018 grant application was approved for $286,024 — representing 70% of the purchase price — after another project withdrew its application, freeing up funds. The grant money will be deposited into the Penny for Pinellas Fund, which provided the initial funding for the park purchase. Acceptance of the grant requires that the park remain open green and recreation space in perpetuity. Mayor John Doctor and the recreation staff previously met with Isle of Palms residents to determine desired upgrades, which include a new fenced playground for children ages 2 through 12, exercise equipment, removal of an existing shuffleboard court, replacement of a bus shelter and a decorative fence along two sides of the property. Additional planned amenities include Adirondack chairs, benches, picnic tables, improved lighting for night use and enhanced sidewalk connectivity between park entrances and the public beach. Commissioners unanimously approved acceptance of the grant as part of the consent agenda. City commissioners unanimously approved the terrain modification program on second reading, establishing guidelines for using fill materials to elevate properties and combat sea-level rise. The program, developed as part of recommendations from the city’s 2021 Watershed Management Plan, passed with Commissioner Chris Clark absent. Terrain modification involves using material to elevate ground around residential and commercial structures, seawalls and public infrastructure to heights above tide levels, allowing for gravity-based stormwater management systems. The program includes several ordinances and a technical manual to guide builders, engineers, developers and city personnel on property designing, permitting and constructing terrain modification projects. The manual establishes review criteria to prevent negative impacts on adjacent properties. “This manual is needed because a haphazard use of fill can have damaging consequences,” community development director Kathryn Younkin said in her presentation to commissioners. Several areas of Treasure Island already experience severe drainage problems due to sea-level rise, with some residents facing tidal flooding throughout the year. When tides rise above road levels, gravity drainage systems cease to function effectively. To address projected sea-level rise through 2100, the long-term plan calls for gradually elevating roads, which would require adjacent private properties to be raised first. The program aims to maintain gravity-based stormwater drainage systems rather than relying primarily on pump stations, which are more costly and less reliable during power outages. “It is important to ensure that runoff from private properties continues to be collected in the roadway, which is why program guidelines maintain this roadway-private property elevation relationship,” Younkin said. “Roads can be elevated to some extent today when they are scheduled to be reconstructed, only if the additional funds are available and budgeted to do so.” She added that costs to elevate roads depend on several factors, including the target height. “The city can be elevated incrementally over time to preserve the function of the community, but the longer we wait to implement mitigation measures, the more costly they will become,” Younkin said. The program has faced criticism during previous hearings, with some residents objecting to requirements for outside engineering firms to approve construction permits for fill dirt and to raise structures. One resident claimed the terrain modification program stems from an environmental agenda based on “Elevate TI,” when all residents wanted was a simple fill dirt ordinance. women’s sports in the United States and home to Bay FC’s players The facility will feature three training fields and top-of-the line resources and spaces for players needed to perform at the highest level Bay FC’s facility will be designed to complement the existing and planned youth recreational facilities on the island and further enhance it as a youth sports destination for soccer clinics and more for the entire Bay Area.   “Treasure Island provides us an iconic location to continue to build an iconic club – it centers the Bay’s team literally in the middle of the Bay,” said Bay FC CEO Treasure Island’s development and the sports programming already planned for further redevelopment of the island The initial plans include three core training fields and sporting facilities on eight and a half acres of the 40 acres already earmarked for sports use The remaining land earmarked for sports use will continue to be utilized by those already using it for youth sports Bay FC plans to break ground on the state-of-the-art facility in 2025 and operate out of the facility in its 2027 season pending approval of the lease from the Treasure Island Development Authority and the San
