The funds will go toward hiring a contractor to safely remove the materials
constructing concrete barriers to deter future dumping and installation of cameras to monitor the site
The cleanup will also address the health and safety risks
as well as improve the area's appearance.
The city said the site cleanup should be done by early 2026 and is collaborating with the Office of Sustainability and the Divisions of Waste Collection
Community Engagement and Housing Inspection
"Environmental clean-up requires a team approach
and City staff are committed to doing what it takes to get the job done," said City Manager Shelley Dickstein in a press release
"We appreciate the essential resources provided by the office of Attorney General Yost to remediate the site and help prevent future problems."
The funds are part of Yost's "Shine a Light on Dumpers" initiative
the program awarded $1 million across Ohio to help clean up sites deemed a risk to the community
or to assist with purchasing much needed equipment.

Ohio (WKEF)-- The City of Trotwood is making some big investments into a number of infrastructure projects
Kysha Hancock caught up with the city to see what they have planned and why now is a good time for upgrades
"This year we have about a million dollars and those revenues to spend on residential upkeeping
we do have some grants as well through ODOT and MVRPC," said Stephanie Kellum
Kellum said they’re excited to introduce the new infrastructure projects with the goal of helping the city thrive
One of those projects includes road resurfacing throughout several neighborhoods
"Denlinger Road is one...we'll be paving from Westbrook Road to Salem Avenue and then Shiloh Springs," said Kellum
Kellum told Hancock because Trotwood’s water lines are over 50 years old
this is also another project they will be doing on both Eppington and Macmillan Drives
She said unclean water will reduce health concerns for residents and other issues
“You don't want a lot of water main breaks because that's a break in service for citizens...if it’s a person who has diabetes or even
not having water is a major health concern," said Kellum
Trotwood will be included in the countywide initiative to demolish blighted structures
the county will be demolishing 151 vacant homes
The city said this initiative pushes to improve the appearance of neighborhoods throughout the city and the overall safety
“We’re very pleased to see our homeowners and homebuyers are still interested in building in the City of Trotwood," said Kellum
Kellum said some of these projects could be completed as early as this fall
Ohio (WKEF) -- A new moratorium on group homes was approved by the Trotwood City Council on Monday
Group homes have been popping up in neighborhoods throughout Montgomery County
Trotwood's moratorium will stop new group homes from coming into the city for the one-year period it is in place
It is the second city to do so with a moratorium recently
Dayton passed its moratorium in August of 2024
Trotwood's Planning and Zoning Administrator Tyler Hauck said being Dayton's neighbor was taken into account when the decision was made
"We're not just gonna follow suit with what everyone else does
and we see it's an issue in other communities
I'd be shocked if we were probably the last one to issue a moratorium," said Hauck
Hauck said Trotwood received more applications last month than in all of 2024
possibly because of Dayton's moratorium
"We kinda just wanted to catch our breath as a community and make sure that all of our T's are crossed
all of our I's are dotted," said Hauck
The moratorium does not impact any applications that are currently in the system
but it does give Trotwood a chance to reassess zoning
"We're likely gonna be looking at really what the best practices are around the state of Ohio and maybe even the country and seeing how they apply to this area," said Hauck
"It might be increase in distance requirements

Ohio (WKEF) -- Salem Consumer Square on the 5000 block of Salem Avenue used to be home to banks
The nearly 30-acre property still remains empty
but city officials are frustrated it remains mostly unchanged
The city met with the property developer in January 2024
"We've been asking for access to the buildings

so I wrote a legal order or our department wrote a legal order
calling out the violations that we could see
The city of Trotwood says it's also a safety issue

“Salem Capital LLC (Consumer Square) is a public nuisance that harms the community by violating health
They have not been a good community partner since they purchased the property
the city of Trotwood intends to vigorously pursue all legal options to force the property owners to bring the property into compliance with the standards the community deserves.”
Trotwood officials intend to take legal means to get them in compliance and would prefer to work with them
but it's also kind of a dangerous thing
and until you fix the structures or raise the structures
not much development can go on there in that particular site," Fuller said
Mike Zhang who is one of the property managers says weather conditions have played a factor in moving forward
but work has been done on the facade portions of the buildings as well some electrical work
which he hopes will include businesses and a grocery store
"We have come in and started to make improvements
We are trying our best to make it happen," said Zhang
"We can't control the cold weather
raining days and many other resources or people's perceptions
We did make some progress and intend to continue to make progress
We hope people understand and be patient with us," said Zhang
a hearing could happen in January or February 2025
Ohio — The City of Trotwood is inviting residents to take part in a day of service to help clean up the community
volunteers can help remove litter and trash. The cleanups will be along East Main Street to clean up the Broadmoor and Old Towne neighborhoods
The city encourages residents to also walk through their neighborhoods and clean up any litter they find
The city also asks volunteers to help education others on proper trash disposal and litter prevention.

23-year-old Leo Lucas was identified Monday

Marshal Service's Southern Ohio Fugitive Apprehension Strike Team served a warrant for a felonious assault at an apartment building on the 1000 block of Springmeadow Lane in Trotwood
but is facing non life-threatening injuries

It started Friday afternoon when the Montgomery County Sheriff's Office and the U.S
Marshal Service's Southern Ohio Fugitive Apprehension Strike Team served a warrant for a felonious assault
"It was an officer that was working with the task force," said Michael Black with the U.S
Marshal Service for the Southern District of Ohio
They told Dayton 24/7 Now crews when law enforcement got to the complex
Rob Streck said they were extremely concerned with the community's safety
"Bullets had entered other apartments
Those who didn’t want we just told to shelter in place and stay away from doors and windows
like I said we’ve had a lot of individuals that understood it was a dangerous situation so most individuals have left," said Streck
Sheriff Streck also said before they dealt with that individual
they locked the suspect's apartment down and checked other apartments to make sure no one was hurt

The new policy places an emphasis on transportation improvements and creating new housing

Hauck says that many messages came from outside residents
and the city is making sure they will have plenty of options when they do
Hauck also says it is their hope for new businesses to see the opportunities Trotwood has to offer and move into the area as well
Hauck highlights the now-in-development revamp of the Salem Mall as an example
“I like to call this Trotwood’s Renaissance
There’s a lot of great things happening here in the city and this is just one of those steps,” Hauck adds
Houck says their next step is to reevaluate the city’s current zoning plans
and they hope to put some of these concepts into action within the next two years

we learned the four people involved in the accident were taken to the hospital and the white vehicle was stolen

"I was actually just puling in my drive way and got out of the car and that's when they smashed
Larsen said she witnessed that accident on Snyder and Little Richmond Road happen right in front of her home
She said it's definitely not the first accident the intersection has seen
"Basically the white SUV was driving down Little Richmond the other SUV was stopped at a stop sign went to go and they smashed
they did get him but yeah that's about it," Larsen said
Larsen said the speed limit for the road is only 45 miles per hour
but some people go as fast as 80 miles per hour
In the few years she's lived on that road
she said she's never seen an accident with this much damage
I've never seen CareFlight before," Larsen said

23 in Trotwood that will help clean up and rebuild an apartment complex destroyed by the 2019 Memorial Day tornadoes
announced that up to $1 million will come from his office for the project from the Delinquent Real Estate Tax Collection Fund
What is left of the Woodland Hills apartments
which have also been called the Castlebrook apartments
have been sitting vacant ever since the tornadoes
the Windsor Company bought the property with plans to restore and rebuild it
Heck explained more about theDelinquent Real Estate Tax Collection Fund that will be helping the project come to life
"If they [property owners] just ignore or they're absentee landlords
then of course we many times have to go to court and seize money and get an award of money
part of it goes to the county treasurer," said Heck
The Montgomery County Commissioners are adding another $200,000 through Community Development Block Grants
Commissioner Debbie Lieberman said that portion will help refurbish 11 buildings still standing on the 32-acre property
Lieberman explained why this investment is needed
"As we talk about the biggest issues in our county
We know because we see the headlines week after week after week we have thousands of new jobs coming to our county
Our challenge is the housing," said Lieberman
The new complex will have around 450 units and it is expected to house between 1,100-1,300 people
Trotwood Mayor Yvette Page said it will help the surrounding communities like Clayton and Englewood as well
"All it takes is one person to go to the store
but if you have 1,100 people going to the same store [...]repeat customers
they're going to shop," said Page
Page lived in that complex at one time in her life
She reflected on how the tornadoes devastated the area
"I lived through that tornado in 2019
The City of Trotwood is a survivor," said Page
There is not an exact timetable on when the project will be completed but Heck

Ohio (WKEF) – A man connected with a deadly shooting in Trotwood appeared in court and pleaded guilty to reckless homicide charges
On Oct. 22, 2024, 18-year-old Ja’niyah Hardy was found dead as a result of a domestic incident in a Trotwood apartment located at the 5500 block of Autumn Woods Drive
Upon further investigation, officials had reason to believe Cotton tampered with evidence relating to Hardy’s death. He was charged and initially pleaded not guilty

"Those aren't new taxpayer dollars," she said
"Those are from people who have been delinquent in their taxes

They claimed that the apartment property wasn't maintained in a clean

"But I'm glad to be a part of history and also the future of continuing the work that's been (done) today and what we have to look in the future."
Montgomery County also will provide an additional $200,000 to raze the buildings and rebuild new apartments
