The project would utilize the state’s affordable housing law which requires municipalities to make at least 10% of their housing stock affordable The law also allows developers of various affordable housing projects to override local zoning laws in communities that aren’t currently meeting the affordable housing mandate This means developers can construct large apartment complexes – even if local zoning officials object to the idea – as long as they have a portion of affordable units Trumbull Planning and Zoning Commissioner Fred Garrity said at a meeting last week that the state law basically gives towns two options: “pick A and work with us or we’re going to give you B and you have no choice 5.2% of Trumbull’s housing is considered affordable meaning developers would be able to circumvent local zoning specifications if the proposed project has at least 30% affordable units Commissioner Richard Croll criticized the lawmakers behind the affordable housing law we got a lot of Communists in the state,” Croll said their communities aren’t sending the best and the brightest They end up creating a lot of convoluted laws.” Croll didn’t immediately respond to an interview request from Connecticut Public State law says communities not meeting the 10% goal must prove in court why the development shouldn’t be approved due to health or safety concerns Stephen Shapiro, the developer behind the Reservoir Avenue project said the planning and zoning commissioners took out their frustrations with the law on him “I was hoping for some positive suggestions,” Shapiro told the adding the plant closing also took away 10,000 jobs and their families he said the current administration is pushing to get those manufacturing jobs back from overseas and the skills to make vehicles still remains in the local community Moreno said he has mentioned to Foxconn that only having a couple hundred jobs in that facility is underutilizing it “This is a 6-million-square-foot facility,” Moreno said We need to make that a major manufacturer.” Moreno said his team has had discussions with other auto manufacturers about the facility Other discussions around the table focused on the importance of building affordable housing in the area and the lack of infrastructure for sewer and water to build new houses while there are 5,000 new housing starts in all of Ohio He urged the Warren may have noticed that the water in Mosquito Lake Reservoir is creeping higher than it has in past years They would be right as according to the Pittsburgh District of the U.S Army Corps of Engineers that manages the lake and surrounding bodies of water the "pool level," the water level of the lake by itself excluding nearby rivers and creeks This makes it the fourth highest level in Engineering Corps records The lake has only been higher three times: the lake sat at 7% of its maximum capacity when the lake crested and reached its peak height a Public Affairs Specialist at the Engineering Corps assures local citizens that this is actually a good sign It indicates that the lake is working as intended and preventing flooding in surrounding areas In fact had Mosquito Lake not ammunition to fight with," if it were ever to come to that According to a news release from the Trumbull County Prosecutors Office a jury has set a record for a quick verdict decision regarding an escape case of Warren was found guilty of not reporting to his parole officers since 2020 the jury deliberated for five minutes before returning with a unanimous guilty verdict The case was prosecuted by First Assistant Christopher Becker in the courtroom of Common Pleas Judge Sarah Kovoor who will schedule sentencing after Finlaw completes a background investigation Finlaw was represented by two public defenders according to the release who stated that Finlaw had been declared an absconder for non-reporting as of December in 2020 Prosecutor Dennis Watkins is quoted in the release as saying," I believe that may have set a record for Trumbull County," following the return and decision of the jury after five minutes Finlaw was placed on post-release control after serving an 18-month prison term for an OVI felony conviction in 2019 which included a one-year repeat violent offender specification.  The case originated from a drunk driving arrest of Finlaw in Trumbull County in 2018 according to the release After more than one hundred years of dedicated service the Women's Auxiliary of Trumbull Memorial Hospital has presented its final donation to Northeast Ohio Adoption Services (NOAS) A representative for NOAS tells 21 News that with the Women's Auxiliary disbanded following the closure of Trumbull Memorial Hospital it donated the remainder of its funds to various non profits that aligned with its values NOAS got 20% of that funding for a total of $42,511.32 the Women's Auxiliary was established in 1907 and played a vital role in promoting health NOAS was established in 1978 and has worked to support foster youth and families across Northeast Ohio Executive Director Cheryl Tarantino is quoted in the release saying this donation will allow NOAS to expand these supports as they care for kids that come from hard places The future of two closed hospitals in Warren remains unclear — and that’s nothing new for Trumbull County The hospitals’ previous owner went bankrupt last year and it looked like both facilities would close until a Michigan-based company acquired them and promised to keep them running Now that company, too, has laid off workers and closed the hospitals down — temporarily, the company said in March Insight Health Systems abruptly furloughed nearly 700 Trumbull County employees and closed the doors to its facilities on March 27 which has been tied up in bankruptcy court Insight executives said Steward Health Care hasn’t provided expected funds to Insight An estimated 200,000 patients are affected by the sudden closure It has meant the closure of the only behavioral health provider in the county There are concerns the county’s 911 dispatch center could be affected if Insight decides to cut power to the building Hospital officials said in an emailed statement that Insight would need to redesign the hospital’s operations independent of Steward in order to reopen Insight has not responded to several Ideastream requests about what needs to happen for that to work Trumbull County Commissioner Denny Malloy shared in an county commissioner meeting on April 4 that Insight executives told them it’s possible the hospitals might not reopen but they are working hard to avoid that outcome “The CEO's been there for five days straight sleeping in the hospital to make sure that he's staying on the ship making sure he's doing everything he can to keep that ship from sinking," Malloy said which represents registered nurses at Insight Trumbull told commissioners that the nurses there have lost faith in Insight after officials escorted staff out of the building “We're getting tired of them blaming all of their problems on Steward," he said They were supposed to make sure that they were gone They're the ones that are running this business… These people are not from here The health system would need to clear another hurdle to reopen Bankruptcy court records show a medical equipment company is currently suing Insight for failing to pay for It has a history of buying distressed hospitals in several states and has faced scrutiny over the high management fees it collects for some of the hospitals it acquires said health systems that operate like Insight have a nickname in the industry will buy up marginal hospitals and do things to make them profitable (including perform) more surgeries and then
