Print Debris catch basins in and around the Eaton fire zone filled with storm run-off debris in recent months.The dredged dirt is being dumped on county-owned property in Tujunga alarming residents.Neighbors say they are overwhelmed by truck traffic and fear the dirt may be hazardous Residents in the rugged enclave of Tujunga became suspicious in January after dirt-filled trucks began inundating their neighborhood streets dumping their loads on nearby county-owned property Their inquiries revealed that the trucks carried winter storm sediment dredged from catch basins that were quickly inundated with runoff in and around fire-scarred Altadena essential to flood control in the San Gabriel Mountains are largely located above residential areas that burned But the hauling and dumping operation has led to a dramatic fallout between county officials and Tujunga residents and is another example of a community fearful of accepting debris related to the Eaton and Palisades fires. The residents say noxious dirt is being trucked in. At least one local sneaked onto the site earlier this year to collect and later privately test the catch basin soil. The results found selenium and arsenic, according to the community. “I’m scared and I’m angry,” said Tujunga resident Karen von Gunten, who lives within about 150 yards of the county site. She no longer feels comfortable gardening for long periods of time because of a noxious odor she attributes to the site. County officials contend the soil is safe. At the same time, Tujunga locals — who relish their relative isolation living against the rugged backdrop of the San Gabriel Mountains — say they are tormented by the noise, vibrations and dust caused by the hauling trucks, which traverse along homes in this semirural area. California Almost 8,800 property owners have asked the Army Corps of Engineers to direct the cleanup of burned homes With more than 100 parcels a day being cleared It’s all anathema to Tujunga’s history and reputation as a clean air community the area began attracting people who have asthma the neighborhood still draws residents looking to escape the pollutants and noise of city life Caroline Kim Palacios said she was forced to temporarily move her 70-year-old mother out of her mother’s home next to the county site after she complained about a sore throat Her mother believes those issues are linked to the hauling operations that come through the area and the nearby wash “I’m worried about the ecosystem,” Kim Palacios said County officials acknowledged at a March meeting with Tujunga locals that they didn’t warn residents about the operation at the 17.5-acre site “I’m sorry for not handling it better,” said county engineer Laren Bunker “I think we could have been a little bit better in our communication with the community.” Although operations stopped earlier this month, hauling is likely to resume after future rainstorms, the county said. The lot, known as Zachau sediment placement site, is bounded by a tall fence and next to several homes. County Public Works spokesperson Elizabeth Vazquez said the sediment brought to Tujunga came from the West Ravine and Fern basins at the edge of a mountainous area. Some homes that burned in the hills are above the basins. Photos taken in February by Altadena residents show the basin filled with dark sludge-like debris. The debris includes “vegetative matter,” said Vazquez, who said operators scraped off the top layer and sent it to a Simi Valley landfill, with dirt and rocks going to Zachau. furious residents assailed federal officials for trucking electric vehicle batteries and other hazardous materials from Altadena to their area for processing Some ash from the undeveloped hillsides may have ended up in the basin the underground storm drain system and the landfill Vazquez also said that crews took measures to prevent burned home debris from washing off properties a spokesperson for L.A.’s Department of Transportation told The Times that the county isn’t required to clear its truck routes with the city residents living along the route described trucks rumbling past their homes The screech of truck brakes was particularly torturous Ara Khatchadourian lives at the corner of Commerce Avenue and Summitrose Street and moved to Tujunga two and a half years ago because he and his wife wanted a quiet neighborhood after living next to a high school in Glendale “It’s been a very stressful time,” Khatchadourian said. The plan to open a site to process Eaton fire debris near foothill communities has prompted swift backlash from San Gabriel Valley residents and leaders moved to Tujunga in 1987 and enjoy the owls and other wildlife that flock to their backyard she can’t always keep her windows open without an odor wafting into their home there was a strong “burnt rubber” smell that eventually diminished but is still bothersome Her husband described the odor as akin to an “old car engine.” A representative for the South Coast Air Quality Management District said the agency has received 23 complaints alleging traffic concerns odors and dust from soil related to Zachau since Jan “South Coast AQMD responded to each complaint and conducted on-site inspections on nine different days,” said spokesperson Nahal Mogharabi “Our inspectors did not detect odors in the area and did not observe any air quality violations during any of those in-person visits.” Dirt collected by a resident at the site showed selenium a trace element that can be harmful in heavy concentrations The lab results also showed arsenic in amounts higher than federal and state levels but below another common level used in California The county did its own testing of Zachau and the two storm basins and those results showed no selenium and generally the same levels of arsenic “You could take two scoops and get two different results,” said Joe Sevrean Los Angeles County Supervisor Kathryn Barger told The Times in an email that “the toxicologist reviewed the samples collected by residents and their tests indicate that the soil is clean and well within the state’s safety standards.” Los Angeles City Councilmember Monica Rodriguez has demanded that the county fix roads in Tujunga that she said were damaged by the trucks Rodriguez, whose district includes Tujunga, said in a March letter to Mark Pestrella, director of Los Angeles County Public Works, that she is “deeply concerned” about the county’s use of the site. The Tujunga community wants the county to do more testing. Residents are also bracing for the next storm and another round of trucks. One county official told residents to consider removing the speed bumps along part of the truck route, so the trucks don’t have to brake and make a screeching sound. Medrano explained that the hydrants in the area do not produce enough water flow to effectively combat large fires maybe 600 gallons per minute coming out of a hydrant," Medrano said "But when you try to operate a fire truck with a fire hose on a burning building Medrano explained that the hydrants don't offer enough water pressure "We end up trying to pull too much out of a source that can't provide," Medrano said this is why SPFD asked El Paso and Dona Ana County for help as crews on the scene were afraid that the fire could grow following first extinguishing maneuvers Medrano noted that the water system in the area is outdated and in need of an upgrade something that he believes will cost a lot of money "It's a very old neighborhood and the water utility but they haven't upgraded that area of town," Medrano said "One of our big hurdles we have to overcome is funding.. It is millions and millions and millions of dollars." Medrano wants to assure the people of Sunland Park that SPFD is aware of the water system issues and has adjusted its fire suppression procedures "We've augmented our policies so that when we go into that particular neighborhood it's all hands on deck," Medrano said "It takes a lot of training and they did a great job in extinguishing [Thursday's] fire." Weather MapsRadarSunland Park land battle: cannabis proposal stirs cross-border tensionsby Julia Spencer (KFOX14/CBS4) — A small patch of land near the New Mexico-Texas border is at the center of a growing debate in Sunland Park located just off Emory Lane and a few feet from the state line is being eyed by a local cannabis dispensary and it's raising eyebrows among nearby residents "This is not what we formerly referred to as the mom and pop head shops," said Dan Arvizu of the Sunland Park Cannabis Coalition “This is more of a business that is growing into its own.” RELATED:Sunland Park City Council to decide on cannabis dispensary proposal Arvizu was one of several voices at the meeting where concerns were raised about a potential cannabis business moving in next to the Independent Nation property it remains illegal just across the state line in Texas prompting some residents to worry about potential cross-border tensions “We don't want to be too close to Texas or poke them too much because they will bite,” said New Mexico resident Chad Lozano The piece of land in question had previously attracted controversy when it was considered for a strip club president of Heritage Group and co-owner of Independent Nation and a gentleman’s club made an offer to buy the land "We're not involved [in the current sale] They're just buying land in this area." the top bidder for the land now is a local dispensary one he claims is already the top-selling cannabis retailer in Sunland Park a representative of the Independent Nation project addressed concerns regarding delays and the nature of businesses associated with the development has faced setbacks due to issues with public utilities and a redesign of the facility "We completely redesigned it to make sure that we got it right." Residents and nearby businesses have expressed concerns about the types of establishments that may open near Independent Nation fearing it could include a strip club or dispensary "Independent Nation is an entertainment complex and it's a community center for the city The controversy also involves a piece of land near the development "We were going to sell a vacant piece of unused land to a gentleman's club.. That's our only involvement." He added that the land sale was contingent on the buyer obtaining a license Bingham assured that Independent Nation complies with all state laws and regulations "We've complied with every state law that there is.. an amazing addition to the city of Sunland Park." however there is some concern about the fallout that local communities are feeling from the debris removal.  One such community is in Sunland-Tujunga and the seemingly continuous stream of trucks that are bringing debris to the Zachau Canyon debris basin at the end of Sevenhills Drive in a local beautiful neighborhood.  “It’s the smell,” said a resident whose home butts up directly to the debris basin The smell he is talking about seems to get stronger when the winds increase He describes it as the “smell of something burning.”  The street in front of his home is cracked and broken a lot of the asphalt leading to the debris basin is cracked and broken – a condition the resident said was not the case until the trucks began arriving last month.  The trucks are coming from the Altadena/Eaton Fire area bringing debris to this basin which has caused a lot of concern for local residents and for the Sunland Tujunga Neighborhood Council (STNC) – specifically the Council’s president Lydia Grant.  She has been working on the issue of the dumping since she found out about it via social media … the first time the news of the dumping was shared.  The basin is the property of Los Angeles County and controlled by LA County Public Works Sunland-Tujunga areas are described as neighborhoods of the City of Los Angeles Not only were the residents not informed of the fire debris being dumped in their neighborhood the Los Angeles City Council representative Monica Rodriguez was not notified.  chief strategic communications with LA County Public Works confirmed there was no notification sent out from the department prior to the beginning of trucks traveling with debris from Altadena to Zachau Canyon “That’s an area that we really should have [notified],” Lee said of the Sevenhills neighborhood.  He added the department’s practice is to notify neighbors in advance of trucks arriving and subsequent dumping; however Public Works representatives went to a meeting of the Sunland-Tujunga Neighborhood Council and apologized for the lack of communication.  “As a standard practice we notify and get feedback from the community before trucks are rolling,” he said.  So the community did feel blind-sided by the activity; however Grant said the community wants to know what is being dumped in the debris basin Neighbors continue to report the intense smell see dust rising in the air when the wind blows and water that runs down the street as crews wet down the area before they leave.  The County has said it is just organic debris from the fire that is being dumped but several residents at a recent protest doubted that claim Over 150 people showed up at a gathering/protest at the Zachau Canyon site at the end of Sevenhills Drive on Tuesday to voice their concerns and try to get answers as to what is being brought into their neighborhood.  “Getting information has been really [difficult],” Grant said.  She has reached out to the County and to Rodriguez’s office once she found out about the trucks but getting the information on what is being dumped has been difficult.  “These trucks are driving past schools and the debris is blowing toward schools,” she said.  There are several schools nearby including Mt Gleason Elementary School and Verdugo Hills High School.  Grant said the best way to find out what is being brought to the area is to test the soil “The County came out and tested and we were there but they only tested one small area that was just [a few] feet from the front gate [of the basin],” Grant said.  Grant added County Public Works did not go very deep into the soil for that test.  “We were told that Public Works places a topsoil over everything before they leave so is that the test –just the topsoil?” Grant wondered Because of the lack of communication at the beginning of the dumping and the testing not appearing to be complete an anonymous group entered the debris facility and took samples in several areas Their results were quite different from the County’s.  Grant said those private tests found 42 times the acceptable amount of arsenic in the soil and over nine times more the acceptable amount in selenium “But my main concern is Valley Fever,” she said.  According to the National Library of Medicine “While coccidioidomycosis outbreaks have occurred among wild land firefighters clearing brush it remains unknown whether fires are associated with an increased incidence among the general population.”  Grant wants to make certain that is something that is looked into by the County.  There have been videos of what appear to be trucks picking up Eaton Fire debris that is not organic material but contains remnants of burned structures that is taken to the Sevenhills area and to the City of Glendale Deukmejian debris basin; were rescues and emergency medical services which can include gas leaks and house fires Fire Chief Daniel Medrano said the department has seen a spike in calls related to migrants particularly between the months of May and September Medrano says they responded to about 150 to 300 migrant-related calls throughout those two months Medrano said the department has to make financial adjustments to address the rise in calls by ensuring their equipment is ideal to prepare for any rescue or incident and training personnel One was used as a brush truck with a small pump in the back The other was a
