Residents in the rugged enclave of Tujunga became suspicious in January after dirt-filled trucks began inundating their neighborhood streets
dumping their loads on nearby county-owned property
Their inquiries revealed that the trucks carried winter storm sediment dredged from catch basins that were quickly inundated with runoff in and around fire-scarred Altadena
essential to flood control in the San Gabriel Mountains
are largely located above residential areas that burned
But the hauling and dumping operation has led to a dramatic fallout between county officials and Tujunga residents and is another example of a community fearful of accepting debris related to the Eaton and Palisades fires.
The residents say noxious dirt is being trucked in. At least one local sneaked onto the site earlier this year to collect and later privately test the catch basin soil. The results found selenium and arsenic, according to the community.
“I’m scared and I’m angry,” said Tujunga resident Karen von Gunten, who lives within about 150 yards of the county site. She no longer feels comfortable gardening for long periods of time because of a noxious odor she attributes to the site.
County officials contend the soil is safe.
At the same time, Tujunga locals — who relish their relative isolation living against the rugged backdrop of the San Gabriel Mountains — say they are tormented by the noise, vibrations and dust caused by the hauling trucks, which traverse along homes in this semirural area.

Caroline Kim Palacios said she was forced to temporarily move her 70-year-old mother
out of her mother’s home next to the county site after she complained about a sore throat
Her mother believes those issues are linked to the hauling operations
that come through the area and the nearby wash
“I’m worried about the ecosystem,” Kim Palacios said
County officials acknowledged at a March meeting with Tujunga locals that they didn’t warn residents about the operation at the 17.5-acre site
“I’m sorry for not handling it better,” said county engineer Laren Bunker
“I think we could have been a little bit better in our communication with the community.”
Although operations stopped earlier this month, hauling is likely to resume after future rainstorms, the county said.
The lot, known as Zachau sediment placement site, is bounded by a tall fence and next to several homes.
County Public Works spokesperson Elizabeth Vazquez said the sediment brought to Tujunga came from the West Ravine and Fern basins at the edge of a mountainous area. Some homes that burned in the hills are above the basins.
Photos taken in February by Altadena residents show the basin filled with dark sludge-like debris.
The debris includes “vegetative matter,” said Vazquez, who said operators scraped off the top layer and sent it to a Simi Valley landfill, with dirt and rocks going to Zachau.

Ara Khatchadourian lives at the corner of Commerce Avenue and Summitrose Street
and moved to Tujunga two and a half years ago because he and his wife wanted a quiet neighborhood after living next to a high school in Glendale
“It’s been a very stressful time,” Khatchadourian said.
The plan to open a site to process Eaton fire debris near foothill communities has prompted swift backlash from San Gabriel Valley residents and leaders
moved to Tujunga in 1987 and enjoy the owls and other wildlife that flock to their backyard
she can’t always keep her windows open without an odor wafting into their home

A representative for the South Coast Air Quality Management District said the agency has received 23 complaints alleging traffic concerns

“South Coast AQMD responded to each complaint and conducted on-site inspections on nine different days,” said spokesperson Nahal Mogharabi
“Our inspectors did not detect odors in the area and did not observe any air quality violations during any of those in-person visits.”
Dirt collected by a resident at the site showed selenium
a trace element that can be harmful in heavy concentrations
The lab results also showed arsenic in amounts higher than federal and state levels
but below another common level used in California
The county did its own testing of Zachau and the two storm basins
and those results showed no selenium and generally the same levels of arsenic
“You could take two scoops and get two different results,” said Joe Sevrean
Los Angeles County Supervisor Kathryn Barger
told The Times in an email that “the toxicologist reviewed the samples collected by residents and their tests indicate that the soil is clean and well within the state’s safety standards.”
Los Angeles City Councilmember Monica Rodriguez has demanded that the county fix roads in Tujunga that she said were damaged by the trucks
Rodriguez, whose district includes Tujunga, said in a March letter to Mark Pestrella, director of Los Angeles County Public Works, that she is “deeply concerned” about the county’s use of the site.
The Tujunga community wants the county to do more testing. Residents are also bracing for the next storm and another round of trucks.
One county official told residents to consider removing the speed bumps along part of the truck route, so the trucks don’t have to brake and make a screeching sound.

was initially scheduled for discussion at last week's Planning and Zoning Commission meeting
the meeting was postponed after several cannabis business owners

Despite ongoing efforts by CRRUA to meet state water quality standards

"They're killing us—slowly but surely."
CRRUA has been working to comply with water standards set by the New Mexico Environment Department

murky water in their homes again—including Saldana

According to the Camino Real Regional Utility Authority

At the time CRRUA said they didn't know when the water will be restored
it was eventually restored at around 4 p.m
CRRUA advised that the water might appear discolored for a few hours
CRRUA claims that despite the discoloration
but recommends people wait until it comes out clear before washing laundry
CRRUA also recommends flushing all faucets for five minutes once the water is restored

(KFOX14/CBS4) — The Sunland Park Fire Department and the troubled local water utility said they are working to upgrade hydrant systems after a house fire proved that the current system lacks water pressure and flow
KFOX14/CBS4 sat down with SPFD Fire Chief Daniel Medrano to address concerns about water supply issues during a house fire on the 200 block of Calle Diaz Street
where SPFD fire crews had to call Dona Ana Fire Rescue and El Paso fire crews for help to extinguish it

"It's been misreported that the fire hydrants were not working," Medrano said
all the hydrants in that neighborhood are brand new
They're about 12 to 18 months old."
Medrano explained that the hydrants in the area
do not produce enough water flow to effectively combat large fires
maybe 600 gallons per minute coming out of a hydrant," Medrano said
"But when you try to operate a fire truck with a fire hose on a burning building
Medrano explained that the hydrants don't offer enough water pressure
"We end up trying to pull too much out of a source that can't provide," Medrano said
this is why SPFD asked El Paso and Dona Ana County for help as crews on the scene were afraid that the fire could grow following first extinguishing maneuvers
Medrano noted that the water system in the area is outdated and in need of an upgrade
something that he believes will cost a lot of money
"It's a very old neighborhood and the water utility
but they haven't upgraded that area of town," Medrano said
"One of our big hurdles we have to overcome is funding..
It is millions and millions and millions of dollars."
Medrano wants to assure the people of Sunland Park that SPFD is aware of the water system issues and has adjusted its fire suppression procedures
"We've augmented our policies so that when we go into that particular neighborhood
it's all hands on deck," Medrano said
"It takes a lot of training and they did a great job in extinguishing [Thursday's] fire."
Medrano said efforts to upgrade the water system are ongoing
with regular communication between the fire department
and the Camino Real Regional Utility Authority (CRRUA)
"We're confident that they're gonna solve these issues in the future," Medrano said
CRRUA released a statement looking to reassure the people of Sunland Park that they are taking steps to remedy this situation
"As part of a regional improvement initiative under the Community Development Block Grant (CDBG) program
CRRUA contributed $345,000 in match funding to install new fire hydrants
and water meters throughout the Anapra subdivision; an area that previously lacked this essential infrastructure," said CRRUA Executive Director Juan Crosby
CRRUA added that while they are aware of the low water pressure
he said that at least thanks to recent improvements
fire crews at least had access to nearby hydrants
the nearest hydrant would have been on McNutt Road
potentially delaying response efforts and increasing fire damage," Crosby said
CRRUA admits that work needs to be done to improve the infrastructure
they said that they are committed to finding funding for these much-needed upgrades
"CRRUA remains fully committed to securing funds and making the long-term investments needed to strengthen the entire utility system," Crosby said

That's our only involvement." He added that the land sale was contingent on the buyer obtaining a license
Bingham assured that Independent Nation complies with all state laws and regulations
"We've complied with every state law that there is..
an amazing addition to the city of Sunland Park."
He urged the community to consider the facts and history of cannabis in the area
look at the history of cannabis in the last two years in Sunland Park and don't overreact to a group of competitors trying to stop a high selling operation."

“Is what they're planning something that the citizens of our community really could find value and benefit in?” Arvizu questioned
Adding to the tension is the land’s proximity to Texas
“We need to make sure that we reach out to both sides

While the Sunland Park City Council was initially set to vote on steps that would move the sale of the land forward at Tuesday’s meeting
officials ultimately decided to postpone the item for 60 days

Firefighters dispatched at 4:50 a.m. to 9473 N. Reverie Road had the blaze out within an hour and 40 minutes of their arrival, Los Angeles Fire Department reported.
Firefighters had difficulty reaching all areas of the fire due to the terrain. No injuries were reported.

The cleanup has been massive and involved numerous agencies working together – including Los Angeles Public Works
There is no doubt this cleanup is a Herculean task; however
there is some concern about the fallout that local communities are feeling from the debris removal.
One such community is in Sunland-Tujunga and the seemingly continuous stream of trucks that are bringing debris to the Zachau Canyon debris basin at the end of Sevenhills Drive in a local beautiful neighborhood.
“It’s the smell,” said a resident whose home butts up directly to the debris basin
The smell he is talking about seems to get stronger when the winds increase
He describes it as the “smell of something burning.”
The street in front of his home is cracked and broken
a lot of the asphalt leading to the debris basin is cracked and broken – a condition the resident said was not the case until the trucks began arriving last month.
The trucks are coming from the Altadena/Eaton Fire area bringing debris to this basin
which has caused a lot of concern for local residents and for the Sunland Tujunga Neighborhood Council (STNC) – specifically the Council’s president Lydia Grant.
She has been working on the issue of the dumping since she found out about it via social media … the first time the news of the dumping was shared.
The basin is the property of Los Angeles County and controlled by LA County Public Works
Sunland-Tujunga areas are described as neighborhoods of the City of Los Angeles
Not only were the residents not informed of the fire debris being dumped in their neighborhood
the Los Angeles City Council representative Monica Rodriguez was not notified.

confirmed there was no notification sent out from the department prior to the beginning of trucks traveling with debris from Altadena to Zachau Canyon
“That’s an area that we really should have [notified],” Lee said of the Sevenhills neighborhood.
He added the department’s practice is to notify neighbors
in advance of trucks arriving and subsequent dumping; however
Public Works representatives went to a meeting of the Sunland-Tujunga Neighborhood Council and apologized for the lack of communication.
“As a standard practice we notify and get feedback from the community before trucks are rolling,” he said.
So the community did feel blind-sided by the activity; however
Grant said the community wants to know what is being dumped in the debris basin
Neighbors continue to report the intense smell
see dust rising in the air when the wind blows and water that runs down the street as crews wet down the area before they leave.
The County has said it is just organic debris from the fire that is being dumped but several residents at a recent protest doubted that claim
Over 150 people showed up at a gathering/protest at the Zachau Canyon site at the end of Sevenhills Drive on Tuesday to voice their concerns and try to get answers as to what is being brought into their neighborhood.
“Getting information has been really [difficult],” Grant said.
She has reached out to the County and to Rodriguez’s office once she found out about the trucks but getting the information on what is being dumped has been difficult.
“These trucks are driving past schools and the debris is blowing toward schools,” she said.
There are several schools nearby including Mt
Gleason Elementary School and Verdugo Hills High School.
Grant said the best way to find out what is being brought to the area is to test the soil
“The County came out and tested and we were there but they only tested one small area that was just [a few] feet from the front gate [of the basin],” Grant said.
Grant added County Public Works did not go very deep into the soil for that test.
“We were told that Public Works places a topsoil over everything before they leave so is that the test –just the topsoil?” Grant wondered
Because of the lack of communication at the beginning of the dumping and the testing not appearing to be complete an anonymous group entered the debris facility and took samples in several areas
Their results were quite different from the County’s.
Grant said those private tests found 42 times the acceptable amount of arsenic in the soil and over nine times more the acceptable amount in selenium
“But my main concern is Valley Fever,” she said.
According to the National Library of Medicine
“While coccidioidomycosis outbreaks have occurred among wild land firefighters clearing brush
it remains unknown whether fires are associated with an increased incidence among the general population.”
Grant wants to make certain that is something that is looked into by the County.
There have been videos of what appear to be trucks picking up Eaton Fire debris that is not organic material but contains remnants of burned structures that is taken to the Sevenhills area and to the City of Glendale Deukmejian debris basin; however
Lee said that is not what Public Works is doing.
“I can state unequivocally that Phase II debris is not going to Zachau Sediment Placement Site,” Lee said.
Phase II debris includes items such as chimneys
Lee said those types of toxic debris is taken to other facilities and not to Glendale or Tujunga.
STNC and Grant want testing they can witness
They want to be able to conduct independent testing in conjunction with Public Works testing.
Councilwoman Rodriguez has also made a request for more information
specifically about the infrastructure on the roads concerning the trucks.
Helen Chavez Garcia is a spokesperson with the office of LA County Supervisor Kathryn Barger
“Kathryn Barger’s expectations with operations like this with debris sediment [removal] is that the community is informed,” said Chavez Garcia
Expediting the debris removal is her top priority but she wants to make sure the greater community stays informed what is happening
She has asked Public Works for a community outreach plan
Lee said he would be contacting the STNC to discuss testing.

The City of Glendale is aware of the truck activity and sediment hauling at the Dunsmuir Sediment Placement Site/Deukmejian debris basin
Los Angeles County did distribute door hangers in neighborhoods near the debris basin
There is also an informational sheet concerning the truck activity

The material being transported includes sediment—specifically dirt
and mud — that has accumulated in debris basin due to severe erosion caused by recent wildfires and winter storms
These operations are necessary to maintain basin capacity and reduce flood risks during future weather events
The debris behind this dam is before the impacted residential and commercial burn areas and does not contain the hazardous materials
The site is strictly receiving natural sediment as part of routine storm season maintenance
with limited weekend activity only when critical for flood control
Residents may experience increased truck traffic and periodic parking restrictions posted 48 hours in advance to ensure safety
LA County Public Works has committed to overseeing the work for safety
While this operation is not managed or initiated by the City of Glendale
we are actively engaged in oversight due to its proximity to our neighborhoods and public spaces
Coordination with County: Our staff is in contact with LA County Public Works and the Flood Control District
We have elevated your concerns and are requesting full transparency regarding the material and operations
We would like to assure you that we are monitoring this situation closely
Even though this operation is conducted under County authority
we are committed to ensuring Glendale residents are informed

(KFOX14/CBS4) — A new dino-rific attraction is hoping to launch in the borderland
promising the community an educational and entertaining experience centering around dinosaurs
is being spearheaded by the group Moms On Board in collaboration with the city of Sunland Park
The inspiration for the project comes from the natural dinosaur tracks located at the base of Mount Cristo Rey
"We actually have natural dinosaur tracks here in our border region," said Adrianne Moody
"You could go there today with your kids
and you could see the fossils that are actually there."
The Dino Dig will feature educational plaques and allow children to dig for replicas of the fossils found in Sunland Park
Moody explained that the next step in the project is to finalize an agreement with the city of Sunland Park and outline responsibilities and contributions from both parties

the Frontera Road project and a possible strip club being built in Sunland Park
Kennedy explained to the residents of the City of Sunland Park
that the Planning and Zoning Commission is set to hear a permit application for the possible construction of a Buck's Cabaret at 3801 Emory Road
near a Walmart and the State Line Restaurant
The City of Sunland Park Planning and Zoning Commission was set to hear permit requests back in September however
Kennedy told residents he contacted New Mexico state officials who told him they would look into the proposal
If approved the cabaret would not be near a New Mexico residential neighborhood but close to a Texas residential neighborhood
“I think that it's wrong if you say because there is a state line there that we're going to build a topless bar and a drive-thru dispensary
virtually close enough to a residential property
Kennedy encouraged residents to attend the upcoming meeting if they want to oppose the project

Attempts to contact the cemetery and its new owner
"They didn't reach out to anyone
The fact that we had to find out on social media I think it was probably the worst part," Anastasia Varkonyi said
Varkonyi and her other sister Isabella arrived at the cemetery to remove a cross they built and painted with their father to leave at their sister's gravesite
"We wanted something a little more personal for her
So I spent a really hard and long time working on this cross and I painted it by hand
And it was just like a fear of not knowing if that was still there...It's almost like a desecration of her grave because we've put time in the things that we've put out for her and the things that we did for my little sister," shared Varkonyi
Families would also spend time during the holiday season to decorate the gravesites of their loved ones and commemorate the memory of those they lost
so like the holidays are always a really difficult time for us
So just to have to come out here and deal with this and like just like no notice
It's hard to not take it as a personal attack," shared Varkonyi
"People come here to visit their loved ones
They want to bring life to a place where it's already hard to breathe
And for a lot of people to come and realize that their stuff is gone
It's heart-wrenching," shared Padille

Families are now left to either remove their gifts or face the loss of sentimental items
Gonzalez explained why they chose the cemetery
"We chose the cemetery because they gave us the option to decorate her area...I just wish the new owners could give us a heads-up if they wanted the cemetery to be clean
"This is a business for living people
And they have to recognize that there's empathy and ethics in all this."
KFOX14/CBS4 attempted to contact the cemetery's new owner
Service Corporation International (SCI) out of Houston
however after many attempts no one answered the phone
KFOX14/CBS4 then contacted the San Jose Funeral Home which is associated with Memorial Pines Cemetery and a manager confirmed that the cemetery is under new ownership
KFOX14/CBS4 also contacted the New Mexico Board of Funeral Services to get information about who exactly the new owner is and what the rules and regulations of the cemetery are

Judge Richard Jacquez sentenced Tony Gomez on Friday after he pleaded guilty
Eric Lopez the Sunland Park police chief voiced his frustration and disappointment on what he called a "lenient" sentence in a press release
the sentence should have been anywhere from five to 15 years
The statement of facts for Gomez indicated that he shot at the officer multiple times
was struck multiple times in the front and driver's side
Authorities had responded to a domestic dispute at 5817 Megan Street Saturday morning
Gomez's wife told New Mexico State Police Gomez had placed her up against a corner in their bedroom while their children were home
She said Gomez struck her in the thigh and hand with the "muzzle of a rifle."

She said Gomez grabbed a bullet-proof vest and military-grade helmet and left the room
She said she called 911 while Gomez was outside shooting the rifle multiple times

They said a SPPD officer arrived on the scene and was shot by Gomez
A person who lives in the neighborhood said he saw when the suspect was shooting at the officer
Gomez surrendered was handcuffed and taken into custody
Authorities searched the home and found that a dining table had been placed on its side by a window
which authorities believe was used as a barricade
The vest with multiple rifle magazines on it
handgun and helmet were found inside the home
Authorities also found a military spec magazine carrier and multiple rifle ammunitions throughout the house

Much to residents’ chagrin, the area was featured in a TikTok post, celebrating a “beautiful river” area for families to picnic and showing children in brightly colored floaters playing in the water. Although it warned that visitors who illegally park will be ticketed, it erroneously said the area was part of the Angeles National Forest.

It’s not even part of the national forest,” Shaafsma said
“There’s no place for people to put their trash when they’re done picnicking so it builds up.”
To reach the stream, visitors enter Oro Vista Avenue off Big Tujunga Canyon Road which soon turns into a private street

Los Angeles Department of Public Works said maintenance of the area and water rights fall under city jurisdiction
The area is a mix of city and privately owned parcels
Riverwood residents, mostly retirees, last year captured footage from 4th of July showing multiple cars blocking the entirety of Oro Vista Avenue. This year, police patrolled the road, generally keeping cars on Big Tujunga Canyon Road, a longer walk to the wash.
Rodriguez said enforcement is challenging.

“My office continues to work to resolve concerns surrounding the recreational use of Tujunga Wash
which is challenging to regulate due to combinations of private and public land ownership,” she said in an emailed statement
“We continue to seek everyone’s cooperation and encourage families to seek relief from the heat by taking advantage of the other safe recreational options in the immediate area
Riverwood residents, who were behind a 2015 effort to remove a growing homeless encampment from the area
have tried to address the issues on their own
asking people to clean up after themselves
They’ve spray-painted rocks with “pick up your trash.”
“Some people put their trash in bags and leave them in a big pile
spreading trash everywhere on the road,” Schaafsma said
It’s a beautiful spot and it’s just tragic that people are treating it so poorly.”

The Bureau of Sanitation also stepped in and was scheduled to clean the area on a bi-weekly basis
But Schaafsma and others say it’s not enough
“My wife just phones 311 whenever it builds up down there,” he said
And Rodriguez visited the wash July 8 as officers issued tickets to cars parked illegally on the private road
Tom Luduvico is one of many residents of Riverwood Ranch
who are affected by illegally parked cars and piles of trash and debris left behind by visitors
“We’re just asking for access,” said Riverwood Ranch resident Tom Ludovico
who has lived in the area for more than 20 years
“We were OK when they were parking illegally and we could get through,” Ludovico said
“What we should have done is call any time we saw any infraction
because now it’s just gotten to the point where it’s so large
Crowds can range between 200 to 300 people during summer holidays
Senior Lead Officer Wilcer Godoy of the Sunland-Tujunga area said all city entities should help solve the problem
“If all the entities would simply do their job
it could be resolved almost 100%,” Godoy said
Ludovico understands that police are stretched thin
“but parking enforcement won’t go down unless the police are there.”
Leaders of the homeowners group met with Godoy and a representative from Rodriguez’s office last week to discuss the future of Oro Vista Avenue
The city is planning to put K-rails — temporary concrete barriers — and import boulders to discourage off-road parking. LADOT officers will ticket illegally parked cars on the city’s portion of the road
Free trash bags are available to visitors of the Tujunga Wash
but are often filled by visitors and then left there
where they are later torn apart by animals
A San Fernando Valley mother visited the wash for the first time Wednesday with her son
who played at the edge of the water as she lounged in the stream

Some of us can’t pay the electricity bill,” she said
“Children are on vacation and there are parents who [can’t] afford to take them anywhere because there’s no money.”
Ludovico says he isn’t trying to stop people from using the wash
but insists the road be passable and roadblocks stopped
the residents wouldn’t feel bothered,” Ortiz said
This area has restrooms, paved parking and access to Big Tujunga Creek for fishing and water play.
“It would be bad if they closed it off, but the residents have their reasons,” Ortiz said.

(KFOX14/CBS4) — The Sunland Park Fire Department has reported a significant increase in emergency calls over the past four years
the department says it received 2,804 calls
More than half the calls were rescues and emergency medical services
which can include gas leaks and house fires
Fire Chief Daniel Medrano said the department has seen a spike in calls related to migrants
particularly between the months of May and September
Medrano says they responded to about 150 to 300 migrant-related calls throughout those two months
Medrano said the department has to make financial adjustments to address the rise in calls by ensuring their equipment is ideal to prepare for any rescue or incident and training personnel
One was used as a brush truck with a small pump in the back
The other was a small Polaris used mostly for parades and pilgrimages
When we started seeing the spike in migrant calls
we had to put patient transport systems on those vehicles
all out of our own budget," Medrano said
the department addressed the issue by training personnel and outfitting them with proper rescue equipment
The department is also preparing for the city's growth said Medrano
The department is in the planning stages of building station number three and is discussing the possibility of station four
the department is expecting to receive its first ladder truck by mid-2026
the department has doubled its crew and now has a fully staffed team of 28 personnel
Medrano noted that this number might change as the city continues to develop
"This is mainly based on the city's growth," Medrano said

(KFOX14/CBS4) — Residents living near Sunland Park are voicing their concern about a potential new strip club opening up near a residential area
The location proposed is on Sunland Park Drive and Emory Lane
which is across from Walmart and next to the State Line restaurant
The potential strip club would be right on the border between the two states of Texas and New Mexico
It would also be within close proximity of Sunland Park's new entertainment venue
The entertainment venue is being advertised as a family-friendly venue for festivals

residents believe it would be too much of a danger to welcome a potential strip club in the same area
So I don't think it's fair actually to put it in that place where they're putting it at," saidVivian Fuller
"A strip club could significantly impact our town's family
friendly atmosphere," said Arlean Murillo another Sunland Park resident
"I think it can be very harmful to the community," Waynelyn Segotta said an El Paso Resident
Residents attended Sunland Park's Planning and Zoning Commission meeting Wednesday afternoon to voice their opinions to council members
"Introducing an establishment that attracts late-night crowds can lead to increased crime
especially when our local police department is already facing staffing challenges," said Olga Estrada
"It's upsetting because I think the committee has a lot of other issues besides bringing in businesses like that," said Fuller
the agenda item meant to discuss the zoning of Buck's strip club was removed from the agenda due to an incomplete application

the application wasn't complete," said one city official publicly
The item and discussion were then moved to a future meeting dated January 22
“Everybody was prepared and you know came to speak on that item
I just hope that the city and whoever is doing the agenda will notify the community with time so we can all come and you know support," saidFuller
“By that time it will give us time to get a group of people together
More than we had because we had such short notice," said Segotta
Once the discussion is brought up again and Sunland Park's planning and zoning commission makes a decision
