energizing formerly marginal space a block west of the 30th Street regional rail station

will help bridge the gap between the University City core and the rapidly developing area to the north
as well as long-established neighborhoods situated further north

Local grocery stores such as Schnucks, Dierbergs, Straubs, and Whole Foods also carry par-baked bagels that are finished in store, while several lines of pre-baked and frozen bagels are available as well.

Case Update: Homicide Investigation in the University City Division

CHARLOTTE, NC – An innocent bystander got shot, according to Charlotte-Mecklenburg Police, during a street takeover in University City late Saturday night.
It happened around the same time a wrecker company driver encountered a crowd of hundreds in the street.
Video shared exclusively with WCCB shows cars doing donuts at University City Boulevard near Neal Road and you see people hanging out the windows of the green sedan wave at the dash camera.
CMPD says approximately 400 vehicles and participants started fires, shot fireworks, lit flares and performed stunts around the fires on streets and in parking areas located around Charlotte.
According to a post on X, while officers were dispersing a group from University City Boulevard, it moved to University City Boulevard and Neal Road to start a new intersection takeover.
As it got underway, multiple shots were fired and a driver, who was not involved in the street takeover, was shot in the hip/abdomen.
Throughout the course of the weekend, CMPD made two arrests, issued 18 citations, seized five vehicles and recovered one stolen vehicle.
Cortavian Winston, 21, is charged with participating in a street takeover, flee to elude and resist/delay/obstruct.
Ki’Juan Thompson, 23, is charged with participating in a street takeover, flee to elude, resist/delay/obstruct and hit and run.
CHARLOTTE, NC – New video shared exclusively with WCCB shows a Street Takeover early Sunday morning. The video shows cars doing donuts at University City Boulevard near Neal Road and you see people hanging out the windows of the green sedan wave at the dash camera.
A man in a gray hoodie and green pants has what appears to be a rifle in his hand. The crowd surrounds the tow truck and a man in brown has his hand tucked inside his jacket appearing to hold a gun.
The driver eventually makes his way through the crowd. On his way through the group, a different man appears to point a gun with a laser attached toward the driver.
The wrecker company did not want to be identified but they commended the driver for keeping his composure while he and his vehicle were attacked. They say the driver had a gun for protection. The company says at one point the crowd climbed on the truck and even tried to get inside the passenger door.
At the corner of University City and Neal you can still see the tire tracks in the middle of the intersection. The wrecker company hopes some of the people in the video will be held responsible.
CMPD did not answer inquiries about the incident as of Tuesday night. We are told the video has been shared with police. Data from CMPD says that pop-up street takeovers are down 88% from 2023 to 2024.

A power outage in University City that created issues for travelers at Philadelphia’s 30th Street Station early Tuesday morning was mostly resolved by 7:30 a.m.
but at least seven customers — including a mix of retail
and an apartment complex — continued experiencing service disruptions into early afternoon
The outage began along Market Street when underground cables overheated around 4:30 a.m.
The issue led to a power outage initially affecting about 500 customers in and around University City
which is currently operating on a backup generator
Elevators and escalators at the station are “out of service until further notice,” according to SEPTA
Trains are still running and no delays have been reported out of the station
but the agency is encouraging passengers with disabilities to travel to Suburban Station for bus service
Peco crews are on the scene and working to isolate the outage area and restore power
only seven customers in the University City area remained powerless
Peco has crews on site making repairs and is in communication with building owners
though it has no timeline for when power will be restored to remaining customers
The utility company has not ruled out the possibility of bringing in generators to power the remaining buildings
Traffic lights are still dark along Market Street between 31st Streets and 34th Streets
according to TV reports and social media posts

The new garage, designed and engineered by Pennoni and THA Consulting and trimmed in an ornate white lace mesh
increases the on-campus parking capacity to 1,483 spaces and add retails space along Powelton Avenue
The structure had a certain Midcentury Modern aesthetic appeal, fashioned in brick and concrete in a distinctly Brutalist manner. Ultimately, however, the building held minimal aesthetic value, and offered nothing to the pedestrian. Since that time, the structure’s function has been taken over by a new garage
which both accommodates several times more cars
and offers a public plaza and ground-level commercial space
we are excited to see new development that will inevitably rise at this prime location in place of the demolished structure
bonuses and/or tax exceptions to large corporation builds like this one to incentivize then to construct underground garages
Underground garages obviously present significantly more engineering challenges and may be completely prohibitively expensive even with tax incentives unless in prime real estate
When are City Council and the Mayor going 🤔 to get some more affordable housing on the neighborhoods they are 😢 tearing down
auto parking garage on a significant thoroughfare is a good thing
auto parking garage across the street from multiple family homes is a travesty
Check out Google Maps August 2024 for a view of narrow Sloan St.
on one side family housing and on the other a massive hostile garage wall just a few feet from the street
there are street trees and a narrow strip of turf
but Penn-Presby’s garage is an affront
Although the Powelton Avenue side is set back from the street with a wide sidewalk
Brick and mortar retail is suffering from e-commerce
Structured parking retail is notoriously difficult to lease
is lined by pedestrian unfriendly activity
including a large surface parking lot across the street and a fenced off dumpster area just east between Baker’s Bay Guard House and Wright/Saunders Building
If anyone is going to frequent the new retail
there’s plenty of garage parking on site
Penn-Presby elected to preserve a couple dozen surface parking spots on Filbert St
I guess 1,482 spots wasn’t enough — now there’s 1,506
bordered by street (Filbert and Sloan) on two sides
and the new nine-story garage on the other
Cars and their exhaust do not create wellness
especially for those with respiratory illness
There are a few fixed-in-place plaza benches and immature trees
water access or much of anything that would attract Homo sapiens
There’s no opportunity for people to face one another or to gather in a group
Jefferson University’s recently developed 12th and Chestnut’s plaza is much better designed
What will Jefferson build on site now that the parking garage has been torn down
but it looks like there aren’t any current plans to use the emptied lot though they could be announced soon if they’re planning on something

Those who live right next to this sinkhole say it's been a problem for a year, almost to the day.
“I actually moved in, I wanna say maybe one or two days before it first opened up about a year ago. Just kind of surprised that it's, you know, still an issue for this long,” said Colin Grubensky, a University City resident.
Grubensky’s nextdoor neighbor has been a sinkhole ever since he moved in.
The walking path next to it is closed, as water fills the widening ditch.
“Know a lot of people use these paths for biking and walking, so you know there's always a risk that somebody just doesn't notice it. It's full of water now which is new, and kind of gross,” said Grubensky.
The sinkhole formed in March of 2024 and was placed on the emergency project list for repairs after being evaluated in April.
“There was a fence, kind of a like, an initial fence put up, and then another fence put up later, and you can see that fence now is kind of mostly falling into it,” said Grubensky.
The City of San Diego said this sinkhole is the result of deteriorating metal pipes under the ground that need to be replaced.
One of the residents we spoke to said the drain is completely blocked off after this latest storm.
They were told it would take 2 million dollars to fix.
I reached out to the city to confirm -- and they referred me to their original statement, saying repairs were supposed to begin this week, and were delayed by the rain.
“If we're just gonna let it continue to expand like obviously eventually houses are gonna come into come into play as well,” said Grubensky.
The city says permanent repairs will begin after the rain passes and on-site conditions permit.

The Philadelphia Housing Authority purchased two student housing buildings in University City last week
with plans to convert them to affordable housing this summer
The acquisitions are part of a larger strategy by the federally backed agency
PHA plans to acquire 2,000 units of private-sector housing
with an emphasis on areas with low crime rates and access to quality education
“We’re looking for properties in communities that have long denied PHA residents,” said Kelvin Jeremiah
“I subscribe to an approach that in any city there shouldn’t be anyplace where people of lesser means shouldn’t reside.”
The two buildings purchased last week are the 40-unit “Legacy at Powell” at 3608 Spring Garden St.
and the 44-unit University City Flats at 4030 Baring St.
When the buildings’ current leases expire in June
they will be refilled with tenants using the Housing Choice Voucher Program
The University City Flats will see its four-bedroom
roommate-oriented units divided into more family-friendly layouts
This strategy of acquiring privately held buildings is cheaper than building new and can get tenants into housing more quickly
PHA estimates the cost at 45% of a new build of similar size
“Here we can acquire a move-in-ready property and make it available to residents in three to four months,” said Jeremiah
“It would take at least 18 months [to build new]
not including the preconstruction regulatory stuff
and the labor cost that’s a significant cost driver in Philadelphia.”
Both of the University City buildings were owned by David Blumenfeld of Cross Properties, who earlier this month also sold PHA the 233-unit apartment complex known as the Dane in Wynnefield for $51 million
PHA has seen more private-sector landlords court Section 8 voucher holders for this reason
I’m getting a request or two to consider purchasing this or that property,” Jeremiah said
the high interest rates are creating tensions for private market owners who are having to hold on to assets.”
Jeremiah says PHA plans to spend $200 million to $500 million on such acquisitions in the coming months
The housing authority’s plan comes in the midst of concerns that thousands of currently affordable homes could be lost, as the subsidies supporting them expire
Many federal affordability programs are not permanent
but offer protections only for set periods of time

Jeremiah says PHA will be keeping an eye out for opportunities to buy currently affordable housing

who has made housing affordability one of her principal legislative goals
Local housing experts hailed PHA’s acquisitions as a good way to boost the city’s much-needed affordable housing supply
But some fretted about the authority taking on new properties as many of its older buildings suffer from the long-term retrenchment of federal resources for affordable housing
“Most housing authorities have a ton of deferred maintenance on their existing buildings,” said Akira Drake Rodriguez
professor of planning at University of Pennsylvania
and making formerly privately held housing public
As of fiscal year 2024, PHA had a $3.8 billion gap in unfunded capital and redevelopment needs
Jeremiah said that PHA would have more to report on its reinvestment strategy in the agency’s existing portfolio soon and emphasized that they have been chipping away at the backlog
He said PHA has a three-pronged strategy of acquisition
“We are not abandoning our existing housing stock,” Jeremiah said
but also our existing housing portfolio is insufficient to meet the incredible demands that exist in the city.”

Saint Joseph’s University (SJU) is selling multiple properties on and near its University City campus (formerly University of the Sciences)
after an unsuccessful bid to find a single buyer for the entire campus
Earlier this month, SJU put up for sale five properties, including the off-campus student housing building, Osol Hall, located at 510 S. 42nd Street. It has now added seven more campus buildings to this list, according to Philadelphia Business Journal

SJU’s University City campus is located along Woodland Avenue between 42nd and 45th Streets. To see where the individual properties are located, check out this map
SJU acquired USciences in 2022 for its myriad science- and health-related programs
Most of those programs have since moved to the university’s City Avenue (Hawk Hill) campus
SJU began courting potential buyers for the Usciences campus buildings and land
but many others remain operational and the campus is still open overall
While putting these properties up for sale individually, SJU is still continuing to search for a single buyer for the campus. SJU revealed their plans to local community groups in late 2023
but began soliciting bids on the property soon after they acquired it from USciences in 2022
A community-based advisory committee was created in 2023
tasked with brainstorming ideas for the campus and nearby buildings owned by SJU
Proposals included another university buying and occupying the space
a residential neighborhood complete with a commercial corridor
Some of these projects would require zoning changes and involve community zoning meetings
It is not clear how this process will go now since a single buyer/new developer for the campus wasn’t found
is owned by the city and is not part of the sale
Joe’s lease of that building expires in 2029

A 24-year-old man died and six others were injured Sunday morning after a shooting on the campus of Elizabeth City State University
and three of them were students at the university
Their injuries are not considered life threatening
The school said the person killed was not a student
I have been in touch with ECSU Chancellor Edmonds and Police Chief Cuthbertson following the tragic shooting to offer my support and condolences
My heart goes out to the family and friends of the person who was killed
and Anna and I are praying for the other victims
The shooting occurred in the center of Elizabeth City State University's campus following Yard Fest

A $2.4 million West University Place project includes updating water lines from the Milton Street water plant to Mercer Street

CHARLOTTE (QUEEN CITY NEWS) — A Mecklenburg County jury convicted a man of first-degree murder and sentenced him to life in prison for the shooting death of a 22-year-old in 2019
Javier Perez-Concepcion was found guilty of first-degree murder and possession of a firearm by a convicted felon for the death of 22-year-old Donqwavias Davis
Judge Archie sentenced Perez-Concepcion to life in prison without the possibility of parole for the first-degree murder charge and 12 to 24 months in prison for the possession of a firearm by a convicted felon charge
That sentence will run consecutive to the life sentence
when Davis and Perez-Concepcion came upon each other in the pool area of the University Village apartments
Police said the two argued at the pool briefly and Perez-Concepcion left the area and came back about 17 minutes later with a .45 caliber handgun and an acquaintance who had a 9 mm gun
The two were accused of corning Davis on the patio of the pool
Authorities said Perez-Concepcion’s acquaintance had placed his gun on a nearby pool table and he and Davis got into a brief physical fight
Police said Davis then grabbed the gun off the table
Perez-Concepcion drove away from the scene following the shooting and Davis was rushed to the hospital where he died from his injuries
CMPD detectives were able to find four .45 caliber discharged cartridge casings at the crime scene
Perez-Concepcion was identified as the suspect and he was taken into custody several days later on May 4
The .45 caliber handgun was found inside the home by CMPD detectives
Laboratory tests showed that the gun matched the discharged cartridge casings from the crime scene

Del Pietro says demo will commence next week and to expect a six-month buildout

The new restaurant’s menu will evolve throughout the day, starting at 7 a.m. with coffee and Italian pastries. The coffee will be sourced from Dubuque Coffee
while the pastries—both sweet and savory—will be made by Del Pietro’s mother
who will be three months into her “retirement” from the restaurant business by the time the new location opens
“She’s transitioning from long hours in the dining room to a shorter commute and spending a couple of hours doing something she truly enjoys,” Del Pietro says

independently owned neighborhood coffee spots,” he adds
“and that concept fits well with everything else we’re planning.”
Lunch service will run from roughly 10 a.m.–4 p.m
and feature a selection of salads and Italian sandwiches
The menu will range from classic choices to more esoteric options
incorporating ingredients such as mortadella spreads
The signature lunch item will likely be rectangular slices of Roman-style pizza
though Del Pietro describes it as more of a hybrid
