It happened around the same time a wrecker company driver encountered a crowd of hundreds in the street. Video shared exclusively with WCCB shows cars doing donuts at University City Boulevard near Neal Road and you see people hanging out the windows of the green sedan wave at the dash camera. CMPD says approximately 400 vehicles and participants started fires, shot fireworks, lit flares and performed stunts around the fires on streets and in parking areas located around Charlotte. According to a post on X, while officers were dispersing a group from University City Boulevard, it moved to University City Boulevard and Neal Road to start a new intersection takeover. As it got underway, multiple shots were fired and a driver, who was not involved in the street takeover, was shot in the hip/abdomen. Throughout the course of the weekend, CMPD made two arrests, issued 18 citations, seized five vehicles and recovered one stolen vehicle. Cortavian Winston, 21, is charged with participating in a street takeover, flee to elude and resist/delay/obstruct. CHARLOTTE, NC – New video shared exclusively with WCCB shows a Street Takeover early Sunday morning. The video shows cars doing donuts at University City Boulevard near Neal Road and you see people hanging out the windows of the green sedan wave at the dash camera. A man in a gray hoodie and green pants has what appears to be a rifle in his hand. The crowd surrounds the tow truck and a man in brown has his hand tucked inside his jacket appearing to hold a gun. The driver eventually makes his way through the crowd. On his way through the group, a different man appears to point a gun with a laser attached toward the driver. The wrecker company did not want to be identified but they commended the driver for keeping his composure while he and his vehicle were attacked. They say the driver had a gun for protection. The company says at one point the crowd climbed on the truck and even tried to get inside the passenger door. At the corner of University City and Neal you can still see the tire tracks in the middle of the intersection. The wrecker company hopes some of the people in the video will be held responsible. CMPD did not answer inquiries about the incident as of Tuesday night. We are told the video has been shared with police. City that created issues for travelers at Philadelphia’s 30th Street Station early Tuesday morning was mostly resolved by 7:30 a.m. but at least seven customers — including a mix of retail and an apartment complex — continued experiencing service disruptions into early afternoon The outage began along Market Street when underground cables overheated around 4:30 a.m. The issue led to a power outage initially affecting about 500 customers in and around University City which is currently operating on a backup generator Elevators and escalators at the station are “out of service until further notice,” according to SEPTA Trains are still running and no delays have been reported out of the station but the agency is encouraging passengers with disabilities to travel to Suburban Station for bus service Peco crews are on the scene and working to isolate the outage area and restore power only seven customers in the University City area remained powerless Peco has crews on site making repairs and is in communication with building owners though it has no timeline for when power will be restored to remaining customers The utility company has not ruled out the possibility of Those who live right next to this sinkhole say it's been a problem for a year, almost to the day. “I actually moved in, I wanna say maybe one or two days before it first opened up about a year ago. Just kind of surprised that it's, you know, still an issue for this long,” said Colin Grubensky, a University City resident. Grubensky’s nextdoor neighbor has been a sinkhole ever since he moved in. The walking path next to it is closed, as water fills the widening ditch. “Know a lot of people use these paths for biking and walking, so you know there's always a risk that somebody just doesn't notice it. It's full of water now which is new, and kind of gross,” said Grubensky. The sinkhole formed in March of 2024 and was placed on the emergency project list for repairs after being evaluated in April. “There was a fence, kind of a like, an initial fence put up, and then another fence put up later, and you can see that fence now is kind of mostly falling into it,” said Grubensky. The City of San Diego said this sinkhole is the result of deteriorating metal pipes under the ground that need to be replaced. strategy of acquiring privately held buildings for conversion The Philadelphia Housing Authority purchased two student housing buildings in University City last week with plans to convert them to affordable housing this summer The acquisitions are part of a larger strategy by the federally backed agency PHA plans to acquire 2,000 units of private-sector housing with an emphasis on areas with low crime rates and access to quality education “We’re looking for properties in communities that have long denied PHA residents,” said Kelvin Jeremiah “I subscribe to an approach that in any city there shouldn’t be anyplace where people of lesser means shouldn’t reside.” The two buildings purchased last week are the 40-unit “Legacy at Powell” at 3608 Spring Garden St. and the 44-unit University City Flats at 4030 Baring St. When the buildings’ current leases expire in June they will be refilled with tenants using the Housing Choice Voucher Program The University City Flats will see its four-bedroom roommate-oriented units divided into more family-friendly layouts This strategy of acquiring privately held buildings is cheaper than building new and can get tenants into housing more quickly PHA estimates the cost at 45% of a new build of similar size “Here we can acquire a move-in-ready property and make it available to residents in three to four months,” said Jeremiah “It would take at least 18 months [to build new] not including the preconstruction regulatory stuff and the labor cost that’s a significant cost driver in Philadelphia.” Both of the University City buildings were owned by David Blumenfeld of Cross Properties, who earlier this month also sold PHA the 233-unit apartment complex known as the Dane in Wynnefield for $51 million PHA has seen more private-sector landlords court Section 8 voucher holders for this reason I’m getting a request or two to consider purchasing this or that property,” Jeremiah said the high interest rates are creating game in town in terms of acquisitions to keep units affordable in very desirable areas,” said Gauthier who has made housing affordability one of her principal legislative goals Local housing experts hailed PHA’s acquisitions as a good way to boost the city’s much-needed affordable housing supply But some fretted about the authority taking on new properties as many of its older buildings suffer from the long-term retrenchment of federal resources for affordable housing “Most housing authorities have a ton of deferred maintenance on their existing buildings,” said Akira Drake Rodriguez professor of planning at University of Pennsylvania and making formerly privately held housing public As of fiscal year 2024, PHA had a $3.8 billion gap in unfunded capital and redevelopment needs three-pronged strategy of acquisition “We are not abandoning our existing housing stock,” Jeremiah said but also our existing housing portfolio is insufficient to meet the incredible demands that Saint Joseph’s University (SJU) is selling multiple properties on and near its University City campus (formerly University of the Sciences) after an unsuccessful bid to find a single buyer for the entire campus Earlier this month, SJU put up for sale five properties, including the off-campus student housing building, Osol Hall, located at 510 S. 42nd Street. It has now added seven more campus buildings to this list, according to Philadelphia Business Journal the main parking lot and green area (the Quad) These properties have a combined assessed value of $58.45 million SJU’s University City campus is located along Woodland Avenue between 42nd and 45th Streets. To see where the individual properties are located, check out this map SJU acquired USciences in 2022 for its myriad science- and health-related programs Most of those programs have since moved to the university’s City Avenue (Hawk Hill) campus SJU began courting potential buyers for the Usciences campus buildings and land but many others remain operational and the campus is still open overall While putting these properties up for sale individually, SJU is still continuing to search for a single buyer for the campus. SJU revealed their plans to local community groups in late 2023 but began soliciting bids on the property soon after they acquired it from USciences in 2022 A community-based advisory committee was created in 2023 tasked with brainstorming ideas for the campus and nearby buildings owned by SJU Proposals included another university buying and occupying the space a residential neighborhood complete with a commercial corridor Some of these projects would require zoning changes and involve community zoning meetings It is not clear how this process will go now since a single buyer/new developer for the campus wasn’t found is owned by the city and is not part of the sale Joe’s lease of that building expires in 2029 And what was the reason behind SJU buying this campus again?
