VANDALIA — A five-year prison trial aims to study how improved prison conditions affect conduct violations and recidivism seen in incarcerated people

“It's just not fair to some,” Ingleton said
but I hurt for them that don’t get to be here … There’s so many good ones that really wanted to know what it was like
and they’re probably not going home anytime soon.”
Speaking to KOMU 8 News in front of Missouri Department of Corrections staff
Ingleton painted a stark picture of current prison conditions
“...You do have (inmates) who wanted to commit suicide — some of my friends and acquaintances
Ingleton said she believes the new project will help facilitate a better environment that will help rehabilitate prisoners
we should be trying to do better,” Ingleton said
“There should be more opportunities for us
There should be a lot more benefits for those who really take it serious

The Women's Eastern Correctional Center has seven women who are eligible to use the nursery program
VANDALIA — Women's Eastern Correctional Center opened a rehabilitative program for incarcerated moms Thursday
The facility is housed in a previously empty wing that was renovated with seven new large rooms
Each room can hold two moms and two babies with their own beds and cribs
This creates enough space for up to 14 mother-child pairs to participate at a time
The newly renovated wing will also hold a feeding room
Kim Perkins is the nursery program director and said she is excited for the effect the program will have on the families involved

Incarcerated women had the opportunity to apply to work in the nursery as a caregiver to the mothers and babies
Kendra Riggs was an inmate in the Chillicothe Correctional Center when she saw the opportunity to apply as a notice on her tablet
"It said that they were looking for four caregivers to come and live on the wing and help take care of the babies and basically coach moms," Riggs said
Riggs has now gone through weeks of training in preparation for the arrival of the mothers and babies
She said she is excited to help the new moms
"Babies don't come with instruction manuals: To be a mom does not come with an instruction manual," Riggs said
"We are there to guide them and to help them learn the correct way to comfort your baby."
Perkins said the nursery's success is a product of the support of Missouri State legislators
The nursery program is funded through state legislators
and she hopes this can set an example for other states
"I'd like to see other states have that same kind of support," Perkins said
"We have had other states reach out to us about the program

Introduced at Vandalia Health Mon Medical Center by nurse leaders Christan Lacko
hands-on experience and dedicated mentorship to ensure new emergency nurses are fully prepared for their roles

12-week residency program combines education with hands-on clinical training
Participants spend one weekday on system-based education on specialized topics such as cardiology
labor and delivery and gastrointestinal care
EKG training and simulation lab experiences
Nurses also participate in Emergency Room (ER) clinical training under the guidance of a dedicated preceptor two days per week
Additional shadowing opportunities allow nurses to gain experience in departments that may not be available at their home facility
A key component of the program is dedicated mentorship and coaching
Each nurse is paired with a mentor from outside the emergency department
ensuring a strong support system beyond their immediate work environment
These mentors come from various hospital departments such as finance and risk management

Vandalia Health’s Mon Health Preston Memorial Hospital has been awarded $1.5 million through the West Virginia Rural Hospital Grant Program
The funding will enable the expansion of existing facilities to create additional patient care areas
further enhancing the quality of care provided to the Kingwood community and surrounding areas

The planned 6,000-square-foot expansion will feature a dedicated entrance for oncology and infusion patients to enhance infection prevention measures and provide a more private experience
The space will include eight infusion bays
and additional clinical areas tailored to the needs of oncology patients
The expansion will also provide additional square footage for providers and support staff as well as shell space for future growth
The $1.5 million grant is part of a broader $40 million distribution aimed at improving health care infrastructure and services at rural hospitals across West Virginia
follows the appropriation of funds by the West Virginia Legislature during its most recent special session
The program is designed to address critical health care needs in rural communities by investing in the facilities and services that ensure residents have access to high-quality care close to home
Other Vandalia Health System hospitals receiving funding from the governor’s Rural Hospitals Grant Program include CAMC Greenbrier Valley Medical Center in Fairlea and affiliate Minnie Hamilton Health System in Grantsville

Court documents indicate that Fischer told the troopers that he had just ingested three grams of meth as he was being pulled over

A Vandalia man has been charged in Audrain County after he allegedly rammed his Ford pickup truck into a Dodge Challenger on Tuesday after he allegedly threatened to kill a woman
Joseph Dean Fischer was charged on Wednesday with three counts of first-degree assault
one count of tampering with evidence and one count of first-degree stalking
One of the probable cause statements says Fischer intentionally hit a Dodge Challenger with his Ford F-150 and drove away from the scene
woman and child were in the Dodge when it was struck
The Ford was found in Pike County without its driver and Fischer was eventually arrested on Wednesday during a traffic stop
Fischer allegedly admitted to taking methamphetamine before ramming into the Dodge
Another probable cause statement says one of the victims received threatening messages and videos from Fischer on the social media application SnapChat before the crash
Fischer allegedly threatened to kill the victim and use his truck to ram into the car
Several messages described in court documents included Fischer stating they wanted to kill the victim

The City of Vandalia is one step closer to securing the 1.426-acre property on the corner of National and Dixie roads
The City Council authorized the city manager to move forward with the sale at Monday's city council meeting
Ohio (WKEF) -- This week Dayton 24/7 Now's Waste Watch segment looked at what two different cities are doing with properties
Vandalia is trying to acquire a property and Troy is trying to sell property
so Reporter Jenilee Borek went to find out details about each
A contract is in place for the city to pay $2.15 million for the land and current building that is there
Assistant City Manager Rob Cron talked about why the city wants to buy it
He said it goes along with Vandalia's Comprehensive Plan it created in 2020
"This part of our city was targeted as a redevelopment area
more the Dixie Drive area to become kind of our downtown area
We don't really have a sense of a downtown right now in the city
and we would like to develop that for our community," said Cron
we can control it to some degree what use might have went to that property or what business might have went there
The money to buy this property is coming from the Job Creation and Revitalization Fund the city created in 2022
we transferred some of our general fund money into there but since then
what funds that on a regular basis is [...] whenever you get a building permit or a zoning permit or something like that you pay a fee to the city
so all of those fees go into this fund," said Cron
Cron said the fund currently has approximately $3.4 million in it
He said he knows that people's water bills have increased recently and some community members are worried the money to buy the property is coming from that
Cron sent this statement about where that money goes:
The goal is for the city to partner with or sell it to a developer to redevelop
The biggest reason the city wanted it is so that it can have more control of what gets developed there
so inspections will be done to make sure everything is up to code before the purchase is finalized
On the other side of the coin is the City of Troy
Troy is taking bids on four non-productive properties
meaning the properties are worth less than the taxes owed on them
Troy's Development Director Tim Davis said these are properties that were left vacated for various reasons by the previous owners
which collected the property taxes when the properties had previous owners
to get the tax-owed balance wiped out and let the city take over the titles
The properties were transferred to a nonprofit
"They would use that to turn it back to the community whether it's through a loan
whether it's through a program or anything to kind of increase the industrial sector of the community," said Davis
