The Enlightenment thinker known as Volney remains an overlooked figure in the history of political philosophy despite his significant contributions
particularly during the formative years of the United States
Volney emerged as a prominent leader in the materialistic wing of the deist movement
challenging traditional religious and political structures
Constantin-François Chassebœuf
He was the son of Jacques-René Chassebœuf de Boisgirais
who tragically passed away in 1759 when Volney was only two
This early loss contributed to a troubled childhood
marked by a joyless home environment and abusive experiences at school
took him in and transferred him to the College d’Angers
Volney had enrolled at the faculty of law there
upon reaching the age of maturity and inheriting wealth
The lack of parental affection had stunted his character-development
though he was studious by nature and demonstrated great promise
His volatile personality often led to outbursts
In Paris he studied medicine and befriended Pierre Jean Georges Cabanis
Volney also developed an interest in Arabic
Cabanis introduced him to prominent figures of the French Enlightenment
making this period crucial for Volney’s intellectual development
Volney set out from Marseille on a three year journey to the Middle East
It was during this period that he changed his name to Volney
paying homage to his literary and intellectual hero Voltaire by combining the first syllable of that name with the final syllable of Voltaire’s estate
The expedition resulted in the successful publication of Travels in Egypt and Syria (1787)
which included detailed accounts of the region’s physical and social geography
The Travels offered a demystified view of the East
although it was tinged with typical European disdain
Volney’s early work challenged the ideas of Baron de Montesquieu (1689-1755)
particularly those found in The Spirit of the Laws (1748)
where the Baron argued that physical factors such as climate strongly influenced the development of a society’s manners and institutions
contended that while climate influenced government and culture
not a determining one in societal development
Volney became acquainted with Thomas Jefferson
with whom he maintained a close friendship and long correspondence throughout his life
Volney published his second major historical work
a philosophical study that contrasted the vigor of the westernizing Russian state with the enfeebled condition of the Ottoman Empire
In this work Volney warned of the difficulties associated with acquiring overseas colonies
which he argued led to a vicious cycle of luxurious consumption
and financially debilitating military burdens
He also advocated for improving and cultivating France’s fertile lands
In the same year Volney also edited a polemical anti-aristocratic newspaper
publishing five issues between November and December
This brought him to the attention of political figures
and he was named the Director of Agriculture on the island of Corsica
he was elected to the Third Estate of the Estates-General
a legislative assembly in pre-revolutionary France composed of representatives from the three estates: the clergy
Here he became known for his radical political views
Volney published The Ruins: Meditations on the Revolutions of Empires
as it embodies Enlightenment ideas influenced by social contract theorists and deist philosophy while employing a structure reminiscent of romantic fantasies
It is a major critique of traditional forms of government in both church and state
presented with considerable literary flair in the form of a dream-tale set in the Near East of 1784
during Volney’s travels in the Middle East
He falls asleep in the ruins of Palmyra and receives a revelation from a genie
What follows are meditations on government
the emergence of parasitic classes both aristocratic and ecclesiastical
and the competing claims of different religions to a monopoly on truth – all framed in a vivid allegory of revolutionary transformation
Volney’s semi-poetic presentation of his philosophical arguments
combining deistic philosophy with literary elements that appealed to Romantics
Perhaps the book can best be described as a study in what would today be called ‘comparative religion’
Its central thesis is that all religions are products of their geographical
and thus are contingent on both historical and temporal factors
Volney also argues that no particular creed has a monopoly on universal and immutable truth
each religion is relative to its own time and place
The purpose of The Ruins was to identify the core beliefs and establish a religion worthy of human reason
hoping to live a life of agrarian improvement
local hostility towards outsiders thwarted his plans
That year he published the second part of his manifesto: The Law of Nature
presented in the form of a catechism or list of ideas
outlines the legal framework entrusted to the legislator at the end of The Ruins
Volney emulated fellow Enlightenment philosophers who used the catechism format to promote their naturalistic ethics
this work lacks Voltairean satire and adopts a serious tone
although Volney does criticize Jean-Jacques Rousseau’s (1712-78) idealization of the primitive state
Volney’s politics increasingly diverged from those of the French Revolution’s ascendant Jacobins
leading to his arrest and a ten month imprisonment during the Reign of Terror
Despite accusations of civil debts related to his Corsican property
as The Ruins is a classic statement of the deist position – he survived
and was released after Robespierre’s fall
where he was appointed to the École Normale
later published in 1800 as a manual for teaching history: Lectures on History
explained various historiographical abuses
Volney argued for the necessity of understanding mathematics and geography before studying history
emphasized the probabilistic nature of historical findings – demonstrating the influence of John Locke (1632-1704) – and contended that local history should precede broader studies
He also warned against radicals who idolized the Ancients
arguing that ancient models were irrelevant to modern economic
In 1795 Volney also published On the Simplification of Oriental Languages
proposing a new approach to transliteration between the Arabic and European alphabets
This was not merely a linguistic interest; a universal alphabet
could foster transparency between civilizations and promote the triumph of reason over religious superstition
after the closure of the École Normale
A year later he travelled across the country
ultimately reaching Thomas Jefferson’s home at Monticello in Virginia
This journey exposed Volney to a variety of social groups
he observed a desperate community of French settlers descending into a rudimentary state of misery
and poor health – far from the idyllic primitive life described by Rousseau
He dined with Bonaparte at Napoleon’s house on the rue de la Victoire just days before the coup of 18 Brumaire which brought Napoleon to power
The coup was seen as a means of safeguarding the gains of the revolution from the excesses of Jacobinism and Royalism
While Napoleon sought to stabilize the revolution
he turned towards the old order instead of reaching out to the people and republicans
This compromise with the discredited ancien régime was a significant disappointment for Volney
In 1803 Volney published On the Climate and Soil of the United States of America
focusing on physical geography and social institutions
His remarks on Native Americans reiterated his rejection of Rousseau’s belief in an original human state of virtuous happiness
Instead Volney observed the American wilderness as a combination of poverty
So Rousseau’s speculations on the state of nature faltered in the face of Volney’s empirical investigations of actual primitive societies
In 1808 Napoleon made Volney a count (Comte)
But his literary pursuits continued unabated
In 1813-14 he released a scathing critique of the supernatural claims of Christianity in New Researches on Ancient History
he readdressed his interest in language and the reconciliation of European and Middle Eastern alphabets with The European Alphabet Applied to the Languages of Asia
Although he had some sympathies for this movement
especially in contrast to Napoleon’s coup
he took a critical stance when in 1819 Louis XVIII announced his intention of being anointed with holy oil
in which he ridiculed this practice as an absurd ritual from a primeval age of savagery and superstition
leaving behind a legacy of international renown
Volney emerged as a seminal figure in the intellectual landscape of the Enlightenment and the French Revolution
His life was marked by a relentless pursuit of knowledge and a profound commitment to rationalist philosophy
and his keen observations on various cultures
challenged traditional religious and political structures
advocating for a deist perspective and a rationalist approach to human institutions
marked by empirical rigor and philosophical insight
offer valuable perspectives that warrant greater attention today

— When preparing the town's budget for 2024
Volney Supervisor Garry Stanard added two percent to the 2023 budgeted appropriations
He did so without looking at any actual expenditures
and his colleagues on the town board never checked the math
It's just one of multiple glaring problems caught in the New York State Comptroller's audit of the town's financials
revealing the possibility that neighbors are not paying the correct amount in taxes
According to a spokesperson for Comptroller Thomas DiNapoli's office
Volney's last audit was more than 20 years ago
The comptroller's team sought a deeper dive after noticing town officials failed to submit legally required Annual Financial Reports (AFR) for fiscal years 2021
Stanard in addition to his predecessor did not maintain financial accounting records or present them to the board
While board members were not provided with the right financial information
the audit found that they were seemingly fine with approving state budgets
It meant that for fiscal years 2023 and 2024
the approved budgets were not based on any solid data
not taking into account the results of the prior-year's operations
the Supervisor and Board made significant financial decisions arbitrarily
including the annual tax levy to fund Town operations
without meaningful information to base or support their decisions," the comptroller's team concluded in the audit released on Monday
it means they don't know if the taxes that are asked of them are appropriate to maintain town operations
It's possible the tax amounts are smaller than necessary; it's also possible people are over paying
Hardworking people like Shiloh Lorraine are less than impressed
"Things should change around there and we should get the money back that was lost to us," Lorraine said
Ariane Hamblin-Smith and Brad Chesbro did not respond to CNY Central's request for comment
Stanard's office eventually directed our team to attorney Graham Seiter
who gave us a firm "no comment."
In the town's response included in the audit
both the supervisor and the board acknowledged and accepted the conclusions of the comptroller's office
the supervisor pledged to define the town bookkeeper's duties and ensure monthly reports are delivered to the board
The supervisor has also hired a forensic accountant to ensure outstanding AFR reports are submitted to the state
they have pledged to accept and read the monthly financial reports and "adopt an annual budget based on historical operations and reasonable estimates of revenues and expenses," indicating this has not been the norm
The board also states that members will attend "applicable training sessions" to perform financial duties
The spokesperson for the comptroller's office told CNY Central that the types of financial failures in Volney are not uncommon across the state

He was the youngest of four children born to Lloyd and Mary (Potter) Bramwell
Lew moved with his family from Colorado to Windyville
where he lived on the family century farm and attended Lone Rock Elementary
Lew graduated from Englewood High School in the class of 1948
graduating with a Bachelor of Science in Business Administration degree in 1953
Lew was a Christian and had accepted Christ as his Savior early in life
Lew was united in marriage to Julia Belle Sellars
Lew and Julia were blessed with three children: Chris
which brought a smile to all who heard them
His mind remained sharp throughout his later years
Lew worked professionally in Colorado and in Springfield
Later he became the owner and operator of Bramwell general store
he also maintained the farm and raised his family
and following his favorite sports teams- but his greatest enjoyment was spending time with his children and grandchildren
This was a very difficult time for the family; however
God blessed Lew again later in life with a wonderful relationship with Grace Wright
They enjoyed several loving years together
Grace and her family brought so much love and joy to Lew’s life
Grace was there to comfort and care for him until the time of his passing
Lew was preceded in death by his parents; one brother Sidney Bramwell; two sisters
OK and Charles “Chuck” Bramwell and (wife Etta Bramwell) of Windyville
Missouri; Lew is survived by four grandchildren
Matthew Bramwell (wife Annie) and Brooke Sneed (husband Phillip) and Laura McAvoy (mother of Matthew and Brooke)
Jake Harter and Ryan Harter and Stan Harter (father of Jake and Ryan)
Amanda Anderson (Brian); step-great grandchildren
Adeline and Odin Anderson; and special companion
along with her daughter Amy and son Douglas

Oswego County Officials said the boil water advisory for residents served by the Town of Scrba Water District has been lifted on Wednesday afternoon
Bacteriological sampling has been completed for all portions of the water system
including the Wine Creek Apartments in Oswego
The Oswego County Public Health Director said that repairs were made to the water and bacteriological sampling has been completed
The boil water order has been extended for residents served by the Town of Scriba Water District
The extension of the order was announced on Friday afternoon
Oswego County officials said the Town of Scriba is still working to restore service to residents "as soon as possible."
officials said the Town of Scriba is asking residents who already had their services restored to conserve water until the boil water order has been lifted
This will help pressurize the system and restore services to all residents who are using it

These locations are outside the Scriba Water District and are unaffected by the boil water order
People should bring their own clean containers to fill up at these fire stations
Oswego County officials issued a boil water order for the Towns of Scriba
which use the Town of Scriba Public Water System
The Oswego County Health Department said the water system lost pressure due to two water main breaks
One of them was just off City Line Road and the other was just off County Route 4 in Scriba
Crews in Scriba are working to restore the service
repairs are being made to the water mains and samples will be collected to confirm the water is not contaminated
Officials said the boil water order is expected to be in place through Jan
24 after water pressure is restored and testing confirms there is no contamination
Residents are advised to bring tap water to a rolling boil for one minute and then let it cool

CNY Central is learning more about the accident and the other driver involved from the Oswego County Sheriff’s Department
The Oswego County Sheriff’s Department said Campbell was responding to a motor vehicle accident on Lot 10 Road in the Town of Palermo
she and a man in his forties driving an SUV collided
the assistant fire chief of the Volney Fire Department
When Beach heard the call over the scanner
he felt the urgency to move faster to try and save a fellow first responder
Beach said the scene he responded to was surreal
It was filled with Oswego County sheriff deputies trying to help one of their own
The reality that set in for Beach and others was one of shock
unsure of what Campbell's condition would be
when you have that minute to stop and take a breath
Beach shared with me that this is not the first time he has responded to another first responder involved in a deadly accident
He said it never gets easier and takes a toll on him and other first responders
Beach feels that all first responders are a big brother and sisterhood that are there for each other
With first responders from both Onondaga and Oswego County out at Wednesday’s procession
members of the Oswego County Sheriff’s Office responded to a motor vehicle accident on County Route 6
Preliminary investigation revealed that a 2008 Dodge Caravan was traveling northbound on County Route 6 when it crossed into the southbound lane
of the Dodge Caravan was identified as Frederick Hayles
a Jamaican resident who was here locally on a work permit
Frederick was pronounced deceased at the scene and was 59 years old
There were two occupants in the Pathfinder: the operator was transported to Upstate Hospital with non-life-threatening injuries
The passenger was transported to Upstate Hospital with life-threatening injuries
The Oswego County Sheriff’s Office was assisted on scene by the Volney Volunteer Fire Department

He later started a repair shop called A & B Automotive

2024 (the "Option Agreement") with Tinton Partners and The Tinton Land
pursuant to which the Optionor has granted to the Company the exclusive right and option (the "Option") to acquire an undivided 100% interest in the Volney property (the "Volney Project")
strategically located in the northern Black Hills of South Dakota (Figure 1) (the "Transaction")
The Volney Project is comprised of 38 private claims extending over 351 acres (142 ha) and features two predominant styles of mineralization: shear-hosted gold and Lithium-Tantalum-Tin within the pegmatites
The Volney Project hosts the Giant Volney Pegmatite (Li) and numerous historic workings including Rusty Mine (Au)
Rough and Ready (Sn) and Hydliff Adit (Au) shown in Figure 2
Historic results include 18.2 g/t Au over 18.3 m in channel sampling at Rough and Ready and 15 grab samples with an average grade of 4.4% Li2O at the Giant Volney pegmatite (Table 1)

"The Volney Project is unique in that it contains multiple commodities including gold
all of which are of a high-grade nature and near surface
The gold system runs the full length of the property and contains numerous shallow trenches
but is remarkably absent of any meaningful drilling or recent exploration work
The fact that the entire project lies on private land and is road accessible year-round
decreases permitting time and allows for a timely and aggressive exploration program."
Homestake Mining Company drilled at the historic Rusty Shaft
intercepting gold mineralization in eight shallow holes
HMC-3 highlights 36.6 m at 1.52 g/t Au including four higher grade sections starting at surface to the end of the hole (Figure 4)
All holes were no deeper than 50 m below surface
Gold was discovered and mined in alluvial drainage below the Volney Project in the late 1800's
Hydliff and Giant development and workings followed
The Rough and Ready Mine was primarily a Tin producer
however extensive drifting and development for gold was undertaken in the adjacent sheared amphibolite unit
The Giant Volney Mine consists of both surface and underground workings with high grade concentrates of Lithium and Tantalum produced in the 1940's
Limited and sporadic exploration for gold and lithium occurred in the 1960's and 1970's
and no significant exploration has taken place since

Former Marcy Corrections Officer pleads guilty to manslaughter in case involving the death of an inmate in December 2024.
VOLNEY, N.Y. — A 59-year-old man is dead after a car accident on County Route 6 in Oswego County on Saturday, August 3.
Oswego County Sheriff's Deputies responded to Route 6 in Volney just after 2 p.m. on Saturday for a motor vehicle accident.
Preliminary investigation revealed that a 2008 Dodge Caravan was traveling northbound on County Route 6 when it crossed into the southbound lane, striking a 2011 Nissan Pathfinder.
The operator, and sole occupant, of the Dodge Caravan was identified as Frederick Hayles, a Jamaican resident who was here locally on a work permit.
Frederick was pronounced deceased at the scene and was 59-years-old.
There were two occupants in the Pathfinder; The operator was transported to Upstate Hospital with non-life-threatening injuries. The passenger was transported to Upstate Hospital with life-threatening injuries.
The Oswego County Sheriff’s Office was assisted on scene by the Volney Volunteer Fire Department, Menter Ambulance, and the New York State Police.
The accident is still under investigation.

Her journey into the world of etiquette began in an unexpected setting – a State Dinner at the Diplomatic Centre which she attended with her husband and she noticed that many people were unfamiliar with basic table manners and dining etiquette

Another memorable event for Mohan-Volney came in 2023 when she offered her first adult fine dining training event at Krave Restaurant
and a truly successful training event as reported by those in attendance,” she said

“All delegates explored the rudiments of dining including the traditional customs of Europe and the far East
Many skills were taught and well received by the delegates.”

Volney fire was dispatched along with Menter ambulance to a 2 car MVA rollover with injuries
2801(K.Hayden) and 2802(T.Vosseller) arrive just after Menter ambulance and confirmed a 2 car MVA into the woods
All occupants were either out of the vehicles or being assisted out of the vehicles upon arrival
2821ff(B.Chace) and 2822Capt.(R.Beach) arrived and assisted with checking both vehicles for any more occupants and secured both vehicles
2871ff.(J.Richmond) arrived and assisted with traffic control
A total of 3 patients were transported to the hospital for various injuries
Crews were on scene about an hour and 20 minutes clearing about 8:30 am

The park founded by Volney Rogers in 1891 was the subject of the Mahoning Valley Historical Society’s Bites and Bits of History lunch program Thursday afternoon
“One of the appeals of Mill Creek Park was that most of the park was sufficiently removed from this polluted area,” Shale said
‘One person can make a difference.’ [Volney Rogers] really made a difference.”

he got a job streaming telegraph wire on the Pittsburgh Baltimore Turnpike
Rogers’ career in law brought him to Youngstown and he opened his practice in 1872
How Rogers came to establish the park is something of an urban legend
Rogers rode south on horseback from the confluence of Mill Creek and the Mahoning River to Lanterman’s Falls
he discovered the “scenic beauty” that would become Mill Creek Park
“I’ve heard this story told all over the place
[Rogers] may have actually taken this ride
but I’m skeptical that this was the first time he had seen the scenic beauty
He was living an easy walk from the creek.”
the state of Ohio did not have any legal mechanism to create a park
There were no state or township parks and creating a city park was out of the question because Mill Creek was outside of the city limits
Rogers proposed a law to state legislators that would create such a mechanism to establish the type of park he had in mind
Rogers also brought a petition supporting the proposed law signed by a number of residents
including Chauncey Andrews – Youngstown’s first millionaire – and several members of the Stambaugh
The Ohio General Assembly passed Rogers’ law Feb
12 that year and to avoid any objection from other townships
Rogers stipulated in his law that it would apply only to Ohio townships with a population of 35,066 people
“There was only one such township in the state of Ohio and we’re living in it,” he said
“The people of Youngstown overwhelmingly – by a three-to-one margin – approved this park plan and agreed to finance it with a tax levy
Thus was born Ohio’s first township park.”
While some still believe what Rogers did helped preserve a beautiful piece of natural scenery
Shale contends that is more myth than fact
planned and constructed by Rogers with the help of some nationally prominent landscape architects,” Shale said
“He had the vision and it was up to him and people who went to work for him to create that vision out of what was there.”

Police and EMS crews are currently on scene after a pedestrian was struck amid an ongoing YEA strike
According to the YPD Captain's Office
police are on the scene responding to someone who was hit by a car
Police on scene tell 21 News that the person who was struck is a teacher on strike and the person who struck the teacher is believed to be an administrator with the district
Police say the teacher's injuries are non-life-threatening and tell us they will be investigating that matter
they have not taken any statements or drawn any conclusions at this time
Senator Michael Rulli told 21 News after the incident Wednesday that he is on the side of the teachers
stating that he feels Youngstown City School District is not negotiating in good faith
Rulli said the incident involving an administrator and a striking teacher is disappointing and concerning
Rulli said that he hoped that the Mahoning County Prosecutor's office will look closely into the case
The teacher was transported to a local hospital and was admitted
but no additional information is available at this time
The YEA union released a statement following the incident that reads in part:
"YEA members assembled peacefully today to picket district sites around the city
witnesses reported that a school district administrator struck a YEA member with his car while entering Volney Rogers Elementary School
The YEA member was taken by ambulance to an area hospital to receive treatment
Multiple Youngstown City police officers were also summoned to the scene.
The district has a motto that everyone who works here knows
to see this kind of conduct.”
FULTON – The Battle of the Books made a successful return to the Fulton City School District this month as teams from the four Fulton elementary schools went virtual on Zoom to battle it out in the reading-inspired competition

the teams vied for a chance to represent FCSD in the upcoming Super Regional Battle competition
The regional battle is scheduled for Friday
teams of students read and studied a list of eight books before taking part in their individual elementary competitions
each school sent their top two teams – a third/fourth grade “level one” group and fifth/sixth-grade “level two” group – to the district-wide competition
Top honors for level one went to the “Volney’s Readers are Leaders” team
“Lanigan’s Royal Readers” and “The Mustangs,” another Volney entry
