West was a passenger in a vehicle traveling about 6 p.m
along the 400 block of Gregg Street in the Fayette County city when officer Trevor Phillips tried to pull it over for traffic violations
West ran from the car after it had stopped
prompting Phillips to chase him and unholster his stun gun
West ran toward a home with an enclosed back patio area
He turned to run back toward where Phillips was rounding a corner
Phillips used his stun gun on West without verbal warning
striking West in the head with at least one of the stun gun's barbs
West fell to the ground unconscious and stopped breathing
Several minutes passed before any medical care was provided by Phillips or other officers who had responded to the scene
The lawsuit says Phillips did not check for a pulse or begin chest compressions

West's family alleges that Phillips used excessive force by using the stun gun and violated West's rights by not providing medical aid
Phillips has been a Washington Court House police officer since 2020 and has not worked at any other agency in Ohio
Washington Court House police had asked the Ohio Bureau of Criminal Investigation to review the incident
An investigation found Phillips acted within policy
and the Fayette County Prosecutor's office declined to press charges against Phillips
Washington Court House has not responded to the lawsuit

WASHINGTON COURT HOUSE – Design work for a new 65,000-square-foot hospital to be located on the site of the present Adena Fayette Medical Center in Washington Court House is nearly complete
Adena Health plans to break ground and begin construction on the two-year building project around mid-year of 2025
The former Fayette County Memorial Hospital became part of Adena Health in 2021 and at the time
Adena President and CEO Jeff Graham expressed a desire to make a significant investment in the future of health care in Fayette County
“This is us seeing our commitment through,” said Josh McCoy
vice president of Adena’s west region in a news release
“We know the community is set to grow significantly and it is our responsibility to be a partner in that growth
making sure residents have the quality health care this community deserves well into the future.”
the new facility will provide several opportunities to further build upon the quality care already provided at Adena Fayette Medical Center
“We will have the ability to enhance our service offerings,” McCoy said
“What this will do is improve patient access to those services
create better efficiencies in providing those services
and provide an environment that makes care for our patients and their families more convenient
It also will give us the opportunity to provide more advanced treatment options within those services.”
the technology and additional operating room space being integrated into the new hospital will enhance the ability to perform precision robotic-assisted surgical procedures
The addition of a progressive care unit will provide flexibility in responding to fluctuating patient volumes and care needs
integrating telemetry units into the infrastructure will advance the scope of care
while having a dedicated trauma room will provide immediate
Several departments will see enhanced services as the result of the new hospital construction
Other benefits will accompany the new hospital
and availability of an on-site retail pharmacy
The new hospital construction will take place directly behind the current 74-year-old hospital on Columbus Avenue
thus ensuring that construction will not impact patients’ access to care throughout the project
About 14 months went into the design of the new hospital
utilizing feedback from not only leadership at Adena Fayette Medical Center and within the health system but from those who work every day within the walls of the current facility in determining such things as the most efficient space configurations and upgrades that will further enhance patient care
the design also incorporates subtle elements that pay tribute to the agricultural heritage of the community

Jeffrey attended Washington Senior High School and graduated from Laurel Oaks Career Campus in 1978
He worked at Jack’s Manufacturing as a Production Manager for forty-seven years until his retirement
Jeffrey was a “gun enthusiast” and was a member of the Ohio Gun Association
He enjoyed hunting and fishing and took many fishing trips with his friends to Canada and Michigan with his family
Jeffrey and his wife also enjoyed tending to their vegetable garden at home
One of his favorite past times was taking his beloved dogs
Lou Lou and Charlie on long car rides looking for deer
Chris Underwood and Jill (Corey) Anschutz; his nieces and nephews
Ryan (Thasia) Creed and Bryan (Terri) Creed; his great-niece and nephew
Kolton and Emilee along with several great grandchildren and special friends
