back to life last week six decades after moving into a modern building four blocks away The reopening was the culmination of a yearslong $15 million effort to turn the building into a showcase of the history of this city of 87,000 people on the Lake Michigan shoreline about 40 miles north of the Loop Representatives from the Waukegan Park District and the Waukegan Historical Society cut the ribbon to officially open the Waukegan History Museum on May To reassure the skeptical: There’s an enormous amount of interesting history in Waukegan, including candidate Abraham Lincoln’s speech being interrupted by a fire that he reportedly helped put it out in 1860 A local inventor also developed the first practical movie projector and filmed battle scenes in a tank in his backyard who grew up in Waukegan before heading out to become a mega-star of radio and TV for four decades in the 20th century Fahrenheit 451 and many other books and short stories not only grew up in Waukegan but also depicted it in some of his works 1962 — part of which actually takes place in this very library Before he died in 2012, Bradbury wrote an article about the old Waukegan library where he remembered that as a 7-year-old he would check out books 10 at a time who thought he couldn’t possibly read them all by the time they were due back “When I first discovered books at the library,” Bradbury wrote Now Bradbury’s personal collection of 4,000 books is the main attraction at the new history museum: the Ray Bradbury Reading Room Guests walk around the newly renovated Ray Bradbury Reading Room on effort of the Waukegan Historical Society and the Waukegan Park District led by the noted restoration architect Gunny Harboe the room has returned to almost exactly what it looked like in 1903 and in the 1920s the building’s interior was pretty banged up Now the Bradbury room’s walls are lined with bookcases as tall as the originals the walls are painted the same shade of ochre they were 122 years ago the wine-colored Marmoleum floor replicates linoleum from a century ago and the fireplace mantel has been carefully duplicated from old photos and marks on the wall historical society President Lori Nerheim and park district Manager of Cultural Arts Ty Rohrer told WBEZ’s Reset: The shelves now have glass doors to help protect the books The new bookshelves have glass doors for protection which will be on display in the middle of the room along with his original typewritten and hand-edited manuscript of Dandelion Wine The museum acquired the items from a private collector but Nerheim and Rohrer declined to disclose the price “It was Ray Bradbury’s dream that his books be here which was dark at the time he died,” Nerheim said They’ve been in storage at the present-day library for more than a decade the museum has a history research room and a gallery space Attendees explore the galleries inside the museum during the May 1 These and the rest of the main floor have also been restored to nearly their original appearances including a beautiful oculus skylight over the old circulation desk brass front doors and finials on the staircase which curves down to the next level of exhibits There, visitors can learn about Waukegan’s origins as a trading post in the 1720s and other chapters in the town’s history The building itself is a Waukegan artifact said a group of the town’s women formed the Sesame Club in the 1890s “to better themselves and each other but they quickly decided to help make Waukegan better.” The women started a free reading room that became so popular town leaders agreed to create a public library It was built on this site in 1903 with a donation of $25,000 ($929,000 in today’s dollars) from Andrew Carnegie the uber-wealthy 19th-century steel magnate funded construction of 1,679 libraries across the country The newly renovated spiral staircase in the Waukegan History Museum the site atop a steep bluff called for an “upside-down” building The building then goes down four levels instead of upward The old Carnegie library is alone on the east, blufftop side of Sheridan Road, overlooking an expressway and Waukegan’s harbor and industrial sites Rohrer and Nerheim said it wasn’t always this way The other buildings that used to line the blufftop are all gone The old Carnegie building was a candidate for demolition in the 1990s but a community group stepped in to save it for future reuse There have been several proposals over the years that didn’t fly In the mid-2010s , a group wanted to turn the entire Carnegie Library into the Bradbury Playhouse of the Mind of which $5 million came from an anonymous donor The Waukegan History Museum as seen from the Waukegan Metra station on May 1 There have been delays, and the price a.m and asking the front desk to speak to a specific police officer Police said Jimenez-Rosendo asked for the police officer by name and claimed to be a family member realized Jimenez-Rosendo wasn’t a family member Jimenez-Rosendo refused to leave and sat in the waiting room at the Waukegan Police Department for another two-and-a-half hours the front desk officer again told Jimenez-Rosendo to leave because he wasn’t there for police business Jimenez-Rosendo was issued a warning for trespassing court records show Jimenez-Rosendo saw the officer working and began flashing gang signs at him The officer came out and again told Jimenez-Rosendo to leave The officer took Jimenez-Rosendo into custody Jimenez-Rosendo told the officer that he would “kill him,” “kill his whole family,” and that he had ties to a Mexican cartel The Lake County State’s Attorney’s Office reviewed the incident and authorized charges of Threatening a Public Official the Lake County State’s Attorney’s Office filed a motion to detain Jiminez-Rosendo in jail until trial and a Lake County Judge decided to detain Jimenez-Rosendo while awaiting trial officials ordered a fitness hearing to take place That hearing is bullet struck the child’s bedroom The Waukegan Police Department responded around 4 a.m on December 7 to the 1800 block of Delaware Road for a report of shots fired Lake County Assistant State’s Attorney Michael Theis said officers spoke with the owner of the home who reported everyone was in their own rooms when approximately 5-6 shots were fired Officers spoke with a woman who told officers she believed her ex-boyfriend She said she had been broken up with Davis for a couple of years but he was upset that she had taken him to court to gain custody of their child The woman said that Davis was the suspect in a criminal damage to property incident that occurred in Vernon Hills where he scratched a vulgar remark on the hood of the victim’s car and slashed all four tires The victim reported that Davis had been threatening her and stating he was going to “end her,” Theis said The outside of the residence was struck 5-6 times and an officer located two bullet holes inside the home The woman told officers that Davis drives a black Chevrolet Equinox with Wisconsin license plates A search of the Flock license plate reader camera system showed a vehicle that matched the description The vehicle was detected on camera two blocks away from the woman’s house approximately 20 minutes prior to the shooting The car was registered to a female who was associated with Davis the Waukegan Police Department responded around 12:47 a.m on December 24 to the same home on Delaware Road for a report of shots fired Theis said officers met with the same victim who reported her parents and son were in their rooms sleeping when she heard 5-6 shots being fired The residence was struck approximately five times on the south side of the home Five bullet holes were found inside the home as well as two projectiles One of the projectiles was in the child’s bedroom and one was in the hallway just outside the child’s room Surveillance video captured the shooting and showed a subject standing by a wooded area on the south side of the residence Multiple muzzle flashes were seen going toward the house and a dark-colored SUV was seen leaving the school parking lot across the street The Waukegan Police Department observed the suspect Chevrolet Equinox driving past the victim’s house on December 29 and the Pleasant Prairie Police Department stopped the vehicle shortly after and Davis was driving The female victim saw the Chevrolet Equinox following her from her residence on January 2 and she obtained an emergency order of protection the following day against Davis Davis was later charged with violating an order of protection for violating the order on the same day he was served Officers found a text message between the female who is the registered owner of the Chevrolet and Davis Theis said the December 24 text message showed the woman was upset with Davis because he did not come to a Christmas celebration she had planned and instead he “Wanna drive my car all f—ed up with my gun and bullets allover.” Officers interviewed her on January 29 and she reported she hid the firearm because she did not want Davis to take it anymore A crime lab analysis showed the 12 shell casings recovered from the shooting scenes matched the woman’s firearm and the projectiles from inside the victim’s residence matched the firearm Davis was charged last month with two counts of aggravated discharge of a firearm into an occupied building “This defendant shot at Nikole’s house twice in the early morning hours when he knew the family would be home,” Theis said The prosecutor said Davis’ own child was in the house at the time of both shootings and the child’s bedroom had a bullet hole from the December 24 shooting “This defendant caused significant damage to Nikole’s vehicle and has been following her around This defendant is a significant threat to the victim,” Theis said The Lake County State’s Attorney’s Office filed a petition to detain Davis following his arrest and Lake County Judge Michael Nerheim granted the petition following a detention hearing Davis has pleaded not guilty to the charges and is scheduled to appear in court again on Thursday for a status hearing The coroner’s office has released the identity of a man who died after he was found unresponsive following a crash into a fire hydrant and a tree in Waukegan The Waukegan Fire Department and Waukegan Police Department responded around 6:03 a.m Monday to the 2700 block of West Florida Avenue in Waukegan for a report of a vehicle crash Waukegan Deputy Police Chief Scott Chastain said officers arrived and found a low-speed crash that resulted in minor damage A car had struck a fire hydrant and then hit a tree The driver was found unresponsive and paramedics transported him to Vista Medical Center East in Waukegan He was pronounced dead at the hospital and the Lake County Coroner’s Office was notified Chastain said the crash appears to be the result of some type of medical episode and there were no obvious signs of trauma on the driver Lake County Chief Deputy Coroner Steve Newton said the driver was identified as Salomon Rogel-Rodriguez Witnesses reported Rogel-Rodriguez pulled over nearby prior to the crash and then began driving again before crashing Newton said Rogel-Rodriguez did not have injuries from the crash and it appears he suffered from serious underlying heart problems A Lake County judge denied pre-trial release to a Zion man after prosecutors say he fatally shot a 22-year-old from Gurnee following a service and fistfight outside a Waukegan funeral home a defense attorney involved in the case argued Juan M was acting in self-defense after a person was using brass knuckles during the fist fight at about 6:45 p.m The Waukegan Fire Department and Waukegan Police Department were called to The Memorial Chapel Funeral Home and Cremation Center Assistant Lake County State’s Attorney Emily Shanley-Roberts previously said police arrived at the scene and learned two males had been shot after a large fight and shooting in the parking lot Everyone involved in the incident were extended family members attending the funeral of another family member Shanley-Roberts said during previous court hearings Video surveillance obtained by police the night of the shooting showed Juan Garcia exiting the funeral home and walking to his car He got into the driver’s seat 10 minutes before his brother and their uncle left the funeral home with an unidentified third man Shanley-Roberts said the three were walking through the parking lot in the direction of Juan Garcia’s car when three other men left the funeral home and ran after the first group Juan Garcia saw the men leave the funeral home and chase after his brother and uncle so he drove his car toward his brother and the uncle As Julio Garcia and the uncle approached the car the second group ran up to them and a physical fist fight broke out Shanley-Roberts said surveillance video from the scene showed the group was fighting when Juan Garcia exited the driver’s seat of his car and pulled out a gun Shanley-Roberts said Juan Garcia pointed the gun at the group fighting and they ran off Rogel was among those who ran away and Juan Garcia fired two shots from the front of his car before running to the rear of his car and shooting again The three shots were fired in Rogel’s direction as the man was running away Rogel was shot in the head and transported to a local hospital in critical condition Rogel died at Advocate Condell Medical Center in Libertyville the following day from the gunshot wound to his head according to Lake County Coroner Jennifer Banek The video footage showed a total of four gunmen firing shots during the incident Lake County Assistant State’s Attorney Colleen McConnell said McConnell said Julio Garcia shot a firearm several times A witness brought the gun to the police and reported that another person involved in the shooting had given it to Julio Garcia Juan Garcia told investigators during an interview that his brother shot a gun in self-defense due to the fight but Juan Garcia did not make any mention about firing a gun himself who has a Firearm Owner’s Identification card but no concealed carry license was taken into custody after voluntarily going to the Waukegan Police Department following the incident Julio Garcia was charged with aggravated unlawful possession of a weapon Julio Garcia was ordered held pending trial by Lake County Judge Michael Nerheim during a previous court hearing who appeared in court Thursday for a detention hearing is facing three counts of first-degree murder for killing Rogel defense attorney Doug Roberts said the group that started the fight in the parking lot punched one of the victims in the head with brass knuckles constitutes charges of mob action and allows the Garcias and the uncle to defend themselves “They attacked the two people getting into Juan’s car with brass knuckles,” Roberts said “That’s mob action and it’s a felony in the state of Illinois People can respond to mob action – a violent felony – with force.” said no evidence exists thus far showing brass knuckles were ever involved in the fight Juan Garcia was considered a danger to the community and should be held without bond until trial Garcia is due to return to court on May 22 for a preliminary hearing Editor’s Note: While prosecutors said Garcia and Rogel were cousins the attorney representing Garcia disputed the remark and said the two are not cousins and not related Firefighters rescued a driver trapped and injured inside a truck that became engulfed in flames and spread to a gas station building in Waukegan The Waukegan Fire Department responded around 4 a.m Wednesday to the Amoco gas station at Washington Street and McAree Road for a report of a structure fire Waukegan Fire Marshal Todd Zupec said fire crews arrived to find a vehicle on fire in close proximity to the building The pickup truck was well engulfed in flames and the driver was trapped inside Fire crews began pulling a hose line to extinguish the fire The fire extended into the soffit area of the building and firefighters worked to extinguish it Zupec said firefighters rescued the driver of the vehicle and also conducted a search of the gas station Firefighters removed the store attendant who was still inside the building The fire was extinguished and overhaul operations were completed to ensure that the fire had not extended further The driver who was rescued was transported to the hospital with injuries from the fire The man’s condition was not released Zupec said there was significant damage to the front face of the gas station The Waukegan Fire Department is continuing its investigation into the cause of the fire a luxury lifestyle website that delivers a colorful and passionate telling of neighboring events Prosecutors say a woman charged with fleeing after striking a pedestrian leaving him to die as he crossed the street in Waukegan was driving intoxicated and with her young child in the car The Waukegan Police Department and Waukegan Fire Department responded around 8:05 p.m Friday to the area of Lewis Avenue and Harding Avenue for a report of a man down call A passerby called 911 to report the discovery according to Waukegan Deputy Police Chief Scott Chastain Officers arrived and found a critically injured pedestrian who had been struck by a vehicle Officers began performing CPR on the unresponsive man until paramedics arrived Chastain said paramedics transported the 54-year-old male victim to Vista Medical Center East in Waukegan where he was pronounced dead The Lake County Major Crash Assistance Team (MCAT) responded to conduct an investigation and process the scene Lake County Assistant State’s Attorney Elizabeth Cannon said video surveillance was recovered from a business The video showed the victim west to east across Lewis Avenue south of Harding Avenue when he was struck by a northbound vehicle Cannon said the area was well lit at the time of the incident The Lake County Coroner’s Office has not yet released the identity of the victim Fernandez was driving her gray 2020 Hyundai Accent when she struck the male victim Cannon said Fernandez called police at 8:59 p.m. Detectives conducted an interview with her She said she did not stop because she had her five-year-old child in the car and was “really scared,” so she went home Officers saw the Hyundai with a dent in the car hood the windshield cracked and a fabric imprint in the front grill Cannon said officers realized a police squad car license plate reader had captured the Hyundai traveling northbound on Lewis Avenue one minute after the crash Fernandez admitted to drinking alcohol prior to the crash MCAT investigators were investigating her for driving under the influence Standardized field sobriety tests were conducted on Fernandez and investigators noted an indication of intoxication Cannon said Fernandez had an odor of an alcoholic beverage had a sway and admitted to consuming two shots of tequila an hour and a half prior to the crash MCAT obtained a warrant from a Lake County judge for a blood draw after Fernandez refused further testing MCAT concluded that Fernandez was operating a vehicle while under the influence The state’s attorney’s office did not charge her with driving under the influence Fernandez was charged with failure to report a crash resulting in death and leaving the scene of a crash resulting in death The Lake County State’s Attorney’s Office filed a petition to detain Fernandez pending trial and she appeared for a detention hearing on Monday afternoon An attorney representing Fernandez said his client is a lifelong Lake County resident and a single mother only has prior offenses for traffic matters and she did call the police to inform them of the crash after it happened The attorney asked for Fernandez’s release from custody pending trial and said she would appear for future court hearings Lake County Judge Michael Nerheim denied the state’s petition to detain after saying that the charges filed against Fernandez are non-detainable under the Illinois SAFE-T Act and he could not hold her in custody “I don’t really think the State has met their burden to establish that this is a detainable offense under the first prong,” Nerheim said The judge noted that prosecutors could file a second petition to detain Fernandez if they charge her with aggravated driving under the influence causing death which is a detainable offense under the SAFE-T Act Fernandez was placed on Level 4 pre-trial services monitoring and ordered not to drive a vehicle not consume illegal drugs or alcohol and submit to random testing She was also placed on a curfew at the discretion of pre-trial services and ordered not to possess weapons Fernandez is scheduled to appear in court again on May 27 for a status of preliminary hearing Authorities say a suspect placed a store owner in a chokehold while holding a replica gun to his head and attacked a second owner during an attempted robbery at a Waukegan grocery store The Waukegan Police Department responded around 2:15 p.m Lake County Assistant State’s Attorney Emily Shanley-Roberts said officers arrived and met with two victims reported that he was in the store and a woman Ortiz-Garcia grabbed him from behind by the neck and pointed what he believed to be a gun to his neck Ortiz-Garcia demanded that he give her money and the man’s wife was next door and saw what was happening on the security cameras The woman recognized Ortiz-Garcia as a customer who comes in to fill her prescriptions Shanley-Roberts said the wife of the victim believed the gun was real and rushed over in an attempt to pull Ortiz-Garcia off of her husband The three began physically struggling as the wife tried to remove Ortiz-Garcia from her husband and then the two victims attempted to get Ortiz-Garcia out of the store The two were unable to physically remove Ortiz-Garcia from the store and the suspect kicked the female owner One of the owners told Ortiz-Garcia she would hand over the money but they had to go next door to get it Shanley-Roberts said the two went next door and Ortiz-Garcia waited outside as the owner went to get the money Ortiz-Garcia fled before the owner came outside with the money The female victim suffered bruising on the right side of her body from Ortiz-Garcia kicking her a red scratch on her upper chest and ribcage pain The male victim told officers that when Ortiz-Garcia grabbed him from behind He also believed the gun that Ortiz-Garcia pointed at his neck was real Officers located Ortiz-Garcia at a family member’s apartment and arrested her Officers also reviewed surveillance footage which corroborated the victims’ version of events Ortiz-Garcia was charged with attempted aggravated robbery aggravated battery to a victim over 60 and two counts of aggravated battery The Lake County State’s Attorney’s Office filed a petition to detain Ortiz-Garcia and a petition to revoke her pre-trial release in another case Lake County Assistant State’s Attorney Colleen McConnell said Ortiz-Garcia was arrested in July for retail theft after stealing various merchandise totaling over $1,000 from Walmart in Antioch Lake County Judge Ari Fisz granted both petitions following a detention hearing on Wednesday Ortiz-Garcia is scheduled to appear in court again on Wednesday for a status of preliminary hearing The mother of a missing Antioch woman is speaking out and said the suspect who was charged with dumping her daughter’s body in a garbage can “watched her family and friends suffer” and “belongs locked up.” Megan Bos, 37, of Antioch, was reported missing to the Antioch Police Department on March 9 after she was last heard from on February 17 The police department began an investigation which included working with other law enforcement agencies including the Waukegan Police Department due to Bos frequenting the Waukegan area The Waukegan Police Department Patrol Division searched numerous times for Bos Flyers were circulated in the Waukegan and North Chicago area and social media outreach was conducted as investigators sought clues to her whereabouts Antioch police detectives went to a business in Waukegan on Thursday to question a person of interest who had frequent contact with Bos who resides in Waukegan and is a Mexican national needed a Spanish translator and a Waukegan officer responded to assist Antioch detectives with translation Mendoza-Gonzalez said that Bos came to his house on February 19 but claimed that she left after her visit Detectives continued speaking with Mendoza-Gonzalez and asked if she was still alive Mendoza-Gonzalez said he did not want to be arrested at the store but did not say why Detectives moved the conversation to the Waukegan Police Department and Mendoza-Gonzalez told them that Bos was in a container in his yard in the 700 block of Yeoman Street in Waukegan Detectives and officers responded to the home and located a partially decomposed body in a garbage can in the rear of the residence according to Lake County Assistant State’s Attorney Manuel Mandujano Crime scene tape was placed around the property of the single-family home as the Waukegan Police Department’s Major Crime Scene Unit and Criminal Investigation Division remained at the scene for hours into the evening The Lake County Coroner’s Office responded to the scene and took possession of the body Detectives conducted a further interview with Mendoza-Gonzalez who said that Bos had come over to his 2024 An “AA” violation under Illinois’ Nursing Home Care Act is the most severe type of violation and is issued when a violation of rules creates “a condition or occurrence relating to the operation and maintenance of a facility that approximately caused a resident’s death,” the statute says An IDPH investigation into Elevate Care Waukegan was completed on October 8 IDPH alleged that Elevate Care Waukegan did not meet resident care policies life-sustaining treatments and general requirements for nursing and personal care Based on interviews and record reviews conducted by IDPH state health (V7) in another resident’s room and asked him to come look at (R1) (V7) walked down to (R1’s) room with me He checked for a pulse on (R1) and tried to get (R1) to respond (V7) then walked out of (R1’s) and said he had to go check to see what (R1’s) code status was (V7) went to the nurses station and checked (R1’s) code status on the computer (R7) came back into the room and started CPR on (R1) because he said (R1) was a Full Code,” the CNA said The CNA said she was CPR certified but did not check the resident for a pulse or yell for help when she found him unresponsive because she “didn’t know what to do” and was “nervous.” The CNA further said that from the time she entered the resident’s room and found him unresponsive to the time the RN started CPR on the resident was “probably at least a few minutes.” “We had to get (R1) up out of his chair to do CPR,” the CNA said When the CNA was asked how to quickly identify a resident’s code status “(V5) asked me to come look at (R1) because she said he didn’t look right I got up and went down to (R1’s) room I didn’t know if he was a Full Code or not so I went out to a computer at the nurses station to check I saw in the computer (R1) was a Full Code I went back in to his room and tried to feel for a pulse again so I called a code and started CPR on him,” the RN said in the interview “If I don’t know a resident’s code status I have to check their medical record on the computer at the nurses station,” the RN added The resident’s physician said that if a resident that is a full code is found not breathing and without a pulse then staff should start CPR immediately because a delay in CPR could cause death The physician said he did not know the details surrounding the resident’s death in the facility but stated “I just know he died of cardiac arrest.” The director of nursing was interviewed and said “If staff find a resident unresponsive and the resident is a Full Code they should check for a pulse and start CPR immediately There really isn’t a quick way to verify the code status of a resident Staff either have to check the chart in the computer or check the DNR (do not resuscitate) lists we have located in the binders on the crash carts on the floors.” Three licensed practical nurses (LPNs) said that the only way to verify a resident’s code status is to leave the resident’s room to check the Hills woman is the fourth suspect charged in connection with the murder of a restaurant owner in Waukegan after a mother and her two sons were arrested last month The Waukegan Police Department and Waukegan Fire Department responded around 11:30 p.m on February 8 to 41 14 Forty One Fourteen Steaks and Seafood Police arrived and made contact with Veronica Roque according to Lake County Assistant State’s Attorney Elizabeth Cannon Officers also located an unresponsive victim Officers performed CPR on Kirkwood until paramedics arrived and took over care Lake County Coroner Jennifer Banek said paramedics rushed the man to Vista Medical Center East in Waukegan where he was pronounced dead He was the owner of the restaurant and also owned Create Your Own Cheesecake and Cheesesteak in Waukegan Cannon said Kirkwood suffered numerous stab wounds Police learned from Vista Medical Center East around 20 minutes later that a third person suffered a stab wound and had arrived in the emergency department seeking treatment Officers spoke to two employees who were working at the time of the incident who was in a relationship with Kirkwood and a manager at the restaurant were having a “heated discussion” in Kirkwood’s office was upstairs and heard the verbal argument between his mother and Kirkwood Cannon said Jordan Roque walked downstairs after saying he was going to get his brother Jordan Roque returned upstairs with Gonzalez and an argument ensued with the three Jordan Roque pulled out a large kitchen knife and stabbed Kirkwood Jordan Roque tossed the knife in the kitchen area The nine-inch knife was covered in blood and found on the kitchen island by police Cannon said Gonzalez and Jordan Roque then ran out of the restaurant and across the street Lake County Assistant State’s Attorney Kailey Hopkins said Veronica Roque told other employees not to talk to the police about what had happened and to lie to them She also told the employee to tell police there was no video footage even though there was Veronica Roque was also heard telling witnesses to “go home” as police arrived at the murder scene Officers found no evidence that Kirkwood had any weapons on his person during the incident Detectives went to Vista Medical Center East and spoke with Veronica Roque who initially refused to speak with them or provide her information Detectives then spoke with Gonzalez who said that he and his wife had rented out the basement of the restaurant for a gender reveal party Gonzalez said his 16-year-old brother had come down to tell him that their mother and Kirkwood were arguing Gonzalez reported that the two went upstairs and Kirkwood began saying he would “throw hands” with Gonzalez and his brother and that everyone should leave Kirkwood took a step toward Gonzalez and Jordan Roque and Gonzalez grabbed Kirkwood by his shirt and the two began fighting Gonzalez said he noticed his hand and fingers were injured and saw Jordan Roque drop a knife at the end of the fight The two ran out of the restaurant and Gonzalez drove himself — with his family in the car — to Vista Medical Center East for treatment Cannon said Jordan Roque fled on foot after they arrived at the hospital Gonzalez suffered a deep laceration to part of his finger that required stitches to re-attach the finger Gonzalez also told police that Kirkwood and his mother had been dating for a long time and that Kirkwood was physically abusive toward his mother but that she continued dating him Chastain said a search warrant was obtained for a 2011 Ford Explorer Two handguns and numerous unknown pills were located inside the vehicle along with a digital video recorder (DVR) suspected to be from the business’ camera system Hopkins said one of the guns was loaded and the other was unloaded Veronica Roque does not have a Firearm Owner’s Identification card or concealed carry license Lake County Assistant State’s Attorney Nicholas Shepherd said Monday that the video footage recovered from the restaurant’s office showed Heaven Dominguez going to the DVR with Vernonica Roque before the video cut out DVR footage from a hallway showed Dominguez walking down the hallway with the DVR in hand Shepherd said Dominguez was then seen walking outside towards a white SUV and placing the DVR into Vernoica Roque’s white Ford SUV Gonzalez was arrested after being released from the hospital and charged with one count of first-degree murder Detectives attempted to locate Jordan Roque but were unsuccessful He later turned himself in to the Waukegan Police Wednesday on three counts of murder He is due back in court for arraignment on March 26 The Lake County Sheriff’s Office responded around 12:10 p.m on February 9 to the 39300 block of Melbourne Court in Beach Park for a report of shots fired A 911 caller reported they heard several shots fired in the area Lake County Sheriff’s Office Deputy Chief Christopher Covelli said The caller also reported seeing two African American men Sheriff’s deputies arrived and located several spent shell casings on the roadway along with shattered glass from a car Deputies also learned a gunshot victim was dropped off at the emergency room at Vista Medical Center East in Waukegan Lake County Coroner Jennifer Banek identified the gunshot victim as Tavontee Fox He was pronounced dead shortly after arriving at the hospital An autopsy showed he suffered multiple gunshot wounds Covelli said Fox was a passenger in the car Covelli said the investigation showed Fox had arranged to meet Tillman near a home on Melbourne Court Prosecutors said Tillman and Fox had been arranging a meetup so Fox could purchase a .38 revolver Covelli said an argument ensued during the interaction and Tillman produced a firearm firing multiple rounds at Fox and the driver of the car The shooting occurred after one of the two suspects asked Fox to see the money that he brought for the transaction The driver of the car who was with Fox told investigators that neither he nor Fox were armed and they did not return fire at the shooter Tillman was later identified as the gunman through evidence and thorough investigative work adding that Fox and Tillman were “associates.” Tillman was arrested in February at the Lake County Courthouse in Waukegan when he arrived at court for a different pending case Tillman was out on a $150,000 bond in an August 2023 case where he was charged with manufacturing or delivering of heroin and cocaine in Waukegan Tillman was on parole for aggravated unlawful use of a young children suffered a “year-long slow torture” that led to them being severely malnourished were charged with aggravated battery of a child causing permanent disability two counts of aggravated battery to a child causing bodily harm and reckless conduct causing great bodily harm Lake County Assistant State’s Attorney Brooke Wanzenberg said two children went to live with Campos and Arellano in January 2023 The children’s biological mother was incarcerated after she committed a shooting where Arellano was the victim Campos is the children’s biological father collapsed in the Waukegan home where she was living with Campos and Arellano An ambulance was called but Campos was the one who transported the girl to Vista Medical Center East in Waukegan Doctors recognized that the girl’s condition was beyond their medical capabilities and sought to transfer her to Ann & Robert H Lurie Children’s Hospital of Chicago Wanzenberg said Campos was reluctant to allow the transfer to occur and doctors called the Waukegan Police Department Doctors informed Campos that they were going to take medical custody of the child if he refused to let her be transferred The child was showing signs of severe malnutrition The three-year-old had a distended stomach and her bones were visible throughout her body due to her weight being 22 pounds Wanzenberg said Campos told doctors that the girl ate regularly three times a day and had no feeding issues Hospital staff found that the claim was impossible based on the child’s condition The girl gained a significant amount of weight during her five-day stay in the hospital by being provided with regular meals and snacks Extensive testing was performed on the three-year-old that found no underlying medical conditions that could have caused the significant malnutrition Wanzenberg said doctors attributed the situation to child abuse and the severity of the condition was exacerbated by the lack of medical attention The Department of Children and Family Services (DCFS) was notified and other children under the couple’s care were to be brought to the hospital for evaluation who was five years old at that time and the second child living in the couple’s home was evaluated and also found to be experiencing severe malnutrition DCFS took custody of the children and placed them with other family members Investigators went to Campos and Arellano’s residence in the 2300 block of West Glen Flora Avenue in Waukegan and evaluated the home They found food in the refrigerator and pantry in the home Arellano and two of Arellano’s children live in the basement of the home Campos’ two children were living in an upstairs bedroom in the home which had an exterior lock on the door Investigators met with school staff of the five-year-old boy and learned the school had previously reported to DCFS that the boy had shown up to school with bruises multiple times Wanzenberg said Campos would sometimes come to the school during lunch and sit with his child and not allow him to eat Campos told the school his child was not allowed to eat at school due to a dairy allergy The child’s teacher one time caught the five-year-old boy taking crackers from the classroom The boy was scared and asked the teacher not to tell his father Wanzenberg said DCFS was also notified when the child was caught stealing food from the cafeteria and eating out of a trash can DCFS made a report and the child was interviewed at the Lake County Children’s Advocacy Center The child told investigators that Campos does not allow him to eat at school He also said Campos and Arellano would lock him in his bedroom DCFS found that the other children who lived in the home with Campos and Arellano were healthy and of normal weight The Lake County State’s Attorney’s Office approved charges against Campos and Arellano earlier this month The couple faces up to 30 years in prison if convicted of the most serious charge Prosecutors filed petitions to detain Campos and Arellano pending trial arguing they pose a danger to the children Wanzenberg said it is believed that Campos and Arellano neglected Campos’ two children to retaliate against their biological mother who fired shots at Arellano “Both of these defendants sat at the table and ate food while these two children were forced to be locked in their room and not be provided with adequate food in order to grow and be healthy,” Wanzenberg said in court The prosecutor described the situation as a “year-long slow torture.” The two children were removed from the custody of Campos and Arellano in March 2024 and are now doing well Defense attorneys for the couple denied the allegations against them and said they were cooperative with authorities The attorneys argued Campos and Arellano do not pose a danger and sought their release the defense attorneys apparently began laughing while the prosecutor spoke which prompted Lake County Judge Michael Nerheim to scold them Arellano is being represented by attorney Daniel R Zeit and Campos is being represented by Joseph D “You’re both laughing and I don’t find anything more offensive than what you’re doing right now Knock it off!” Nerheim said as the defense attorneys denied they were laughing Nerheim granted petitions to detain Campos and Arellano pending trial “The defense counsel would laugh during argument in this case is beyond believable I can understand you both disagree with the State all you want but I expect more from both of you It’s absurd,” the judge said before making his detention ruling Campos and Arellano remain held in the Lake County Jail and are scheduled to appear in court again on February 26 for a preliminary hearing Officers have arrested a suspect after officials say a man was shot twice by a gunman during an argument and fight at a gas station in Waukegan Wednesday morning The Waukegan Police Department responded on Wednesday to the BP gas station at Grand Avenue and Jackson Street for a report of shots fired Waukegan Deputy Police Chief Scott Chastain said two subjects were arguing The fight then escalated with one of the men shooting the other The victim walked into Vista Medical Center East in Waukegan for treatment after being shot in the stomach Chastain said the two knew each other and it was not random was stabilized after being treated in the hospital Officers arrested the suspect and charges are being filed against him Lake County Assistant State’s Attorney Mary Vukovich said the incident was captured on surveillance video The video showed a van occupied by three people Vukovich said the victim and suspect were seen arguing before the suspect The victim could be seen hunching over while clutching his abdomen after being shot twice The suspect fled on foot before later being arrested by officers A self-admitted drug trafficker was arrested after police found nearly $40,000 in cash and a kilogram of cocaine hidden in the air vents of his home in Waukegan was charged with manufacturing or delivery of more than 900 grams of cocaine and possession of more than 900 grams of cocaine The Waukegan Police Department executed a search warrant at Wence-Cuevas’ residence in the 500 block of South Jackson Street in Waukegan on March 19 The warrant was the result of the Lake County Sheriff’s Office Special Investigation Group (SIG) conducting controlled buys of cocaine from Wence-Cuevas according to Lake County Assistant State’s Attorney Nicholas Shepherd rock-like substance in the vents of the house’s basement The white rock-like substance field tested positive for the presence of cocaine The drugs are worth approximately $100,000 The cocaine was found in various plastic bags and in each bag the cocaine was split into four separate bags Officers also located a scale and empty plastic sandwich bags in the rafters in the basement Shepherd said a driver’s license and passport belonging to Wence-Cuevas were located in a bedroom Officers found $11,000 in cash in the bedroom and $27,620 in cash in another closet of the home Officers located $1,000 in cash in an open safe All currency bills were in denominations of $100 Shepherd said SIG agents were able to locate several bills they had used during the controlled buys with Wence-Cuevas Wence-Cuevas admitted that he sells cocaine and uses it to pay for his bills He also told investigators he gets a kilogram also known as a “brick,” of cocaine every other month from his supplier The Lake County State’s Attorney’s Office filed a petition to detain Wence-Cuevas pending trial The request was granted by Lake County Judge Ari Fisz following a detention hearing said his client is a United States citizen and is not a flight risk or part of the cartel He sought Wence-Cuevas’ release pending trial The most serious charge against Wence-Cuevas is a super Class X felony which carries 15-60 years in the Illinois Department of Corrections if convicted Wence-Cuevas remains held in the Lake County Jail and is scheduled to appear for a preliminary hearing on April 24 An investigation is underway but foul play is not suspected after a frozen body was found on a walking and bike trail at Bevier Park in Waukegan The Waukegan Police Department and Waukegan Fire Department responded around 4:30 p.m A man told Lake and McHenry County Scanner that his son discovered the body of a deceased male along a walking and bike trail that runs east-west in the park The son called 911 and multiple officers responded along with paramedics He guided first responders to the location which was approximately a quarter-mile southeast of Bevier Center and a quarter-mile west of Lewis Avenue Lake County Chief Deputy Coroner Steve Newton said the body was identified as a 45-year-old Waukegan man The man had signs of cold exposure and was frozen The temperature in Waukegan on Wednesday had a low of four degrees and a high of 17 degrees Newton said foul play is not suspected and the man is believed to have suffered a medical event but it is unclear whether that led to his death or whether he died from the cold The cause of death is pending toxicology results and further studies The Lake County Coroner’s Office and Waukegan Police Department continue to investigate An auto repair shop owner was arrested after police learned he was selling drugs from his business in Waukegan and then found drugs The Waukegan Police Department Community Crimes Division executed a search warrant at Victor Auto Repair Waukegan Deputy Police Chief Scott Chastain said the target of the search warrant was Victor Montes De Oca Lopez Detectives received information that Montes De Oca Lopez An investigation was initiated and a search warrant was obtained for Montes De Oca Lopez and the business Officers stopped Montes De Oca Lopez as he was leaving his home for driving on a revoked driver’s license The search warrant was executed on the business and detectives located 31 grams of cocaine and 59 grams of cannabis in his office along with a loaded revolver in another area Chastain said Montes De Oca Lopez was found in possession of $11,094 in cash which was seized pending forfeiture proceedings Montes De Oca Lopez was charged with felon in possession of a weapon unlawful possession of a controlled substance with intent to deliver within 500 feet of a park unlawful possession of a controlled substance with intent to deliver within 500 feet of a school possession of ammunition by a felon and unlawful possession of a controlled substance The Lake County Sheriff’s Office Special Investigations Group (SIG) assisted in the investigation “This was a great collaborative effort between the Lake County Sheriff’s Office and the Waukegan Police Department in combating narcotics distribution,” Chastain said The SIG had conducted a similar investigation on Montes De Oca Lopez in October 2023 and arrested him for possessing a firearm and a large amount of cocaine and fentanyl Court records show that case is still active and he was released from custody following the arrest with pre-trial conditions Montes De
