West Chicago is set to receive a $2 million state grant to fund a wide range of infrastructure improvements aimed at revitalizing its downtown area
The funding comes from the Rebuild Downtowns & Main Streets (RDMS) program and will support upgrades intended to improve safety
City officials say the investment will enhance the area’s appeal to residents
while supporting economic development and job growth
Planned improvements include new planter beds
festoon lighting and street furniture to enhance the visual appeal of the downtown core
Safety upgrades such as ADA-compliant sidewalks
upgraded street lighting and resurfaced pavement are also part of the project
the city will modernize its infrastructure by upsizing water mains
lining sanitary sewers and improving stormwater management systems
The project is aligned with the city’s long-term planning goals outlined in the West Chicago Forward Comprehensive Plan and the Central-Main Street Revitalization Plan Update
Officials say the upgrades will better connect key destinations such as the Metra station

D&P Construction dumpsters were gone from Bally’s River West Chicago casino site on Friday (left)
a day after they were seen onsite following a work stoppage order from the Illinois Gaming Board (right)
Robert Herguth and Tyler Pasciak LaRiviere/Sun-Times
A contractor hires a waste hauler with decades-old allegations of mob connections to work at the Bally’s Chicago casino construction site — and the Illinois Gaming Board apparently has no idea until asked about it by the Chicago Sun-Times
since the gaming board is the government agency tasked with regulating the casino industry across the state and ensuring the integrity of legal gambling here
A measure of self-regulation — a reality for a slew of public agencies
from the Federal Aviation Administration to the Illinois Environmental Protection Agency — appears to be the explanation
“Unlike active casinos where gambling operations are occurring
there are no agents stationed at the construction site,” a gaming board spokeswoman said
referring to the site of the Bally’s permanent casino being built in River West where the Chicago Tribune used to have a printing plant
“It is the casino’s responsibility to ensure vendors are disclosed to and approved by the IGB,” which is part of state government answerable to Gov
Pritzker’s office didn’t want to weigh in on the issue
which involved dumpsters from D&P Construction Co.
being used in the $1.7 billion Bally’s construction project
are shown at the Bally’s Chicago permanent casino site on Thursday
after the Illinois Gaming Board ordered a halt to construction
Asked Friday whether oversight needs to change
the gaming board said: “The IGB took decisive and quick action when we learned about the present issues with an undisclosed and unapproved vendor at the construction site for Bally’s permanent Chicago casino
The IGB will continue to take decisive action during the pending investigation and once all the evidence and facts are known.”
The Sun-Times spotted the company’s brightly colored garbage bins on the site near the Chicago River and asked the gaming board why they were there given the firm’s history
The agency ordered the construction to abruptly stop on the permanent site — a temporary Bally’s casino remains open in the Medinah Temple downtown — while officials investigate
who inherited the project from his predecessor Lori Lightfoot
said he was “very much concerned about this project being interrupted” for the second time in about four months
City officials halted Bally’s work for a few weeks in December after a demolition mishap dumped debris into the Chicago River.
“Whatever vetting process that was utilized that somehow allowed this type of discovery to escape
let’s just hope that it’s rectified,” Johnson said at an unrelated news conference Friday
should have been a little bit more careful about.”
D&P was long linked to the late DiFronzo brothers
who the FBI identified as reputed leaders of the Chicago mob who secretly controlled the garbage company
John “No Nose” DiFronzo in 1992 leaving the Dirksen Federal Building
John DiFronzo was regarded as the reputed head of the mob at the time of his death in 2018
and he was implicated in the infamous Spilotro murders in 1986 though never charged with their deaths
who had been the reputed head of one of the mob’s west suburban street crews
His widow used to be on the paperwork as running D&P
The current D&P ownership structure is unclear
gaming companies can lose their licenses or face heavy fines for “associating with
or employing persons of notorious or unsavory reputation or who have extensive police records
or who have failed to cooperate with any officially constituted investigatory or administrative body and would adversely affect public confidence and trust in gaming.”
The gaming board spokeswoman said: “IGB regulations require full disclosure and IGB prior approval for Bally’s Chicago Casino’s construction plans
The disclosure and prior approval requirements extend to all contractors and vendors (including subcontractors).”
IGB staff made Bally’s Chicago Casino aware of these requirements
and that they are not to allow any vendors to perform work or services on either the temporary or permanent casino projects unless those vendors are first disclosed to and approved by the IGB.”
The gaming board didn’t provide a timeline on how long its investigation might take and how long the construction site will be shuttered
A reporter’s visit Friday showed no activity beyond a few workers coming and going through the security gate
The dumpsters that had been on site until Thursday were gone from their spot near a towering pile of rubble
“We do not have a time estimate,” the gaming agency’s spokeswoman said
“A cessation in construction is necessary to determine the extent to which other undisclosed or unapproved vendors could be performing work on this project
and to investigate both the facts surrounding D&P Construction Co
Inc.’s (D&P) work and Bally’s Chicago Casino’s involvement in the failure to disclose D&P.”
Officials haven’t named the contractor that enlisted D&P
Bally’s representatives didn’t respond to requests for comment Friday
a Bally’s critic dating to the company’s selection by Lightfoot
called for an audit of the company’s subcontractors to find out “who else is buried on their payroll.”
“The burden is on Bally’s to be self-policing as a responsible steward of this gaming license,” Reilly said
“It only raises concerns about what other rules they may be breaking and haven’t been caught on yet.”

With half of screened participants showing abnormal blood sugar levels
a Chicago-based study underscores the urgent need for targeted screenings and lifestyle support in food-insecure neighborhoods
Study: Prevalence and underdiagnosis of diabetes mellitus in a food insecure population
In a recent article published in the journal Scientific Reports
researchers examined the prevalence and self-awareness of prediabetes and diabetes in a population experiencing food insecurity attending two food pantries
Their findings indicate a high prevalence of diabetes and prediabetes among this population
with many patients unaware of their condition and struggling to control their blood sugar levels
The eighth most common cause of mortality in the U.S
which is closely linked to serious complications like neuropathy
Type 2 diabetes mellitus (T2DM) typically develops gradually as resistance to insulin grows and beta-cell exhaustion occurs
Many people remain undiagnosed for years during a prodromal stage known as prediabetes
characterized by A1c levels between 5.7% and 6.4%
with normal levels defined as less than 5.7%
more than 97 million Americans were estimated to have prediabetes
Although pharmacotherapy is vital for managing T2DM
lifestyle modifications focusing on exercise and diet are essential
food-insecure individuals face significant challenges maintaining a healthy diet due to limited access to nutritious foods
An estimated 12.8% of American households reported food insecurity in 2022
Food insecurity appears to be strongly associated with higher rates of diabetes and delayed disease detection
Despite the established link between T2DM and food insecurity
little research has explored the management and awareness of diabetes in food-insecure populations
This study addressed an important research gap by investigating prediabetes and diabetes prevalence in a food-insecure community
emphasizing the necessity of targeted education and prevention efforts
The Cardiometabolic Health Initiative (CHI)
is an interdisciplinary group that includes health coaches
CHI offers free cardiometabolic screenings at food pantries serving food-insecure and under-resourced populations across West Chicago
This retrospective study collected data from August 2023 to December 2024 during CHI screening events
A total of 191 patients were screened using point-of-care hemoglobin A1c (HbA1c) testing
Patients were categorized based on A1c results: normal if their A1c was below 5.7%
prediabetic if they were in the range of 5.7 to 6.4%
or diabetic if levels were greater than 6.4%
Self-reported diabetes diagnoses were also recorded
A power analysis confirmed that the sample size was sufficient to detect a 10% difference in diabetes and prediabetes prevalence compared to national estimates
The researchers analyzed the relationship between patients’ self-reported diabetes status and their measured A1c levels to assess disease prevalence
They specifically evaluated the proportion of individuals with controlled (A1c <7%) versus uncontrolled diabetes (A1c >7%) among those who self-reported having diabetes and identified undiagnosed cases based on elevated A1c among those who did not report a diagnosis
The findings aimed to provide insight into the burden of diabetes and prediabetes among food-insecure individuals and to highlight gaps in diagnosis and management
A total of 191 patients underwent A1c testing
and those in the group who self-reported DM were older (60.6 compared to 52.2)
the body mass index (BMI) was 29.2 kg/m²
which was slightly higher in the DM group (31.1 compared to 28.7 kg/m²)
Men who reported having diabetes had a significantly higher waist circumference (112.6 cm) than men who did not (97.9 cm); among women
the difference was less pronounced (96.9 cm vs
The self-reported diabetes group was 45% Black or African American and 45% Hispanic or Latino; the non-reported group was 37% Black and 43% Hispanic
with no significant differences between groups
The overall average A1c was slightly over 6%
Half of the patients had abnormal A1c levels: 35% were prediabetic
with 24 patients showing controlled and 18 showing uncontrolled diabetes
indicating previously undiagnosed diabetes
This represents 38% with prediabetes and 2% with undiagnosed diabetes in the non-reported group
This study found a high prevalence of prediabetes and diabetes in a population experiencing food insecurity in West Chicago
with 50% of individuals having abnormal A1c levels
which is nearly double the national average of 10.7%
aligning with prior findings that food insecurity increases chronic disease risk
Poor access to healthy foods may lead to unhealthy diets
and complications such as cardiovascular disease and kidney disease
38% of patients without a prior diabetes diagnosis had prediabetic A1c levels
and three were newly identified as diabetic
underscoring the importance of routine screenings in at-risk populations
The study also references findings from a 30-year lifestyle intervention trial showing that changes in diet and exercise significantly reduced diabetes progression
The study authors acknowledged some limitations of their analysis
including their reliance on self-reported diabetes status
and their focus on a food-insecure population in West Chicago
The findings suggest an urgent need for community-based screenings
and accessible preventive services to reduce undiagnosed and uncontrolled diabetes among food-insecure populations

West Chicago Mayor Ruben Pineda says he’s seeking another term to keep the city moving in the right direction
But both challengers looking to unseat Pineda in next week’s election — Daniel Bovey and Joseph Sheehan — say there needs to be a change
Pineda is running for reelection after serving 13 years as mayor
He was an alderman for 14 years before that
“I grew up here,” Pineda said during a recent Daily Herald candidate interview
I have a passion for this community to make sure we’re going in the right direction.”
Bovey and Sheehan argue that West Chicago needs new leadership
said the city needs “a new set of eyes” looking at how to redevelop its historic downtown
“I’m running because I listen to the people of West Chicago,” Bovey wrote in a candidate questionnaire
“I care about their needs and believe I can bring much-needed changes.”
He said his approach to downtown development targets small businesses rather than large projects such as a new city hall
municipal plaza and mixed-use developments the current administration seeks under its comprehensive and strategic plans
Bovey proposes smaller-scale efforts capitalizing on the city’s diversity
remediating a city-owned brownfield on Washington Street
and the lengthy lead pipe replacement project the city will be undertaking
hopes to address economic stagnation by centering on the railroad tracks in the downtown
He would seek grant funding for an underpass that would allow traffic to flow freely
“The most pressing concern I hear from residents is the mismanagement of water billing
which I am committed to resolving once and for all,” Sheehan stated in his candidate questionnaire
Sheehan decried the city’s purchase of numerous downtown properties “without clear development plans” and said he would “concentrate on tangible improvements.”
said during his candidate interview that the city has no debt in its $57.5 million budget
Pineda said his two goals when he took office were developing the downtown as well as the vast DuPage Business Center near the DuPage Airport
Aided by intergovernmental agreements and incentives
he said the business center “for the first time has been full.”
West Chicago established a new Business & Community Relations Department
launched a Downtown Investment Program and rebooted a restaurant and retail grant program to address small businesses
for which Pineda said the city is seeking forgivable loans from the Illinois Environmental Protection Agency
He also noted the cleanup of the former scrapyard on Washington Street to provide for future development and “improving our industrial streets,” he said in his candidate questionnaire
Pineda touted an upcoming expansion of Fabyan Parkway with a corresponding stoplight at Technology Boulevard at the business center
Other goals include improving the segment of Roosevelt Road that runs through the city to attract new business

Ruben Pineda's final city council meeting as the mayor of West Chicago was an emotional occasion
The 13-year mayor and four aldermen lost to candidates on the slate led by Mayor-elect Dan Bovey in the April 1 election
They attended their final city council meeting last week
“There’s no crying in city council,” Ward 7 Alderman John Banas jokingly said during the April 21 meeting
Ward 1 Alderman Lori Chassee stated her hope for teamwork between the remaining council members and the incoming ones
Christine Dettman and Jeanne Short lost their races against candidates from the Bovey ticket
“I thank everyone here for enhancing my life
Chassee read a proclamation honoring Pineda’s time in office and accomplishments
The outgoing mayor received a standing ovation and was visibly touched
Pineda praised West Chicago’s artist community
noted the success of the Healthy West Chicago program
and acknowledged Fortune magazine’s 2024 recognition of the city among the nation’s best places to raise a family
He did not mention successes such as incentives to attract companies to the DuPage Business Center
Appointed in 1998 to the city council and then appointed as mayor in 2012 following the death of Michael Kwasman — Pineda recalled giving Kwasman cardiopulmonary resuscitation that temporarily revived him during his fatal heart attack — Pineda said he was most proud of bringing the early childhood school
teaching bilingual reading and writing to her sons before they attended grade school
Pineda said he convinced a divided council to provide the land to build the school at 851 Pearl Road
He said his favorite thing to do as mayor was to visit city schools: “Going in and telling my story to those kids
and the kids seeing that they can be anything they want to be if they want to work at it.”
Fourth Ward Alderman Sandy Dimas told Pineda it was hard to say farewell
“My next chapter is going to be amazing,” Pineda said
“And you guys will all hear about it when that starts happening
I’ve got lots of things to do at different levels of government to try to make awareness for a lot of things that our country neglects

let us come together to recognize and honor the bravery of those who have served
ensuring their contributions are celebrated for generations to come
the City of West Chicago proudly reaffirms its commitment to honoring its local veterans through the annual Veterans Day Display Program
This heartfelt initiative showcases the bravery and service of West Chicago residents while highlighting the City’s dedication to recognizing and celebrating all local veterans
the City is honored to add the following distinguished individuals to the program:
While we celebrate these new entries into the program
the City invites everyone to honor all our local veterans by visiting downtown to view the 62 individuals on display
Each banner represents a local hero who has called West Chicago home
and the City is proud to honor these individuals for their significant contributions to our country while representing their hometown
To view the veterans featured in the Program
please visit the City’s website at westchicago.org/veteransdaydisplay
The Veterans Day Display Program: Continuing a Tribute to Local Heroes
the Veterans Day Display Program was created to pay tribute to local veterans
After reaching maximum capacity for participants in 2023
the City recognized the need for reorganization of the Program in response to overwhelming interest in the banner display
The City actively utilized initial feedback while also engaging in discussions with community members to gather suggestions for improving the program
including increasing the number of participants and the veterans honored each year
This collaborative effort resulted in significant enhancements
such as more legible banner designs and better placement within the downtown area to ensure greater accessibility for pedestrians
By featuring a different individual on each side of the banner
and implementing a rotation for future installations
the City addressed capacity limitations while maximizing the number of veterans honored each year
As part of the revamped program, the City will allocate annual funds to allow for the addition of up to 14 new veterans, ensuring that all who have served from West Chicago are recognized at no cost to themselves or their nominators. Additionally, nominations are now accepted year-round at westchicago.org/veteransdaydisplay
rather than just during the month leading up to the program
Entries will be added to a running list on a first-come
Once nominations reach capacity for the year
any remaining submissions will automatically roll over into the following year’s group of inductees
The City extends its heartfelt gratitude to all the residents who contributed to revamping this vital initiative
which serves as a testament to our community's commitment to honoring its heroes
Your dedication will ensure that every local veteran is celebrated each year
allowing West Chicago to uphold the legacy of those who have served while reinforcing our unwavering support for all members of the armed services

West Chicago is asking a court to order mayoral candidate Dan Bovey and his wife to pay a $20,000 fine for building a greenhouse in their backyard
filed Monday in DuPage County Circuit Court
is the latest chapter in the legal battle between the city and the Boveys over the greenhouse
The city also is asking the judge to order the Boveys to obtain a building permit and pay the city’s attorney costs and court fees
Daniel Bovey declined to comment on the petition Tuesday
to ask Judge Bryan Chapman to stay the $20,000 judgment while the Boveys appeal a previous ruling against the couple
a church pastor who also owns a landscaping company
received a city permit in December 2020 to build a geodesic dome greenhouse
with an internal balcony and 200-square-foot area for plants
The city maintains that what the Boveys built is far more complex than what their submitted plans indicated
After the couple’s initial permit lapsed in 2021
they paid a fine and received a new permit in 2022
the city says the structure failed a city inspection in July 2023 and that the permit then expired again
After subsequent permit applications were denied
the city in September 2023 brought legal action against the couple
alleging nonconformance with an application for a building permit and failure to obtain a subsequent building permit upon expiration of a permit
A city-paid administrative law judge ruled against the Boveys and levied the fine
After the Boveys appealed the judgment to the circuit court
Chapman upheld the administrative judge’s ruling
Now the Boveys are asking the state’s 3rd District Appellate Court to overturn Chapman’s decision
order the city to issue a building permit and require the city to permit a third-party inspection of the greenhouse
The latest city petition raises an additional question: Who modified architectural drawings submitted by the Boveys
the Boveys submitted revised drawings of the structure
But the architect who made the initial drawings said in a sworn statement that he did not do the revisions
which are in the form of notes on the drawings
One of them is a note that states the plans are in compliance with the 2014 Illinois Plumbing Code
But the architect states that he could not include that statement
Dan Bovey’s frustration with the city government led him to run for mayor. He faces incumbent Mayor Ruben Pineda and Joseph Sheehan.

All three West Chicago mayoral candidates for the April 1 election list developing the city’s historic downtown among their priorities
sees a spark in moving West Chicago’s city hall from its current spot at 475 Main St
Pineda’s challengers — Daniel Bovey and Joseph Sheehan — said they oppose the project’s cost and rationale
“I’ve been saying for years that I want a destination point for our residents here in West Chicago,” Pineda said of the city hall plan that includes a plaza for use as a gathering space
stormwater retention and possible commercial and residential buildings — on top of the technology and layout improvements the upgrade would provide
Pineda said the proposal was part of strategic and comprehensive plans completed by 2017 and supported by residents
“We have to come into the 21st century,” said Pineda
who noted the “finally full” DuPage Business Center in West Chicago south of Roosevelt Road
an entrepreneur and former medical doctor who runs Kerry Farms in Winfield
argues that downtown development has been treading water for too long
“The redevelopment is something that they have been talking about for 14 years,” Sheehan said
“What we should plan to do is we would look at the other towns near us that have flourished — Elmhurst
Lombard — that have train tracks next to them and how we can develop the downtown area with that in mind.”
the city hall project would cost an estimated $18.6 million to $22.7 million
though both Sheehan and Bovey cited costs of up to $25 million
In March 2024, West Chicago City Administrator Michael Guttman said the financing would be handled by a bond issue, to be repaid by increased property taxes
said investing in small businesses would be more beneficial than large outlays and large developments
“The city wants to spend 20 to 25 million dollars on a new city hall
and I think that is a bad use of our resources at this point,” said Bovey
motivated to run for mayor after being fined $20,000 over code violations on a greenhouse structure built on his property
“I’d like to take a tenth of that money and invest it in our small business owners and another tenth of that money and invest it in some infrastructure that would bring people and traffic to downtown,” Bovey said
the city recently unveiled a Downtown Investment Program that offers grants from $5,000 for small projects up to $100,000 for projects targeting historical or landmark buildings

The Forest Preserve District of DuPage County has filed a condemnation lawsuit against the owners of a property abutting Pratt’s Wayne Woods months after the West Chicago City Council approved plans for a townhouse-style development on part of the site
The district is seeking to acquire roughly 43 acres or so on the north side of North Avenue
The tract is adjacent to the existing Pratt’s Wayne Woods Forest Preserve
and contains a remnant old oak ecosystem with more than 200 mature oak trees
“Some of these trees are more than 100 years old and are part of a unique
undisturbed ecosystem critical for supporting diverse wildlife
and mammals,” Friling said in a written statement
“Adjacent development would degrade the ecological value of existing protected lands within Pratt’s Wayne Woods
diminishing its role as a sanctuary for wildlife and a resource for the community.”
According to the exhibits attached to the lawsuit
the district last year offered $4 million for the property based on the preliminary opinion of an appraiser
coupled with other information obtained by the agency
wrote a letter in December to an attorney for the district that the “offer is not acceptable.” The property is held in a land trust
we are confident that with the aid of the court and jury just compensation will be fairly determined,” Helm wrote
The West Chicago City Council in November approved an ordinance granting a preliminary planned unit development and preliminary plat of subdivision for Redwood USA
Those plans call for a townhouse-style rental complex known as Redwood Apartments along with about 10 acres along North Avenue consisting of future commercial development
The development — in process for two years — would help the city fulfill goals in both its strategic and comprehensive plans
“West Chicago struggles with a low housing vacancy rate
and an insufficient population to attract commercial development,” Guttman said
“The planned 139-unit Redwood senior-targeted townhome development would be a vital step to address these issues
forest preserve commissioners authorized district officials to negotiate for acquisition of the property
“Time and again DuPage County residents have reaffirmed their support for land acquisition for the purpose of conservation
the district has long been interested in acquiring this property,” Friling said
Upon learning of a proposed development plan
As stewards of the adjacent high-quality ecosystem
Friling stressed officials strive to negotiate property acquisitions collaboratively and using eminent domain is a last resort
when efforts to preserve “critical land reach an impasse
eminent domain ensures a fair market price for both taxpayers and the landowner,” she added
“Both parties have agreed to resolve the matter in court
allowing an expedited process to determine the purchase price,” Friling said
“The district remains committed to working toward a mutually beneficial agreement.”
