BILOXI, Miss. – Officials with the Mississippi Department of Marine Resources (MDMR) announced that beginning Thursday
all waters south of the Intracoastal Waterway and west of the Gulfport Ship Channel in Mississippi territorial waters are closed to shrimping
The annual closure takes effect at 12:01 a.m.
Mississippi territorial waters south of the ICW and east of the Gulfport Ship Channel will remain open to shrimping as provided by law and the regulations of the MDMR.
All rules set forth in regulations of the MDMR are to be in full force and effect and all boats engaged in catching or transporting shrimp in or from the waters of the State of Mississippi must be legally licensed.

officers responded to the 5010 block of West Railroad Avenue about a drive-by shooting about 3:26 p.m
Officers found that a vehicle had been hit
who allegedly shot weapons multiple times before fleeing
The suspects were identified as 22-year-old Paul Martin Jr.

Ann Hull Edwards passed from this life on Sunday
1972 to Ellen and Edgar Warren Hull in New Orleans
she attended Sacred Heart Academy until her family relocated to Pascagoula
She then attended Sacred Heart Catholic Elementary School and Our Lady of Victories/Resurrection Catholic High School in Pascagoula
Ann earned a Bachelor of Science degree in elementary education from Spring Hill College in 1994 and promptly began her life's ministry as an elementary teacher at West Elementary in Moss Point
the same year during a sailing regatta in Mobile Bay
1996 and took their guests and families by surprise when they literally sailed into the sunset as they left their reception
She would subsequently teach at Gulfport's West Elementary and North Bay Elementary in Bay St
Ann treasured her days at home with her children
fulfilling her dreams of being a nurturing mother like her own
When all three of her children reached school age
Ann returned to her passion and began her long tenure at St
James Catholic Elementary School in Gulfport
permanently impacting the lives of countless children who had the blessing of learning from her
Ann and Clinton were active in the sailing community of not only the Gulf South but also throughout the country
Her love for the water was only superseded by her love for her family and all children
She carried with her a love and concern for children that was clear when she was just a child herself
That love and care she held was a gift that she shared with all children she encountered
Though a seasoned veteran in the classroom
Ann always searched for new approaches and the latest research to meet the needs of her students
She was respected and loved by her coworkers and students' parents
Ann supported her students in so many ways—surprising them at their extracurricular activities
sewing costumes for the annual spring play at St
arriving at school in her Mardi Gras majorette boots and a tutu
singing silly pneumonic songs to help them learn
showing them “tough love” when needed
She truly had a servant's heart designed by Providence to care for others
and she did this every day as she strove to walk in the path of Christ
Ann spent most of her days humbly serving others
and in this she reflected the faith she had
she loved to repeat her mother's favorite phrase
and the sailing world are left with a great emptiness without her here
we rejoice in the faith that she is with her Lord
Ann Hull Edwards was preceded in death by her beloved mother
whom she attempted to emulate in every way
Left to treasure her memory are her husband of 27 years
Joanne Haluska Edwards; and numerous nieces
A Mass of Christian Burial will take place on Friday
James Catholic Church with visitation from 10:30 a.m
Interment will follow the Mass at Krebs Cemetery in Pascagoula

Gulfport Police say a social media fight led to a shooting in West Gulfport
Police charged 19-year-old Katrell Dywayne Chance Morgan with aggravated assault
Officers were sent to the 4500 block of South Carolina Avenue about a shooting
The investigation showed that Morgan and the victim had exchanged several messages on social media before Morgan decided to confront the victim
He pulled a weapon and fired several times before fleeing
where detectives also found a stolen firearm equipped with an extended magazine

City council members representing both sides of 49th Street South are leading the push to create a business district encompassing a commercial corridor vital to the cities it intersects
Petersburg City Councilmember John Muhammad and Gulfport City Councilmember Ian O’Hara hope to increase connectivity and support growth and innovation along the thoroughfare
Business owners and community stakeholders recently decided incorporating a Business District would best help achieve those goals
The two city officials will host a Strategic Visioning Session Aug
Muhammad is encouraging area business owners to participate in the long-awaited process
“We are the ones that we’ve been waiting on
and the opportunities are in front of us now,” Muhammad said
“This is the time to get involved so that you can really have your voice included in the chorus of voices who are looking to determine and decide what happens.”
The 49th Street South corridor borders the South St
Pete Community Redevelopment Area to its east and the City of Gulfport to its west
Petersburg’s Neighborhood Services Department would lead a presentation as stakeholders discuss the next steps
Muhammad said about 30 area business owners have attended previous meetings or expressed a desire to participate
O’Hara noted that the initiative would also create a neighborhood district
The 49th Street corridor borders Childs Park and serves as a commercial hub for the South St
Petersburg Community Redevelopment Area (CRA) and the City of Gulfport to its west
He said stakeholders have discussed implementing an official district for decades
and the two city administrations are now “on the same page.” The goal is to establish a common thread between area businesses
neighborhoods and the adjacent municipalities
“The improvement of 49th Street just has to happen – and it’s going to,” O’Hara said
“There are far more new businesses on 49th Street
He called the corridor Gulfport’s “moneymaker.” O’Hara noted it combines commercial and industrial businesses and could desperately use a makeover
He said beautification would attract new business and reinvestment
O’Hara would like to implement traffic-calming measures along the thoroughfare and increase walkability
“When you’re going 55 mph on a main street
you’re passing by places that you would not necessarily know were there,” he said
there’s a boutique – but no one is stopping because the flow of traffic is fast.”
Muhammad echoed those comments and said connectivity increases the quality of life
He also believes the area can achieve the same success found in St
Petersburg’s Edge and Grand Central Districts
he said area stakeholders will ultimately determine the vision
Attendees democratically decided to create the district at the Aug
and Muhammad said they would continue voting on plans
The organization would serve as an “anchor point” for transforming 49th Street
Muhammad noted that both cities have money allocated to improve commercial corridors
He believes recent “small wins” will help garner further success
they want to know how they can be a part of it
“We can do some amazing things on 49th Street if we’re intentional about it
He awaits a discussion with Mayor Ken Welch this month
and Muhammad has already engaged the city’s economic development and neighborhood services teams
He also recently spoke with Chris Steinocher
Muhammad contacted Commissioner Renee Flowers to discern if the county could provide resources
He said stakeholders have already volunteered to serve as district leaders
Gulfport City Councilmember Ian O’Hara
O’Hara also stressed the importance of creating the district now
while both administrations support the initiative
He said smaller groups work behind the scenes weekly between the community meetings
Establishing a district name is an immediate goal
and O’Hara expects the process to move quickly in the coming months
“We need to hit the ground running,” he said

Muhammad said he would focus on improving the 16th Street
34th Street and 18th Avenue South corridors
His colleagues appointed him to the council
and Muhammad said he is trying to accomplish as much as possible ahead of the August 2024 primary election
he encourages 49th Street stakeholders to participate in the conceptual phase rather than “getting to the party late and then taking issue with what the plans are and what’s been developed.”

MISSISSIPPI — A West Lafayette native who gave his life for his country recently had a fitness center named for him at the Naval Construction Battalion Center in Gulfport
Border was killed by an improvised explosive device on Oct
while serving during Operating Enduring Freedom.
More than 400 people attended a ceremony
where the building’s name and a plaque were unveiled at the entrance of the Raymond J
Border Fitness Center. More than 1,000 people viewed the ceremony as it streamed live on the NCBC Facebook's page.
This was the first building on base named after a Seabee who died in action while serving during Operation Enduring Freedom
which celebrate their 80th anniversary this year
were formed during the outset of the United States entry into World War II and serve as the construction arm of the U.S
Border served 12 years before his death and had volunteered for an individual augmentee tour back to Afghanistan after deploying with Naval Mobile Construction Battalion (NMCB) 74 the year before
He was the recipient of the Bronze Star with combat V
Purple Heart and the Combat Action Ribbon among others throughout his military career
Border was remembered for his honor and dedication and those who served with him noted how helpful he was with others
especially in regards to helping promote physical fitness
This is one of the main reasons the base fitness center was named in his memory
The guest speaker for the dedication ceremony
had served as the commanding officer of NMCB 74 at the time of Border’s death
Hayes noted Border’s dedication not only to physical fitness
“Ray took tremendous pride in being in great physical shape
which brings me to why we are here today – to pay tribute to this great Seabee
And I can’t think of a better way than by naming this fitness center after him,” said Hayes
such as Gulfport Mayor Billy Hewes and Long Beach Mayor George L
presented copies of the congressional record regarding Border
which had been read on the floor of the U.S
and Mayor Hewes also presented the family with a mayoral proclamation
several organizations on base presented the Border family with mementoes to commemorate the occasion
The family expressed their appreciation and gratitude for the recognition bestowed upon their fallen loved one
“(Raymond) was here for the whole 12 years (of his Seabee career) and he loved this base
He was in this gym all the time and really into physical fitness
it’s just really hard to sum it up with any other words other than ‘amazing.’ We really appreciate what they’re doing here,” said Craig Border
One of the hopes for naming the NCBC Gulfport fitness center after Border was for it to serve as a permanent reminder not only of the sacrifice made by one of the Navy’s fallen Seabees
but for the sacrifices all Seabees made while serving their country
The 1999 graduate of Ridgewood High School has had several other honors since his passing, including a section of U.S. 36 being named for him between Ohio 83 and Ohio 93 in 2015.

water is tested for the presence of Enterococcus bacteria
which is an indicator for bacteria pollution
Swimmers are reminded that the Beach Task Force has a standing recommendation that swimming not occur during or within 24 hours of a significant rainfall event
As he first viewed the “utter obliteration” from Katrina from the window of a Huey helicopter on Aug
Haley Barbour’s mind “over and over again.”
“How many dead people are down there under that debris?” Barbour remembers 10 years later
“If you had told me that only 238 people had died in Mississippi
and that only 170 of them were from the Coast … I would have said you have no idea what you’re talking about.”

But he thought Harrison County Emergency Director Joe Spraggins was making an “overstatement” when he said
“downtown Gulfport looks like Nagasaki,” until Barbour saw for himself the results of the nation’s worst natural disaster
“You just could not believe — here we were in Long Beach and West Gulfport
was everything generally looked kind of gray
The record would reflect that Barbour didn’t dwell on such desperate images or sink into despair
He’s perhaps the only government leader to receive national praise and see his stock rise from Katrina disaster management
Barbour brought administrative acumen and 30 years as a Washington lobbyist and power broker to bear
with the help of Mississippi’s powerful congressional delegation
secured $24.6 billion in federal Katrina aid for the state
including an unprecedented program to help homeowners rebuild
Barbour wasn’t immune from criticism and admits to making mistakes
In his Katrina memoir “America’s Great Storm,” Barbour notes
“I made a number of bad decisions in the recovery
Barbour calls the state port at Gulfport “the biggest fish that got away.” He caught flak for “diverting” $570 million some community leaders say should have gone to housing projects to port renovation and expansion
He envisioned the port’s channel being deepened to take advantage of larger ships becoming the shipping industry norm
but the state has received neither permission nor funding to do so
Port business today is a fraction of its pre-Katrina peak
Barbour said he started thinking about the task ahead while still on that first helicopter surveillance trip

2 amid increasing outside scrutiny over how the Gulf Coast facility is spending $570 million in federal money it was given after Hurricane Katrina
Gulfport Port Director Don Allee's departure was announced Friday at a port commission meeting
consultants reiterated a recommendation that the state port abandon its expensive project to elevate a pier from 10 feet above sea level to 25 feet above sea level
Port commissioners are supposed to meet again Monday to vote on that question
Port spokesman Denton Gibbes said current COO Matthew Wypyski would serve as interim director until a permanent replacement is found
Haley Barbour pitched a "port of the future" with a 50-foot-deep channel to lure ships sailing through the Panama Canal
Republican Barbour orchestrated a transfer of federal housing money to the port
despite criticism that the money would've been better spent building and repairing houses destroyed by Katrina
The port plan has been slow to materialize and critics say it won't generate enough jobs for the money
A community group had long criticized plans to build an access road to Interstate 10 through a predominantly black neighborhood in west Gulfport
Questions got louder in recent months after Allee acknowledged that the $570 million doesn't include money to deepen the channel
the port is far from winning federal approval to dredge a channel today limited to 36 feet
That's the third-shallowest channel of 13 Gulf of Mexico ports surveyed by one consultant
Allee said dredging to 50 feet isn't practical because other port facilities are too small for the largest ships
and said Gulfport's strategy would be to target smaller ships that might be displaced from ports that start taking megaships
That admission brought more questions about whether the port was living up to its obligation to create jobs for low- and moderate-income community members in return for using federal money
It's unclear whether Bryant pushed Allee to resign
the port commissioner works at the will and pleasure of the commission," Bryant spokesman Mick Bullock wrote in an email
Allee's service and considering this is a personnel matter will have no further comment at this time."
Asked if the resignation was related to the port's troubles
Gibbes said "that was not stated during the meeting or afterward."

as well as a transfer of a planned intermodal rail transfer site off the pier
That would create 80 acres that could be marketed to new tenants by sometime in 2014
