The Brevard County Sheriff’s Office is identifying the female who was found deceased near the roadway on Eber Boulevard in unincorporated West Melbourne
The investigation began when deputies responded to the area of Eber Boulevard near Buddy Drive at approximately 6:40 a.m.
after a deputy was advised by a citizen that there appeared to be a body laying just off the roadway
deputies located a female victim who had been shot and was pronounced deceased at the scene
The investigation is ongoing as agents continue conducting interviews and evaluating evidence to determine the circumstances surrounding the incident
it appears that the victim was the intended target of this violent attack

It was an utterly unusual scene when six or seven cows escaped their farm and were spotted roaming a West Melbourne roadway near an Interstate 95 entrance
The spectacle took place just after midnight Feb

Phrampus is ahead of Gaffney with the vote tally coming out as 4,991 to 4,989
That’s a statistical tie with each earning 12.6% of the vote in a seven-candidate race
“Definitely learning a lot — I’m very confident at the process here in Brevard County," Gaffney said
the vote goes that it’s counted accurately."
"The only issue is we don’t know which one is a West Melbourne vote or not
12 to conduct a machine recount for the city of West Melbourne
If the machine recount results in a margin of .25% or less
then a manual recount will take place next

(WPEC) — The Brevard County Sheriff’s Office confirmed Thursday that a body found in an unincorporated portion of West Melbourne was a 20-year-old woman from Fort Pierce
and she was likely the intended target of the violent attack
Its investigators are currently conducting interviews and going over the evidence to determine what led to her death
deputies responded to the manufactured home community in the area of Eber Boulevard and Buddy Drive around 6:40 a.m
Sheriff Wayne Ivey indicated Sheppard had been known to travel between Fort Pierce and Brevard County before her death
said her daughter had a 'beautiful heart,' and leaves behind four brothers and sisters
and to know that my child was left on the side of the road
it made me hurt even worse because she didn’t deserve that," Katina Sheppard told CBS12 News on Thursday
The Sheriff’s Office did not indicate if investigators have identified a suspect or if anyone was in custody

Brevard County's election Canvassing Board has ordered a recount to determine one of the winners in the West Melbourne City Council election
Unofficial results show that Stephen Phrampus edged out Adam Gaffney by two votes for fifth place in the election
in which there were seven candidates running as a group
The top five finishers win a seat on the council
but the sixth- and seventh-place finishers do not
Brevard County Supervisor of Elections Tim Bobanic said
a recount is required if the unofficial vote totals separating the candidates come within one-half of a percentage point
Phrampus and Gaffney were separated by less than one-hundredth of a percentage point
These are the unofficial results of the nonpartisan election:

Wednesday at the county's Election Support Center in Melbourne
starting with a new machine count of all the ballots cast in West Melbourne
Brevard County's fourth-most-populous city
the candidates are separated by less than a quarter-percentage-point
there will be a manual hand count of ballots in which voters either voted for more than five candidates in this race
including voters leaving that race totally blank
Bobanic said the vote-counting machines can separate out these "overcount" and "undercount" ballots for the hand count
the hand count will seek to determine whether the voter marked the ballot in a way different from the prescribed method of filling in the ovals next to the candidates' names

The Canvassing Board has allotted Thursday for the recount to continue

They will fill the unexpired terms of Dittmore and Mayor-elect Andrea Young
a current City Council member who ran unopposed for mayor
Phrampus initially planned to run against Young for mayor
but instead chose to run for reelection to the City Council
Bentley — who had been a City Council member — had been appointed by the City Council as mayor following the resignation of former Mayor Hal Rose
But Bentley chose to run for City Council in the November election
Phrampus is a retired New Jersey state law enforcement major with the New Jersey Department of Corrections
He served on the West Melbourne City Council from 2016 to 2020
The annual salary for a West Melbourne City Council member is $11,321

BREVARD COUNTY • WEST MELBOURNE, FLORIDA – Just after 1:15 a.m. Thursday, multiple 911 callers reported numerous shots fired in the area of Josh Court and Rocket Lane, which is located in the Reserves of Melbourne Apartment Complex, according to West Melbourne Police Deputy Chief Richard Cordeau
Deputy Chief Cordeau said officers arrived in the area and discovered evidence of a shooting
and a victim was later identified when they went to a local hospital with non-life-threatening injuries
there remains an active police presence in the area while investigators process the scene,” said Deputy Chief Cordeau
“We believe this was an isolated and targeted attack.”
Deputy Chief Cordeau is asking residents in the Reserves of Melbourne Apartment Complex to check their security cameras from midnight to 1:30 a.m
Thursday to see if they might have captured anything about this investigation
“Investigators believe the suspects to be two black males
possibly wearing masks,” said Deputy Chief Cordeau
“The location where this occurred is in the far northwest section of the complex. Anyone who believes they have relevant video or information can send it to intelftwestmelbourne.gov, and investigators will follow up with them

– Multiple reports of shots fired in West Melbourne early Thursday led up to the arrival of an injured victim at a hospital
located in the Reserves of Melbourne apartment complex
where evidence of a shooting was discovered
the West Melbourne Police Department said in a statement
The victim was identified later when they arrived with non-life-threatening injuries at a hospital
adding police believe the shooting was “an isolated and targeted attack.”
Police said they believe the suspects are two dark-skinned males who were possibly wearing masks
Investigators as of later Thursday morning were said to be interviewing residents in the apartment complex and checking their security cameras
specifically anything that may have been recorded from midnight to 1:30 a.m

the police department confirmed the arrest of Corban Williams
Williams faces charges of attempted murder
armed burglary of a conveyance and burglary with assault or battery
He’s being held on no bond and was said to be on his way to the Brevard County Jail at the time of the update

Incumbent West Melbourne City Councilor Stephen Phrampus won reelection by a single vote
after the final two ballots from voters who mailed in their selections from overseas were counted Friday
Phrampus finished ahead of former City Councilor Adam Gaffney in the race for fifth place in the seven-candidate election
The top three finishers won four-year terms
and the fourth- and fifth-place finishers won two-year terms
ballots mailed from overseas that are postmarked by Election Day

Gaffney said he is "confident with the results," adding he is glad it was decided at the ballot box and not by a coin toss
Gaffney said he plans to run again for a City Council seat in 2026
He was a member of the West Melbourne City Council from 2016 to 2020
Gaffney now serves on West Melbourne's Board of Adjustments
and previously served on other city advisory boards
He has served on the City Council since 2020

Austin Gaylord (5,834 votes) and Alexis McGuire (5,528 votes)— won four-year terms
Fourth-place finisher Helen Voltz (5,396 votes) won a two-year term
a referendum in Malabar on whether to extend the terms of office of Malabar Town Council members from two to three years ended in a tie vote of 664 to 664
But there was no need for a coin toss then
because the referendum would have needed a majority vote to pass
Bobanic said the story of this year's West Melbourne election will be one he tells school groups he speaks to about voting
And Addison Gaffney left the Election Support Center with an application to register to vote in hand
so she'll be able to vote in future elections

FLORIDA – A routine morning drop-off at a local preschool took a shocking turn when a parent allegedly dropped a bag of illegal narcotics
leading to his arrest on multiple drug charges
According to a West Melbourne Police spokesperson
the incident occurred at Mustard Seed Kidz on Eber Road when 41-year-old Gary Anthony Heslop accidentally dropped a clear bag containing a white substance from his pants
A quick-thinking staff member noticed the bag and immediately alerted law enforcement
West Melbourne Police officers responded to the scene and
discovered that the bag contained seven smaller packets of a substance that later tested positive for cocaine
officers confirmed Heslop as the individual who dropped the narcotics
officers were waiting and took him into custody without incident
A subsequent search uncovered additional illegal substances in his possession
Heslop is currently being held at the Brevard County Jail on a $33,000 bond
Authorities emphasized the importance of keeping schools safe from drugs and commended the Mustard Seed Kidz staff for their vigilance and quick response
“Drugs have no place in our community
We appreciate the efforts of those who took swift action to protect our children,” said a West Melbourne Police Department spokesperson

A BCSO spokesperson said deputies responded to the area at approximately 6:40 a.m
after a citizen contacted a deputy at the gas pumps of a nearby convenience store advising that there appeared to be a body on the side of the road
deputies located a female victim who was pronounced dead at the scene
“Agents from the Homicide and Crime Scene Units responded to the area and began the process of interviewing potential witnesses and collecting evidence to determine the circumstances surrounding the incident,” said a BCSO spokesperson
“The Sheriff’s Office is in the process of identifying the victim and notifying next of kin
The body was taken to the Brevard County Medical Examiner’s Office
Further information will be provided as it becomes available.”

James was wearing a light grey Imagine School polo shirt and dark-colored shorts
Authorities urge anyone who sees James or someone matching his description to call 911 immediately
The West Melbourne Police Department is asking the public to remain alert and assist in locating the missing juvenile as quickly as possible
and updates will be provided as more information becomes available
West Melbourne police continue to investigate the death of a 75-year-old U.S
Army veteran who was found injured and unresponsive on a Brevard roadway on Veterans Day
Monday after Daniel George Grala was found lying in the road near the intersection of Wickham Road and Rodes Place
It was not immediately known how Grala got to the location
if he fell into the roadway or if a vehicle was involved
West Melbourne police said in a press release that Grala served in the United States Army for 22 years

BREVARD COUNTY, FLORIDA – The Brevard County Sheriff’s Office has arrested 22-year-old Travion Dean of Fort Pierce for the shooting death of 20-year-old Aniya Sheppard
whose body was discovered in the early morning hours of November 4
on Eber Road in unincorporated West Melbourne
Lauderdale as he re-entered the country from Jamaica
Dean was charged with 1st Degree Premeditated Murder after an arrest warrant was issued by the Honorable Judge David Silverman
He is currently being held in the Brevard County Jail on a No Bond status
deputies located a female victim who had been shot and was pronounced dead at the scene
The investigation has revealed that the victim and Dean (who had been in a prior romantic relationship) were staying in a room at the Extended Stay America motel on US 192 in West Melbourne
They left the motel together during the early morning hours of November 4
after being picked up by a ride share service who dropped them off in the area of Eber Road and Hollywood Boulevard
Agents were able to obtain video surveillance in the area that confirmed the couple were together in the area near the time of the shooting
Agents also were able to obtain other evidence to substantiate they were together at the time of the incident
Agents uncovered that Dean contacted another ride share service shortly after the shooting
which picked him up on Minton Road and drove him back to the motel alone
Dean was later captured on video leaving the hotel carrying personal property that belonged to the victim
Anyone who may have information in reference to this case are asked to contact Agent Kevin Morris of the Brevard County Sheriff’s Office
Brevard crafters and fabric fans were relieved when they thought the county’s lone Joann’s would stay in business.
However, company officials have announced all locations, more than 800 across the U.S., will close.

Sheppard’s family described Dean as the victim’s former boyfriend
with whom she had a toxic and violent relationship
the two stayed together for five nights before the killing at a hotel on West New Haven Avenue

Dean used another rideshare service to leave the site
He then left Brevard County and traveled to Jamaica while investigators put together evidence in the case
Dean then took a vacation to Jamaica not long after this

The Palm Bay City Council on Monday voted to pursue former West Melbourne city manager Scott Morgan to be the city's interim city manager, following the sudden dismissal of city manager Suzanne Sherman last week
21 after a 3-2 vote in which new councilman Chandler Langevin suggested a change in leadership was sought by Palm Bay voters
Joining him in the vote were Councilmen Mike Hammer and Kenny Johnson

many members of the public spoke out in support of Sherman
whose kindness and hard work they said had been crucial to the city since she was hired for the in January 2021 after previously serving as interim city manager since July 2020
Some like resident Ann Davis said she was "disappointed" in the process at Mondays' meeting
Sherman's firing was too sudden for the city council to have made a sound
especially given the fact that Sherman will receive a large severance package following her termination
Davis said logistical challenges and cost of replacing her without a plan in place would exceed any possible benefits
who entered office this past month along with Langevin as newly elected members of Council
said that there was an appetite for change from the community
it was time to take the city in a new direction
despite how much he personally liked and respected Sherman
Langevin was less diplomatic with his language
said the vote for Sherman's dismissal was a sign of a lack of trust in her ability to do the job
He said the lack of volunteers within the city stepping up to take over Sherman's job in the interim was a sign of a "lack of leadership" within city government
Langevin during the meeting advocated for rehiring former city manager Gregg Lynk
who was fired as a result of a 3-2 vote in 2018 shortly after an election
was the only person to vote on firing both Lynk then and Sherman this month
At one point Langevin likened Lynk to Donald Trump
saying that Lynk would be able to negotiate with developers and businesses in the same way as Trump negotiated with North Korea
Several other members of council said the city needed fresh leadership and not to go back to the past as the city is determined to grow
the city's Information Technologies Director Brian Robinson is acting city manager after several other leaders on city staff turned down the position
the Council is looking to reconvene at their Dec
5 meeting to move forward with the plan for Sherman's replacement
Council will also vote on a plan on the best approach for making a permanent hire with public input
Robinson will be in charge of reaching out to Morgan about the job of serving as interim city manager
When reached by telephone for comment Tuesday
Morgan said he would be glad to step in as the interim city manager if the Council ultimately decided he was fit for the job
He added that he would not be interested in seeking the job permanently at any point
"A couple of people had reached out to me to see if I would be interested," Morgan said
"My main priority would be assisting in the hiring of a new permanent city manager and setting things up for them to take over."
Morgan added that he would be meeting with city leaders on Tuesday

FLORIDA – West Melbourne Police arrested 21-year-old James Tafari Crooks for Aggravated Assault with a Deadly Weapon after he allegedly chased his girlfriend through the Avasa Hammock Landings Apartments while shooting a 9mm gun in her direction
Police say the incident happened Sunday just before midnight when he fled the scene before police arrived but was quickly located by officers near Palm Bay Road and taken into custody
He was transported to the Brevard County Jail and charged with aggravated assault with a deadly weapon
– A 23-year-old woman was arrested in a hit-and-run crash that injured a motorcyclist earlier this week
according to the West Melbourne Police Department
The crash happened early Sunday on US-192 near Dairy Road
Rebekah Makenzie Tate was heading east on US-192 when she struck the motorcyclist and drove off
“Instead of remaining on scene or calling 911
Tate can be seen driving away with the motorcycle still attached to the front of her vehicle
Tate then pulled her vehicle into the parking lot of a local business in an attempt to hide
Tate attempted to remove the motorcycle from underneath her vehicle,” a release said
The department said Tate was seen talking on her phone before being picked up by a black sedan
was taken to the hospital with life-threatening injuries
Tate is currently being held on no bond in the Brevard County jail

Perri Projects redeveloping 2.72 hectare site in Maribyrnong
Another data center is being planned in Melbourne
As reported by the Urban Developer
investment firm and property developer Perri Projects has filed plans for a data center in West Footscray
The proposal is for a new four-story data center on a 2.72-hectare site at 1 McArthur Street and 63 Sunshine Road
The site is currently home to a four-story warehouse
known as the Goldsbrough Mort and Co Ltd Woolstore building
which would be located close to NextDC’s M3 facility
The plans for the Perri Melbourne Data Centre are now before the Victorian Department of Transport and Planning through its fast-track option
A subdivision permit has already been granted by the City of Maribyrnong Council
Central Godown Pty Ltd is listed as the applicant
which has joint ownership of the site with Albert Kennedy Pty Ltd
Perri Projects director David Scalzo is listed in ASIC records as the director of Central Godown
Greenbox Architects has designed the plans for the project
“Sited adjacent to the heritage-listed Goldsbrough Mort & Co Woolstore warehouse in West Footscray, the Perri Melbourne Data Centre was designed as a modern interpretation of the heritage facade to the rear,” Greenbox said on its project page
“A rhythm of brick bands and glazed panels intersected with strong vertical columns
gives the data center a strong presence on Sunshine Road
The Goldsborough Mort Woolstore is listed as of regional historical and architectural significance
“This and the adjoining Australian Estates wool stores represent the height of the development of the wool and pastoral industries in Victoria,” according to the Victorian Heritage Database
“The scale of the architecture of these buildings reflects the prosperity of the firms and the great contribution of the wool industry to Australia's trade and growth in the post-war period.”
Goldsbrough Mort & Co was an Australian agricultural business that dates back to the 1840s; after a series of mergers
Part of the wool store site was previously approved for redevelopment by Perri for a project that would include warehouses

The group tapped to purchase Western United has told ESPN that an "infrastructure play" drove interest in their new acquisition and that they're confident a proclaimed near-$AUD 100m investment will address the crisis-stricken A-League club's financial woes
United parent Western Melbourne Group (WMG) announced on Friday that the Kaminski family
through the KAM Melbourne subsidiary of their KAM Sports business
was acquiring a controlling stake in both the club and WMG after a year-long process
the Kaminski's money is derived from real estate
said his family were acquiring "north of 65%" in WMG
and that the scale of the investment will be "will be about 100 million
WMG's initial awarding of an A-League licence during the 2018 expansion process centred on plans for a public-private partnership with Wyndham City council to develop a vacant 63 hectares in Melbourne's west
with a new stadium that would host United at its core
with only a training base at Ironbark Fields built and WMG failing to hit milestones that would see Wyndham transfer them the land

and the Foreign Investment Review Board before funds can be released
"We are in the process of all of those [approvals] and we feel comfortable with where we are in those processes to come public with [the deal]," said Mikhail Kaminski
"Each opportunity had particular circumstances which we were unable to overcome and complete the transaction," Kaminski said in a response to follow-up questions from ESPN
"The only way to lift that ban is to make full payment"
"That is the first order of business for the entire company," Kaminski said of the financial issues
The investment is coming into making it a solid foundation on which we can build
and make sure that we could account for everything and that we understood what we were getting into
the press has not been kind to the club and the development over the last week
That's something we were aware of going in and understood."
With its men's and women's sides playing finals this season and a boys' academy in place
Kaminski said United would gain security but otherwise be largely untouched after the deal
centred on development of the Tarneit precinct
"[WMG] has something that we feel we can really bring a lot of value to -- involving the real estate
the development and the rest of that," said Kaminski
all of the fans really want to hear about [is] what's going on with the club
it's the infrastructure play and bringing our historical [knowledge]
and getting this project moving and getting the stadium built
That's really what drove us to this project
to get a stadium that WMG promised to the community
That's where we are going to take the first steps to focus on and get that started
"I'm not sitting here saying this is philanthropy
We are here to make money at the same time
[but] I think we really can do some great things to achieve this project and help people."
However, while United chairman Jason Sourasis previously committed to ESPN that the stadium would be ready for the start of the 2026-27 season
Kaminski said that was "definitely not a realistic time frame."
