KANKAKEE – Once the central point for the delivery of babies in and around Kankakee County, it appears that function will largely end for St. Mary’s.
Prime Healthcare, the new owner of St. Mary’s Hospital in Kankakee, is parting ways with the obstetrics group which has been the provider of childbirth labor and delivery services the past four years.
In an April 11 communication to Westwood Obstetrics & Gynecology Ltd., administration at 555 W. Court St., Kankakee, the contract, which expires at the close of business May 16, will not be renewed.
Having a preferred services agreement with Ascension St. Mary’s Hospital since May 2021, Westwood’s president, Dr. Roger Taylor, said the firm had no indication this decision was forthcoming.
The effect of this mid-May timeline, Taylor said, effectively removes St. Mary’s from being a birthing location.
Taylor said when Westwood signed to be the medical group for St. Mary’s births four years ago, the hospital was performing about 200 births annually. The total was increased to an estimated 500 in following years before it settled at 350 yearly the past two years.
Riverside Medical Center, located only a couple miles west of St. Mary’s, handles the vast majority of Kankakee, Iroquois and even southeast Will County births.
In an email response from Prime to the Daily Journal, Prime confirmed the labor and delivery practice will conclude. A Prime spokesman said there are not enough births to keep the service as a viable option.
“... But the need for maternal care has dramatically declined in our hospital while access to these services is stable within the community at neighboring hospitals,” Prime said.
The decline of births at the hospital resulted in this decision.
“This has led to the difficult, but necessary decision of transitioning OB services to Riverside Hospital and suspending OB services at St. Mary’s Hospital - Kankakee,” Prime said.
The spokesman said the hospital currently sees “just 26 births a month – less than one per day – with yearly births declining by nearly one-third since 2022.
“It is not possible to ensure the highest standards of quality care with such little volume and a service that was entirely dependent on any single physician,” the spokesman said.
Prime said all staff affected by the suspension of OB services will be offered comparable positions elsewhere within the hospital or at other Prime Illinois facilities.
Prime said no other changes are planned at St. Mary’s at this time.
Taylor said when Prime Healthcare acquired St. Mary’s as part of its larger purchase of other health care locations in Illinois, including St. Joseph’s Hospital in Joliet, they were informed no major changes in services would take place for at least 18 months.
That situation was about two months ago, he said. He considers this action a significant change.
Taylor said Westwood offers St. Mary’s a top-notch practice.
“There was no hint of this coming,” he said.
In a news release shared by Westwood, Taylor said the medical practice, founded in 1969, has served generations of Kankakee County women and families, delivering thousands of babies and remained a “cornerstone of women’s health in the region for 55 years.”
Taylor said Westwood was informed in a notice of default on April 18 from Prime Healthcare, which formally acquired St. Mary’s Hospital in March.
“Westwood strongly disputes the claims made in that notice and has formally communicated its disagreement,” Taylor wrote in regard to the notice of default.
“Despite this, Prime has confirmed its intent to end the agreement ... and has not committed to any continuation of funding or service agreement beyond that date,” he said.
No formal transition plan for continuity of care has been shared, he said.
Taylor said Prime suggested the possibility of Westwood resuming operations as an independent medical practice. Taylor said with such a limited notice and no funding, the feasibility of such a transition remains uncertain.
“This is not how we envisioned the end of more than five decades of service,” he said. “We are deeply proud of what we’ve built and the care we’ve provided. But without clarity, support or time to prepare, continuing in this current environment is simply not possible. Our patients deserve better.”
Regarding the potential of more births being handled at Riverside, hospital administration said they are certainly able to handle additional labor and deliveries.
During the past three years, the number of births at Riverside has been approximately 700 per year. Prior to the pandemic, the average was more than 1,000.
“Riverside is certainly able to take on any additional labor and delivery patients,” said Riverside Healthcare President and CEO Phil Kambic. “Whatever changes there are in the local health care services, we have the staffing in both our clinics and at the hospital to meet the community need.
“With the expansion last year of the insurance plans we accept, we are now an option for even more area families. Having these vital services close to home is important, and we are glad to have the highly skilled, experienced staff to provide them.”

"Obviously I'm disappointed," Day told KCUR after the vote

Westwood Mayor David Waters told KCUR last month that the city would respect the outcome of the vote
“We certainly encourage all of our residents to talk with each other
“And then to exercise their vote and their rights to vote and vote their conscience on this.”

as well as neighboring Westwood Hills and Mission Woods
There have been legal threats and court battles
The source of controversy: A park less than one acre in size
Located at 50th Street and Rainbow Boulevard — with just a few picnic tables
Dennis Park has become the center of tensions over city power
And now, Westwood residents will make their decision about its future during a special mail-in election that ends April 1
The ballot asks residents to vote yes or no on just one question: “Shall the following be adopted
Westwood can go through with a project that began almost two years ago
Mission Woods-based developer Karbank Real Estate Company came to the city of Westwood in spring 2023 with a plan
along with the adjacent vacant lot where the former Westwood Christian Church once stood
and construct multiple office buildings with retail spaces on the ground floor and a parking lot
Karbank agreed to pay the city the $2.65 million required to buy the land of the old Westwood View Elementary School
The company also agreed to pay off the city’s debt for the church property
Karbank says it would also give the city about $4.5 million to build the new park
using funds generated from the development
Karbank did not make anyone available for comment on this story
But the company has offered a few different plans for a new park
which would be about three acres larger than Joe D
Potential ideas include creating rain gardens
The city of Westwood has not officially endorsed either side in the April 1 election
who said he was not speaking on behalf of the city
told KCUR he thought Karbank’s plan was a good opportunity to improve the community
He also thinks the development would be a smart move for Westwood financially
“Westwood has a lot of tax-exempt properties especially along our commercial corridors
whether it be the KU Cancer Center or Westwood City Hall or public works,” Waters said
“That would enable us to develop some new revenue streams.”
Two different groups have formed in response to the potential development: New Park for Westwood, which supports Karbank’s plans, and Friends of Westwood Parkland
Both sides employ volunteers who have knocked on doors
“ This piece of property is our identity as a community,” Springgate said
that we do have a handle on the charm and character thing.”
The land that became Joe D. Dennis Park was purchased by Westwood in the late 1960s. The park itself was built in 1973 and named in 2002 to honor a longtime mayor
Dennis Park is the last remaining public green space in the area
so people from neighboring Westwood Hills and Mission Woods have also gotten involved in the debate
Mike Coffman is technically a Westwood Hills resident
but he lives right across the street from the park
He’s concerned about how an increase in traffic could make the area less safe for people trying to cross Rainbow
He also thinks the business park would seem out of place in the residential area
it has a tennis court that has drainage problems,” Day said
Day added he doesn’t like to go to bring his kids to Joe D
Dennis Park because of its proximity to a busy street like Rainbow
Day said the cars can be ”very loud and very distracting if you are in the park with your children.”
New Park for Westwood lists multiple reasons to support the sale on its website
including the possibility of a different developer buying the old elementary school and turning that space into apartments or a parking lot
Day says other projects could also cost the taxpayers money
”We've already got fairly high property taxes because we are such a small city,” Day said
“We have a lot of residents that live paycheck to paycheck
and I believe we need to keep property taxes reasonable.”
it would likely not be the last time the city tries to do something with the land
Even “vote no” residents have signs that read “We Deserve a Better Plan.”
Friends of Westwood Parkland and the city of Westwood have traded legal threats over the tiny park
Westwood City Council approved Karbank’s proposal in October 2023
an attorney working on behalf of some residents then sent the city a letter asking for a published public notice of intent to sell the park
The residents also threatened legal action if the city failed to do so -- pointing to a Kansas statute that requires municipalities to publish letters of intent before selling public parkland
Westwood published two letters of intent in early November – even while it argued that the Kansas statute does not apply to Joe D. Dennis Park, because it was never officially dedicated as parkland, even though it’s named “park” and used as such
Waters told the Johnson County Post that the land was “not acquired with intent to commit its present use as a small park in perpetuity.”
Escalating the conflict, Westwood City Attorney Ryan Denk sent a letter to the attorney representing the unhappy residents, saying the city would take legal action against them if they don’t “cease in publishing your and their continued slandering of the City’s title.”
The letter mentions that Westwood was concerned that the residents’ protests would impact the city’s relationship with Karbank and the Shawnee Mission School District
The city of Westwood later rescinded the letter
In December 2023, Friends of Westwood Parkland submitted a petition with about 200 signatures demanding that the park’s sale go to a public vote
This led to another battle in the courts: Westwood City Council threw out the petition
claiming it was submitted incorrectly and lacked information
Friends of Westwood Parkland appealed the decision
and an appellate court eventually sided with residents
a year and a half after Westwood council members first heard the proposal to redevelop Joe D
the city agreed to put the issue to a vote
about a dozen members of Friends of Westwood Parkland gathered at Joe D
They stood with signs in between the park and Rainbow Boulevard
waving them at cars as they drove by and cheering when they’d honk
The gathering was held on World Speech Day – an intentional move by the group
Member Bernard Brown said that Westwood infringed on its residents’ First Amendment rights by threatening to sue for speaking out against the park sale
Waters said he disagrees with that interpretation
but cannot comment on “pending litigation.”
his greater concern is how Westwood handled this process and treated its residents
that would mean threatening to sue has tainted this election and won them exactly what the constitution is trying to prevent – the tainted election and win election with threats,” Brown said
says that he’s seen factually inaccurate information about the sale
he’s still optimistic the vote will turn out in their favor
“I believe that Westwood voters are fairly
smart people who can decide on their own,” Day said
“And not kind of play into some fear mongering that has happened unfortunately in this election.”
Waters says the city intends to abide by the outcome of the vote
“And then to exercise their vote and their rights to vote and and vote their conscience on this.”
Westwood currently has 1,338 registered voters
according to the Johnson County Election Office

For well over 150 years, the Westwood Kissing Tree has towered over countless couples enjoying their first smooch — at least that's what local legend says

Requests for photos were so great that all the available slots had been reserved as of last week

“This data will first give us a snapshot of the size and health of our borough's tree canopy,” he said
“We will also have an idea how many vacant spots are available on borough streets for new tree plantings.”

An Emerson man was arrested and charged with driving while intoxicated after crashing into a home in Westwood early Monday morning
the Westwood Police Department was informed that a vehicle had crashed into a house on Fourth Avenue
said Westwood Police Chief Michael Pontillo
the Westwood Volunteer Fire Department and the borough's Volunteer Ambulance Corps responded
was arrested on suspicion that he was driving while intoxicated
He was taken to Bergen New Bridge Medical Center in Paramus and subsequently charged with counts including reckless driving and driving while intoxicated
Residents of the home were upstairs at the time of the crash
After the vehicle was towed from the scene
the Westwood construction official checked out the damage to the house and determined that it was not structural
The scene of the crash was cleared by about 4:30 on Monday morning

However, when Westwood arrived at the green, he noticed that the ball he had retrieved from the hazard and subsequently played was not the one he had played off the tee
That meant Westwood violated a Model Local Rule in place for the event

Westwood received a one-stroke penalty for violating the one-ball rule and left the 16th hole with a double-bogey six
The odd rules kerfuffle left even the LIV broadcast confused
“I’m not sure I’ve ever heard that one,” David Feherty said
“He’s a seasoned pro,” Dom Boulet later added
“Probably the first time he’s ever made that mistake.”The water ball and rules violation cost Westwood dearly
