President Trump is proposing $163 billion in cuts to non-defense discretionary spending for the 2026 fiscal year in what's known as a "skinny budget" — a summary of what the White House would like to see Congress do when it determines government spending
Trump's proposals cover spending that Congress authorizes each year — which does not include spending on safety nets like Medicare
The administration's full budget including all spending and revenue projections will follow in coming months
The cuts represent an overall 22.6% cut in projected spending for the current fiscal year
though there are big increases proposed for defense and border security
climate funding and any spending on programs deemed to promote what the Trump administration calls "wokeism."
The proposal comes after the White House and the cost-cutting project known as the Department of Government Efficiency (DOGE)
have already made dramatic cuts to spending and personnel at an array of agenci es

The budget proposes cuts of more than 50% at the Environmental Protection Agency and the National Science Foundation

These increases would be paid for in a massive spending package Republicans are working on through a process known as reconciliation
But the president is required by law to send lawmakers a budget proposal each year
The proposal is not binding — it's more of a list of the president's policy priorities
That means Congress does not have to abide by what a president wants
"Nearly all of these cuts are dead on arrival in Congress," said Jessica Riedl
a budget expert at the right-leaning Manhattan Institute
"But this may provide a roadmap for where DOGE will go in the next year
If the president can't get this through Congress
he may do as much as possible through executive orders and DOGE."
Trump not only has Republican majorities in both houses — albeit slim majorities — but he also has a stranglehold on the GOP
most Republicans have not openly objected to DOGE's drastic changes to spending
But the White House is also not ruling out using what's known as impoundment to overrule Congress' spending decisions
It has argued that a 1974 law requiring presidents to spend money as Congress directs is unconstitutional

The White House is encountering pushback from congressional Republicans as the administration works to enshrine the cuts instituted by Elon Musk’s Department of Government Efficiency into law.
Congressional Republicans have said in private conversations that it would be a stretch to codify even a small part of the cuts put in place by Musk, according to The Washington Post.
Both the courts and Congress are refusing to legally protect the cuts pushed through by Musk, and the White House has few options to ensure the reductions have a lasting effect.
This comes as several Republicans have faced furious opposition from their constituents during town hall meetings in their districts. Some Republicans have refused to hold such meetings, and others have blamed the opposition from voters on the Democrats
Last month, Florida Republican Rep. Byron Donalds attempted to tell his constituents about the benefits of DOGE as he faced shouting and jeers from voters.
“Are you going to allow me to answer the question?” he asked an audience member
Republicans have faced outrage from voters concerned about possible cuts to programs such as Medicare and Social Security. The chaos at some town halls prompted some lawmakers to move to a phone-in format or avoid holding meetings at all, following advice from the National Republican Congressional Committee
Robert Shea is a Republican who previously worked at the White House budget office
“None of the activities of the DOGE have heretofore had any impact on the budget
those savings don’t really become real,” he told The Post
Shea and other budget experts told the paper that the administration has to choose between putting in place congressionally approved funding or violating federal budget law
which would lead to a constitutional crisis
The White House suggested sending a small share of the DOGE cuts for congressional approval — $9.3 billion of cuts, primarily handling the removal of the foreign aid agency, the U.S. Agency for International Development, the remains of which have been folded into the State Department
Those cuts would also include cutbacks to funding for public broadcasting
Musk has so far claimed that DOGE has instituted $160 billion in cuts after claiming during the campaign that he would find $2 trillion in reductions
However, lawmakers started sharing their apprehensions regarding the smaller package of cuts this week. Maine Republican Senator Susan Collins told colleagues that she would struggle backing cuts to PEPFAR

“I think it depends what’s in it precisely.”

noted that passing the DOGE cuts would be hard even though Republicans are in control of Congress
He requested that the administration review the package before it’s sent to Congress to make sure the cutbacks have political backing
“Do you really want to roll out and have a failure?” he asked
The request for cuts of $9 billion was supposed to be the first
“If we can’t pass a $9 billion rescission package, we might as well all pack it up, give in and admit we’re all going to go bankrupt,” Kentucky Republican Senator Rand Paul said, according to The Post.
“I think it’s tiny because they’re trying to get to the smallest number they can get and get a victory,” he added.
Musk has told reporters that it’s now up to Congress and the Cabinet to take charge as he takes a step back from his DOGE efforts.
“How much pain is the Cabinet and this Congress willing to take?” said Musk. “Because it can be done, but it requires dealing with a lot of complaints.”

The defense secretary is under fire after revelations that he shared classified information in a group chat with his wife
The source said Hegseth used the Signal messaging app on his personal smartphone, detailing minute-by-minute classified information about airstrikes on Houthi targets in Yemen. It happened at about the same time in March that Hegseth shared similar details with top White House officials in a different Signal chat group that accidentally included a journalist

we understand the importance of information security and worked every day to protect it," they wrote
Caldwell and Selnik are longtime associates of Hegseth who worked with him at Concerned Veterans for America
a Democrat on the Armed Services Committee
said in a statement that Hegseth should accept responsibility
"But we must not forget that ultimate responsibility here lies with President Trump for selecting a former weekend TV host
without any experience successfully leading a large and complex organization

police officials said that the crash happened at 11:01 p.m
in the area of South Hazel Street and 46th Avenue
37-year-old Matthew Williams was driving southbound on South Hazel Street and a 2015 GMC Sierra driven by 38-year-old Darrion Williams was traveling north
Police said that at some point the two vehicles collided and Darrion was ejected from his vehicle
He was transported to a local hospital and his condition is listed as critical
Matthew Wiliams was pronounced dead at the scene by Jefferson County Deputy Coroner Eric Belcher
He is the head coach of the White Hall High School Boys Basketball team and multiple friends have posted remembrances on his social media
Officials said that both families have been notified

city officials distributed colored wristbands and rotated groups of community members in and out to ensure everyone had an opportunity to participate
The agenda included second readings of legislation aimed at declaring Whitehall a "Welcoming and Supportive City" for immigrants and a safe haven for the LGBTQ+ community

President Trump invited cryptocurrency advocates to the White House Friday for a summit on digital assets
