has prepared a Final Environmental Impact Statement (EIS) to analyze the potential impacts from the proposed 2018 Master Plan for the consolidation of the FDA Headquarters at the Federal Research Center (FRC) at White Oak
Maryland. The Final EIS has been prepared in accordance with the National Environmental Policy Act (NEPA) of 1969
Council on Environmental Quality Regulations (40 CFR 1500-1508)
The purpose of the Master Plan is to provide a framework for development at the FRC to accommodate approximately 18,000 FDA employees and support staff. The Master Plan is needed to continue to support the FDA Headquarters consolidation at the FRC and provide the necessary office space to conduct the complex and comprehensive FDA reviews mandated by Congress
The Final EIS reviews the impacts and benefits of the action alternatives and the No Action Alternative on the human environment. The alternatives evaluated can be found in Section 2.0
Alternatives Development. GSA has identified Alternative C as the Preferred Alternative. The “Preferred Alternative” is the alternative which GSA believes would best meet the purpose and need by continuing to support the FDA Headquarters’ consolidation at the FRC.

A public informational meeting is set for Monday about a plan to connect White Oak Park and O'Neil Park in west Bloomington with a new bicycle path
The City of Bloomington’s Parks and Recreation department will host the meeting at 5:30 p.m
The two parks are located just a few blocks from one another
“During the meeting the community is encouraged to offer input on the development of the bicycle path connecting both parks,” said Dave Lamb

BATON ROUGE - A man was injured in a shooting at The Reserve at White Oak apartment complex on Monday night.
East Baton Rouge Sheriff's deputies responded to the complex along South Harrells Ferry Road near O'Neal Lane around 11 p.m.
Deputies said a man was standing in a parking lot when he said someone shot him
He was taken to a hospital for injuries and his condition is unknown.
EBRSO said the incident is still under investigation.
Henrico planners want large data center development in Henrico County's future to occur where it has been occurring already – within the Technology Boulevard/White Oak Technology Park corridor in Sandston – and in an 18-page analysis they released May 1
they’ve proposed several ways to ensure that happens
A key goal of the proposals: to prevent hyperscale data centers from locating in “by-right” development fashion – on property on which they currently would be permitted without any discretionary approval from the county – somewhere other than within the proposed Technology Boulevard overlay district
The new proposals would require that any hyperscale data center proposed outside of that district area earn a provisional use permit from the county through a public hearing process
By-right data center development would be permitted throughout the overlay district
as long as the proposals met the newly proposed requirements and other applicable design and development standards
“While the construction and operation of data centers in Henrico has avoided impacts that have occurred in other jurisdictions due to their location
it is anticipated that impacts could increase as new data centers are proposed and available sites become scarce,” planners wrote
“The identification of land most suitable for the development of larger data center facilities
as well as the evaluation of current ordinance requirements and comprehensive plan guidance
is important in ensuring residents are not negatively affected by this future development.”
The Henrico Board of Supervisors and Henrico Planning Commission will hold a joint public hearing at 5 p.m., May 15 at Highland Springs High School to discuss and receive public input about the recommendations and associated proposed amendments to the county's zoning ordinance and 2026 comprehensive plan
The board potentially could vote to adopt both measures at the same meeting; once adopted
Varina District Supervisor Tyrone Nelson told the Citizen that the board has asked the Henrico Economic Development Authority to stop recruiting data center users to Henrico and focus efforts on recruiting other industries instead
“The reason that we’re doing this is to limit adding more data centers in the county
“We’re trying to limit the footprint of where data centers can go
I think data centers have reached close to

There are 37 data centers in Henrico today
with the majority being small to mid-size facilities that function as accessories to larger office buildings
A hyperscale data center proposed last year on 32 acres along Azalea Avenue near the RIC4 Amazing Fulfillment Center and Richmond Raceway Complex alerted county officials to the reality that such larger facilities – which they had hoped would seek to locate in the White Oak Technology Park area – could quickly begin locating in more densely-populated portions of the county
“I think everyone understands that the White Oak Technology Park is set up for that [type of development],” Henrico Planning Director Joe Emerson told the Citizen
“I don’t think anybody ever anticipated that they would begin to spread out in some of these other areas as quickly or as easily
county planners identified more than 50 vacant parcels of industrially-zoned land in the county of 15 acres of more on which hyperscale data centers could be built on a by-right basis (mostly in Eastern Henrico)
Dozens of other sites (of varying sizes) zoned for office
business or office/service district usage also currently could house data centers by-right if certain other conditions were met
though many already are occupied by buildings or likely are too small for hyperscale data centers
Planners searched the county for land parcels of at least 15 acres in size that are vacant or have had minimal improvements and that are zoned for business
office or office/service uses – and therefore could be prime targets for larger data centers – but found only three
“indicating there are minimal threats from such sites,” they wrote
because data center development can generally support higher purchase prices
redevelopment of other commercial sites should not be discounted.”
The original Azalea Avenue proposal eventually was withdrawn after opposition from the county and neighbors but then reduced to a 66,000-square-foot data center proposal on about five acres that is moving forward
DC Blox is planning to build a data center there on what was the Azalea Flea Market site
The proposed amendments would not impact smaller proposed accessory data centers – those that exist to support a larger business location – as long as they meet certain conditions
including housing within their physical structures all the equipment needed for ventilating
planners described five goals for the creation of the Technology Boulevard Special Focus Area
which would be added into the 2026 comprehensive plan and then rolled into the forthcoming updated 2045 version of the plan (perhaps with additional enhancements
• to respect existing residential development;
• to create a “vibrant industrial park with uses which support the tax base of the county in a manner allowing benefits to transfer to existing and future residents;”
• to ensure that adequate utilities are provided before or during new development;
• to create shared access for uses developed as part of a coordinated plan that spans large parcels
in order to maximize areas for screening along roads and adjacent to existing developments;
• to provide a coordinator set of pedestrian and bicycle facilities to serve new industrial development while also connecting to nearby areas and a countywide active transportation network
The Technology Boulevard Special Focus Area would include White Oak Technology Park and abutting properties south of I-64 that are zoned for industrial usage (a total of about 80 such parcels and roughly 3,100 acres)
future data center development in the county should largely be limited to properties within the special focus area,” planners wrote
Much of the property within the focus area already has been occupied by data centers or approved for future data center development; QTS and Meta operate hyperscale data centers there
and Richmond developer Hourigan recently won zoning approval for 622 acres near the I-64/I-295 interchange in the northern quadrant of the focus area
where more than a dozen data centers ultimately could take shape
The new guidelines would not apply to any of those projects
since they already exist or have been approved
but would apply to any new data center proposals within the focus area
mirror most of the requirements already in place for development projects within White Oak Technology Park 1 and 2
The data center development guidelines proposed in the planners’ report (and outlined in the proposed comprehensive plan amendment) would seek to help the county fulfill nine objectives associated with such development countywide
including to mitigate the environmental impacts of large data centers as well as their impacts on any existing nearby developments (residential and other)
The guidelines also would be aimed at protecting cultural resources and encouraging the development of active transportation amenities
• require that data center buildings be set back at least 200 feet from the lot line of any adjacent residential properties
residentially zoned properties or even properties recommended for future residential use by the county’s Comprehensive Plan;
• require a buffer of at least 100 feet to screen a data center from adjacent residential properties
residentially zoned properties and those recommended for future residential use in the future;
• require that a noise study be conducted and submitted prior to any data center site plan approval
and that prior to issuance of a certificate of occupancy
a subsequent noise study be conducted “to demonstrate to the Planning Director’s satisfaction that the operation complies with any conditions or other legal requirements for the property;”
• require data centers to incorporate at least two of five design elements: a change in building height; building step-backs or recesses; fenestration (the implementation of windows and doors); a change in building material
texture or color; the use of accent materials
There are crowded Democratic fields and competitive House races
but primary participation has historically lagged behind general elections

As oak trees in Minnesota face endangerment from ongoing spells of drought
John’s Abbey Arboretum in Collegeville is doing something about it
led a mass planting of red and white oak seedlings (about 2,000 of them) on five acres of the Arboretum’s land
That massive undertaking was accomplished with the help of many volunteer staff members
the Arboretum staff and volunteers have for years done similar mass planting of many types of seeds
A plan is proposed to do a similar planting on Arboretum land of about 2,000 oaks every five years on five-acre plots of land
John’s Arboretum is a vast area of land (about 2,500 acres) where there is a unique mixture of prairie land
It also includes a large oak forested area
Red and white oak trees cover about 700 acres of the Arboretum land that offers healthy habitat for a variety of species and ecosystems
the Abbey’s lands were officially dedicated as a state wildlife refuge
Abbey monks decided to preserve the land as a natural arboretum based on Benedictine principals of conservation

have collaborated with scientists from the U.S
Forest Service and others to produce the first complete genome for the white oak (Quercus alba)
a tree that provides large amounts of timber and is the primary species used in barrels for aging spirits
Data to complete the genome came from a range of academic sources
By combining those data into an unbiased annotation of the white oak's genes
the researchers have created a resource to understand genetic diversity and population differentiation within the species
assess disease resistance and the evolution of genes that enhance it
and compare with other oak genomes to determine evolutionary relationships between species and how the genomes have evolved
Having genomic data like this helps us address important biological questions
including those related to the economic and societal use of the species," said Diane Jofuku Okamuro

Riverside Health and Rehab and White Oak Manor Charleston are expected to be sued for wrongful death
according to a notice filed in Charleston County Circuit Court on April 28
CHARLESTON — A wrongful death lawsuit is expected to be filed against two skilled nursing homes that have a history of medical malpractice complaints
Samuel Scott Harrison intends to sue Riverside Health and Rehab and White Oak Manor Charleston following the death of Edna Harrison
according to a notice filed in Charleston County Circuit Court
Edna Harrison required skilled nursing care to protect and promote her quality of life
she experienced “conscious pain and suffering” prior to her death
It alleges both nursing homes failed to provide the requisite care
such as implementing appropriate skin measures
assessing her risk for developing pressure injuries
treating her pressure sore and developing a care plan for her worsening injuries
The notice of intent to file suit lays out a series of events that occurred between Nov
when Harrison was admitted to Riverside for physical and occupational therapy and her death on Sept
The notice describes worsening problems with a wound that developed at the base of her spine after her admission
resulting in an infection and a hospital stay
Her wound problems persisted after she was transferred to White Oak Manor on Jan
resulting in another infection and a hospitalization that lasted several months before she died
The notice does not include information about Harrison’s other medical history
The same site gave White Oak Manor Charleston, a 176-bed facility, a four-star, or above average
Records show both nursing homes are named as defendants in at least a dozen pending medical malpractice lawsuits in Charleston County
A spokesperson from each nursing home said they cannot comment on pending litigation

During the school dismissal at White Oak Elementary School on Monday
two individuals were arrested and charged with several offenses
Authorities say school officials noticed the driver and passenger of a vehicle in the student pick-up line appeared to be significantly impaired and reported this to the School Resource Officer
The SRO attempted to investigate further until the driver of the vehicle
The SRO attempted to detain him and he became uncooperative and assaultive
Back-up was called for and deputies and Cape Carteret Police officers arrived and assisted in taking Brandon into custody
was also taken into custody due to her being uncooperative and combative
Sheriff Asa Buck commends the school staff and his SRO for recognizing and addressing the impairment of the driver and dealing with it appropriately and thanks all other deputies and officers who responded to ensure that the matter was handled quickly and to ensure the safety of all involved

according to the Wayne County Coroner's Office
The Wayne County Coroner says there was a single boat crash just before 6 p.m
on Sunday with one person on board in the White Oak Creek area
The corner says a fisherman spotted the boat drifting with the person on board on Lake Cumberland
The person's identity has not been released at this time
but the coroner says they suffered a lot of head trauma
and fishing equipment was also found on board

Young found a hardwood company willing to sell him a few boards that had already aged outside the sawmill for two years
He aged them for another nine months at the winery before shipping them to Oak Solutions in California
Oak chains are squares of toasted oak on a chain that can be lowered into a barrel right through the bung.\r\n\r\nOak Solutions delivered two toast levels: Medium Plus
which after experimentation Young used for the wines
which he used just for Bourbon.\r\n\r\nThe trials were basic: they put small amounts of oak into several wines in 750 ml bottles for two weeks
They ended up choosing three wines for the Texas oak treatment: a Petit Verdot
a Tannat and a red blend called Cowboy Cuvée
Young said these were the biggest and boldest wines they tested
Bending Branch inserted the oak chains into neutral barrels because Young wanted only the Texas oak to deliver taste characteristics. \r\n\r\n"One of these chains had the impact of 50% of a new barrel," Young said
"The total impact of the chains was 33% of the effect of new oak barrels
But it's much more sustainable because you use a lot less oak
is scientifically oriented: he had Oak Solutions do gas chromatography-mass spectrometry (GC-MS) on the wines.\r\n\r\nYoung said the Texas oak-aged wines had more than double the 5-methylfurfural
They also had three times as much vanillin
which is perceived as smokey barbecue flavor (you might recognize the name as a component of a smoke taint.)\r\n\r\nGiven all this
fruit-driven; you can notice some oak notes in the aroma

The MoCo Show was the first to report the opening date, which a Facebook Event listing has since confirmed
Speculation about the Seattle-based grocery chain’s arrival began in 2022 when the location’s developer adjusted plans with the county’s Planning Department to expand a grocery store within a mixed-use development

(WKYT) - The Wayne County Coroner says one person is dead after a boat crash on Lake Cumberland
it was a single boat crash with one person on board
He says fishermen found the person on the lake and called 911
The Wayne County coroner Gordon Hicks has identified the person killed as 59-year-old John Bezold of California
The investigation into the crash remains ongoing
Some Onslow County students are learning about the dangers of driving under the influence
White Oak High School held a demonstration
but instead at the White Oak High School track and field
This was part of a DWI demonstration for the juniors and seniors before prom season
That was the message of Tuesday’s driving while impaired re-enactment
He’s a health science teacher who spoke at the demo
He says they wanted to show the risk firsthand when getting behind the wheel under the influence
The demo featured actors from emergency services
The demonstration also included a visit from the medical helicopter
“If you’re ever in a situation where you’re tempted to drive or ride with someone after drinking
remember this: there is always an alternative.”
Junior Juan Moran-Moren said this demo is sure to stick with him

The expanded nine-year underwriting relationship between Across America and White Oak Underwriting Agency will allow the insurance agent to have a delegated authority in the London market when it comes to commercial physical damage and motor truck cargo liability
Across America will also be able to handle all claims in house
which will allow a faster response and processing time to its clients in order to have trucks return to the road quickly
The market insights of transportation specialty leaders such as Kapur
Amwins Global Risks US Transportation Division managing director Jon Humphreys
and White Oak Underwriting Agency chief underwriting officer Lisa Perry will also be brought together by the arrangement
