Permanent repairs underway. Whitefish Bay's Village Board has approved a $5.5 million contract to repair the sinkhole at Big Bay and Buckley parks which Village President Kevin Buckley said is one of the most expensive projects undertaken in the village's history The sinkhole formed in June after the failure of 90-year-old storm sewer infrastructure 70 feet below the ground On Aug. 5, the village had approved partnerships with Mid City Corporation for construction management services and Midwest engineering firm Clark Dietz for engineering services A unanimous vote by the Village Board Sept 16 approved the contract and maximum price for the two firms' assistance in seeing through both the temporary and permanent repairs that Director of Public Works Matt Collins said will fully restore the collapsed utility infrastructure as well as landscaping at the parks and along the bluff "I can't say enough in appreciation for the team that we've mobilized from day one," Collins said "Without their assistance and sense of urgency we would not be at this point to move as fast as we've been able to." "The board and our residents will see major progress after this point," he said The sinkhole formed near the entrance of Big Bay and Buckley parks which are adjacent to each other along the Lake Michigan shoreline The $5.5 million is a guaranteed maximum cost the company "is on the hook" for the additional cost If the total cost comes in below $5.5 million the village will get back 75% of the remaining funds and Mid City gets 25% The contract with Mid City establishes the firm as construction manager at risk enabling it to work with a variety of subcontractors to address the many unique components of repairing the infrastructure and restoring the site But there are checks and balances in place Collins said the village will oversee each facet of the work and costs "Although we're in an urgent situation where the village has declared a state of emergency working alongside the contractor to be very conscientious of quality control Some of that oversight will occur during weekly construction review meetings and twice monthly budget reviews meetings outlining the temporary repairs and detailing strategies for permanent repairs Whitefish Bay Finance Director and Village Clerk Jaimie Krueger said the village has enough money in its general fund to pay for the project invoices as they come in and that the village will reimburse the general fund through its typical bonding process over the next 20 years Crews have also installed sensors to monitor flood risk during heavy rainfall which will enable them to pump stormwater into bypass locations But the temporary system cannot last forever The short-term repairs lack the long-term capacity needed are more vulnerable to weather events and are more exposed posing a safety risk to residents who shirk the village's warnings to avoid the area The permanent repairs entail installing a new 70-foot deep manhole that will connect to the existing outfall into Lake Michigan and be situated just to the east of the manhole that failed The village and Mid City will also rehabilitate the outfall which Collins said has also degraded over time "We should get another 100 years out of this The permanent repairs will have the storm sewer's capacity fully restored by January 2025 and will include restoration of the parks' landscaping and the bluff by that spring Zoulek said this method was determined to be the least invasive most cost effective and have the shortest project duration “This is a big moment for us," Collins said Collins said the DPW will continue to assess other critical areas across the Associate Principal Rebecca Salomon faces felony charges in the fatal crash that took place after she allegedly ran a stop sign while driving home on Dec according to a criminal complaint obtained from the Washington County District Attorney's Office Salomon admitted to investigators she'd consumed three margaritas at Lucky Shots before getting behind the wheel that night Whitefish Bay School District Superintendent Jamie Foeckler told families in a message Feb 24 that Salomon has not returned to work since the district was made aware of the matter A Milwaukee Journal Sentinel reporter's attempts to reach Whitefish Bay School District administrators were unsuccessful on Tuesday Salomon was charged with one count of homicide by intoxicated use of a vehicle and another count of homicide by intoxicated use of a vehicle with a prohibited alcohol concentration the two counts could come with fines of up to $200,000 and up to 50 years in prison the Washington County Sheriff’s Office responded to reports of a serious crash at the intersection of County Trunk P and County Trunk NN in the Town of West Bend The deputies found a Chevy Impala at the intersection with an injured unconscious man slumped over the driver's seat They also found a Jeep Grand Cherokee in a ditch southeast of the intersection that was empty Salomon and a passenger she had been driving with stood in the roadway The injured man still had a pulse and shallow breathing at that time and paramedics arrived to transport him to the hospital the Washington County Medical Examiner reported that the victim had died from craniocerebral injuries sustained during the crash deputies noticed visible signs of intoxication in Salomon but the passenger instructed Salomon to not say anything about what happened and continued to interrupt deputies' questions to her on the scene the passenger turned his body towards deputies in a way they interpreted as "pre-attack posture," and they detained him in handcuffs Salomon eventually did tell deputies that she had been driving home from Lucky Shots and had three margaritas earlier in the evening But she also said she had stopped at the stop sign Deputies instructed Salomon through sobriety tests that also showed intoxication and eventually arrested her for operating while under the influence An accident reconstruction undertaken by the Washington County Sheriff’s Office determined that Salomon had either failed to stop at the stop sign or failed to yield causing the victim's vehicle to strike the driver’s side of Salomon's Salomon will make an initial court appearance at 10:30 a.m A proposed plan in Whitefish Bay to help finance the $7.5 million redevelopment of the vacant Fox Bay Theater into a multi-purpose live entertainment hall could also pay for nearby bike pedestrian and street improvements that would benefit a new Sendik's grocery store The proposed tax incremental finance district, TID No. 3, would cost the village $2.7 million and encompass several blocks, or about 7 acres, of Silver Spring Drive, according to an updated project plan prepared by municipal consulting firm Ehlers Officials discussed the latest plans at the village's April 17 Joint Review Board and Community Development Authority meetings The CDA held a public hearing before members voted to recommend the TID boundaries and project plan to the Village Board is currently proposed to receive a $500,000 development incentive Around $660,000 of the TIF district's cost is proposed to help fund street bike and pedestrian upgrades around a vacant office building at 5633 N Sendik's is purchasing the land from the village and hopes to demolish that building for the construction of a new grocery store There is no direct development incentive for building the store itself the TIF would fund street improvements at the intersections of Lake Drive and Beaumont Avenue as well as at Santa Monica and Beaumont Avenue It would also fund bike and pedestrian improvements pavement markings and other safety enhancements throughout the area expanding a half mile from the district's boundaries How much money would the proposed tax incremental financing district in Whitefish Bay projects generate?The village estimates that The Argo and the Sendik's projects would create $11.3 million in incremental value This includes $3 million in incremental value The Argo is projected to generate $8 million the new grocery store is projected to generate and around $310,000 from the village selling the land to Sendik's and returning it to the tax roll The village estimates the district will generate sufficient tax increment to pay project costs within 17 years of the allowable 27 years under state law Sendik's hasn't yet worked out specifics for the new development Village President Kevin Buckley said in the weekly village newsletter sent on April 21 But store's owners have expressed intent to keep its current location at 500 E applicable software and firmware licenses which varies from year to year depending on the number of elections held.” — A Whitefish Bay elementary school associate principal is facing homicide charges after driving drunk in December Salomon admitted to officers that she was the one driving the striking car involved in the accident and that she was coming from a local tavern in West Bend and was arrested for operating while driving under the influence Her blood alcohol level was measured at .109 A passenger in Salomon’s car also tried to stop her from talking to police When he tried to turn his body away from deputies in what they observed as a “pre-attack and posture” It’s unclear if he will face charges related to this crash Charges were filed against Salomon on February 21 and she — Rebecca Salomon was charged Friday with two felonies for alleged homicide by intoxicated use of a vehicle in Washington County Circuit Court an associate principal at Cumberland Elementary School in the Whitefish Bay School District was charged with homicide by intoxicated use of a vehicle and homicide by use of vehicle with PAC (Prohibited Alcohol Concentration) she faces revocation of her driver’s license for 10 years According to the criminal complaint, the Washington County Sheriff’s Office was dispatched to a serious accident on Dec. 29 at 8:12 p.m. at the intersection of highways P and NN in the Town of West Bend where a male driver of one of the vehicles had injuries and was lying slumped over in the passenger seat A sheriff’s deputy noticed blood on the victim’s face and that blood appeared to be pooling on his chest "VICTIM had a pulse and shallow breathing at that time," the complaint said "(The deputy) reports rescue arrived and took over patient care of VICTIM VICTIM was ultimately transported to the hospital." The deputy then went over to the other vehicle that was involved in the crash and found no one in it Salomon and two other individuals were in the middle of the roadway and Salomon told the deputy that she was the driver of the other vehicle which was confirmed to the deputy by one of the other individuals in the roadway One of the individuals was complaining of chest pain and also telling Salomon not to say anything to the deputies “(The deputy) attempted to ask the defendant what happened (The deputy) reports (one of the individuals) continued to interrupt his investigation,” said the complaint “(The deputy) told (the individual) to stop interfering (The individual) then stared at (the deputy) and turned his body towards (the deputy.) Full results are available on the WIAA website Whitefish Bay coaches Douglas Dickinson and Jenny Holtzen knew they had a talented and experienced team coming into the season after consecutive state runner-up finishes The proverbial monkey would remain on their backs until a title-winning performance ripped it off it became clear that was exactly what the Blue Dukes had in store "What we kind of saw tonight was a lot of non-history in terms of us never winning a state title and it really kind of made the girls nervous a little bit particularly early in the meet," coach Dickinson said we settled in and we're just happy that we pulled it off." The tone was set by diving performances from juniors Annika Leinweber (413.10 7th) that set the tone for numerous high-scoring finishes throughout the evening "We could tell towards the end of the season they kept stepping up at every opportunity they had," coach Holtzen said but even better than we expected from the divers and it just snowballed from there The Blue Dukes scored 360 team points to beat out Edgewood (270) Rhinelander (251) and the remainder of a field that could not match the depth of Whitefish Bay All three Blue Dukes relay teams won their heats including the 200-yard medley relay team (Maggie Dickinson Anne Dickinson) that won in 1:37.04 and a 400-yard freestyle relay team (A Dickinson) that put the exclamation point on the team win with a victory in 3:29.66 Whitefish Bay also got valuable individual contributions from junior Anne Dickinson who stretched out from sprints to longer races this year in a move her coaches said paid off tremendously in the run to a team title "I kind of knew that my team didn't have a lot of people in the distance events and I knew my sister raced the 50 free pretty well so I thought that'd be a good idea for us to do different events that we can hopefully win both of," Anne Dickinson said Anne won the 200 freestyle (1:49.36) and 500 freestyle (4:54.20) events while Maggie's freshman debut was one to remember as well She won her 50 freestyle to defend a title won in 2023 by Anne then set a WIAA D2 state meet record with her 100 backstroke time (:53.28) to eclipse Rhinelander swimmer Malia Francis' 2021 time of :54.39 Even though it was her first time competing Maggie was no stranger to the WIAA state meet having watched Anne and their graduated older sister Emma race at state over the years Getting into the pool a couple times herself helped her shake any lingering jitters prior to her record in the 100 back "I think the 200 medley relay with the 50 back helped me a lot with visualizing my first 50 and it helped me with what I was going to do and getting used to the pool," Maggie Dickinson said An eighth and final victory for Whitefish Bay came from sophomore Aibhy King who improved from fifth at state last year in the 100 butterfly to win in :56.17 on Friday The win was part of a night that included contributions to two relay wins and a ninth in the 100 backstroke The performances were inspired as much for the teammates around her as they were for herself to hear King tell it "We've all trained so hard and worked so hard for this moment and it was just so fun because this team is just so amazing and we just love each other so much," King said Other podium finishes that led contributions to the historic first title win included: Utschig's third in the 100 freestyle (53.23) and fourth in the 200 freestyle (1:57.06) Shanks' second in the 100 freestyle and sixth in the 200 individual medley (2:12.47) and Lila Borchardt's fourth in the 100 backstroke coach Dickinson said there is no intention of stepping down "We're gonna be pretty good next year too," coach Dickinson said with a knowing grin As Whitnall senior Rianna Dobbie climbed off the podium after the D2 diving event, relief was the greatest sensation washing over the newly crowned repeat WIAA state champion. Despite coming off a state win in 2023 Dobbie found herself as the second seed entering Friday after a mistake that cost her a sectional event win a week prior "Last week at sectionals I hit my head on the diving board," Dobbie said "And so I think I was getting a little mental on that specific dive I hit the diving board on and when you hit the diving board that's a lot of points deducted off." While concerns of how things could go wrong again at state Friday were present Dobbie trusted her preparation and body of work throughout her career en route to a repeat title Her finals score of 465.95 bested a field that once again included senior teammate Chelsea McDowell (456.65) The pair shared a prolonged embrace with coach Cheryl Weber after greeting their respective families a moment representing finality for two accomplished high school careers said that while competing at WIAA state is over the relationships forged through diving will continue to last pointing to Weber's presence at track meets in the spring and graduated former teammates who still keep in touch to prove her point "That's just something so beautiful about swimming how it carries through and how we're able to support each other outside it and beyond." McDowell was nearly unable to dive in 2024 after sustaining two concussions in the offseason The injuries kept her out of the pool for more than four months combined and her road back to championship form came with physical and mental obstacles "Just the stress of trusting myself again and the stress of just working through with the support of my team," McDowell said "This season has just meant the world to me." Senior Payton Flowers of Deforest leads the way out of sectionals with top seeds in the 50 free (22.85) and 100 free (49.88), and Waukesha South/Mukwonago junior Ella Antoniewski has top seeds in the 200 free (1:49.28) and 500 free (4:55.08) The race for the second spot in the team competition appears competitive with 3 teams in the hunt Verona Area (205 projected points with 17 individuals 373 seeded points entering the meet Edgewood have a history of dropping time at this meet and loom behind with 276 seeded points Both schools have 18 individual qualifiers in the meet and all 3 relays Whitefish Bay have been second at this meet 4 times Edgewood have dominated the last decade of girls D2 swimming in Wisconsin but Edgewood’s 8 year winning streak was broken last year by Rhinelander (seeded 3rd this year with 223 projected points with Edgewood ultimately finishing 3rd last year Whitefish Bay are led by their star sisters freshman Maggie Dickinson and junior Anne Dickinson Maggie has the top seeds in the 50 free (23.74) and 100 back (54.79) Anne has the top seeds in the 200 free (1:51.32) and 500 free (4:58.07) Stoughton Junior Cheyenne Borroughs also leads the way in two half as wide two-thirds as long and surrounded by dasher boards and plexiglass I would say I’ve grown a lot into understanding the game a lot more and every day I’m just learning new things from the older guys,” Azcueta said “I know I’m getting a little bit more technical and I’m just happy to be here again for my third year.” still has his jerseys from the WIAA championships seasons he enjoyed
