The AHRMA Vintage Cup Series returned to historic Willow Springs Raceway April 19-20 after a couple of years absence
and continued its western swing the following weekend at Inde Motorsports Ranch April 26-27
as part of the 2025 AHRMA National Roadracing Series presented by Motobilia
The double dose of classic motorcycle racing saw riders on historic grand prix racing machines

Tim Joyce took the lead on a 1968 Seeley G50
setting the tone for a commanding performance which would repeat itself throughout both weekends
David Roper powered his 1970 Harley-Davidson ERTT
his bike’s iconic growl echoing through the desert air
but sadly retired with a mechanical early in the race
The lead three maintained their positions throughout the race
with the same four riders storming through Turn One in identical order
while Melton again had to retire with a mechanical
The checkered flag fell with no change in the order
The following weekend at Inde Motorsports Ranch
they replicated their previous weekend’s success
finishing Saturday and Sunday’s races in the same order: Joyce leading Roper with Elings in third

At its April meeting, the California Water Commission received an update from the CIM Group and representatives of the Southern California Water Bank Authority, proponents of the Willow Springs Water Bank Conjunctive Use Project
They sought to assure the Commission that the project was progressing steadily toward meeting the remaining Water Storage Investment Program (WSIP) requirements
Proposition 1 of 2014 dedicated $2.7 billion for investments in public benefits of water storage projects
The California Water Commission is administering the Water Storage Investment Program (WSIP) to fund the public benefits associated with these projects. In July 2018
the Commission made maximum conditional eligibility determinations (MCEDs)
awarding $128 million to the Willow Springs project
the project must complete environmental documents
and obtain necessary permits and approvals
The last time the project proponents were before the California Water Commission
they had just completed an MOU with the Antelope Valley-East Kern (AVEK) Water Agency. Since then
they have developed plans on how the project will deliver the ecological and emergency benefits as required by Proposition 1 and begun pre-development work focused on turnout options
“We have a lot left to do on this project
but we’re in a much different place than last year
certainly and definitely in a very different place than we were two years ago,” said John Perez
managing director of government affairs at CIM group. “Early indications with potential participants and clients give us the impression that there’s significant demand for a project like this
It’s our intention to continue our current path of progress so we can deliver not only on the specific public benefits required to meet our Prop One obligations but also deliver affordable storage for districts that serve residents across the state of California.”
The Willow Springs Water Bank is located in the Antelope Valley
just south of the Tehachapi Mountains near Lancaster and Palmdale
the facility will have the capacity to store up to 1 million acre-feet of water
making it the largest water storage site south of the Grapevine
the project will include percolation ponds and four fully equipped wells
The project scope includes building new wells and pipelines to deliver stored water from the bank back to the California Aqueduct for distribution to project participants
The site boasts permeable soils and existing infrastructure that has already been utilized for water recharge
when partner agencies have access to a lot of water
excess water is conveyed to the water bank through the California Aqueduct to be stored for future use. In dry years
when the State Water Project allocation is low
water can be pumped out of the water bank back to the California Aqueduct for delivery to downstream contractors or upstream contractors through exchange agreements
Public benefits include up to 215,000 acre-feet of emergency water storage for communities along the California Aqueduct in case of water supply failures
it provides pulse flows of nearly 29,000 acre-feet for the Feather River during dry and normal years
Project participants must commit to helping deliver the public benefit. “What that means is that they have to incur a cost in the form of foregoing water in certain years – dry and below normal years
but what they get from it is that they are effectively getting access to discounted storage through the grant funding supporting and funding some of the shared infrastructure
as well as the amount of water they able to capture in wet years far outweighs the amount of water they have to forgo for the public benefits,” explained Chris Bailey
“So they are incentivized because they get access to cheaper storage and excess storage that they can use for future needs.”
Following the signing of the MOU with AVEK
the project proponents extended invitations to other State Water Project contractors to participate in the project
This outreach resulted in nine potential partners expressing interest in a total of 670,000 acre-feet of water storage and 170,000 acre-feet of put and take capacity annually. These potential participants
and downstream relative to the project site
recognize the significant benefits the project could bring to their operations
“This demonstrates the massive support and need for undergrounding water storage operations in the state of California,” said Chris Bailey
The next step is to meet with the interested parties to walk them through the public benefits and how they would be expected to participate. An updated cost estimate is in the works
and then they will need to reaffirm their interest and commit more formally. Mr
Bailey said they hoped to complete that by the end of this year
Project proponents estimate they will complete the remaining WSIP requirements for a final award hearing in 2027; Construction is expected to be complete in 2029
there’s still much work to be done. Project proponents are meeting with state officials regarding the pulse flows and determining the turnout capacity for the California Aqueduct once they have reaffirmed interest from other State Water Project contractors. They are working with AVEK on the pipeline’s precise path
and size. They are exploring the possibility of expanding AVEK’s turnout rather than building a new one as well as using AVEK’s existing easements for the pipeline route
and we’re actively working in terms of building out a larger water bank
given the amount of interest that we’re seeing from the State Water Project contractors,” said Mr
Bailey. “We are in discussion with some of the local landowners here about securing easements and have some signed up already.”

But what does this mean for one of the West Coast’s most historic racing venues

could be fast approaching.Maybe it will be converted into a private racing complex like Spring Mountain in Nevada
but that could severely limit racing for many who have enjoyed the track over the years

the new ownership group stated: “While CrossHarbor Capital can not provide details on acquisitions before they are complete
we can confirm that a deal is pending and the team is excited to preserve the legacy and enthusiast access to one of America’s most iconic racing facilities while also setting up the property for growth and success in the future

The second vertical CrossHarbor wants to attract is automakers for performance driving schools and possible testing centers
The final vertical is club lounges and high-end car storage
Motor1 also spoke to Mazen Fawaz of Singer to understand the brand’s involvement in the project
with the actual ownership percentage being a secret
its primary role will be conceptualizing the track’s future design and purpose
Willow Springs is going to get Singerized to some degree
Fawaz emphasized the importance of maintaining the track’s character while also making it more usable than it is currently
but it will keep the same spirit as the original track
and really let our motorsport nerd shine here."

though the level of FIA compliance is still up for debate

All we know is that Willow’s future is secure

Willow Springs International Raceway was bought by an affiliate of CrossHarbor Capital Partners in collaboration with Singer Vehicle Design
Rumors about the sale of the historic racing facility north of Los Angeles have been spreading since it was learned CrossHarbor was purchasing the track, which has been open since 1956. Street Muscle’s article brought to light the uncertainty of the proposed acquisition

We’re not sure how far along CrossHarbor and Singer are in their plans
but we’re eager to see what the future holds for one of our favorite tracks
The location has a fantastic motorsports history
but it seems that the new owners have enthusiasts—as well as the track’s storied history—in mind
I was afraid it would be turned into golf courses and condos
That would have been one hell of a place for a golf course
I am very curious what is going to happen
I imagine prices for events would likely go up
I bought a ‘55 Speedster and joined the San Fernando valley region of PCA
We would drive up to Willow Springs and run time trials for most of the day
I had to stop quickly and nearly spun off the shoulder
I had never experienced brake fade before and slowly nursed the car home
The next day the brakes were fine as I drove to work
I sold the Speedster and bought a 911 and took it up to willow several times
I lived in Ventura about 25 years later and I wanted to see how my ‘64 356 would do on the track
But I remember now much fun it was with both of the two cars I raced up there

and maybe something to commemorate where one of the most iconic raceways in the West used to be
maybe this is the last bit of optimism I have left for PE
but I have some hope for the raceway's future—Not that it'll be good
There's a lot of relatively cheap land that's closer to Los Angeles than Willow
so buying the raceway just to demolish it seems like it's not in the firm's best financial interest
could we be saying goodbye to the lesser-used tracks in favor of trackside condos and amenities
even though it's the last thing I'd like to see
Maybe the firm will milk every penny out of the remaining tracks before eventually demolishing them

— Leaders with the Redding Fire Department are raising funds for a memorial to recognize fallen firefighters
staff at Willow Springs Memory Care in Redding hosted their fifth annual Show & Shine Kool April Nights car show at the assisted living facility to honor its residents and improve their quality of life
Community members brought a variety of classic cars while ‘50s music played and barbecue was served
The Redding Fire Department had a booth there to gain support for a planned memorial wall
which would honor department members who made the ultimate sacrifice
but they have their memorial that they’re trying to build
We’re just trying to help raise money for them as well," Willow Springs Memory Care Community Relations Director Brittney Bethel said
Redding Fire Department members told KRCR that the memorial will be located at Station 8 on Churn Creek Road
featuring a concrete circular wall with plaques displaying the names of fallen firefighters
“It’s just nice to have something that people can really learn about the history of the fire department
other firefighters we’ve lost in the line of duty throughout the years
and kind of bridge that gap between the public and the fire department,” RFD firefighter Dan Cook said
“We’re still moving along with gathering funds
and hopefully sooner than later because this is for the community
and it’s just a place where people can show up and honor fallen firefighters and learn about the Carr Fire and what happened.”
The proposed budget for the project is about $400,000
Part of the proceeds from the car show went towards the memorial
the event was held to honor the memory of previous resident Ross Phipps
who was a former fire chief for the Anderson Fire Department
Willow Springs Memory Care Executive Director Patricia Clark said of the gathering

Willow Springs International Raceway has been sold to a private equity firm
and the track’s existing management has told all remaining tenants to vacate the property by the end of the month
according to notices posted at the circuit
The storied track has been acquired by CrossHarbor Capital Partners
which has not responded to an email from Roadracing World seeking comment
A sale price was not immediately available
Notices have been posted by the track’s current management saying the property must be vacated by March 29 at 5 pm or anything left at the facility may become the property of CrossHarbor
Since the death of longtime Willow Springs owner Bill Huth in 2015
the facility has been operated by his children

privately-owned investment and asset management firm focused exclusively on commercial real estate located within the United States
The firm manages multiple fund strategies that invest across the risk/return spectrum on behalf of a diversified and highly regarded group of endowments
family offices and sovereign entities.”
The 600-acre Willow Springs property’s roots go back to 1953 when a flowing
2.5-mile road course was built and soon earned the reputation as “the Fastest Road in the West.”
Willow Springs International Raceway includes eight separate tracks: the 2.5-mile paved road course (which was partially repaved in 2023)
the 1.8-mile Streets of Willow paved road course; the 1.0-mile Horse Thief Mile paved road course; the paved 0.625-mile Willow Springs Kart Track; a 0.25-mile paved autocross and drifting track called the Balcony; the quarter-mile Willow Springs Speedway paved oval; and Walt James Stadium
which includes 3/8-mile paved and clay oval tracks
The facility operates year-round and has hosted sanctioned racing
and TV and movie production non-stop since it opened
Huth also founded the Willow Springs Motorcycle Club (WSMC) to run club races at the track in 1991
following disputes with AFM (over a club associate criticizing EMTs at the track) and ARRA
(which Huth said ran events without the track-required medical insurance).
WSMC ran the third Sunday of every month for most of its 21-year history before it was closed down in 2012

Singer-modified Porsche 911s at Willow Springs It was around 10 months ago that we heard that Willow Springs
the oldest permanent road racing circuit in the US
we wondered what would become of the track
but now we need wonder no more because it has a buyer: Singer
Yep, Singer, as in the maker of those mouthwateringly gorgeous Porsche 911 restomods
The company’s teamed up with investment firm CrossHarbor to run the historic track
which lies in the deserts of California around 50 miles north of Los Angeles
or from its appearance in the early part of the film Le Mans ‘66
It’s also featured in the more recent Gran Turismo games
Those uses were a bit up in the air with the track’s sale
but now that it’s under the control of Singer and CrossHarbor
The two companies will continue hosting both public and private events on its three asphalt road courses
A collection of cars at Willow Springs Raceway It sounds like it’s going to be getting a bit of TLC, too. The new owners have brought in ex-F1 driver Alex Wurz, who now works in circuit design and helped draw up plans for Saudi Arabia’s wild-looking in-development F1 circuit
He and his team will be working on enhancing the existing track design and safety features
track operations will be overseen by the team that manages fellow Californian venue Sonoma Raceway
while architecture firm Hart Howerton will overhaul the off-track experience
the complex will host a private members’ club for Singer clients and other enthusiasts
where they’ll have access to exclusive track days and other experiences
Willow Springs Raceway - overview It all sounds rather promising for a legendary venue that was facing a bit of an uncertain future

The investment firm proposed a multi-year plan to bring Willow Springs back up to modern FIA standards to host professional racing events throughout the year
though a completion date has not yet been declared by any of the involved parties

There are three main road courses on the 600-acre property: Big Willow
yet there’s not much infrastructure to support race teams
but there’s plenty of room to expand access and amenities
that an ingredient of the track’s charm is its throwback vibe
While we hope to see Willow Springs thrive
we wish that whatever comes doesn’t change the character of the place too much
There’s a lot of room to grow and yet maintain The Fastest Road in the West as the unique desert outpost that drivers and spectators so dearly love

Recently in mid Tn Nashville Super Speedway faced a similar fate but was bought by another Nascar track
It’s still thriving with a bunch of Nascar races under it’s belt
& serves as a site for several major car shows
All this even though there’re warehouses creeping in from all sides & still no real infrastructure such as motels & food places without a drive to get there
Let’s hope Willow Springs goes the same way
The lack of communication on what is going on does beg the question on what their intentions are beyond making some money

Get out your dollar- what’s the over/under on the announcement of the new warehouse park

so they can have a “curated experience” without the bother of the unwashed masses getting in the way
Willow Springs is a state of California historic landmark
don’t know if that status prevents the land from being developed
Lets pray that it survives with a good owner
the buildings can muffle some of the noise and with people around on weekends there would be less chance of bad guys doing their thing
All it needs are some decent amenities: restrooms
food service of some sort (maybe food trucks)
I remember plenty a weekend racing late models
I was in a perfect Pro race for Willow Springs

the stands would have more in them that way.”
If your Street Muscle preference is for cars that do more than go fast in a straight line, you have to feel uneasy about the future of the historic Willow Springs Raceway

It remains to be seen what fate awaits this historic motorsports facility

That could mean it wants to keep the facility open and

it can be described as an hour or so north of Los Angeles
The facility opened in 1953 and has hosted virtually every type of motorsport
from NASCAR to Grand Prix motorcycles and karts
It was the first purpose-built road course in California
most recently portraying Riverside Raceway in “Ford vs
and autocross enthusiasts should be shaking in their boots about now
Private equity firms are famous for shredding everything with which they come in contact
and selling off what’s left when they’re done
but the rape and pillage scenario is commonplace
Having driven numerous Pro Touring machines on The Streets of Willow
not to mention late-model Corvettes and Camaros
Willow Springs Raceway holds a dear spot in my heart
California can’t afford to lose yet another racing facility
We are more than a little anxious to see how this plays out
