On Monday evening emergency crews responded to a serious motor vehicle collision with entrapment and fire at the Christiana Fashion Center
involved multiple vehicles with one vehicle engulfed in flames and multiple individuals trapped
arrived to find one vehicle on fire and three people trapped inside
Multiple other individuals were also injured in the crash
Emergency crews worked to extricate the victims and provide medical care
was treated at the scene before being transported in serious condition to Christiana Hospital in Newark
complaining of chest pain and possible internal injuries
was also transported to the hospital in stable condition
who sustained injuries to her lower extremities
was taken to the hospital in stable condition
In addition to the three trapped individuals
five other patients were transported to Christiana Hospital by ambulances from Christiana
The Delaware State Police are investigating the cause of the crash

A 25-year-old woman who was killed while trying to help a driver who had crashed on I-95 in Wilmington early Sunday morning has been identified as Wilmington Manor firefighter Cecilia Escobar-Duplan
According to Delaware State Police and West Chester University Police
Escobar-Duplan was driving on I-95 south by Delaware Avenue around 4:15 a.m
when she came across a Jeep that had crashed in the construction zone
She had been heading home from a shift at West Chester University
where she worked part time as a security officer
Escobar-Duplan pulled onto the Delaware Avenue off-ramp and got out of her car
She walked into the lane where the Jeep had crashed and was assisting when a pickup truck hit her
Police said the driver of the pickup "was unable to perceive the collision ahead due to lighting and weather conditions."
Escobar-Duplan was taken to Christiana Hospital
The driver of the Jeep was taken to Wilmington Hospital
The first responder community is now mourning the 25-year-old's death
According to Wilmington Manor Volunteer Fire Company
Escobar-Duplan joined the department in June 2018 as a probationary member and achieved full senior member status a year later
She had received firefighting and basic medical training and was "actively riding the ambulance as an apprentice," the department said

She was also set to start an emergency medical technician course this fall to obtain her state and national certifications
Escobar-Duplan was a security guard at West Chester University
where she was studying for a criminal justice undergraduate degree
She had previously received an associate's degree in criminal justice at Delaware Technical Community College
Wilmington Manor Volunteer Fire Company President Hopkins called Escobar-Duplan a "very enthusiastic and charismatic person" who was "continually improving her skills to grow in the department and within her life and community."
“We are saddened by this loss and are in contact with her family to provide any support while they deal with their grief,” Hopkins said
Escobar-Duplan was not married and did not have any children
but was very close with her siblings and parents
Funeral arrangements are still being made.

On October 4, Jha submitted an application to the Los Angeles Department of City Planning seeking approvals for a new eight-story building at 1026 N
which would replace three existing structures
calls for the construction of 120 one- and two-bedroom dwellings above approximately 2,300 square feet of ground-floor commercial space and parking for 121 vehicles
Requested project entitlements include density bonus incentives to a larger structure than zoning rules would otherwise permit. In exchange, 12 of the new homes would be priced for very low-income households
Findings describe the proposed development as for-sale housing
S.K. Architects is designing the project
named "Wilmington Manor," which is portrayed in plans with an O-shaped footprint and an exterior of white stucco
Planned amenities include a central courtyard
Jha has recently grabbed attention by successfully suing to force the City of Los Angeles to accept an application to build apartments on the former site of a single-family home just off of Ventura Boulevard Woodland Hills
Although Planning staff had declined to process entitlements
citing zoning rules which restricted the site to single-family residential uses
a judge ruled that the project should be permitted due to a general plan land use designation that allows for multifamily housing
His other projects include a development which would replace single-family housing in Sylmar with 45 apartments and a mixed-use building planned in Harvard Heights
both of which have also faced pushback from planning officials and neighbors due to building scale
The new Wilmington project similarly would stand head and shoulders above its immediate neighbors

New Castle County Paramedics and the Wilmington Manor Fire Company responded to a motor vehicle collision at approximately 4:45 PM at the intersection of South Dupont Highway and Quigley Boulevard
and a tractor trailer involved in the accident
with the compact car partially lodged under the tractor trailer
The paramedics treated three patients at the scene
A 24-year-old female sustained a leg injury and possible internal injuries
She was transported in stable condition by an ambulance from Good Will Fire Company
was transported in critical condition by an ambulance from Minquadale Fire Company
a 22-year-old female suffered a leg injury and possible internal injuries
She was transported in critical condition by an ambulance from Wilmington Manor Fire Company
All patients were taken to Christiana Hospital in Stanton
under the care of New Castle County Paramedics
The Delaware State Police are currently investigating the incident

Wilmington Manor Command requested an additional ambulance to the scene
but it’s not clear if it was utilized
At least one patient was transported to Christiana Hospital for injuries sustained in the collision
The current condition of the patient is unknown
Initial reports suggest that the collision occurred when a vehicle stopped at the traffic light was rear-ended
causing it to be pushed into the tractor-trailer
The exact number of additional patients involved in the accident has not been confirmed at this time

The Jeep continued traveling north and then went over a concrete median separating the northbound lanes of North DuPont Highway and a merging lane from Delaware 141
onto a grassy area and struck a light pole
Police say the Jeep then struck a riding lawn mower
crossed over the entrance to Wilmington University
20-year-old Francisco Jimenez-Flores of Wilmington
He was transported to Christiana Hospital in critical condition and was later pronounced dead
was also transported from the scene to Christiana Hospital
Investigators have not determined if he died as a result of injuries sustained in the crash
or from a sudden-onset medical condition that may have caused his erratic driving
It is not known if he was properly restrained at the time of the crash
The driver of the Infiniti was treated for a minor injury and released
There were lane closures on northbound North DuPont Highway for approximately two hours as troopers investigated and cleared the crash
The Collision Reconstruction Unit is continuing its investigation into this crash

Wilmington Manor Fire Company personnel were dispatched to the New Castle Farmers Market parking lot on North Dupont Highway at about 8:15 a.m
they found "heavy fire" coming from the RV
A woman and four children had been in the RV at the time of the blaze
The family was treated on scene from smoke inhalation
The woman and children lived full-time in the RV
which Maichle said they only moved on weekends when the farmers market is open

but it's real-life horror for some of the residents of Herring Manor
Residents of the subsidized apartment building for seniors and those with disabilities in Wilmington on the city's northeast section said they are scared to step outside their doors
They cite fear of unabated drug dealing and drug use inside the building
Police acknowledge awareness of issues at Herring Manor
the department said in recent weeks they have received concerns from residents regarding loitering and drug activity
Wilmington Police Department's sector captain for that area of the city
has met with residents and management on multiple occasions
The property's management said they are doing all they can with no money and an encumbered court system
Unsatisfied with the responses from the building's management and police
some residents have resorted to arming themselves with nonlethal weapons and patrolling the hallways
a nine-year resident of the 40-unit apartment building
Davis said some building residents are addicted to drugs
so they let drug dealers and users into the building
people sleeping and human excrement in the hallways
They said they hear unexpected visitors shaking the doorknob to their apartments testing to see if it's unlocked
Residents said they fear what they may encounter when opening the door to their apartments
and you suddenly see somebody out there," said the 68-year-old Davis
"If you confront them or ask them to leave the building
they want to get smart and disrespectful with you."
Police said last year they received 109 calls for service at Herring Manor
compared with 83 calls in 2021 and 123 calls in 2020
calling the police makes little difference
They said if the offenders are still in the building when police arrive
but the same people return once the police leave
They have friends inside the building who let them in or prop the lock on the security door with cigarette butts
Davis said he and six other people formed a nightly vigilante patrol to keep the hallways clear of drug users
"We'll have a stick or something in our hand or have a Taser because we don't know what's going on out there in the hallways," Davis said
He said one resident bought walkie-talkies to contribute to the group's efforts to keep the building safe
The group worked in regular shifts until the suspected violators caught on to their schedule and changed their timing to avoid being observed
And then the police told the group to stop
"The police gonna tell us that we ain't got a right to protect ourselves."
Davis said although the police told them to not engage in these activities
there are still two individuals who continue the patrol
He said it's because they feel that no one is stepping up to help them including the property manager
knows the people in here that's doing this and participating in this stuff
but not doing anything about it," Davis said
Danielle Darring works for AJpc Management
the property manager of Herring Manor for the past 10 years
The property manager said they are aware of residents' concerns
and they are doing what they can with no money
The building's owners are attempting to sell the property
"We're working with trying to come up with some kind of plan that we can put into place with no money that will help," Darring said
"We have not been paid a management fee in quite some time
but we agreed that we would stay on until they tried to get a sale."
Herring Manor is owned by Union Baptist Community Housing Corp.
a nonprofit corporation that is a separate entity from the founding organization
The use of rent payments for security measures
is prohibited in the nonprofit's agreement with the U.S
Department of Housing and Urban Development
but the picture quality of the video is not good
Unable to raise rents for security purposes
The property manager is also hoping to bring in another individual who would volunteer as a building monitor and coordinate with floor captains
Darring said she monitors the cameras from her laptop from time to time and will respond to calls from residents if they called her
staff still communicate with Wilmington police officers who used to walk the neighborhood as community officers
These officers would regularly visit the property and got to know some of the staff and residents and their concerns
evicting offending residents from the building is dependent on the court system
She said they are pursuing the evictions of three tenants
including one who is accused of assaulting office staff
Darring said the man was arrested twice after having "physical contact with an office person on two separate occasions." She said the person was released from police custody to come back to the building where he remains "a problem" while the case works its way through the legal system
Darring said she knows residents are frustrated
but the post-COVID-19 pandemic legal process makes it difficult to convincingly explain that details of an active eviction attempt cannot be revealed
Wilmington police said they increased foot patrols at Herring Manor and make officers available to speak with residents
"We have not made any arrests in connection with these concerns
but our investigative efforts are ongoing," the statement said

They encountered a challenging situation where a 17-year-old male was trapped in his vehicle
the New Castle County Paramedics assessed the 17-year-old male for a possible knee injury
He was subsequently transported to Christiana Hospital
by a Basic Life Support Ambulance from Minquadale Fire Company
a 35-year-old male was treated at the scene for a potential head injury
and he was also transported to Christiana Hospital by an ambulance from the Wilmington Manor Fire Company
The Delaware State Police are leading the investigation into the circumstances surrounding this collision
The incident caused an extended closure of the southbound lane of N Dupont Highway at Bacon Avenue
Other agencies that responded to this emergency included the Delaware State Police
and additional units from the New Castle County EMS
Delaware State Police are investigating a crash that sent two to the hospital Wednesday
Just after 3:30 this afternoon a motor vehicle collision occurred at the intersection of North Dupont Highway and School Lane
prompting a response from multiple emergency services
and Delaware State Police Aviation were dispatched to the scene
emergency personnel found the collision involved four-passenger cars and two tractor-trailers
A 65-year-old male was significantly trapped in one of the vehicles and had to be extricated by fire department personnel
He was subsequently treated for possible internal injuries by New Castle County Paramedics
he was airlifted by the Delaware State Police Aviation unit to Christiana Hospital
a Goodwill Fire Company basic life support ambulance transported a 40-year-old female to the hospital for non-life-threatening injuries
Three other individuals involved in the collision declined medical treatment at the scene
The Delaware State Fire Marshal’s Office is has determined that a fire that damaged several Townhome units in Newark was accidental according to Chief Deputy Robert Fox
Fox said at approximately 9:30 last evening
The Aetna Hose Hook and Ladder Company of Newark was alerted to a house fire in the 100 block of Versailles Ct
Upon arrival the Fire Department found smoke and fire coming from the rear of multiple townhomes
The fire quickly escalated to two alarms bringing multiple Agencies to the scene to assist with extinguishment and overhaul
State Fire Marshal Deputies were called to the scene and are currently investigating the origin and cause of the fire
It was determined that the origin of the fire was the rear deck area and was caused by discarded smoking materials
Damage to several units in the block is extensive and estimated at approximately 500,000 dollars
The Red Cross of Delmarva was notified and will be assisting residents
The Delaware State Fire Marshal’s Office is investigating the cause of a townhouse fire that occurred on Wednesday
in the 100 block of Versailles Court in the Frenchtown Woods Townhouses
Hook & Ladder Company along with mutual aid from neighboring fire departments responded to the scene after area residents called 911
fire crews found heavy fire conditions in a three-story townhouse
with flames spreading to two adjacent units
The situation escalated to a second alarm at 9:30 p.m.
leading to additional resources being dispatched
Firefighters conducted searches of all affected townhouses
No civilian or firefighter injuries were reported
Delmarva Power and Light was contacted to secure utility services while firefighting operations were underway according to officials
The fire was declared under control at 10:38 p.m.
and personnel cleared the scene by 12:37 a.m
The New Castle County Office of Emergency Management reached out to the American Red Cross to assist with future sheltering for displaced residents
it was noted that all residents had made arrangements for the night
as well as support from New Castle County Emergency Management and Citizen Corps
The investigation into the fire’s origin and cause remains ongoing
A Wilmington Manor EMT was seriously injured early Sunday morning when he stopped
to assist an injured motorist who had been involved in an accident on Interstate 95 in Pennsylvania
was on his way to the Wilmington Manor station house from somewhere in Pennsylvania when he saw the accident and stopped to render assistance around 4:50 a.m.
according to Wilmington Manor Fire Chief Chad Ingram
According to the Pennsylvania State Police
driven by a 26-year-old from New Castle had hit the guardrail abutment on I-95 south at exit 9 in Tinicum Township and came to a stop in the left and center travel lanes
Callaway stopped and got out of his vehicle to help the driver of the Scion when a Ford Expedition headed south hit the disabled Scion
according to a release from the Media barracks of the Pennsylvania State Police
Callaway sustained serious injuries and was rushed to Crozer Chester Medical Center for treatment and was admitted in critical condition
Ingram said he heard from Callaway's family who reported that he was upgraded to "stable" condition
Both accidents are still under investigation
has only been with Wilmington Manor as a full-time EMT for about two months
Ingram said though he had only worked with Callaway for a short time
"he is probably one of the nicest guys I've ever met."
"I was not a bit surprised when I heard what he was doing

Chris Taggart and Brian Kirwin, stewards of The Dog House, one of Delaware's most iconic places to eat
have found acquiring a landmark Delaware roadside restaurant requires the proper amount of reverence and a heaping side of diplomacy
When the business partners purchased the 72-year-old Wilmington Manor business, near New Castle, three years ago this December, their goal was to honor and celebrate the legacy of the cash-only, hot dog palace that was used as the model for the original Charcoal Pit on Concord Pike
known to sell up to 3,000 dogs a week to locals and travelers during its busy summer months
Devoted customers and longtime employees love that little has changed at the business where a throwback counter with 17 original stools has remained in place since 1962
Taggart and Kirwin know The Dog House is not a museum
Pizza and subs were halted about two years ago when the foods stopped selling during the pandemic
The area where those items were made was gutted and new ceilings and floors were installed
the partners introduced an area for customers to pick up breakfast
whose family owned the 24-hour Tom Jones Diner in Brookhaven
The restaurant's signs and overall interior have been freshened up and the eatery now uses DoorDash and GrubHub delivery services
Plans are in the works to increase the catering and by early 2024 to finally allow customers to pay with credit cards
a first in the restaurant's more than seven decades in business
And the partners are scouting for a second location

Looking to capitalize on their Dog House success, in 1956, the Sloan brothers then opened The Charcoal Pit, an archetypical American hamburger joint on Concord Pike
“The Pit,” as it’s known to longtime Delawareans
had a long counter with a view of Concord Pike and about four tables
It was remodeled just three months after opening and more tables were installed
Lou Sloan and his brother Marty sold the flagship Charcoal Pit in 1986 to developer Louis J
“It’s our time to let it go,” Sloan told The News Journal
While he lived in Rehoboth Beach with his wife
Sloan continued to commute to the Wilmington Manor hot dog eatery over the years as needed
“It keeps me young,” he told The News Journal
He sold the business in 2011 to longtime employee and manager Mishler H
"Mitch" Reinhart who had been at The Dog House since he was 13
Sloan's daughter Robin Sloan Densten told Delaware Online/The News Journal her father
was delighted when President Barack Obama visited The Charcoal Pit in 2014 for a cheeseburger
Obama told diners then Vice President Joe Biden had recommended the Delaware eatery
But Densten said what the public didn’t know was during Obama’s visit to The Charcoal Pit
were lunching at The Dog House with little fanfare
Taggart and Kirwin got to know him as a US Foods customer
"Mitch was hyperfocused on quality and food safety," Taggart said
The Dog House then and now only uses hot dogs, blended with pork and beef, that are made especially for the business by Dietz & Watson
a Philadelphia premium meat and cheese family-owned company operating since 1939
All of the rolls used at the roadside eatery are still made by Serpe & Son Bakery
an Elsmere business that opened the same year as The Dog House
When they were ready to sell in December 2020
Taggart and Kirwin were ready to purchase the building and restaurant
"We always wanted to work for ourselves and we wanted to keep the traditions of The Dog House," Taggart said
to become a Dog House's manager and to help "tighten up the ship." White is a veteran of several Wilmington restaurants including the Columbus Inn and Kid Shelleen's
Taggart and Kirwin didn't want to change much on the menu
The Dog House still roasts turkey for its sandwiches and staff members handpick the meat
Hot dogs are split and prepared on a 15-plus-year-old
well-seasoned grill in full view of customers and then they are "dressed" at the "board" with toppings like cheese
"Some people eat here every day," Taggart said
"They're just the nicest people and they have embraced the new ownership
The partners hire students from nearby high schools
but they also have retained several longtime employees
an art teacher at William Penn High School
has been working at The Dog House on and off for the past 23 years
She started when she was a junior in high school in 1985 and now other employees jokingly call her "the hot dog whisperer."
"It's nice that some things don't change," Davis said
Kirwin said he likes coming into The Dog House and seeing several generations of family occupying the stools
He said a family from New Jersey always stops in the summer on their way to a yearly vacation in Bethany Beach
still like to travel from their South Jersey home for birthday meals at The Dog House
Taggart said the partners are currently eyeing expansion in "a busy
high-traffic area." While they've thought about the U.S
he said it's "not the right demographic for our product." The Claymont or Dover areas are more in line Taggart said
Taggart said he just enjoys watching customers grabbing a stool at the counter
getting a foot-long hot dog with cheese and chili ($5.50)
a milkshake ($4.95) and maybe some onion rings ($4.75) and enjoying The Dog House experience
"There's something to be said for the simple style."

The Delaware State Police is currently investigating the circumstances surrounding this tragic incident
New Castle – Police officers from New Castle County along with Troopers from the Delaware State Police have just brought the police pursuit to an end just north of the Route 13/40 split in New Castle
At around 11:15 on Thursday morning Delaware State Police (DSP) and Wilmington Manor rescue crews were dispatched to a motor vehicle crash with injuries near the Route 13/40 split
As DSP arrived on scene one of the vehicles took off
The photo below shows Wilmington Manor responding to the crash via Route 13 SB as the police pursue the suspect in the NB lanes
The chase first went northbound on Route 13 towards I-295
The vehicle then turned into a neighborhood south of I-295 before making its way back onto Route 13
The vehicle headed south past the airport and was finally stopped just north of the Route 13/40 split
The vehicle badly damaged and riding on two rims
reportedly crashed into several vehicles during the pursuit
A Friday morning garbage truck fire closed some roads near New Castle
on Van Buren Avenue at Pennsylvania Avenue in the Wilmington Manor development
Some roads were closed as first responders worked the scene
Further information was not immediately available

During the 20 years the Youngs have lived in their unique home in Bellevue Manor addition north of Wilmington
they've gotten used to their property being a roadside attraction

The first things the kids want to do is climb the walls
But that's what happens when you live in a house built around exposed rocks in the hills overlooking the Delaware River
The house was built in the mid-1960s by James and Mary Boyer
The couple had eyed the site for years with a house in mind
according to a 1972 article in The News Journal
But because the cliff face was part of a larger parcel the Boyers felt it was more land than they needed
"I liked it so much I used to take my lunch and go sit out there and eat," Jim Boyer said in 1972
they were collecting Belgian blocks that were ripped up from Adams Street in Wilmington when I-95 was built
When the parcel was subdivided in 1964 the Boyers snapped it up
The house took five years to build with Jim Boyer doing most of the work himself
Mercedes salesman and barber in the Hotel du Pont
a company that built scale models for architects
Using 6,000 Belgian blocks the couple accumulated over three years
Boyer created a curvy stairwell that followed the shape of the rock face
Jim Boyer created the curved iron staircase from scrap
The bricks in the house were recycled from a railroad station
The weathered cypress had been used in an old mushroom house
with its 35-foot height and fireplace made by Jim Boyer
A few steps from the living room was an unfurnished "party room" where the Boyers would have dancing
The master bedroom – the only bedroom then – was in the front of the house on the first floor
The bedroom was separated from a small hall by a free-standing wall without a door
the large bathroom features a blue-painted claw-foot tub
Jim built a ship's bunk on another wall for bathers to stretch out after a bath
Also on this level in the party room is a second staircase – a compact classic spiral
The Boyers used the second floor as a large living room with fireplace
An office area at the back looks out over the cliff wall
Mary Boyer credited her husband with the design
the Boyers were in their 40s and ready to move on
The house has had a number of owners over the years who made changes to the property
a second-floor deck was added off the living room at the front of the house
the second floor facing the street had only one
narrow window with the rest covered in siding
the first floor rock room is something of an expanded entrance with the main living area on the second floor

The master bedroom is on the ground floor facing the cliff wall
The bathroom has been updated to modern standards
Across from the master bedroom is a second bedroom in the front of the house

Monday morning rescue crews from the New Castle County Airport (ILG) Crash Fire Rescue Team contacted 911 asking for an ambulance from the Wilmington Manor Fire Company
Crews on scene were telling dispatchers that a plane had a landing gear issue upon landing
Delaware River and Bay Authority Spokesman James Salmon said that a single-engine Piper aircraft made an emergency landing on Runway 27 at ILG
the aircraft’s landing gear collapsed and the plane continued on its belly
Two individuals on-board exited the plane and declined medical attention
The aircraft tracking website FilghtAware shows the plane taking off from Brandywine Regional Airport in West Chester
Pennsylvania prior to making the landing at New Castle County Airport
Runway 27 was closed while crews worked to remove the aircraft
