A man tried bribing officers with $4,000 in cash in an attempt to get out of an arrest in Winthrop Harbor and then injured two officers when he tried escaping
aggravated battery to a peace officer and resisting a peace officer causing injury
Lake County Assistant State’s Attorney Colleen McConnell said officers were conducting surveillance on Taylor on October 22
Officers knew Taylor had active arrest warrants for Lake County and Kenosha County cases
He was on pre-trial release in four different Lake County cases
Officers saw Taylor leave the Harbor Motel in Winthrop Harbor and drive to a gas station
Taylor left the gas station and drove to a Dollar General where officers conducted a traffic stop on him
McConnell said officers confirmed Taylor had active warrants and attempted to take him into custody
Taylor told an officer that he had $4,000 in cash in his pocket and that the officer could have it if he let him go
A search yielded $4,000 cash on Taylor’s person
Taylor was placed into a squad car after he was arrested
Officers began searching Taylor’s vehicle when the man attempted to get out of the handcuffs by slipping a leg under his arms
Officers tried to stop Taylor and one of the officers got their finger stuck in a cuff
McConnell said Taylor used his foot to push it into the officer’s finger and he suffered a laceration
Officers had to take Taylor to the ground to secure him
A second officer was injured after landing on his arm and elbow
leading to a workers’ compensation claim
Lake County Judge Ari Fisz granted petitions to revoke Taylor’s pre-trial release in his other pending criminal cases
The judge said Taylor has a long history of failing to appear in court and being charged with new offenses
Taylor is set to appear in court again on November 21 for a preliminary hearing
A judge denied pre-trial release to a convicted felon who claimed he was “preparing for the Armageddon” after he was found with 18 guns
drugs and 8,500 rounds of ammunition in Winthrop Harbor
Officers with the Winthrop Harbor Police Department around 10 p.m
Sunday observed numerous cannabis plants being cultivated in a residential backyard in the 900 block of Fulton Avenue
Lake County Assistant State’s Attorney Michael Theis said officers spotted a loose dog at a gas station and followed it to a home nearby where they observed the cannabis plants after smelling an overwhelming odor of fresh cannabis
A search warrant was obtained for the property and served around 4 p.m
Theis said police recovered 23 cannabis plants
22 grams of psilocybin and 223 Xanax pills
They also recovered 16 high-powered rifles and shotguns
which included five AR-style rifles without serial numbers that are commonly known as ghost guns
three gun suppressors and approximately 8,500 rounds of ammunition
Turpin admitted to growing and selling the cannabis
He claimed the pills were for personal use
Turpin also admitted to firing one of the guns
to kill a raccoon in the attic of the home while other tenants were inside the residence several months ago
Turpin is a convicted felon and is not allowed to possess firearms
Theis said Turpin additionally told officers that he was “preparing for the Armageddon.”
The Lake County State’s Attorney’s Office approved dozens of charges
including felon in possession of a firearm
possession with intent to deliver cannabis
unlawful possession of a firearm while ineligible
unlawful possession of a controlled substance
unlawful possession of a device with the intent to silence a weapon and serialization of unfinished frames or receivers
Turpin was transported to First Appearance Court Tuesday morning and Lake County Judge James Simonian ordered him held pending a detention hearing
which was scheduled for Thursday afternoon
The detention hearing was held Thursday afternoon in front of Lake County Judge Ari Fisz
Theis called Turpin “dangerous” and noted that he had unserialized weapons and suppressors
“This defendant holds a belief that the world is preparing to end
so any court conditions would have little meaning to this defendant,” Theis said while arguing for Turpin’s detainment
Fisz granted the state’s petition to detain and remanded Turpin to the Lake County Jail pending trial
The judge said all of the factors in the case are very concerning and no conditions of release could mitigate the danger to the community that the man poses
Lake County State’s Attorney Eric Rinehart praised the SAFE-T Act
“This is exactly the kind of extremely dangerous situation where it is good to know that the offender will be detained awaiting trial without being able to use cash from god knows who
This is exactly how the federal courts have treated such cases for decades,” Rinehart said
“Even though no place is immune to crime
teamwork with neighbors and police can make a difference to minimize it
Please do your part and report any suspicious activity to the police
please dial 911,” the Winthrop Harbor Police Department said following the bust
A preliminary hearing is scheduled for September 10 in the case
Lake County Sheriff’s Detectives arrested a registered sex offender who allegedly possessed child pornography
Lake County Sheriff’s Detectives received information that Thomas Rix
uploaded possible child pornography to a social media page
sheriff’s detectives attempted to locate Rix at a home in the block of 100 Sheridan Road
where he was registered to be living as a sex offender
Detectives learned that Rix was not living there
Sheriff’s detectives learned about a week prior
he registered a new address in the 1600 block of 2nd Avenue
and he agreed to meet with detectives at the Winthrop Harbor Police Department
he informed detectives he had actually been living in Twin Lakes
for several days and he was not living in Winthrop Harbor
contrary to where he had registered to live
Members of the Illinois Attorney General’s Cybercrime Unit
conducted an analysis of Rix’ cellular phone
The analysis allegedly revealed multiple images that Rix appeared to have taken of a girl under the age of 8
Some of the images were of the girl in her underwear
and at least one contained a pornographic image of the girl
Sheriff’s detectives determined Rix knew the little girl from when he lived at a previous apartment in Winthrop Harbor
Investigators are seeking search warrants to conduct additional analysis on other electronics possessed by Rix
After reviewing the facts and circumstances of the case
the Lake County State’s Attorney’s Office approved the charge of child pornography against Rix
The Lake County State’s Attorney’s Office filed a petition to detain Rix in jail while awaiting trial
The petition was granted by a Lake County Judge during a detention hearing which occurred this afternoon

Authorities say a registered sex offender was found in possession of child pornography that he allegedly produced of a girl younger than eight years old in Winthrop Harbor
Lake County Sheriff’s Office Deputy Chief Christopher Covelli said sheriff’s detectives received information that Thomas Rix
uploaded child pornography to a social media site
Lake County Assistant State’s Attorney Dino Katris said the video had been sent through Facebook Messenger from one account to another
Detectives attempted to locate Rix on Tuesday at the home he was registered to be living as a sex offender in the 100 block of Sheridan Road in Winthrop Harbor
Covelli said Rix was not living there and detectives learned that he registered a week prior as living at a new address in the 1600 block of 2nd Avenue in Winthrop Harbor
Detectives made contact with Rix and he agreed to meet with them at the Winthrop Harbor Police Department
Katris said Rix admitted to uploading the explicit video
which depicted an approximately 10-year-old girl
Rix also informed detectives he had actually been living in Twin Lakes
for several days and he was not living in Winthrop Harbor — in violation of his registration requirements
The analysis revealed multiple images Rix appeared to have taken of a girl under the age of 8
Covelli said some of the images were of the girl in her underwear and at least one contained a pornographic depiction of the girl
Detectives determined Rix knew the young girl from when he lived at a previous apartment in Winthrop Harbor and that he took the photographs at that time
The Lake County State’s Attorney’s Office approved the charge of possession of child pornography and two counts of failure to comply with sex offender registration
it appears sheriff’s detectives were able to stop this man before he committed a further horrific act on the young girl whose photos he had,” Sheriff John D
“The members of our office will tirelessly investigate and arrest those who prey on our children
especially when it comes to protecting the most vulnerable among us—our children,” Idleburg said
The state’s attorney’s office filed a petition to detain Rix in jail while awaiting trial
The petition was granted by Lake County Judge Theodore Potkonjak during a detention hearing on Thursday afternoon
The child pornography charge against Rix is detainable under the state’s cashless bail law but the failure to comply with sex offender registration charges are non-detainable under the law
The judge called it “mindboggling” that sex offenders who fail to comply with their registration cannot be held in custody
He noted that Rix has three cases involving that same charge
A public defender for Rix requested the court to release the man pending trial on home confinement with a no electronics order
Potkonjak said if he were to release Rix from custody he would need to get an MRI to “make sure that I hadn’t gone completely brain dead.”
Rix is scheduled to appear in court again on October 23

Police say they will be conducting extra patrols after shots were fired in a residential area in Winthrop Harbor Thursday morning
The Winthrop Harbor Police Department responded to the 1400 block of 3rd Street in Winthrop Harbor early Thursday morning
Officers received a call that someone fired shots
The Winthrop Harbor Police Department is currently investigating the incident
Officials said there are no identifiable threats to the community at this time
They did not provide further details on the shooting
Officers will be conducting extra patrols throughout the village as a precaution
“Keeping Winthrop Harbor safe is a community effort,” the village said in a statement
The village also said that anyone who sees something should say something
Suspicious activity should be reported by calling 911
Those who have information to assist in the investigation into the shooting are asked to call Winthrop Harbor Police Detective Kusch at 847-872-2131
“The red-light cameras hit me personally three times
I’m pretty conscious of these things and I really try to pay attention
especially in that little corridor in Waukegan
“So this last one was just the icing on the cake
I saw the video of the infraction via their online portal and I could see myself pull up to the line
I started behind and pulled up into the intersection so I could see if there was traffic coming
I took the turn and then I found out I got a $100 ticket for it.”
“I own three companies located in Illinois
One company is called Team Management Properties
We own and manage about 120 plus units in the Zion
Pleasant Prairie and the Kenosha area with our staff
and I decided we would not spend a dime in Waukegan
We’re not getting any supplies or materials
I didn’t want anybody even driving there if we could help it because of these tickets.”
“My staff travels in the area to do business and with 120 apartments
we spend a lot of money on building supplies
my three daughters are all grown so I have the option to go where I want to go to and spend my money where I want to
And it’s not going to be in Illinois if I know my drivers are going to end up paying for red-light tickets they wouldn’t get elsewhere.”
and I know there are a lot of people out there who feel the same way
They’re just not saying anything about it yet.”
But this just seems to be a real money grab
“I’m old enough to remember when they implemented the Tollway system in Illinois
That was supposed to be a temporary measure to pay for the interstate and it was supposed to end in 40 years
“I don’t believe red-light cameras are about improving safety
Most people don’t even know they’re there until the flash
but I think that would defeat the purpose of a city putting them up in the first place: to accumulate more money from residents.”
“I think cities are going to lose business by operating programs like this
especially with all the perceived corruption.”
“Local trust in these government is low as it is
Once a city starts bringing in millions of dollars a year dinging people for minor offenses
that’s going to have an effect on people’s interest in going and spending money there
We’re not going to the Menards or Home Depot in Gurnee anymore
We’re going north into Wisconsin and our tax dollars are going there
“I wish more people would contact their local government when they have a problem with what they’re doing
We can’t sit on our hands and wait for somebody else to do it
Nothing gets done if nobody says anything.”
if one Terry Boone complains about the cameras
governments like Zion and Waukegan will just keep doing what they do
we can push back when they do something wrong and hopefully
A woman has been charged in the homicide of her boyfriend
Prosecutors allege she “gunned” her car before fatally running him over in Winthrop Harbor
has been charged with one count of reckless homicide by motor vehicle
The Winthrop Harbor Police Department and Winthrop Harbor Fire Department responded around 12:10 p.m
Sunday to the 1300 block of Sheridan Road for a report of a domestic disturbance
Lake County Assistant State’s Attorney Emma Smoler said the 911 caller reported that his father
Lake County Coroner Jennifer Banek identified the man as Cody Humphrey
The victim’s child later reported that Wrobel was trying to hit his father with the car and there was mention of blood in the home
Officers arrived and found Humphrey under a tan Buick LeSabre parked in the driveway
Humphrey was trapped underneath the car and the fire department arrived to extricate him
was extricated from under the car after firefighters used jacks and cribbing to remove him
A medical helicopter was requested to land nearby but was later canceled
Humphrey was transported by ambulance to Vista Medical Center East in Waukegan where he was pronounced dead
Wrobel was arrested and transported to the police department where she initially told investigators that Humphrey got onto the hood of her car when she wanted to leave
Wrobel later told investigators that she and Humphrey got into a domestic Saturday evening and Humphrey kicked her out of the house
Smoler said that Wrobel came back to the house on Sunday before noon and banged on the door before entering the home through a doggy door
The woman got into her car while Humphrey was standing in the driveway
Wrobel said she began to slowly move the car forward when Humphrey “somehow” ended up under the wheels of her car
Wrobel later said that Humphrey was standing off to the side when she “gunned” the car and Humphrey jumped onto the hood
Smoler said Wrobel continued driving up the driveway hill at approximately 20-30 mph when Humphrey fell off the car and got run over
The Lake County Major Crash Assistance Team was called to the scene to assist in the investigation
The Lake County Coroner’s Office said they responded to the hospital and an autopsy was conducted Monday
An autopsy confirmed Humphrey died as a result of blunt force injuries
said his brother was “senselessly taken” and leaves behind two sons
“Cody was the best person I have ever known
He has helped countless amount of people achieve numerous goals during his lifetime
“He served his country in the US Navy for the last 20 years
to eventually become a Senior Chief Petty Officer
you would know that he made the world a better place
A GoFundMe created to raise money for Humphrey’s two sons has raised over $9,000
It is unknown yet whether additional charges will be filed against Wrobel
Lake County Judge Theodore Potkonjak ordered the woman held on a $500,000 bond
Wrobel remains held in the Lake County Jail and would need to post $50,000 cash in order to be released
A status of attorney hearing is scheduled for March 31
Prosecutors say a man threatened to shoot up a cell phone store and then led police on a 40-minute pursuit where he nearly struck two police officers in Winthrop Harbor Tuesday morning
was charged with two counts of aggravated battery of a peace officer
aggravated fleeing to elude and resisting a peace officer causing injury
Lake County Assistant State’s Attorney Francis DeRosa said Schneider called 911 on Tuesday threatening to shoot up a T-Mobile store
The man did not specify which location and the dispatcher attempted to get more information from him

Schneider passed one of the officers and they tried to initiate a traffic stop but a chase ensued
DeRosa said that Schneider ran approximately 10 stop signs and two stop lights during the pursuit
Zion police officers responded to assist the Winthrop Harbor Police Department
Officers attempted to deploy stop sticks at one point
Schneider took a wide turn and drove straight toward the officers who were deploying the stop sticks
Schneider turned back into the proper lanes just prior to striking the officers
DeRosa said Schneider drove home as officers continued to chase him and drove into his garage where he closed the overhead door
The garage door came to a close but opened back up once it touched the ground
