Center Missionary Baptist Church 63 in the Rowell community; and Union United Methodist Church The Woodlawn School Board unanimously approved a motion last October to place the millage question on the ballot The district is asking to restructure its existing debt and seek a 2-mill tax increase to support construction of a new career center at the high school as well as expand the school cafeteria Hill said in an interview for the Free Range Conversations podcast that the new career center building will house the high school’s family and consumer science (home economic) classes as well as possibly other related to business and healthcare.  To listen to Hill’s full interview on the Free Range Conversations podcast the episode is streaming on Apple Podcasts Spotify and clevelandcountyherald.com below The district’s original plans for the career center was for a 9,891 square foot building while the cafeteria expansion was for an additional 3,453 square foot of space the school board discussed building the career education center north of the high school parking lot near the football field a business or banking course that we would partner up with local businesses banks to potentially teach kids banking skills if they wanted to go down that career path,” Hill said Hill said he is part of an economic development group affiliated with the University of Arkansas at Monticello campus at Crossett and he would like to use the new building to partner with UAM-Crossett to provide classes for industrial manufacturing and nursing.  He said the school could also offer concurrent college classes through the career center that could put students in position to receive their licensed practical nurse (LPN) or at least a certified nursing assistant (CNA) certification before graduating high school. As for the cafeteria expansion Hill said it would provide extra space for students during lunch and possibly allow for a second serving line He said the renovations would also include expanding the kitchen area Hill also pointed out that the expanded cafeteria would provide more public seating for those attending programs put on by the school Hill mentioned other projects that could possibly funded  through the millage request including upgrading the playground surface and adding new equipment improve internet and networking infrastructure Kevin Hancock said in a previous interview that a portion of the construction cost for the career building and cafeteria project could funded through the state partnership program The Arkansas Division of Public School Academic Facilities and Transportation notified Woodlawn last September that its proposed career center and cafeteria expansion projects had been accepted into the partnership program the state pays a portion of the construction cost based on the district’s wealth index the state pays for about 70 percent of what it estimates the cost of a project will be While Woodlawn has been accepted into the partnership program the funding is awarded separately on a competitive basis with projects submitted by other districts The state usually reveals which projects will be funded on May 1 The 2-mill tax increase proposed by the district would be applied to patron’s real and personal property taxes Restructuring the district’s existing debt essentially means taking on additional debt and extending the length of repayment of that debt at the same yearly payment.  told the Woodlawn School Board last year that the plan would generate $3.85 million for the district As for what the proposed tax increase will cost taxpayers Holsclaw calculated each additional mill would cost about $20 per year for every $100,000 in assessed value a 2-mill increase for property assessed at $100,000 would be $40 more per year; a $200,000 value would be $80 more per year; a $300,000 value would be $120 more per year; and etc residents would see the new millage rate on their tax bills starting in 2026 which includes the state-mandated 25 mills for maintenance and operations and another 12 mills for debt service.  That total of 37 mills ranks near the bottom when compared to other school districts in the region The only districts with lower millage rates than Woodlawn are Sheridan (36 mills) and Hampton (36.7 mills) Neighboring Star City is at 37 mills as well The neighboring Cleveland County School District has a rate of 38.10 mills while Fordyce is at 38.5 mills The highest millage rates are at Pine Bluff (47.7 mills) and Poyen (46.7 mills) 25 mills would remain for maintenance and operations while 14 mills would be for debt service Stephens reported that one mill in the Woodlawn School District generates about  $34,113 per year in revenue assuming a 95 percent tax collection rate a 2-mill tax increase would generate an additional $68,226 per year to help pay for the new projects Hancock pointed out that the district is currently servicing two debts one from 2015 that will sunset in 2026 and another from 2019 that will sunset in 2029 He noted that the district was going to have ask for an extension to the 2015 debt service in about a year but the millage request on this year’s ballot will address that need FBT Bank: Simple Home Loans To Help You Own © 2025 Cleveland County Herald A shooting occurred overnight at the Security Business Center along Woodlawn Drive directly across from the Woodlawn Library and just a block from Woodlawn High School The incident took place shortly after midnight in the strip mall which has been the site of previous gun violence Authorities have released limited information so far but preliminary reports indicate that three individuals may have been shot including one victim reportedly struck in the head The extent of the victims’ injuries has not yet been confirmed Baltimore County Police remain on the scene Friday morning and crime scene investigators continuing their investigation Evidence markers could be seen scattered across the parking lot and high-ranking officials have also been observed at the site — Scott Wykoff (@ScottWykoffWBAL) May 2, 2025 A late-night shooting outside a Woodlawn shopping center has left four people injured and business owners calling for change Baltimore County Police say gunfire broke out just after midnight Friday in the parking lot of a shopping center along Woodlawn Drive near Security Boulevard Officers from the nearby Woodlawn precinct responded quickly finding two victims who had been shot at the scene The two other victims with gunshot wounds walked into a nearby police station The shooting has renewed safety concerns among small-business owners operating in the area “I had to redirect my clients to come in through the back door,” said Mercy Akiumbeni “A lot of people [were] in the parking lot just having fun and then the gunshots happened in that lounge I had to make sure I secured the doors at my braiding shop and get home safely with my son.” The Baltimore Banner thanks its sponsors. stay at Jackson Park Terrace — down the street from the under-construction Obama Presidential Center — but his landlord raised the rent from about $800 to $1,300 Green said the property wasn’t in the best condition Being priced out of the neighborhood was a concern shared at a protest Tuesday morning by other Woodlawn and South Shore residents who now fear rental prices will rise if a proposed want them in the neighborhood,” said Dixon Romeo an organizer with the Obama Community Benefits Agreement Coalition The group organized the protest at the project’s vacant, grass-covered lot, not far from the Obama Presidential Center campus Aquinnah Investment Trust wants to build a 26-story hotel next door to Island Terrace, an affordable housing development at 6430 S. Stony Island Ave. The investment firm is headed by Allison Davis a veteran real estate developer and lawyer who was Obama’s first boss out of Harvard Law School according to documents filed with the city Aquinnah owns three parcels of land at the site The Department of Planning and Development said it plans to sell the plots to Aquinnah at fair market value according to application documents for fast-track a luxury hotel — while everyone around that hotel lives in blight knowing that that’ll raise the price to push them out — you’re intentionally trying to gentrify a neighborhood,” Romeo said Residents blame the Obama Center as the reason for rent increases and the displacement of residents They said the massive project has attracted “predatory” developers who have targeted the area in recent years Curbing development around that area has been a 10-year fight for activists in the coalition which proposed a Community Benefits Agreement to protect neighborhood residents The agreement includes a slate of policies including property tax relief mortgage refinancing and rental assistance It has received verbal support from Mayor Brandon Johnson and other residents but has not been approved by the City Council Courtney Chism has lived in her South Shore apartment for one year The rent for her three-bedroom apartment started out high pointing to the Obama Center as the reason “You’re talking about developers who have bought these buildings and are now letting them deteriorate in hopes of selling them at a higher price because the value of the land is worth a lot more than it is to have the value of the tenants,” she said “The tax credits and the opportunity zone that are all here due to the Obama Center all make it more enticing.” has lived at Island Terrace for more couldn't get fair pay Several local elected officials echoed those sentiments when they took the stage acknowledging anxieties in the room about the future and reiterating calls to action Robert Peters (D-13th) dove into the troubled waters of the current political moment and we're swimming upstream against what is a deep uncertainty," said Peters the General Assembly’s majority caucus whip "But what we do know is that when (Trump) faces pressure that neighbors can organize and “be resilient against what has been a difficult tide." The Woodlawn neighborhood has been a major beneficiary of federal funding since the 1960s receiving big cash infusions in the last decade or so the Preservation of Affordable Housing (POAH) and the City of Chicago received a $30.5 million grant from the U.S Department of Housing and Urban Development for new and renovated housing as well as new programs and services for residents and larger investments in community schools the environmental justice organization Blacks in Green received a $9.9 million grant from the U.S Department of Energy to design and implement a geothermal heating and cooling grid in the neighborhood the Obama Presidential Center will open in nearby Jackson Park an $800 million development that promises to draw tens of thousands to the neighborhood each year Woodlawn has also relatively recently become a hub for Black entrepreneurship harkening back to the days when Black business ownership was ubiquitous around the United States Organizations such as Woodlawn Diversity in Action are actively promoting this entrepreneurship through annual events like Black Wall Street which routinely draws thousands to 61st Street in the fall "There are great things happening that oftentimes get muted by the noise," said Dawson "Learn that great things are happening and be a part of that." Leslie Hairston (5th) opened a discussion on economic growth in the neighborhood "Because what we're about today is not just to raise the issues but it's also to talk about solutions," Hairston said pastor of Woodlawn’s Apostolic Church of God led off with a reference to the development work of his father who preceded him as pastor at the church and who led "probably 17 developments in his career." That work continues said Brazier as he referred to Apostolic’s plans for redeveloping vacant properties and retooling schools around the church dubbed “Woodlawn 2060,” is a $1 billion proposal that Brazier said would build about 800 units of housing were a big focus of panelists and speakers president of the DuSable Black History Museum and Education Center emphasized education’s role as a cure for misinformation touting the museum’s community education programs "Arts and culture (are) not extra," said Irmer educate them on our history – which is American history.” superintendent of the Chicago Police Department and a longtime Woodlawn resident talked up the department’s upcoming summer programs where officers will partner with young kids to do work in the city’s parks He also challenged the audience to get more involved in public safety efforts deputy chief of staff for DEI to Cook County noted that access to capital has long been a hurdle for entrepreneurs of color but you don't have the $2 million minimum that you need to open a dispensary,” she said “So that is crucial when we're talking about embedding DEI strategies into access to funding.” She mused that the attacks on DEI at the federal level are occurring because “those strategies are working,” citing the Fearless Fund a private venture capital fund that invests in under-resourced entrepreneurs including women of color summit organizers made time to celebrate local leaders Among this year’s community champion awardees were William Hill of the Woodlawn Botanical Nature Center and Connie Spreen of the Experimental Station “The first awardee is someone that I have known for a number of years,” said artist Alice Smith Jones as she presented Hill with his award “He does an awful lot of work in the community You can see him push shovels and students and mulch and flowers and all those things just making the community beautiful.” “For over two decades Connie has been the driving force behind Experimental Station more logistical headaches than she probably ever signed up for,” said Wendy Williams executive director of community partnerships University of Chicago Following the plenary speeches and panel discussion the audience moved into breakout sessions focusing on small businesses negotiating the city’s approved budget; wills and trust; home buying and credit repair; rebuilding health and wellness; and disaster preparedness Your browser is out of date and potentially vulnerable to security risks. We recommend switching to one of the following browsers: Mount Vernon Police District— Detectives from our Major Crimes Bureau have identified and charged a Maryland man involved in a fatal shooting in Woodlawn officers responded to the 8400 block of Madge Lane in Woodlawn for a shot person call Officers located two adult men suffering from gunshot wounds Officers began performing life-saving measures until relieved by fire and rescue personnel of Alexandria was pronounced deceased at the scene and the other man was transported to a local hospital in life-threatening condition detectives learned Alexander was outside of the residence where a dispute ensued between him and Shawn Banks Alexander then shot multiple times into the residence Banks then shot Alexander multiple times before fleeing the scene Through coordination with the Prince George’s County Police Department our Fugitive Tracking and Apprehension Team located Banks in Maryland and took him into custody He is being held at the Prince George’s County Jail awaiting extradition back to Fairfax County where he will be charged with Second Degree Murder Use of a Firearm in the Commission of a Felony Detectives are asking anyone with information regarding this incident to call our Major Crimes Bureau at 703-246-7800, option 2. violence at one of the county’s largest high schools Myriam Rogers says additional resources have been added to Woodlawn High School Project Baltimore attended a recent Baltimore County Public Schools press conference to speak with Superintendent Dr “Concerning Woodlawn High School,” questioned Chris Papst “What is your message to parents or students who say they don't feel safe in Woodlawn High School?” “I would say my message is we all have a role to play in safety as a community Recent images coming out of Woodlawn High School Troubling instances of violence breaking out in the school while students like Morgan (we are withholding her last name) are just trying to graduate and get to college “Are you scared to go to Woodlawn High School?” Papst asked Morgan “You're literally scared to go to your school,” responded Papst was viciously attacked in math class by a student who Morgan says she barely knew Fox45 obtained video posted online after the attack Morgan told us the student in the video was the attacker who’s holding hair that was ripped out of Morgan’s scalp during the fight The family filed criminal charges and in February the student was convicted of 2nd Degree Assault in juvenile court the attacker was back in Woodlawn - walking the halls with Morgan It really is terrible,” said Ta’Rae Little “Are you nervous to send your daughter to school?” asked Papst “We are committed to educating the whole child,” stated Dr Rogers explained BCPS has a code of conduct with clear expectations and consequences But she said much of the time violence originates outside of the schoolhouse The family says that was not the case with Morgan Rogers is calling on the community to be more proactive and inform the school regarding potential conflicts “We encourage them to reach out directly to the school whether it's through the counselors or whether it's through the teachers or administration of intervening when they have the information.” Rogers also said resources have been added to Woodlawn to help deal with a recent spike in violence exposed by Fox45 Woodlawn has seen a 77% increase in student suspensions or expulsions for attacks/threats or fighting “We have put in the resources necessary and try to do everything that we can to be proactive.” Explained Dr we will respond to those choices immediately and swiftly according to our code of conduct.” Little has withdrawn her daughter from learning in-person at Woodlawn Morgan will finish her senior year learning virtually “There was nothing done for my child safety whatsoever,” said Little The Randallstown Chapter of the NAACP saw Morgan’s story asking the 18-year-old to apply for an NAACP college scholarship The family told Project Baltimore the application has been submitted reputation for being serious but also a bit of a character He was known for his signature limp and his yell whenever something went awry — usually He was thrilled to share his favorite sport He was daring them to be great teammates and His years of mentorship have left generations of boys who credit Plummer with helping them become men “Coach Plummer is one of one,” said John Ferdinand Camonayan who played for Plummer throughout high school and now coaches baseball at Woodlawn “I am just taking bits and pieces of what he taught who was a devout Muslim and devoted family man Family members believe it was his way of forming a connection with his father An injury in his youth left Robert Plummer with pins in his knees and hips But it was never the physicality of sports that drew him in “He enjoyed the thinking man’s game,” Mikal Plummer said Robert Plummer enrolled at Rutgers University They quickly became a “dynamic duo,” their son said which “was everything in his life,” Mikal Plummer said Robert Plummer started working as a school janitor where he spent his down time reading books about computers and technology that he soon secured a job in Baltimore as a computer engineer working in computer entry systems before joining two friends at a small all-Black company that made radar systems for the government Mikal Plummer said he grew up in a very technological household where his father could fix just about any bug Robert Plummer was also among the first to invest in a cellphone Plummer started coaching his son’s sports teams from the time the boy was 5 years old They forged a close bond through the years of traveling and playing together and it was almost like they were friends more than anything else The best advice Robert Plummer gave his son was that “life wasn’t a hammer and nails this should happen — but life isn’t always about what should happen,” Mikal Plummer said so that was a lesson I learned from him — to be able to deal with any adversity Robert Plummer joined Woodlawn High School in 1994 excited by the prospect of mentoring young men and teaching them the ins and outs of baseball He also felt a calling to support Black men in a predominantly Black area to help them grow and teach them never to apologize for their success “He wasn’t necessarily a coach in his mind,” Mikal Plummer said “It was just the thought process of life that was everything — if you learn how to do things the correct way who played baseball at Woodlawn from 2008 to 2012 said Plummer told the team that baseball was a game you had to play from the neck up Byrd has kept that advice with him through the years “You’ve got to be calm and you’ve got to be able to think,” Byrd said You’ve got to know what’s happening and think ahead to know what you’ve got to do.” In addition to his career coaching baseball Plummer dabbled in basketball and football he coached at Catholic High School and Howard Community College and he worked as an associate regional scout for the Philadelphia Phillies he also served as the junior varsity football coach for more than two decades Plummer officially retired from Woodlawn in 2016 It’s how so many came to know him not only as a coach but a mentor and father figure When a former baseball player tragically died in a motorcycle accident a few years ago Plummer reached out to each member of the team to make sure they were doing OK Plummer’s support and positive worldview brought comfort to a grieving team “Death isn’t the end for Muslim men,” Wood said because I understand this isn’t the end for him.” Outside of “coach,” Plummer’s favorite role was grandfather He especially enjoyed the “softness” of his relationships with his granddaughters who were free from the pressure of playing sports Parenthood helped Mikal Plummer develop an even deeper connection with his father but Robert Plummer would say what was on his mind even if he knew it would be unpopular he came to understand his decisions years down the line Robert Plummer never loved being in the spotlight He didn’t boast about his achievements or his talents because that’s what he asked his players to do really wanted his people to understand that it was OK to be great,” his son said Cayla Harris cayla.harris@thebaltimorebanner.com Cayla Harris is the obituary writer for The Baltimore Banner Texas covering state to hospital William (Bill) Callahan, former bartender and owner of the Woodlawn Tap, passed away on January 14 Callahan spent much of his life in Hyde Park Thomas the Apostle School and Mount Carmel High School He eventually worked at and then operated the Woodlawn Tap he retired and sold the Woodlawn Tap to his friend and colleague of 33 years Those who knew Bill Callahan described him as more than just the owner of a bar You just never got the sense he was the owner of the bar because there was no air of being better than anybody else,” said Will “It was almost like he was the mayor of Woodlawn Tap.” described him as having a rare ability to connect with people from all walks of life whether they were the professors or the construction workers or the students no matter what their position in life,” she said the Woodlawn Tap is nestled in the heart of the University of Chicago community at the corner of E Callahan’s first professional job was teaching at St but he also worked part-time as a bartender at the Woodlawn Tap Callahan transitioned from bartender to manager Callahan shaped the bar into the establishment it is today Callahan helped steer the Woodlawn Tap as it faced an uncertain future the city initially refused to renew the bar’s liquor license forcing it to close for nearly a year between 1999 and 2000 “Bill in particular saved the bar when Jimmy passed away and really went out on a limb to make sure that it didn’t go away,” Martell said “Bill and [his brother] Jim just put their faith and their money into the bar.” The brothers ultimately won an appeal with the city liquor control commission and were able to reopen in May of 2000 Callahan’s Relationship with the University of Chicago Community Martell explained that throughout his time as the Woodlawn Tap’s owner Callahan employed over a hundred UChicago students providing them not only with jobs but also with a sense of belonging in an interview with the Maroon from maybe the 80s said that [Wilson] had employed over 300 University of Chicago students while he owned the bar [the Woodlawn Tap] has a big impact on the neighborhood but also on the University community and the students,” Martell said a lot of people around UChicago met there or dated there—or did get engaged And it’s just a remarkable memory for so many people,” Martell said Jan added that Callahan made sure that the Woodlawn Tap remained a space for conversation and connection “He had a hard time with the whole concept of cell phone use and the computers and the iPads and everything He used to talk about how he would walk in the front door and everybody would be chatting with each other and then all of a sudden came the age of all the electronics,” she said “He finally got people to come around to have the conversations anyway.” the Woodlawn Tap has remained largely unchanged throughout its history “It feels almost every night like 1993 in there,” Martell said the looks on the students’ faces—it really hasn’t changed The model is pretty much the same: a safe place where people can sit around a table the bar has maintained its cash-only policy and Callahan’s family joked about the recent switch to an electronic menu board which Martell had installed to keep up with changing prices but it’s got to look exactly the same: same dark walls same dark floors.’ But that’s what Jimmy’s has always been which is why it looks the way it does today Martell emphasized that his legacy continues to shape the Woodlawn Tap “Bill ran the bar with a sense of humor and kindness and he had a really good understanding of what Jimmy’s meant to students was what people want from a bar like Jimmy’s not being overwhelmed by TVs or loud music or having spaces for people to read or work and it was my intention to keep that going.” Kristen explained that her father wasn’t just a bar owner People just came in and they became friends “I think his legacy is that the bar is still there I think he’s going to go down as one of the last very great bar owners,” Martell said “I’ve hung out at the bar with Bill well over a thousand times over the years I can tell you that Bill was the kind of guy that when you walked in and he was sitting down at the end of the bar Your support will ensure that we can continue producing powerful and accessible reporting that serves the University of Chicago and Hyde Park communities Many of us who no longer live in Hyde Park and aren’t able to frequent Jimmy’s as much as we used to are always 1) looking for ANYTHING remotely resembling Jimmy’s in our respective cities/neighborhoods are hard pressed to find anything remotely close 2) Make a pilgrimage back to Jimmy’s almost every time we set foot in the city limits and belonging is something many people outside of Hyde Park simply do not understand Thank you Bill for always making Jimmy’s feel like home and a place that is fondly spoken of and missed when we are away from home
