The Woodlynne borough police department is disbanding due to a severe staffing shortage
Camden County will take over “in the coming weeks.”
The tiny struggling Woodlynne police department will be replaced by the Camden County police force
The county recorded 109 suspected overdose deaths so far this year
compared to 179 deaths during the same time in 2023
Tips that lead to the arrest and conviction of illegal dumpers can earn up to $1,000
Cappelli said lawsuits against police misconduct were not a “specific factor” for the consolidation
“Certainly when you look at those lawsuits
one can ascertain that perhaps there was a lack of training and experience necessary to run the police department in Woodlynne,” he said
the Camden County Police Department had largely confined itself to the City of Camden after police chiefs across the county wanted nothing to do with a regional force
The county prosecutor’s office said it supports merging of the police departments
The prosecutor’s office said in a statement that the consolidation “will at long last afford the residents of Woodlynne comprehensive public safety and community outreach.”
“Formed on a foundation of mutual trust and respect
these new relationships will serve as an impetus for positive change in Woodlynne
This consolidation will enable Woodlynne to prosper as a community,” the office wrote
The Woodlynne Borough Council and the Camden County Board of Commissioners are expected to formalize the agreement before the end of August
County Police Chief Gabe Rodriguez said that starting Sept
the department will provide supplemental patrols in Woodlynne
including how much borough residents will pay the county for police services
County and borough officials are scheduling community meetings to get residents’ input about the merger
Some community members are anxious that they haven’t been part of the discussions already
“It could be a good or bad thing for Woodlynne
so we’re just gonna have to wait and see,” said Susan
a resident who declined to give her last name
“You have to know what somebody’s presenting to you before you can have concerns…you heard them say they’re still collecting information.”
said it was a good move for the county to provide police services
but she wants residents to be part of the conversation
“They should have presented it to the community first,” Childs said. “I hope my damn taxes don’t go up.”

is disbanding its police department for the second time in 20 years due to a severe staffing shortage
Camden County Police will take over the department’s duties
which has a staff of four officers covering the town of 2,900 residents
will take on patrol and other duties in Woodlynne
Woodlynne’s police department was last disbanded in 2006
and nearby Collingswood’s police department took over
Woodlynne officials decided to restart a police department in 2010 after Collingswood sought to terminate patrols a year ahead of the contract’s end
the Woodlynne Police Department had been under the oversight of the Camden County Prosecutor’s Office
The Woodlynne Police Department was stretched too thin
operating with “only a total of four officers to patrol
supervise and maintain training working 12 hours a day
That made providing basic services to residents “unsustainable,” Ramos wrote
An independent evaluation by the New Jersey State Association of Chiefs of Police cited in the announcement also determined that the police department had “no inventory controls
no indication of any proactive crime data analysis
no officer evaluations” and that 2021 was the last year on record for training of any Woodlynne police officer
“Today we have agreed to assist Woodlynne and support them in providing sustainable policing services that the taxpayers in the town deserve and ensure that we are providing a well-trained agency that is committed to building community and focused on engagement with residents,” County Commissioner Director Louis Cappelli Jr.

We joined the family of Jayanna Powell on Thursday
August 17th to celebrate Jayanna’s life on what should have been her 15th birthday
eight year old Jayanna Powell was killed by a hit-and-run driver
Ayeshia Poole’s four children were walking home from school around 3 in the afternoon when Paul Woodlyn drove around a stopped trolley car at 63rd and Lansdowne and hit two of her children
Hassan Cox (age 12) and Jayanna Powell (age 8)
Jayanna was thrown 100 feet in the air and passed away later that day at CHOP
Later the Philadelphia Police Crash Investigation Division noted that there were no tire marks on the roads indicating that Woodlyn didn’t even try to stop
and Families for Safe Streets members about her daughter
She shared what Jayanna was like as a child: happy
and with her sights set on becoming a lawyer or the first black women President
Ayeshia also mentioned how we she wanted to hold this event every year with a special focus on advocating for the Jay Alert legislation
Ayeshia and her sister Jasmine Hoffman came up with “Jay Alert” in honor of Jayanna
so no mother has to go through what they went through
It’s one thing to lose a loved one in a traffic crash
it’s another to hear that the driver left your loved one and drove away
community and most importantly auto shops would have been aware and alert,” said Jasmine Hoffman
Woodlyn took his vehicle to an auto body shop in Chester County
stating that the damage to his car happened when he had hit a deer
It wasn’t until an employee of the auto body shop saw the news reports of the fatal crash
that the shop owner reported the vehicle and the suspect to authorities
Ayeshia Poole and Jasmine Hoffman have been advocating alongside State Senator Anthony Williams for Jay Alert legislation
Jay Alert would act similar to Amber Alert and would notify auto body shops to look out for a car that matches the description of a car involved in a hit and run resulting in death or serious injury
“The tragic loss of Jayanna Powell highlights the urgent need for the implementation of Jay Alert,” said Senator Williams to the Bicycle Coalition
“It is imperative that we prioritize the safety of our communities
and I am committed to championing this legislation until it becomes a reality.”
Traffic crashes hit a record breaking high in 2020 with an increase in reckless and distracted driving during the pandemic
As traffic fatality numbers have started to decrease
deadly hit and runs in Philadelphia remain troublingly high
Jay Alert would not only help the police to find drivers but also give the family some kind of closure
the legislation passed out of the Senate Law and Justice Committee unanimously on June 21st and has been referred to Appropriations
They have been fighting for this to pass for almost 7 years now
I’m standing and fighting for all hit and run victims
I will be their voice.” said Ayeshia Poole

WOODLYNNE - A borough police officer has been suspended pending an investigation into "multiple complaints" over his alleged use of force
the Camden County Prosecutor’s Office said Friday night
The statement provided no details of the incident
But the Camden County Police Department indicated the use of force involved an individual who had been pepper sprayed Thursday afternoon
said its officers responded to the Woodlynne scene after a mutual-aid request
"Our units arrived after an individual was already pepper sprayed and taken into custody," said the statement
which noted Camden County officers "were NOT involved" in any arrests or the use of force
"One of our officers stood by with the individual as he was being treated by EMS personnel," the department said in a post on its Facebook page
The county police department noted a video of the incident "has surfaced on social media" and the prosecutor's office said it had "received videos" from the public
One of several videos provided to the Courier-Post by a Woodlynne resident shows an officer appearing to pepper spray a young man as he sits on a brick stairway leading to the porches of two row homes
The scene outside the homes appears calm prior to the spraying
although the Camden County police statement indicated its officers were called in connection with "a large fight."
A Parker Avenue resident on Saturday said officers were seeking to remove young people who often sat outside her home without her permission
they hang out all the time," said Rose Viggiano
who's lived on the 200 block of Parker for 42 years
"I can't even sit outside my house," said Viggiano
noting she had moved her porch furniture inside her home
Viggiano said she's previously called police to clear the area outside her home
witnesses at the scene cough and cry out in the wake of the incident
"That's real f---ed up," a female shouts at the police officer
having his face doused with a garden hose as he stands and with his hands restrained behind his back
between two officers on the side of a home at Woodlynne and Parker avenues
"Let me do it myself," the man says to an officer
"I can't take the cuffs off you," the policeman responds
repeatedly groans in apparent pain as he stands in a hunched position
"I can't see!" he says as police steer him briefly to the rear seat of a Woodlynne police vehicle
It could not be determined if the man who was sprayed was charged with any offenses
Woodlynne Mayor Joseph Chukwueke did not respond to a request for comment
"The officer in question has been suspended without pay by the Woodlynne Police Department pending a review of the matter," the prosecutor's office said
which patrols a borough of about 3,000 residents living in less than half a square mile, had referred the matter for investigation by the prosecutor's office
The county agency said its Special Prosecutions Office would conduct "a thorough
and impartial review of all the evidence collected."
Anyone with information that might be helpful to investigators is asked to email spu@ccprosecutor.org
or call 856-225-8400 and ask for the Special Prosecutions Unit
is helpful to ensure we have all the necessary evidence to make a fully informed decision," the prosecutor's office noted in its statement
