— People who live in the Woodmoor Park community of Monument say the Homeowners Association's budget proposal for next year is concerning
The property management company WSDM emailed residents to inform them that a monthly HOA fee could increase to 470 dollars from 370 dollars if a new budget proposal is approved

Dalbey says she doesn't want to lose her renters
"220 per month back then," said Paul Rachal
another resident in the Woodmoor Park community
Rachal says he's seen the property value going down
"These units are selling for 400K and now it's going high three
I'm not quite sure what's going with it."
The property management company WSDM says the Woodmoor Park Homeowners Association needs funding to replace the roofs and repair several components throughout
Dalbey says she understands the need for repairs
but she wants more transparent and detailed plan
"If you are going to raise the budget in certain areas
we can look at lowering the other areas," Dalbey said
The community meeting with the board of directors and residents occurred at the Barn Community Center on Monday

(KRDO) - There's debate in one monument community over a homeowner's association vote to rid an entire colony of prairie dogs
After pushback from some community members
Neighbors dealing withe the massive colony of rodents
Residents along Leggins Way in the Monument community of Woodmoor
tell KRDO13 that the prairie dogs have been an issue dating back over two decades
and that the HOA for the Woodmoor used to take care of the colony every few years
residents say its been quite some time since that last happened
and it led to neighbors asking the board to act swiftly
The board initially said it would hire a contractor to use aluminum phosphate
a very lethal poison which to some is a slow and brutal death
After some pushback from residents in Monument who caught wind of the plan
the board has decided to use carbon monoxide instead
While some Monument residents argue that nature should take its course
others who live in the neighborhood say enough is enough
it's come to a point where i discourage anybody from walking back there." explained Bob Harvey
who lives with his property lining the large open space in the neighborhood where the prairia dogs burrow
Harvey has watched prairie dog problem slowly take over
"We have a construction fence and it holds out most of the dust and dirt
so they burrow right under it and come right into our backyard." said Harvey
who added that one of his neighbors had their dogs lip bitten by one of the rodents
"They'll chew through anything." Harvey opined
adding that wiring for pet dog collars underground have even fallen victim to the jaws of the prairie dogs
So what's the issue with prairie dogs? Outside of meddling with landscaping and being nuisances to properties, the small rodents run the risk of carrying many diseases, including the plague
a disease that infected a man in Pueblo earlier this summer
The Colorado Department of Agriculture has an entire web page dedicated to information on controlling prairie dog populations
While Harvey and other neighbors KRDO13 talked to on Thursday said they were more than fine with the extermination happening
whether it was with the aluminum phosphate poison
other's who live in Monument who caught wind of the plan via social media
"I still think nature should take its course and human interference has never been a really great solution." said Laura McGraw who lives about 15 minutes from the Woodmoor community
"I just think that any sort of chemical is not the right answer." she stated
would like to see the rodents be relocated
to a sanctuary area in Pueblo which harbors other species that need prairie dogs in their ecosystem
"Why can't we give them that opportunity to have two species thrive?"
that relocation costs would run the association $120,000 dollars
While residents like Harvey will acknowledge the place the rodents have in the ecosystem
he says the problems that they bring to the environment

In other burger news, Houston-based Fuddruckers has applied for a license to serve beer, wine, and liquor as it prepares to reopen following the announcement of its return to D.C
The restaurant at 819 Ellsworth Drive in Downtown Silver Spring closed in late 2019
sold the chain’s 92 locations to franchisee Nicholas Perkins and his North Carolina-based Black Titan Holdings group
a subsidiary of Perkins’ Black Titan Investment Corporation
Luby’s had been working on the sale since late 2020 after shareholders approved the parent company’s dissolution and liquidation
Luby’s said the sale would also make Perkins and Black Titan Holdings the largest Fuddruckers franchise operators
“We’re excited to be purchasing Fuddruckers and look forward to working with Fuddruckers’ many dedicated
highly capable franchisees to further build this brand,” Perkins said in 2021
I have a vested interest in ensuring that all Fuddruckers franchisees have the resources
infrastructure and operational and marketing support they need to maximize their return on investment.”
A specific opening timeline has not been announced. Fuddruckers’ hearing before the county’s Board of License Commissioners is scheduled for 9:30 a.m. on November 21.

2023 –The El Paso County Highway 105A Construction project team will implement a temporary one-lane roundabout for construction traffic control at Woodmoor Drive and Lake Woodmoor Drive this Friday
traffic volumes make it difficult for drivers to exit Lake Woodmoor Drive and head south on Woodmoor Drive
The marked detour for traffic north of Highway 105 during the construction project has added traffic to this intersection
one-lane roundabout goes into operation at this intersection Friday
It will be marked with a combination of road striping and orange construction drums
The dual left turn from eastbound Hwy 105 to northbound Woodmoor Dr
but the easterly northbound lane on Woodmoor Dr
will be for right turns only onto Lake Woodmoor Dr
Roundabouts handle large volumes of traffic and also improve safety
Since they prevent left turns across oncoming traffic
reducing backups which can lead to long queue lengths at the intersection

Some water managers are looking at a potential $134 million project that could help them
We have to make sure that we have the water that we need,” said Amy Lathen
who manages the Cherokee Metropolitan District
The agency serves some 18,000 customers in and around Cimarron Hills
“These are finite resources that we have here.”At a Cherokee water pumping station in northern El Paso County
there’s a building that houses rows of huge pipes
painted drab green for raw water and bright blue for treated water
The pumps move water drawn from Denver Basin wells through treatment equipment and then into a large blue pipe that runs south
“It goes to a high point tank and then it is downhill from there the rest of the way back to the district,” Cherokee water engineer Kevin Brown said
The Cherokee Metropolitan District is among the handful of water utilities looking at ways to work together to circulate water between the farthest northern and southern reaches of the county
The idea is to use new and existing infrastructure — like the big blue pipeline — to create a giant loop system that could take water flowing south in Monument and Fountain creeks and pump it north again through ditches and pipelines
Woodmoor Water and Sanitation District is another primary collaborator in the project
The utility supplies water to residents in the northern part of the county
including a quiet 80-acre lake called the Callahan Reservoir
It could become part of the Loop system too
Manager Jessie Shaffer says because of declines in their Denver Basin wells
the utility purchased surface water rights from Fountain Creek.
“But the problem is those renewable water rights are located just south of the city of Fountain,” Shaffer said
“We need a way to transport those water supplies.”
The proposed Loop would allow Woodmoor and other districts to get to water they own the rights to but haven’t been able to access. It would also allow them to more easily recycle indoor wastewater that comes from Denver Basin wells and now drains into the sewer.
“It's delivered and conveyed over at the wastewater treatment facility where it's cleansed and then it's discharged into Monument Creek,” Shaffer said
“So now I have a molecule of Denver Basin groundwater that came out of the ground and would've never wound up in the stream
but now (with the Loop system) it's in the stream and we're able to use that molecule of water to extinction.”
That means they can keep recycling the water in the system until it’s gone
Shaffer said other water providers could benefit from being part of the Loop project
their existing water supplies that are currently running down the stream and probably over to Kansas farmers,” he said
Lathen said building the Loop project would be both complicated and expensive
“To put water transmission lines in the ground
“And so you're talking about real money and serious design
(and) construction costs in order to build water systems that ultimately end up in people's homes.”
She said people don’t have to be worried that water will suddenly stop flowing from their faucets
but it's important to get ahead of the curve and explore these types of projects now
before it becomes a critical issue as the region continues to grow
All of those issues don't matter if there's not water
So we have to get the water equation finished
The participating utility companies and a developer paid for a study currently underway to develop water quality
They’ve also asked El Paso County to designate a portion of its American Rescue Plan Act funds to help fund the estimated $134 million Loop infrastructure project.
What is the Denver Basin and why should you care?

Colorado Springs saw 4 club teams in the area consolidate into a large new club team
and Woodmoor Waves (WOOD) have now merged into a team called Colorado Springs Area Swimming (COSA)
COSA currently has approximately 500 swimmers on its roster
making it one of the largest clubs in Colorado
COSA CEO and investor Cheryl Bisque describes the merger as a natural move
saying “COSA Swimming is the result of a common vision and efforts by the Head Coaches of our four merging teams.” She goes on to add that with COSA’s size
they will be able to provide “top-notch instruction for all levels of swimmers
from new bubble blowers to world champions.”
One of the former clubs that now make up COSA
but was having issues procuring enough pool space for practices
the 4 clubs worked closely together in order to share pool space and time
They also came together to host quad meets
in order to adhere to the COVID protocols issued by the state and local governments
With the teams working together to share pool time
the beginnings of the merger were beginning to take place
At beginning of June, COSA issued a press release announcing the official merger of the 4 teams
It began with COSA sending a swimmer to Wave I of the Olympic Trials
Caroline Bricker competed in the women’s 100 breast in Omaha
Bricker went on to win women’s individual high point at the Austin Sectionals meet in July
then traveled to Irvine for the Western Speedo Summer Championships
COSA finished 2nd at the Colorado 13 & over state meet this summer
and posted a top 20 finish at Western Senior Zones
In addition to the swim team’s successful first few months
They’re currently in the process of building a new aquatics facility in Colorado Springs
and has put money down on the 2012 Olympic Trials warmup/warm down pool
The plan currently is to use the 2012 Trials pool as an 8-lane 50m pool
that can also be configured into a 20-lane 25 yard pool
COSA also intends to have a variety of support facilities
as well as spectator seating and a swim shop
they plan to make the facility workable for high-altitude training camps

Sounds like a bunch of subpar coaches trying to combine forces to become extra-subpar
Schumm is a great guy but not sure as a coach
and the millionaire’s pool won’t even be built by the time she’s off to college
one is a good guy and the forth in command is irrelevant
Caroline Bricker isn’t the only swimmer produced by these four teams
One of the teams had two former swimmers in the 2021 USA Olympic Trials
The same team had another former swimmer represent Canada in Tokyo
Swimfan89-your comments about the new COLORDO SPRINGS AREA SWIMMING brought tears to my eyes and made it hard to sleep soooo I reply
Your words are too strong in commenting about 4 teams combining to be a better team as some USAS teams have as many as 1,500+ swimmers
They are good people doing the best they can for a sport they love and helping kids learn how and experience “being the best they can be” Not everyone can or wants to be an Olympian

I’ll summarize..swimfan69…you are a JERK
It is always good to have more pools in our region to grow the sport
Some minor summer league teams joining some better teams as CSST and Cheyenne Mountain Aquatics is good and maybe they will be more competitive
But team size does NOT make a Competitive team
I have been involved with Club Swimming for over 20 years and have raised 6 swimmers
So far 5 have made it to the Collegiate level
I have seen the effects of good and bad coaching and can say that after this long Pike’s Peak Athletics would be the Number 1 choice for “Competitive” Swimming in the Colorado Springs area
Sounds like you are ‘recruiting’ for PPA
You have an obvious bias and agenda…
Know you are from Wisconsin when you scan through the headlines and read this as “new Colorado Springs supper club”… and want to read more
Consolidation is inevitable and is necessary to save the sport given the financial uncertainty of smaller clubs
Is it 8 lane or 10 lane pool as the competition pool was a 10 lane pool
The competition pool was repurposed into a 10-lane
It’s surprising to me that 9 years later the 2012 pool would still even be available
I’m curious as to why the 2012 warmup pool wasn’t the 2016 warmup pool
The answers you seek lie within the failed complex in papillon
Did usa swimming ever announced a public bid for this pool
Many usa swimming programs would have liked the opportunity to bid on it if it was out there.
I don’t know the exact background on it
but I believe another club in Nebraska bought it
and at that point it belonged to that club or their creditors – not USA Swimming anymore
Legitimate question on my part that I don’t have an opinion on–are these “super clubs” good for USA Swimming
Should the LSC be doing more to provide financial support to start-ups and smaller clubs as to not discourage the entry of new teams
they’re really not good for anything except boosting their Club Excellence rankings
Dude just let us have our team we decided it was a good idea
Not even sure why we even have individual teams at this point
Let’s just all compete as 1 team so we can all say we’re winners
Pikes Peak is currently open for drop in lap swim
They just did annual maintenance and the pool is crystal clear

The Fundamental Skills and Academics assembly on April 11 featured the artistic talents of some very special students at Woodmoor Elementary
Rearing out of the clifftop high above the gently lapping waters of the Tay
Woodmoor is one of the most dramatic homes I’ve visited in three years as The Courier’s property writer
From a distance it’s hard to tell where the rock ends and the house begins
standing in the living room’s bay window and looking straight down to the foreshore 60 or 70 feet below
it’s an illusion that continues inside the house
Woodmoor is owned by Andrew and Leena Cook
who’ve lived there for the past nine years
Andrew works as a map archivist and Leena is a translator
The pair both used to work at the British Library and
commuted from Newport to London every week for six years
they gave up their jobs in London and both now enjoy freelance careers
When you sit at the table in their sunroom
with its bank of windows gazing across the river to Dundee
you can picture what a haven the house must have felt like after a week in London
The main house is thought to have been built around 1850 but the date of the timber-clad sunroom extension is unknown
Andrew pulls a local history book off a shelf and flicks to a picture of the ferry that used to take Fifers to Dundee before the Tay Road Bridge was built
“You can see the house in the background and the extension was there then
A couple of steps drop down from road level and the house is accessed from a path through the garden
The front door takes you into the upper level
with the living room ahead and the sunroom and a study to the left
All enjoy outstanding views and there’s a wood burner in the living room to keep cosy through the winter
Leena and Andrew knocked through a boarded-up doorway from the kitchen to the living room
letting them enjoy Tay views while they make dinner
Glazed doors off the living room leads out to a wrought iron balcony with room for a couple of chairs
The main upstairs bedroom is circular in shape with curved doors
There’s a second bedroom upstairs and on the lower level what would be a master bedroom were it not in service as Andrew’s map archive
There’s a sheltered upper level with a tranquil seating area
There’s a gate to an off street parking area and next to that is a ruined cottage that could
A steep flight of stone stairs winds its way down towards the foreshore where there’s a semi-circular grassy area with stone wall boundaries
“It takes a bit of effort to get down here,” Leena admits
“but you’re right beside the water and it’s really private
It’s a lovely place to have a barbecue and a glass of wine.” From there
a low gate drops down onto the foreshore itself
Few houses have this much beauty and character
