MODIMOLLE: A 27-year-old woman, Ntiyiso Ndlovu, says her life has been turned upside down following a gruesome hijacking ordeal on the N1 near Modimolle, Waterberg District.
Ndlovu told Tzaneen Voice that she was traveling with four friends when their vehicle was spiked just after Carousel Plaza at around 22:00 on Wednesday, 16 April.
“Our vehicle was spiked, and we got two punctures just after passing Carousel Plaza on our way to Giyani from Pretoria on Wednesday night around 10pm,” said Ndlovu.
“Forty minutes later, while we were trying to get help, three armed men came and robbed us of all our belongings and cleared our bank accounts.”
“We were five people — three guys and two ladies. The guys ran away and left us with one of the criminals. The two others chased after the guys but couldn’t catch them because they split up,” Ndlovu recounted.
She says she is grateful that they were not raped or physically harmed, but she has been left deeply traumatized.
“Honestly, I’m not okay. The robbery turned my life upside down. I had just started a new job, and now everything is gone — my work equipment, my savings, my peace of mind. I feel lost, with no real support to get back up. It’s overwhelming,”she said.
Asked about the police response, Ndlovu said they spent the night at Pienaarsrivier Police Station, where they opened a case that led to the arrest of one suspect.

A group calling itself the Limpopo Poverty Alleviation says the Modimolle-Mookgophong Local Municipality’s 2023/2024 qualified audit outcome, which follows an adverse opinion, highlights that the municipality’s internal administration and governance issues remain unresolved.
LPA spokesperson Hitler Khumalo says any suggestion that a qualified audit opinion is equivalent to a clean audit should be firmly rejected.
He asserts that attempts to mobilize public opinion around a non-existent clean audit opinion must be scrutinized, decoded, and exposed, adding that such misleading claims are harmful to an institution striving for a clean audit.
Khumalo says they will continue to monitor developments at the municipality until it returns to its former glory.
Mayor of the Modimolle-Mookgophong Municipality, Aaron Sebolai, says the transition from an adverse audit opinion to a qualified audit opinion is a significant milestone that should be celebrated.
He has however also emphasized that the municipality’s ultimate goal is to achieve a clean audit.
Sebolai says people should applaud the efforts of the municipal team instead of focusing solely on their shortcomings.
A group called the Limpopo Poverty Alleviation (LPA) has described the sudden provision of water on the day of their march as an attempt to cover up the Modimolle-Mookgophong Local Municipality’s failures.
Residents of Mandela village near Phahameng marched to the municipal offices in Modimolle on Thursday, expressing frustration over inconsistent water supply, unfulfilled community projects, and they are calling for the immediate resignation of Mayor Aaron Sebolai.
The group’s spokesperson Hitler Khumalo says they have been without water for two weeks and are urging the provincial government to place the municipality under administration.
Sebolai says the water crisis is a national issue affecting many communities, including theirs, explaining that the inconsistent water supply is due to the municipality’s rotational distribution plan to serve different communities.
He has also rejected claims that the municipality overlooked local residents in the current Magalies bulk water supply project, noting that the contractor is in the process of hiring locals.

Concerned residents in the Modimolle-Mookgophong Municipality in Limpopo have marched and submitted a memorandum of grievances to the local authorities
They’re unhappy about water shortages
Residents are also calling for transparency in the awarding of tenders
“We need a clean water and we need service delivery
transparency more especially in the issue of tenders
they are using trucks that are related to the councillors which are fetching water at the river for construction people and they are using the same trucks to deliver water to the people
we have got the problem with sewer.”
Modimolle-Mokgophong Mayor Sechele Sebolai says efforts are being made to address the water problems
“The problem of water is a long-standing challenge that we are busy attending to
We have plans to increase the number of boreholes at Vaalwater because they depend solely on borehole water and also Roedtan
The issue of brownish water sometimes which is not something that happens regularly is when our water levels are low.”
but it pours for Modimolle-Mookgophong municipality chief financial officer (CFO) Charles Malema
who is now in hot water for not declaring a criminal complaint against him while he was finance man at the Mogalakwena municipality — his previous employer
which investigated several tender irregularities at Mogalakwena
referred Malema to the police for a criminal investigation
Malema is also attending a trial for fraud for allegedly being involved in the diverting of R5-million meant for security services and VIP toilets
shenanigans of which happened at the Sekhukhune municipality
the self-proclaimed “Limpopo’s leading municipality in reliable service delivery and sustainable economic growth”
stating that he had a case relating to his time at Mogalakwena
which he did not declare when he got the nod for his current job
Malema has since come out to clear his name
saying there was nothing to declare as the criminal complaint is still in investigative stages
he went on; he was in the dark about the criminal complaint until now since he had never been invited or visited for questioning by law enforcement agencies
Malema defended himself; Modimolle obtained a police clearance report during his recruitment
Modimolle municipal manager Ntoampe Thobela
told Sunday World that the municipality received the tip-off from an anonymous whistleblower
“We do not officially know of it [the criminal complaint]; we heard of it in the streets
We just saw the report; whether or not he [Malema] knew about it is another story,” said Thobela
“We have not had an official communication from anybody regarding this matter; that is why from my side there was nothing I could do
There was just a tip-off; I did not get any official things to date.”
Malema says a criminal complaint is not of the same standard as being charged when there is no chance of not knowing
The clean police clearance he received prior to his hiring at Modimolle serves as proof of this
“I got hold of the report; they are saying there has been a case
But I would not know because they are still investigating,” said Malema
“I have not been charged; I only declare cases where I have been charged
there was no case that I needed to answer.”
He continued: “The SIU report was issued after my appointment; there was no way I could have known because SIU never contacted me to get any information
“The law says if I have been charged formally
I need to inform my employer that I am going through this process
I was never charged; I was only charged about issues relating to Sekhukhune even after the fact.”
Malema’s SIU referral to the police is in relation to a contract Mogalakwena municipality awarded to MultiTree for bush clearing services
The appointment was apparently done without adherence to procurement processes
approved payment to MultiTree without complying with the relevant policies and prescripts
causing the municipality to incur irregular expenditure in the amount of R980 000,” reads the SIU report
the SIU referred evidence to the NPA [National Prosecuting Authority] against Mr Malema for financial misconduct as envisaged in Section 173[3] of the Municipal Finance Management Act in that he failed to take reasonable steps to prevent unauthorised
The case was registered with SA Police Services.”

About the Modimolle discovery, Hawks Limpopo Spokesperson Lethunya Muroa said: "The purpose of the training is not yet clear, but military-related training cannot be ruled out, the manner in which the firearms and ammunition landed on the farm is still under investigation."
Arrests are yet to be made in the latest discovery of a suspected military camp.

THREE people who are facing charges in connection with the grand theft of US$580,000 (around R10.87 million) at President Cyril Ramaphosa’s Phala Phala farm house in Limpopo have appeared before the Modimolle Regional Court.
Limpopo spokesperson for the National Prosecuting Authority (NPA), Mashudu Malabi-Dzhangi said the high-profile case was postponed to November.
“The matter of conspiracy to commit housebreaking with intent to steal, housebreaking with intent to steal and money laundering in the Phala Phala game farm is postponed to November 26, 2024 in the Modimolle Regional Court for a pre-trial conference,” said Malabi-Dzhangi.
In August, IOL reported that the case against the trio was postponed to October 7, after the alleged mastermind in the multi-million rand February 2020 heist, Imanuwela David appeared in court alongside his co-accused, Floriana Joseph and Ndilinasho Joseph.
The matter of housebreaking was previously postponed for disclosure of the docket and the arrangement of an Oshiwambo interpreter. The Oshiwambo language is spoken by the Ovambo people in southern Angola and greater parts of Namibia. The Ovambo people also called Aawambo, Ambo, Ovawambo and are a Bantu ethnic group native to Southern Africa, primarily modern Namibia.
Last year, it was reported that the accused people are from Namibia but are South African citizens.
“They come from Namibia, but they are citizens of South Africa. They are legally here in South Africa. They have the citizenship of South Africa,” the NPA previously stated.
The NPA said the trio faces multiple charges.
“The accused are facing the following charges: conspiracy to commit housebreaking with intent to steal, housebreaking with intent to steal, housebreaking with intent to steal and theft, and the money laundering charge applies to Imanuwela David only.”
David was previously denied bail and has been in custody since his arrest last year.
David is charged alongside siblings Froliana Joseph, who was a domestic worker at the Phala Phala farm and her brother, Ndilinasho.
Ramaphosa’s former housekeeper, Froliana, and her brother, Ndilinasho, who are accused number two and three, were granted R5,000 and R10,000 bail, respectively, in November last year.
The State had not opposed bail when the siblings were released. Their stringent bail conditions include that they hand over their passports, and they may not leave the Bela-Bela area without informing the police.
In December, Bela Bela Magistrate Predeshni Ponnan ruled that David had not discharged the burden of proof placed on him that he is a good candidate for bail.

Officers subsequently confiscated legal firearms including rifles, pistols and, ammunition on the camp.
"The ACDP believes there is a genuine cause for concern, like many South Africans, and again calls on our crime fighting agencies to leave no stone unturned in its investigations and to expose and neutralise all illegal military activities found operating within our borders," said ACDP deputy president Wayne Thring.
The work that the Department has been doing to connect our communities, is nothing else but a manifestation of the Freedom Charter which has always, and will always serve as a premise for what we as the ANC government implement to improve the lives of the poor and marginalised of our society.
I would like to focus on the real game changers of this project we are launching, the SA Connect programme which is estimated to provide direct employment opportunities of about 4 505, made out of skilled professionals and semi-skilled labour force as well as further opportunities downstream. As the government, we are determined to see the participation and employment of people in the communities where we are deploying the Wi-Fi to households and communities.
This project will see opportunities created for 75 SMME companies. Thus far, 16 SMME companies that are Internet Service Providers (ISPs) have already been appointed. Amongst the 16 companies: 3 are youth-owned companies, 2 are women-owned and 1 is owned by a person living with disability. The 16 companies have created 200 direct jobs, of which, 158 are youth employees, 87 are women and 1 person living with a disability.
As government we want these ISPs and many others to participate in the mainstream economy, we want them to flourish in this business and the digital technology sector in general. Considering that the global expansion of the digital economy is inevitable, I strongly encourage the youth to consider amongst others, careers in ICT and engineering, so they too can participate in this economy.
I am informed that NEMISA, which is one of the entities under the Department of Communications and Digital Communications is also here today. Please do approach their exhibition to find more information on their training programmes on digital literacy, SMME development and other online digital connectivity programmes.
Meaningful Universal Connectivity means that anyone, anywhere, regardless of geographic location, socio-economic status, race, gender, or any other differentiating demographic, must have access to affordable services and devices to connect to reliable and safe internet. Through the SA Connect programme in Modimolle, the community is now part of the digital world.
Through the State Information Technology Agency (SITA) we are providing and maintaining connectivity to government sites through the current allocation of individual Departments at a minimum of 10 megabits per second (Mbps), targeting a total of 14 742 government sites over 36 months. This involves upgrading current connectivity as well as deploying new connections to unconnected government facilities so that all three spheres of government are easily accessible.
The power of this digital connectivity also means that SMMEs are able to trade online. You now stand a better chance of marketing your product beyond the word of mouth and your own movement. But the internet empowers you to reach customers beyond your community, municipality, province and even the country, and connects you to the digital world.
This the message we are spreading today: that through partnership with the Licensed Telco Operators, who are locally based SMMEs, Internet Service Providers (ISPs), and Mobile Virtual Network Operators (MVNOs), who are leasing capacity from BBI and SENTECH, we are providing connectivity to households.
A black child in South Africa today now owns an ISP business that is deploying community Wi-Fi hotspots, with the applicable mentoring and support from government. This programme is producing a cost-effective way of ensuring communities are connected to the internet.
As part of the SA Connect programme, SENTECH intends to roll out an estimated 20 fixed wireless access base stations in the Waterberg District. Therefore, when you see cars and people who are unfamiliar, those are SENTECH technicians coming to install 214 hotspots and about 11 base stations in the Modimolle-Mookgophong areas. So please welcome and protect them, because their visit is to connect your communities.
The Cyberlab packages comprise 40 configured Laptops for the school, connectivity to the benefiting school, basic programming training to the learners as well as support from SITA to the school beyond the Cyberlab handover.
Provinces such as Limpopo, Eastern Cape, Northern Cape, KwaZulu-Natal and North West are beneficiaries of these Cyberlabs and all other remaining provinces will benefit too as more of these Cyberlabs are rolled out through this initiative driven by the Department and SITA. This is part of the digital revolution, and we are intentionally turning our schools into digital research centres of excellence.
The Communications Department has been in this area, migrating household from analogue to digital broadcasting. Over 1 986 households benefited from a subsidized decoder from government because of their socio-economic status. I want to encourage those who retired, over 65 year olds, or those who live in household where income is R3 500 or less, to go to their nearest Post Office in either Modimolle or Mookgophong to register to get your free set-top-box decoder.
We are going digital as a country and we will switch off all analogue signals by 31 December this year. If you do not qualify for a government-subsidised decoder, please go to your nearest retail shop and buy one. We do not want anyone to be left behind!
The Digital Terrestrial Television (DTT) platform comes with all 19 SABC Radio stations, and all SABC TV stations including the 24-hour news channel, SABC Education, and SABC Sports.
With your R5 per day or R245 per month, you now have access to content for your education and entertainment needs. The power of digital connectivity is here!
Connectivity in underserved communities has created virtual job participation in global markets, with local businesses that can thrive as entrepreneurs in online sales and students can participate in online schooling due to stable broadband infrastructure. This underscores our government’s commitment to ensuring that no one is left behind as we seek to venture into new frontiers and reap the benefits of the digital economy.
I must say that I am deeply humbled to, together with the Minister deliver to the people of Modimolle, the opening of the cultural treasures of mankind for all. The South Africa Connect programme is in essence, a platform for the free exchange of books, ideas and contact with other lands as espoused in the Freedom Charter. Minister and your entire team, this is a historic moment, and to you, I say aluta continua!
Baheso boModimolle – you have gone Digital! Wi-Fi is now within reach and in your hands!

10 June 2022 – The South African National Roads Agency SOC Limited (SANRAL) hosted a stakeholder information sharing session in the Modimolle-Mookgophong Local Municipality on Wednesday
SANRAL uses the information sessions to strengthen communication with stakeholders and consult in a timely manner regarding project-related activities from which local communities can benefit
stakeholders raised questions regarding the principles of project liaison
subcontracting and labour sourcing systems in SANRAL projects
Stakeholders noted that there should be a coordinated approach between SANRAL and the local municipality in the formation of Project Liaison Committee (PLC) structures
and that the process should be inclusive and transparent
Moloko Masenya highlighted that SANRAL is guided by the Intergovernmental Relations Framework Act to work with the municipality each time projects are implemented locally
One of the project-related activities in which SANRAL receives guidance from the municipality is on the formation of PLC structures
The formation of PLCs is applied in a fair and transparent manner and according to the PLC guidelines
“The important task for SANRAL is to deliver value to South African citizens and road users through the successful implementation of quality road infrastructure and to positively have an impact on communities where we work by creating jobs for local communities and subcontracting opportunities for local SMMEs,” she said
SANRAL Project Manager in the Northern Region
Evelyn Sambo said SANRAL projects will create jobs for local labour and training for unskilled labour in Modimolle-Mookgophong Local Municipality
“While we build national roads as SANRAL
we make sure that the members of the community are given job opportunities to be part of the road infrastructure development and benefit from it
we also ensure that sub-contractors are selected from the local area to help SANRAL build and maintain the national roads.”
The Executive Mayor of the Modimolle-Mookgophong Local Municipality
welcomed SANRAL’s initiative to engage stakeholders
She noted that this initiative presents an opportunity for stakeholders within the local municipality to be well informed about all SANRAL’s current and future projects and it assists SMMEs to prepare themselves for tendering opportunities
“As Modimolle-Mookgophong Local Municipality
we rely on partnerships that will create much-needed job opportunities for locals
SANRAL is bringing a number of projects in our municipality
not only will these projects yield opportunities for employment and subcontracting
meaning that all the tourists and some of the stakeholders who travel on the roads will travel safely,” she said
The following projects have been earmarked for execution:
There are currently three RRM projects affecting Modimolle-Mookgophong Local Municipality
The duration of these is 36 months and they are estimated to cost between R40 million to R50 million each
Opportunities for subcontracting RRM projects include the clearing and grubbing
protection against erosion and erection of guardrails
There are currently four upgrade projects affecting Modimolle-Mookgophong Local Municipality
The projects are in the detailed design phase
Opportunities for subcontracting on these projects include road reserve fencing
extension of existing pipe culverts and erection of guardrails
SANRAL will continue to provide and manage a safe national road network to enable and contribute to economic growth and social development

The Department of Employment and Labour in Limpopo, says it is determined to address the high rate of incidents that occur in workplaces due to non-compliance to the Occupational Health and Safety Act, which poses a danger and health hazard to the employees and the public.
The department has since prohibited the use of South African Post Office Lobby area in Modimolle last week, due to the hazardous conditions, following complaints by communities a which led to an inspection.
The employer has also been given 60 days to correct their failures which include failure to provide a certificate of electrical installation to prove that the post office has been insulated.
Specialist for OHS Carol Mthethwa says the whole building’s ceiling compartments are not intact and are falling off and there are also signs of roof leakage which may lead to roofing structural failure.
Mthethwa had this to say during an interview on Capricorn Talk last night.
