All Mpumalanga Department of Education officials
will face disciplinary action for the irregular procurement of 22 laptops for a staggering R2 million
Mpumalanga Premier Mandla Ndlovu released the much-anticipated findings of an investigation into the so-called Mpumalanga laptop saga on Monday morning
The Department of Education purchased 22 laptops and a printer for R2 million
which means each laptop cost over R91,482.50
The premier instituted an investigation at the beginning of April 2025 to gather facts after a whistleblower first alerted Ndlovu of the matter on 15 February
“After receiving an unsatisfactory response from the department
I then instructed the Chief Directorate: Integrity
Forensic Investigation and Security Management within the office of the premier to conduct an investigation into the procurement of the 22 laptops by the education department at a cost of R91 482.50 each,” he said during a media briefing

the provincial government concluded that officials had materially flawed the procurement process
The investigation revealed that departmental officials irregularly specified a particular brand and locality for laptop procurement
They accepted non-compliant laptops with varied specifications without a proper process and didn’t negotiate a lesser price
The investigation also revealed that the process involved misrepresentation and possible fraud
The supplier and department officials misrepresented various aspects of the laptop procurement process
leading to improper payments for inferior goods
Ndlovu said department officials acted dishonestly by investigating a matter in which they were implicated

The service provider also acted in a grossly dishonest manner when attempting to cover up its failure to comply with the agreed specifications
The department hired a service provider to supply 22 Dell XPS 15 laptops and 1 HP printer for R2 020 883.45
A market scan showed Dell XPS 16 laptops are the most expensive
and Dell XPS 13 laptops are the least expensive
The investigation revealed that departmental officials — including those who approved the procurement and served on the relevant committees — failed to comply with the State Information Technology Agency (Sita) guidelines for procuring IT equipment
The officials also violated sections of the Public Finance Management Act (PFMA) concerning financial management and internal controls
ignored Public Service Act provisions for correcting errors
and potentially breached the Prevention and Combating of Corrupt Activities Act by enabling a service provider to defraud the department
The Office of the Premier recommended that the department recover financial losses from the service provider
and conduct lifestyle audits on those officials

A governance review will assess the department’s governance and accountability arrangements
The premier said a provincial team will be established to identify and enhance weak internal controls in ICT procurement and monitor compliance with ICT procurement regulations
The premier’s office will release a progress report on 30 June
detailing the implementation of all the recommendations derived from this investigation report
“I want to assure the people of Mpumalanga and the country that this government is committed to clean
ethical and transparent governance,” Ndlovu said
has visited the family of missing journalist Aserie Ndlovu in Kwa Mhlanga
as part of government efforts to reaffirm its commitment to media freedom and the safety of journalists
Ndlovu was reported missing along with his partner
Their disappearance has sparked concern among media professionals and human rights groups
Speaking to public broadcaster Morolong said police investigations were progressing
we met with the police and had quite an engaged discussion on the progress registered thus far
We can safely report that we are confident the police will
make pronouncements on the strides made in this case
The sense we have received from the police is that there has been significant progress registered with respect to the investigation,” he said
He confirmed that the case is being jointly handled by police teams from both Mpumalanga and Gauteng provinces
“There is a joint investigation between the Gauteng and Mpumalanga police to crack this case
We are encouraged by the fact that these investigations seem to be yielding some bit of progress,” Morolong added
Morolong further added that while the government was encouraged by updates
it was careful not to reveal sensitive details
“We are in no position to delve into the discussions that ensued between ourselves and the police because we are quite careful not to compromise these ongoing investigations
we are quite content with what we have received as updates from the police,” he stated
He also commended the resilience of Ndlovu’s family and pledged continued government support
“We came to this family and our mother here welcomed us warmly
She is continuing to receive support from the National Trust Council
We will also continue to provide support in all ways and forms possible as government because we attach a high premium to media freedom,” said Morolong

authorising the Special Investigating Unit (SIU) to investigate allegations of serious maladministration and corruption within the Mbombela Local Municipality in Mpumalanga
The proclamation empowers the SIU to examine seven tenders awarded by the municipality between 16 February 2015 and 2 May 2025
with the aim of recovering any financial losses suffered by the State
Tender PRE/040/14/MP for investigation and legal services.2
Tender DHS/112/15/MP concerning the installation of internal municipal civil engineering services
construction of low-cost Reconstruction and Development Programme (RDP) housing units
and provision of project management under the integrated residential development programme at Emjindini Extensions 15 to 19.3
Tender NLM-TS-003/2015/16 relating to engineering services.4
Procurement of construction-related goods and services for the R538 Hazyview to Numbi Gate Turnoff Project.5
Bid 26/2015 for the appointment of professional consultants to establish the Strategic Programmes and Projects Support Unit for the municipality.6
Bid 72/2017 for the Turnkey Energy Efficiency and Demand Side Management Programme.7
Tender 116/2018 for the implementation of Phase 1 of the Nsikazi North Bulk Water Scheme
The SIU will assess whether these procurements were conducted in a manner that was fair
as required by applicable legislation and Treasury guidelines
The investigation will also determine if there was any unauthorised
or wasteful expenditure incurred by the municipality or the State
or any other persons involved in the tenders.• Refer evidence of criminal conduct to the National Prosecuting Authority (NPA) for further action.• Institute civil proceedings in the High Court or a Special Tribunal to recover losses suffered by the State
The SIU’s mandate also includes identifying systemic failures and recommending measures to prevent future occurrences of maladministration and corruption within the municipality
The investigation will cover activities that occurred between 16 February 2015 and 2 May 2025
It will also encompass any relevant events before or after this period that are connected to the matters under investigation or involve the same individuals
The SIU encourages members of the public to report any information related to the investigation
Whistle-blowers are assured of protection under the law
Reports can be made via the SIU Hotline at 0800 037 774 or through their official website
This investigation is part of a broader initiative by the government to combat corruption and promote transparency within public institutions

President and Commander-in-Chief of the Economic Freedom Fighters (EFF)
has declared a renewed and intensified campaign against corruption in Mpumalanga
positioning the province as a critical battleground in the lead-up to the 2026 municipal elections
Speaking at the EFF’s 2nd Central Command Team (CCT) meeting
held at Zebula Golf Estate & Spa in Bela-Bela over the weekend of 4 May 2025
Malema outlined the party’s strategic focus on rooting out corruption and revitalising governance in the province
also tackled broader national and global issues
and the EFF’s plans to strengthen its presence across South Africa
Malema’s address highlighted the EFF’s determination to reclaim Mpumalanga
a province he accused of being under severe corruption and mismanagement
“We want our votes back where we lost them and fighting corruption and exposing it to the people of Mpumalanga is the first step to achieving that,” he said
The EFF leader expressed concern over the province’s leadership
noting that the people of Mpumalanga are “living under severe corruption and violence.” He urged party members to intensify their efforts in exposing corrupt practices
warning that failure to do so could invite further attacks on the EFF
The focus on Mpumalanga comes as the EFF prepares for the 2026 Local Government Elections
Malema stressed the need to rebuild the party’s structures in the province
which he believes have been weakened by a lack of engagement with communities
He called for a return to grassroots activism
encouraging EFF members to lead the charge in promoting education and safety while tackling systemic issues like poverty and crime
particularly the ongoing budget crisis in South Africa
He accused the National Treasury of perpetuating economic inequality by prioritising the interests of the wealthy
The apartheid regime had a political programme
and they pursued it aggressively,” he stated
Malema argued that the Treasury has failed to implement policies that benefit the majority
working hand-in-hand with white monopoly capital,” to dominate the economy
He called for a “People’s Budget” that prioritises the needs of the poor and working class

Malema also demanded wealth taxation to force the rich to pay their fair share and address the “unproductive luxury landholdings” that benefit only a few
He warned that if the budget fails to deliver by 31 July 2025
the EFF would push for the dissolution of the government and demand fresh elections
Malema condemned “US imperialism since the dawn of the Presidency of Donald Trump on the 20th of January 2025.” He accused the Trump administration of manipulating global politics to entrench the exploitation of Africa
describing Trump as a “dangerous character” marked by “ignorance and a combination of illiteracy and recklessness.” Malema also expressed solidarity with Palestine
criticising the Israeli regime’s actions and calling for justice for the Palestinian people
Malema’s address also served as a rallying cry for EFF members across South Africa to rebuild and strengthen the party’s structures ahead of the 2026 elections
He highlighted the need to improve organisational work in provinces like Gauteng
where the EFF has seen significant support
“Gauteng is the feeder province of the EFF in terms of votes
and we have a lot of ground to make up in Gauteng following the results we achieved in the 2024 National and Provincial Elections,” he noted
where the EFF has lost support in recent by-elections
urging members to pay closer attention to community needs
He also praised the party’s efforts in the Free State
which he described as a “shining example” of what it means to take the organisation back to the ground
noting a lack of urgency in addressing key issues
where the EFF recently handled the funeral of Fighter Mphahlele
A significant portion of Malema’s speech focused on the role of the EFF Youth Command
which he described as the “foundation and future of the EFF.” He urged young members to organise in communities and on university and TVET college campuses

Malema also announced plans to launch the EFF Youth Command in all provinces to ensure the youth of South Africa influence the party’s direction

“We will not be blackmailed by the fear of crisis if we don’t pass the budget,” he declared

He called for the party to lead a global Marxist-Leninist movement
aligning with countries like China to counter Western imperialism

urging the world to acknowledge Gaddafi’s legacy in the fight against imperialism
The EFF leader concluded his address with a call for unity and loyalty within the party
“Let us be loyal and loyalty comes with honesty
the EFF will die a natural death and the liberation of our people will be delayed for decades to come,” he warned

and lead a revolution that prioritises the poor and working class

the company delivered Dell XPS 13 models — cheaper and less powerful versions— despite clear specifications in the tender documents
The department has since demanded that BoTau collect the laptops and replace them with the correct versions
According to documents submitted to the Standing Committee on Public Accounts (Scopa) and seen by Sunday World
the department admitted it received incorrect products
and is now scrambling to correct the error
the department received a letter from the service provider indicating that the laptops delivered were not in line with the specification,” it told Scopa

The ANC in Mpumalanga has joined growing public criticism of a controversial R2-million laptop deal under investigation by premier Mandla Ndlovu’s office
This follows revelations that the provincial education department paid R91 482.50 for each of the 22 laptops meant for office-based staff — sparking outrage in the legislature and among taxpayers
ANC provincial secretary Muzi Chirwa said the ruling party welcomed and supported the premier’s decision to investigate the transaction
whose details were exposed in an answer to a question in the provincial legislature
and the people of the country reasonably suspect that the principles of public procurement articulated in Section 217 of the constitution
could have been violated or not been upheld,” Chirwa said
He said the ANC believed the probe would be concluded soon and the public would be “brought into confidence” regarding the outcomes
“The ANC demands that all deployees and public servants respect the public purse and utilise it prudently and in the best interest of our citizens
moreover now when the country’s public resource base has shrunk,” Chirwa said
He added that the ANC in Mpumalanga was “opposed to all forms of corruption and malfeasance”
Ndlovu has confirmed that the probe is being handled by the integrity management unit in his office and is nearing completion
Ndlovu said the investigation was already at an advanced stage and aimed to establish the facts
once the investigation is finalised next week
“In the interest of fair administrative justice
I urge you all to allow the investigation to be finalised without undue pressure.”
He said the probe reflected his administration’s commitment to good governance
as outlined in the medium-term development plan
“The 7th administration is guided by the principles of good governance to ensure that the acquisition of services by the state is based on sound financial grounds,” said Ndlovu
Education MEC Cathy Dlamini has distanced herself from the procurement
saying she was not a beneficiary and still uses a second-hand laptop
Dlamini added that the items were purchased through a State Information Technology Agency panel of service providers
Provincial education spokesperson Jasper Zwane said: “It must be emphasised that the MEC was not involved in the procurement process at any stage
nor did she receive any of the laptops in question
“To implicate her or her office in this matter is both misleading and unjust.”
The investigation was triggered by a question from EFF member of the provincial legislature Ntsako Mkhabela
who demanded to know how the department justified spending over R90 000 on a single device
The outcome of the investigation is expected to be made public next week
