25 March 2025 – The Portfolio Committee on Public Service and Administration on Tuesday expressed shock and dismay at the state of the Rustenburg Home Affairs office and called for urgent intervention
The committee is on a week-long oversight visit to the North West and Gauteng provinces to assess the state of public services and where intervention and support are needed
the committee wrapped up the North West leg of its oversight visit at the Rustenburg Home Affairs office
Witnessing the queues and the state of the building first-hand
Members heard that from 3 February 2025 until 25 February
the Rustenburg Home Affairs offices had 50 hours and 25 minutes lost due to systems being down
Reasons for this downtime included the photo booth being offline frequently and the live capture system being offline
Committee Chairperson Mr Jan de Villiers said
“It is an absolute shock to see how many hours you lose not being able to serve people because the systems are down
This compounds all the issues we saw relating to services to people.” Noting the planned digitisation efforts for the Department of Home Affairs
he stated that there is a fundamental problem with the way the IT system operates and how the software functions
“We are also conscious of the fact that this is one of the new Minister of Home Affairs’ targets to fix and we would like to emphasise our support to have the current IT system completely reformed
We look forward to seeing Home Affairs at home
where South Africans can digitally access Home Affairs services from a phone or laptop
Security and safety were also flagged as a considerable challenge
Members heard that the location of the Home Affairs office compromises the safety of officials
as it is situated next to a taxi rank and liquor outlets
Frequent burglaries have also been reported
The committee was also informed that the building
is not compliant with occupational health and safety (OHS) standards and that the public and staff feel unsafe
Staff and asset safety are a concern due to the lack of burglar-proofing in the building
The committee observed that the building requires urgent maintenance and heard that the landlord does not address complaints
The lift broke down in 2023 and remains non-operational
The building is also not accessible to people with disabilities
Members also heard that there are no pest control services
and staff have battled infestations of rats
apart from the fact that the Home Affairs office is in a multilevel building on a busy street
it is not ideal for providing services to Home Affairs customers
it is not just unsuitable but also poses a danger to the public and staff
“Surely staff cannot be motivated to work when they are exposed to health and safety risks in just trying to get to their offices,” said the Chairperson
Noting plans are underway to relocate the offices to a shopping mall about five kilometres away
the Chairperson assured the management at the office that the committee would bring the safety concerns to the minister's attention for urgent intervention
“The committee will ask for the urgent finalisation of the relocation of the office as safety is the primary issue
and the committee acknowledges the urgency.”
the committee will engage with senior management in the Gauteng provincial administration at the Premier’s Office
The administration will brief the committee on human resources
including the qualifications of senior management and disclosure frameworks

MTE hosted a total of 622 mining professionals and 179 exhibitor stands at its Mooinooi and Rustenburg expos over a three-day period

The arrests follow an investigation by the Directorate for Priority Crime Investigation (Hawks’) Serious Commercial Crime Investigation unit in collaboration with the Tactical Operations Management Section (TOMS) into fraudulent payments made to a service provider between December 2018 and May 2019
Hawks’ spokesperson Lieutenant Colonel Tinyiko Mathebula said that the former CFO colluded with a service provider who was not registered on the municipality’s database to claim payments for services
“Investigation revealed that payments for alleged services rendered were paid into the bank account of a service provider that was not on the database,” said Mathebula
Further probe into the matter uncovered that the payments were later transferred from the service provider’s account into the personal accounts of three municipal employees
“It is further alleged that three non-municipal employees and their entities also received funds from the service provider’s bank account,” Mathebula stated
The suspects have been charged with multiple counts of fraud
and corruption and are expected to appear before the Rustenburg Magistrate’s Court on Tuesday
Mathebula confirmed that the former municipal manager and two service providers linked to the fraudulent activities remain at large

protests have been taking place in and around town over the last two weeks
protest action was reported on the R510 road next to Boitekong Mall
Burning tyres and stones blocked both lanes
the road leading to Zinniaville was blocked by burning tyres and consequently
with both teachers and learners struggling to get to school and continuous water and electricity cuts
Zinniaville Secondary School was forced to close for the day and continued to be closed on Tuesday.Also on Tuesday
the community of Rustenburg North blocked the roads at Foord Street and Nelson Mandela Drive next to Rustenburg Mall with burning tyres and big rocks in response to (alleged) service delivery problems

but looking at the communication that went out on service delivery groups over the last few days
even Ward Councillors are in the dark (pun intended) about the current state of affairs

RUSTENBURG HERALD - RUSTENBURG - Tension is mounting and frustration is rising over the Rustenburg Municipality
and in particular the Municipal Manager's lack of intervention since control of the Rustenburg Impala Rugby Club was taken over in what could only be described as an illegal occupation by a third party benefiting from a good measure of confusion
resulting from unauthorised interference or downright meddling by the RLM's Director of Community Development - Mr Linda Jele
Rustenburg Impala Rugby Club is losing tens if not hundreds of thousands of rands every month
since its main "sponsor" or for decades sole benefactor (Rustenburg Impala Mines)
seems to have been discouraged from further investment or any form of financial support until the dispute as to the "ownership" or legitimate holder of the lease agreement between the Rugby Club and the RLM can be confirmed
The confusion around the "ownership" of Rustenburg Impala Rugby Club arose from an incident of relative uncertainty during the onset of the dreaded Covid-19 pandemic when the club suddenly found itself in arrears of some R180 000 to the Rustenburg Municipality
the problem was soon something of the past when a Samaritan who was interested in a gym at the club agreed to cover the deficit in return for an agreement to run the gym for his own account
the new operator of the gym sought permission to have the gym outsourced to a third party which was also granted
The agreement however took a surprising turn when the Samaritan passed away
resulting in his rights being claimed by his former partner - who in turn seemed to have been interested in more than her fair share of the club's facilities and in time found surprisingly little resistance in influencing people to recognise her claims and began to exercise excessive "rights" to the clubs facilities
the long and the short of the latest developments at Rustenburg Impala Rugby Club is that in spite of a RLM Council resolution to once again approve the Rustenburg Impala Rugby Club's lease agreement of three years in March 2024
the club's Management Committee was stunned beyond belief when barely a few months later (June/July 2024) Mr Linda Jele
Director of Community Development at the RLM unilaterally approved a new and unauthorised lease agreement with the new pretender
Henceforth the new prentender literally overnight assumed complete control of the premises and facilities of Rustenburg Impala Rugby Club
which inevitably led to the "termination" of several players' contracts since Rustenburg Impala Mines' withdrawal of its sponsorships/support in various forms until the dispute has been settled amicably
The current situation since September/October of last year is that the club's premises is increasingly utilised for the hosting of public events/shows/festivals/parties such as during the recent Christmas holiday period with several large-scale performances hosted on the pitch with the financial spin-off benefiting the new pretender
not to mention the hosting of sport such as rugby and soccer on the adjacent fields
absolutely zero has been taking place lately
with even practices being compromised by the fact that the club's bar

To add to the frustration several legal documents sent to the Municipal Manager (Adv Ashmar Khuduge) wherein the club is seeking confirmation as the rightful holder of the lease agreement invariably went unanswered and the club is at the end of its tether
Despite the Municipal Manager allegedly verbally reiterating that Rustenburg Impala Rugby Club is the only rightful/recognised holder of the lease agreement
the hesitancy to put pen to paper to confirm this goes beyond comprehension
"There is no question about the fact that the decision to appoint a third party as rightful holder of a lease agreement by a Director of RLM is in direct conflict and a clear violation of an official Council resolution not only to reaffirm Impala Rugby Club's three year lease agreement
but agreeing in principle to have the contract lease extended to nine years at the time of the next renewal of the agreement in March 2027,” Cllr Gert du Plessis of the DA in Rustenburg commented
it is the view of some committee members of the Impala Rugby Club that Mr Jele's conduct was nothing but an obstruction of justice if not downright criminal which should lead to his immediate dismissal
RUSTENBURG HERALD - RUSTENBURG - The Democratic Alliance (DA) in North West is calling on National Treasury to urgently investigate the Rustenburg Local Municipality’s Tlhabane West Sports Facility project
which has become yet another symbol of mismanagement and potential corruption
Despite receiving nearly R20 million in Municipal Infrastructure Grant (MIG) funding
this project remains incomplete - three years after construction began - while the municipality has already burned through more than R17.5 million
Originally set to be completed in just eight months
the termination of the original contractor in August 2024
the municipality entered into a cession agreement with another contractor in September 2024 to complete the remaining work by December 2024
and its structural integrity is now in serious doubt due to prolonged inactivity
The DA recently visited the site and there was little activity
a formal request was submitted to the National Treasury
through their Arts and Culture Chairperson
to launch a full-scale investigation into this debacle
The DA demands that the National Treasury scrutinize the Bill of Quantities and verify whether the funds spent align with the actual work done
Infrastructure development is crucial for eco-nomic growth
projects meant to benefit communities are routinely hijacked by incompetence and corruption
It is unacceptable that a project meant to uplift the people of Rustenburg has instead turned into yet another looting opportunity
The DA will not rest until those responsible for this failure are held accountable and will continue monitoring this project and ensure that heads roll where malfeasance is uncovered
