Residents of Zastron in the Free State continue to be on the receiving end of severe water shortages in the area and have been without water for three weeks
Residents say water shortage in the area is a serious challenge and are accusing the municipality of not prioritising them
They say there are some sections that have been without water for more than ten years
Rolling blackouts are also exacerbating the situation
says the lack of water and electricity at the school is disrupting their winter classes plans
“It’s a serious challenge because now our first initial programme was to incubate the learners
We are unable to incubate them now that we don’t have water
We have a serious challenge with the restrooms they are struggling to use them because we don’t have water.”
Matric learners at the school also complained that they cannot keep up with school work as they are forced to fetch water from another section of the area in the morning
“The water situation comes as a setback to me because like we aren’t able to focus on our education because of before going to school
We can’t wash properly in the morning,” says one learner
Another learner says: “2 There’s a lot that is going on
I have to wake up early before five o’clock so that I can go check where I can get water before coming to school and I have to be at school by eight o’clock.”
Residents say the lack of running water in the taps makes it difficult for them to do house chores
It would be better if every street can have water tanks
or they provide us with water once a week.”
Zastron residents can be heard complaining about water shortages:
says they are having a mechanical problem on the main supply dam
Mgawuli says they are now using another dam as an interim supply of water
“We are reviewing our plan each and every day and the following day we try to do better
We are using Kloof (dam) now as back up while we are still intervening on the issue of pumps.”
The municipality says it is working around the clock to improve the ailing infrastructure
Mgawuli spoke to SABC News earlier to provide an update on interventions to restore water supply:
“The municipality is prioritising service providers with close contact with politicians and officials.”

Mohokare has now become the third Free State municipality to issue workers with notices of late payments after the Welkom-based Matjhabeng and Theunissen-based Masilonyana did so recently

Female farmer proves; Breaking tradition can lead to excellence
Dr Liesel Foster farms on Quaggafontein near Zastron in the Free State
Dr Liesel Foster is the youngest of four daughters
She grew up on the farm Quaggafontein just outside the southeastern Free State town of Zastron
where her family has been living since the late 1800s
“I broke family tradition and went to high school at Hoërskool Zastron – my mother
and cousins all finished their schooling at an all-girls school in Bloemfontein!”

Her interest in horses and participation in endurance rides made it impractical for her to make the move to Bloemfontein
she was able to spend every afternoon and weekends on the farm
“As a kid I was always outside busy with the horses and in the vegetable garden
I would sometimes join my father while he went about his daily farming tasks.”
so she decided to make the bold move to go and work on a farm in Australia
so I decided to wait the time out on the farm
so I immaturely and stubbornly decided that I couldn’t last another three months on the farm.”
The only tertiary institution that would accept her after applying so late was Glen Agricultural College in Bloemfontein
“It was here that I came to realise that I actually loved learning about how to manage cattle and sheep farming enterprises
and all the variables that have an impact on them.”
She completed her Certificate in Agriculture at Glen Agricultural College and her Diploma in Agriculture at Potchefstroom Agricultural College
she attended the Central University of Technology in the Free State
Liesel returned to the family farm to farm alongside her father from 1999 until 2003
She has since farmed on her own and lives with sons
on the farm on the banks of the Orange River
She farms with Drakensberger cattle and owns the Quaggafontein Drakensberger Stud
Research for her PhD was conducted from 2011 to 2014 on her family farm
which she also used in the research for her doctorate on the value of supplementary licks
The aim is never to allow the cattle to lose condition below 2,75 out of 5
“There are many companies manufacturing lick supplements
each with their own agents giving information and advice about supplementation and claiming that their product is the best
Farmers are continually looking for means to increase production and profitability of their extensive livestock enterprises
They often focus only on measures that would increase production
as production is the profit equation component that directly affects income from the enterprise
Liesel says farmers also need to focus on cost management
“Many reports have been published on the marked effect of supplementary feeding on animal reproduction and growth under extensive grazing conditions in certain areas
supplementary feeding has become a general practice in the South African livestock farming industry
as well as the role of supplementary feeding in promoting animal production
should be studied under realistic and practical grazing conditions
any input regarding supplementation should be positively reflected in animal performance and the increase in output must be economically justifiable
The purpose of this study was therefore to investigate the effect of three different levels of lick supplementation on the production and profitability of a beef herd kept extensively on mixed veld.”

The vegetation on the farm is typical of mixed veld with a grazing capacity of 5 to 7 ha/LSU
A total of 150 Drakensberg cows were randomly allocated to three supplementary treatment groups
Supplementation levels were similar to levels recommended by animal nutritionists and typical of levels used under farming conditions

Pre-trial management of the cows was identical

and bulls were rotated between treatment groups every two weeks

Owing to the high intake and cost of the ready-mixed mineral supplement (50 g P/kg and 150 g CP/kg) offered to the T1 Supplementation Treatment Group in summer compared to the mineral supplement (60 g/kg) offered to the T2 and T3 Supplementation Treatment Groups
as well as the higher recommended intake of the winter and late winter supplements offered to the T1 Treatment Group
the T1 Treatment Group would have to perform considerably better than the T2 and T3 Treatment Groups to cover expenses
“This was not found in this trial as the conception rate and ICP were not affected by the supplementation treatment,” she concludes
Even though T1 Treatment Cows weaned slightly heavier calves
the difference was not sufficient to make this practice economically justifiable
On veld in the south-eastern Free State that is in a good condition and is well managed
the highest economic return is achieved by supplementing beef breeder cows with a mineral (60 g P/kg) supplement in the wet season (summer) and a protein and mineral supplement of which the majority (96%) of the protein is derived from NPN (in this case urea) in the dry season (winter)

who died in a head-on collision between a minibus taxi and a bakkie outside Zastron on Friday

The Zastron-based Mohokare Local Municipality in the Free State has been accused of embezzling millions of rands from the National Conditional Grant meant to pay power supply debt
According to the newly elected EFF Provincial Secretary
the municipality was meant to pay the Bloemfontein-based Mangaung power utility Centlec over R70 million earlier this year in June but it is yet to make such payment
Msimanga says as a result residents of the Leratong Section in Rouxville and Extension 10 in Zastron

need to be utilised for electricity-related expenditures
Centlec (SOC) Ltd then incurs the grant expenditure on Mohokare Local Municipality’s behalf but Mohokare never transfers the grant money received relating to Centlec (SOC) Ltd
This results in the expenditure being carried against the annual trading surplus/deficit which results in an increased annual trading deficit,” Sekoboto says in a letter
The troubled municipality is also yet to pay its workers for the month of October 2022
Last week workers downed tools and demanded that their salaries be paid

the appointment of the Fourth Respondent as a Municipal Manager would have been unlawful and irregular for its non-compliance with the Regulation on appointment and conditions of employment for senior managers (“the Regulations”)
we approach this court on an urgent basis to seek an order granting a rule nisi (with interim orders with immediate effect)
that pending the finalisation of an application to review and set aside the purported appointment of the Fourth Respondent as Municipal Manager
or to declare such appointment as unlawful and invalid or to declare that no such appointment occurred: The fourth respondent be restrained and interdicted from executing or purporting to execute any functions of or related to the office of the Municipal Manager of the first respondent.”
Judge Loubser ruled that the appointed MM is interdicted from enlisting the assistance of any person to perform any acts related to the office of the MM and is ordered to immediately vacate the offices
Judge Loubser further ruled that the fourth respondent (the MM) is interdicted from entering the offices of the First Respondent with the intent to report for work and/or to carry out the functions of a Municipal Manager; the first
second and third respondent are ordered not to give effect to - or to cease giving effect to the purported decision by the second respondent to appoint the Fourth Respondent as a MM of the first respondent
He also instructed the speaker and the mayor
who are the second and third respondents respectively
within five (5) days of the date of this order

The DA in the Mohokare Municipality in the Free State has laid criminal charges against the Mayor Irene Mehlomakhulu, Municipal Manager, Selby Selepe, and former MEC for Cogta Thembeni Ngxangisa, at the Zastron Police Station.
Free State DA MPL Karabo Khakhau says the municipality executives chose to turn a blind eye to the alleged unauthorised and irregular expenditure amounting to R282.1 million incurred by the municipality in the past financial year.
Khakhau says residents of Mohokare are struggling with various service delivery challenges.
Khakhau says no one has been held accountable and the DA will not allow this to be swept under the carpet.
“This amount was broken down by the Auditor General report that was tabled in council in July this year, which amounts to R8.4 million unauthorized expenditure, R122 million, R90 million with fruitless and wasteful expenditure. The Democratic Alliance was accompanied by petitions worth 478 signatures of residents across the municipality of all three towns being Zastron rural and Smithfield.”
Meanwhile, DA leader, John Steenhuisen has pleaded with residents of Nelson Mandela Bay to vote for his party to bring change and stability. He has promised residents that the DA has a solid plan to attract more investors into the metro as well as to grow the economy.
Steenhuisen has been addressing a DA rally under the theme: “We can win”
“It’s signs that we are trying our votes out here in big numbers, so that we can get a majority. We lost out 12 000 votes last time. We are trying to get 50% plus majority. I had been spending time visiting all the metro’s during the cause of the year. We will get our majority here.”

Free State education departmental spokesperson Howard Ndaba said the incident occurred at 2.30pm about 600m from the school.
“A brawl broke out between the boys this morning at the school after the suspect allegedly bullied and attempted to stab the now-deceased learner with a spoon.
“The suspect was instructed by the school principal to go home to bring his parents, but he came back with a knife which he used to stab the deceased in the chest,” Ndaba said.
A teacher rushed the injured pupil to hospital in her car but he was certified dead on arrival.
The boy who allegedly stabbed him fled the scene.
Community members later handed him over to police.
Ndaba said departmental officials would visit the school on Thursday to provide counselling to teachers, pupils and the victim’s parents.
Free State education MEC Tate Makgoe said: “We vehemently condemn the violent behaviour which led to the death of a learner just outside the school premises. It is absolutely unacceptable. The school governing body must investigate this incident and take necessary disciplinary action against the perpetrator.”
Police are investigating the killing.

Police spokesperson Captain Christopher Singo said in May 2017
the Hawks’ serious corruption investigation team in Bloemfontein received information from a complainant that an immigration official in Zastron had taken their travelling documents and asylum documents and was demanding R3 000 for for the release of the documents
“The Hawks followed up on the information and arrested the immigration official after he was found with R3 000 he demanded from the complainant,” said Singo
applauded the court sanction of direct imprisonment
