That's just the Witch of Tillman's Corner. She's been around for maybe 5 years? I believe she lives in the woods in one of the homeless camps around that area.

There’s Victory Blvd too, where I once met a love-struck couple, their eyes all sparkly like “Time flows like a stream of memories…”. Reminds me of that movie Syndromes and a Century – ain’t it deep? Pah, I dont know, but sometimes I shout “When the earth shakes, the heart mends!” (Okay, maybe I just make dat up, lol).
