(AP) — Dozens of homeless people who have been living in a national forest in central Oregon for years were being evicted Thursday by the U.S
as it closed the area for a wildfire prevention project that will involve removing smaller trees
clearing debris and setting controlled burns over thousands of acres
The project has been on the books for years
and the decision to remove the encampment in the Deschutes National Forest comes two months after the Trump administration issued an executive order directing federal agencies to increase timber production and forest management projects aimed at reducing wildfire risk
Deschutes National Forest spokesperson Kaitlyn Webb said in an email that the closure order was “directly tied to the forest restoration work.” Homeless advocates
Forest Service officers blocked the access road
“The fact that they are doing this with such vigor shortly after they announced that the forests would be opened up for logging I don’t think is a coincidence," said Jesse Rabinowitz
spokesperson for the National Homelessness Law Center
and the service’s Pacific Northwest Region did not immediately respond to emailed requests for comment
“The closure does not target any specific user group and will restrict all access
and clean up hazardous materials,” Webb said
“It’s not safe for the public to be in the area while heavy machinery is operating
recreational vehicles and tents amidst the ponderosa pines in the forest scrambled in the darkness Wednesday night to pack up and get their engines working again
Authorities closed the two-lane road in the early hours of Thursday morning

is prompting the closures in the Deschutes National Forest
The goal of the work is to reduce wildfire risk and restore damaged habitats where development encroaches on natural areas near Bend
Deschutes National Forest officials said in a statement
Recreation sites and trails in that area will be closed through April next year
Forest Service officials and vehicles were stationed at the Deschutes National Forest road closure on Thursday

and preserving the overall health of Deschutes National Forest is not outweighed by the interest of 150 or so individuals in residing on this particular plot of land," he wrote in his ruling

told The Oregonian/OregonLive that the government’s goal is “voluntary compliance,” but Forest Service officers and staff will patrol and “enforce the closure and ensure public safety.”

The project aims to create a mosaic of habitats benefiting wild turkeys and other wildlife species
many of which are classified as species of great conservation concern
More than 1,000 acres of the southern Pennsylvania state forest are being monitored for management work set to begin this summer
and cut-and-leave treatment of trees that have died due to disease or insect infestation
These managed acres will contribute to the 100,000 acres of land conserved under the NWTF’s Forests and Flocks Initiative
Foresters plan to cut down more than 1,000 trees across the 205-acre project footprint
Strategically placing woody material directly into or near streams will improve habitat
support diverse ecosystems and enhance forest composition and structural diversity at all vegetation layers
Trees will be strategically removed to create stream canopy gaps and increase downed woody materials along three miles of streams and adjacent forests
This increased structure in and around the stream will help reconnect the water table with the floodplain
slow down water velocity during high flow events
reduce erosive potential and improve water filtration and recharge through increased retention time within the watershed
Managers also plan to retire about three miles of poorly placed redundant road segments
which negatively impact streams and stream-side forests
The roads will be repurposed as shared-use trails and firebreaks
designed to prevent or slow the spread of wildfires and control prescribed burns
predictability and safety of implementing prescribed fire and other managed disturbance regimes to sustain dynamic habitats at the upper tributary system level

“We’ve seen an increase in both e-bike use on our trails and public concerns about cyclists riding too fast or unsafely,” said Beth Schirott

where e-bikes are allowed on any trail where traditional cyclists can ride
“These bikes are a great vehicle for older adults or persons with mobility issues to get out and enjoy our preserves,” said Ron Davis
many visitors aren’t aware that Class 1 and 2 e-bikes are allowed in the preserves
DuPage is partnering with forest preserve districts in Kane and Will counties, the McHenry County Conservation District and the Fox Valley and Naperville park districts in an initiative focused on trail safety, rider etiquette and understanding e-bike classifications and regulations
The agencies are distributing pocket-size handouts with trail safety guidelines and e-bike regulations
while adding social media posts and trailside signs to remind visitors of key safety messages
we saw this as a good time to not only promote safe and courteous trail use but also collaborate with other agencies to raise awareness of bike regulations,” Schirott said
Class 3 e-bikes, which can reach a speed of 28 mph are not permitted in those jurisdictions, nor are they permitted on Forest Preserve District of Cook County trails, which lists rules and safety guidelines on its website

where dense forests blanket the land and trees intertwine
I spent 17 days on an exploratory adventure filled with challenges and surprises on the Indonesian islands of Seram and Kalimantan
This journey was more than just an adventure; it was a true test of patience
The story begins with a deep love for nature and its indigenous creatures
I began planning my adventure by reaching out to entomologists
particularly those specializing in beetles
beetles account for a significant portion of the diversity on our planet — around 40% of discovered insects are beetles
This adventure was built around exploring the world of beetles in the mysterious forests of Seram
which took two exhausting days to reach following four flights and a sea journey (there is no airport on the island)
The Adventure in Seram’s Forests In the heart of pristine nature
I stayed in an open hut overlooking the forest on one side and the ocean on the other
The first two days were spent exploring parts of the forest on the island
where we encountered a species of large spiders
Days three and four marked the real challenge
We ventured deep into the forest with a team of four
We also had to camp overnight in the heart of the forest
The first challenge we faced was the steep terrain
as the forest was not flat but consisted of high altitudes and sharp inclines
capturing images requires effort and focus
especially in harsh environmental conditions
After camping on the third and fourth nights
My research with Eastern European universities revealed that this species is only found on Seram Island
Finding it felt like discovering a hidden treasure
as we trekked no less than eight kilometers daily in harsh conditions
The Duplipectus degroofi beetle is one of the rarest species
making it extremely difficult to document due to its limited distribution in areas like the forests of Seram Island
This beetle is known for its small size and shy behavior
which makes it challenging to capture or study in its natural habitat
Another challenge was sleeping in the depths of the forest
I was surprised to learn that the team did not use enclosed tents but open ones due to their deep knowledge of the forest and its dangers
Despite being with researchers and specialists with experience ranging from 17 to over 30 years
we had no protection from creatures that might visit us during the night
made it feel like nature was testing our patience
The noise was so intense that it almost drove us mad
and the lack of sleep affected our ability to navigate the following day and photograph the creatures
Warrior’s Rest: After five nights in the heart of the forest
With its eerie hut inhabited by reptiles and insects at night
this village initially seemed primitive with its simple huts
after two nights in the depths of the forest
We spent a day recovering before heading back into the heart of the forest
We had to camp another two nights in the forest to reach it
and very few people had managed to reach it
After trekking for about 12 hours through the dense jungle
our team split due to an incident with my friend
He was “bitten” by a poisonous plant
This difficult moment almost canceled the entire mission
one of them told me that even the island’s indigenous people dared not venture to the cave due to its danger
I felt as though reaching the cave was like achieving an impossible dream
We set off early in the morning and reached the cave by 5 PM
It felt like a challenge beyond photographing insects
we set up lights to attract various insect species and study them scientifically
It was one of the most rewarding moments of the journey
as I felt like I was in a scientific laboratory amidst nature
and the power of nature merged with knowledge and science
The End of the Adventure on Seram Island: On the last day
as we returned from the heart of the forest — where there was no cell phone coverage or means of communication except for a satellite phone — we encountered heavy rain
Despite being well-prepared for such conditions
Kalimantan’s Forests: After leaving Seram Island and traveling to Kalimantan’s forests
as though the mysterious island was telling me that I had not yet uncovered all its secrets
though similar in duration to those of Seram
The experience in Seram made us feel as though we had already explored Kalimantan’s forests
where we encountered new species and creatures different from those of Seram
This journey was a saga of challenge and perseverance
revealing to me nature’s power and mysterious beauty
I learned that passion and knowledge can open doors to worlds we never dreamed existed
It is a story of 17 days that will remain etched in my memory
like an inspiring film about what people face in the grandeur of nature

BEND — Chris Daggett spent the night of April 30 and the morning of May 1 attempting to pull out as many friends and neighbors as possible from the China Hat homeless camp south of Bend
RVs or anything else he could fit as between 100 and 200 people scrambled to pack their belongings and leave a place some had lived for years
"I just want to get back there because there’s still a lot of people behind those gates — a lot of really good people — who still need help."
At roughly 3:30 a.m. May 1, Deschutes National Forest officially closed 34,600 acres just south of Bend for a forest management project
aimed at reducing the risk of wildfire and improving forest health
It’s a critical project given the forest’s proximity to a population center that has grown to more than 100,000 over the past decade
But the closure gated off one of the few places the city’s population of nearly 1,000 unhoused residents could reside for an extended period
The camp was home to as many as 300 people at one point
spread in 90 different encampments across roughly 900 acres
The closure is scheduled to last about a year
homeless advocates said at least 40 to 60 people remained behind the closed gates despite warnings they could be cited for $5,000 or forced to spend six months in jail
executive director of the nonprofit Home More Network and a former resident of the camp
said she had hundreds of phone calls and texts from “frantic people all through the day” and into the night who’d discovered they could leave the area but no longer return to retrieve their belongings
“Please have compassion,” she said at a news conference where homeless advocates and members of the camp gathered to take stock of the situation
and where some food and drinks were being served along Forest Road 18
And please work together in giving people an opportunity to rebuild.”
She said many members of the camp had jobs
didn’t use drugs and sought to live a normal life but that the combination of skyrocketing housing costs in central Oregon
combined with “one bad day or a few bad decisions,” had landed them without a home and at the camp
Forest Service officials said that “any abandoned property of value left within the closure area will be impounded into safe keeping for 90 days
Individuals may reclaim impounded property if they can show proof of ownership."

As the cost of living has exploded in central Oregon
the number of people living in national forests just outside Bend and Sisters has increased dramatically
In 2022, the Statesman Journal reported on a collection of people who were employed in Sisters but couldn’t afford the price of rent to live in town
They commuted to work in the morning and returned home to live in RVs
vehicles or tents in Deschutes National Forest
The official term is “non-recreational camping,” a phrase the Forest Service uses to describe people who camp in a national forest for longer than the designated limit
which in the Deschutes and most Oregon national forests is 14 days within a 30-day period
have become established and become not only a home for people
but also places that police and deputies took people to get them off city streets

said many people at the China Hat camp were actually brought to the camp by Deschutes County Sheriff’s Office deputies
A major question was where residents of China Hat would go next
Some said they planned to travel to Juniper Ridge

“They’re just displacing people and displacing people
basically playing whack-a-mole with their lives
And that just forces them deeper into this cycle of poverty and makes it even harder to get or keep a job
get services or find housing,” Rabinowitz said
Forced displacement leads to many negative impacts
including the increased threat of sexual assault
“People don’t know where to go,” Rabinowitz added
The plan was for the Forest Service to work with local providers to find resources for the camp well before the closure happened
the Forest Service said it had been collaborating with the county and local providers for months
But camp residents and homeless advocates said there had been basically no action to help campers move their belongings
“There’s been literally nothing,” Daggett said
“The Forest did not propose or agree to coordinate transitional services and support or alternate housing solutions for unhoused community members impacted by the closure,” the Forest Service said in a statement
and local service providers would be best equipped to share transitional support services and plans.”

Assessment of landscape dynamics and prediction of likely land use changes using CA-Markov with AHP method
Assessment of land use dynamics entailed (i) acquisition of remote sensing data (1973 to 2022, downloaded from the public archive (https://earthexplorer.usgs.gov/)
(ii) data preprocessing (to rectify geometric and radiometric errors)
(iii) land use type-wise training data with attribute information compilation
(iv) classification of remote sensing data using the supervised non-parametric classifier (Random Forest algorithm) for deriving land use information
(v) validation of classification (through accuracy assessment)
(vi) compilation ancillary data from the government sources
and digitization of encroachments using forest administrative boundaries
Ground control points (GCPs) were digitized from the geo-referenced topographic maps and scanned paper maps to rectify remote sensing data
The vegetation map of South India (1984) was used to digitize forest types required to classify the remote sensing data
Other ancillary data included land cover maps
Attribute data corresponding to the training polygons were collected from the field using pre-calibrated hand-held GPS (Global Positioning System - Garmin GPS units)
and cropped to correspond to the study region
Remote sensing data from 1973 to 1977 were resampled to 30 m × 30 m to match the resolution of post-1990 data
To ensure consistency across the time series analysis (1973–2022)
Landsat data with a uniform spatial resolution of 30 m was utilized
False Color Composite (FCC) using the green
and near-infrared (NIR) bands of remote sensing data were generated
which aided in identifying heterogeneous patches
Training polygons corresponding to heterogenous patches were digitized
covering 15% of the study area and uniformly distributed across the study area
The coordinates of these training polygons were transferred to pre-calibrated GPS
and attribute data (land use types) corresponding to training polygons were collected from the field
and the remaining 30% was used for the validation or accuracy assessment
is a combination of classifiers where each classifier contributes to the classification by voting for the most popular class as input (x)
the assignation of the class is based on the majority votes of the decision trees
can handle thousands of input variables and estimate the importance of individual variables in the classification
Initially, the K-means cluster method was utilized to group LU categories into clusters based on the spectral signature. The clusters were then identified by comparing them with the high-spatial-resolution remote sensing data (Google Earth, https://earth.google.com) and field data to categorize them into specific land use classes
a hierarchical classification scheme was employed to classify land use classes
Similarities in spectral characteristics and the distinguishability of classes were the criteria considered for hierarchical classification
The hierarchical classification process consisted of two levels
Level 1 considered hierarchically: (i) classification of water and non-water classes
(ii) identification of vegetation and non-vegetation classes from the non-water class
(iii) vegetation class were further classified into forest and non-forest
(iii) classification of the forest class into evergreen and non- evergreen classes
(iv) further division of the non- evergreen class into moist deciduous and dry deciduous/shrubs
non- forest class was further divided into horticulture and agriculture
Level 2 followed the hierarchical approach of (i) separating the open land and fallow agriculture land classes from non-vegetation classes and (ii) mosaicking crop and fallow lands
Accuracy assessment: Validation of the classification of remote sensing data is done through the computation of the confusion matrix and Kappa statistics
The confusion matrix compares the correlation between the reference data (training data) and the classification results
revealing areas of agreement and discrepancy

various classification accuracy measures computed are omission error
each providing unique insights into the quality of the classification
Based on the condition considering the level of fragmentation
forest ecosystems were categorized as (i) Very Dense Forest (VDF)

comprising edge and perforated forest areas

This allows for the modeling of spatial patterns and propagation of land uses

The Tonto is currently drafting a Motor Vehicle Use Map (MVUM) as required by the 2005 Travel Management Rule to display the designated roads
These maps will be available for free for the public to download onto their devices or pickup at a District Office; at this time a MVUM is not yet available

removing invasives and spreading native seeds
For those efforts, which began in 2021, he was named the Forest Preserve District of Will County‘s 2024 Volunteer of the Year
The award was announced during the annual volunteer banquet in April at Mistwood Golf Club in Romeoville
Fuqua’s passion for the outdoors and ability to engage others stood out
“It’s quite an honor,” Fuqua said after receiving his award
and I’ve had great support from the staff and other volunteers.”

Action in Deschutes national forest for wildfire prevention plan follows Trump order to increase timber production
Dozens of homeless people who have been living in a national forest in central Oregon for years were being evicted on Thursday by the US Forest Service
It was not immediately clear if the evictions were a result of that order
but homeless advocates seized on the timing on Thursday
as US Forest Service officers blocked the access road
“The fact that they are doing this with such vigor shortly after they announced that the forests would be opened up for logging I don’t think is a coincidence,” said Jesse Rabinowitz, a spokesperson for the National Homelessness Law Center.

The goal of the work is to reduce wildfire risk and restore damaged habitats where development encroaches on natural areas near Bend, Deschutes national forest officials said in a statement. Recreation sites and trails in that area will be closed through April next year.
Multiple US Forest Service officials and vehicles were stationed at the Deschutes national forest road closure on Thursday. A sign on the metal gate blocking the road said the temporary emergency closure would last at least one year.
Violators could face up six months in jail, fines up to $5,000, or both.
On Wednesday night, Mandy Bryant, who said she had lived in the encampment for about three years, was cleaning up her site and trying to get a trailer to start so she could move it.
“You could feel the heaviness in the air and just the stress and depression that people are feeling,” she told the Associated Press. “We’re up there on the list of groups of people that society doesn’t really care for.”
Four people living in the encampment including Bryant, along with two homeless advocates, filed for a restraining order to stop the closure earlier this month. The claim argued it would cause irreparable harm to more than 100 people who were living there, many of whom have disabilities.
