Nearly three years after site-clearing began
vertical construction has kicked off for a project that's continuing a residential influx along Memorial Drive.
Decatur-based Valor Tower Real Estate Developments demolished houses
modern-style townhome venture in DeKalb County’s Belvedere Park neighborhood.
Then progress—until recently—came to a halt.
The 44-unit project is called Grand Terraza at Memorial Drive (alternately “Gran Terraza”), according to site plans
A VIP list for potential buyers has recently launched, and interior renderings are now posted on the project’s website
An inquiry to the development team for a construction update this week wasn’t returned.
Foundational work for the townhomes claimed a sloped block just east of Atlanta city limits and East Lake in the 3200 block of Memorial Drive in Decatur
on the south side of the six-lane thoroughfare

initial plans were altered after Belvedere Park neighbors complained of a lack of visitor parking created by the townhomes along Julian Street
Plans for internal streets were expanded to allow for 23 parking spaces for townhome visitors on special occasions
and Valor Tower also widened Julian Street to 24 feet for more space

When Layla George took the helm of the Olmsted Parks Conservancy seven years ago
she set out to learn what she could about the nonprofit’s namesake
"I read all the books on him that I could find," she said
Olmsted was a prolific landscape architect
credited with renowned designs from New York City’s Central Park to the U.S
The system of parks and parkways he designed in Louisville remains one of only four systems in the country built to completion
Bringing it to fruition took decades and continuous funding across multiple mayoral administrations
“If you go back and read Olmsted," George said
"the role that he thought parks played was to foster democracy."
At the end of January, Layla George stepped down from her role as president and CEO of the Olmsted Parks Conservancy. In her next role, she will serve as a project executive for the redesign of the Belvedere
a public space jutting out of downtown and overlooking the Ohio River
and Mayor Craig Greenberg wants to turn it into "an iconic
world-class destination that will serve as Louisville’s front yard and connector."
"Layla is a proven leader and visionary," Greenberg said in a statement
"with a passion for creating and preserving great public spaces for the people of Louisville."
Some of Olmsted's philosophy of public spaces has rubbed off on George
and those ideas seem likely to drive her work on the Belvedere
and neighbors feel “a sense of ownership” over them
such spaces can serve as load-bearing pieces of civic infrastructure — bridging divides in communities
at a time when divisions are increasingly evident
“You do kind of wonder if people can come together around nonpolitical things
where you see everybody in all walks of life,” George said
“It’d be great if parks could foster some of that
helping people recognize the humanity of their community and their neighbors.”
George is proud of Olmsted’s growth in recent years
powered by more than a dozen staff and hundreds of volunteers
and what she described as "more ambitious" and "more well known" work by the conservancy
operating revenue more than tripled and operating expenses more than doubled
with millions of dollars poured into historic Louisville parks
“We’ve been able to grow our donor base and increase our funding,” George said on a sunny February day in Elliott Park
“It’s been tremendous how much has happened in these seven years.”
George said she is sometimes recognized by residents in Olmsted parks, who offer ideas and feedback about possible improvements. In Elliott Park

The conservancy also recently acquired the 25-acre Beargrass Preserve near Cherokee Park
marking the first expansion of the Olmsted system in more than a century
The acquisition averted "imminent" development on the land
funding and implementing the Beargrass Preserve expansion will take several years
the conservancy wants someone prepared to see it through — and with it
"fulfill Frederick Law Olmsted's vision for Louisville's park system."

The large space stretches across multiple levels of elevation

It attracts the occasional tourists like Cameron and Collin Woods
“I thought it might be a part of the [Galt House] hotel
but [I’m] definitely pleasantly surprised,” Collin said
“You get to learn the history of the Ohio River
But the Woods brothers found the area by accident
more toward the edge where you can see out to the river
At least some city leaders agree that changes are needed
The Louisville Downtown Partnership released a plan earlier this year suggesting how to improve the central business district
and described the Belvedere as “undervalued.”
“While still hosting major events and offering unparalleled views of the Ohio River
leaving the vast space underutilized,” the plan states
Louisville Mayor Craig Greenberg has asked state lawmakers and Metro Council members for funding to transform the space
though public details for the site have yet to be released
the Kentucky Legislature authorized $100 million for six Louisville projects in and near downtown
Metro Council members approved the upcoming city budget
which includes $10 million for the redesign
said that details for the project were still being worked out
and declined to make Greenberg available for an interview
But he said the city would start looking for community feedback on the Belvedere “in the coming weeks.” Trager added that the exact amount of state funding is not yet known
because the city is working to finalize an agreement with the commonwealth
The project has also caught the attention of Deborah Bilitski
the president and executive director of the Waterfront Development Corporation
Her organization has worked on building Waterfront Park along Louisville’s side of the Ohio River, including an ongoing expansion project to the west
and Bilitski said the Belvedere has been a valuable way to get people to the green space
“Over the years as we have developed Waterfront Park
just given the geographic constraints that we have with [Interstate 64]
it isn't necessarily easy for people to get to the waterfront,” she said
Bilitski said her organization used to manage events at the Belvedere before it was taken over by Louisville Metro Parks and Recreation
But she noted that they stay in “close communication” with the department over the site and were invited to a stakeholder meeting in the past year about the project
“I would love to see the Belvedere serve as a center point
that connects downtown to the river and the various ends of Waterfront Park from east to west,” Bilitski said
who represents District 15 on Metro Council
she has questioned the lack of information during the city’s budget process
She said earlier this month that she thinks renovating the Belvedere is necessary
And especially right there on our waterfront
Chappell said she wasn’t comfortable approving funding for the project — which at the time was a $15 million request — without a total cost estimate or public plans
But the council unanimously passed it as part of the city’s capital budget
and specific line items can’t be voted separately on
“It's not that I want to nitpick the design
or whoever wants to claim responsibility for this project
really needs to dangle that carrot and say
and this is what we're working towards,’” Chappell said
Metro Council’s decision to reduce funding to $10 million for the Belvedere redesign also removed renovations to 4th Street in downtown Louisville as part of that allocation

while the Franklin Square site had 373 days without a homicide from June 26
An event marking the milestone for the Belvedere site was held this afternoon
outside the physical site location at 5320 Park Heights Avenue
The Park Heights site's celebration is scheduled for Friday
on the corner of Park Heights and Shirley Avenues from 3:00-6:00 p.m
An event celebrating the Franklin Square site's achievement will be held later this month
"Having three sites go over 365 days without a homicide in their catchment area is no small feat and it is a testament to the hard work
and relationships needed to effectively mediate conflicts and make our neighborhoods safer," said Mayor Brandon M
"The progress we are making as a City addressing violence in our communities would not be possible without our community violence intervention ecosystem
of which our Safe Streets teams are a critical part

Safe Streets Belvedere last recorded a homicide on June 28
and the Park Heights site's last homicide date was July 30
As of this morning the Belvedere site has gone 436 days
and the Park Heights site has gone 404 days since there was a homicide in their catchment zones
Across the city homicides are down 29.3 percent and nonfatal shootings are down 36.5 percent so far in 2024 compared to 2023

"The fact that these sites were able to produce extended periods of time without a homicide in their catchment zone is no coincidence

Safe Streets employees have mediated over 946 potentially violent conflicts this calendar year
There are ten Safe Streets Baltimore sites located across Baltimore in neighborhoods with historically high levels of gun violence
The Mayor's Office of Neighborhood Safety and Engagement (MONSE) is responsible for oversight of the Safe Streets Baltimore program and contracts with community-based organizations - Associated Catholic Charities and Lifebridge Health Center for Hope - to serve as site administrators
Catholic Charities operates the Penn North site as well as the Sandtown-Winchester
LifeBridge Health's Center for Hope serves as the operator for the Belvedere

WEST PALM BEACH — More than five years after a shooting that killed two teens at a West Palm Beach-area park
authorities have arrested a 27-year-old man in connection to the crime
Palm Beach County sheriff's deputies booked Jabari Scott into the jail on Monday
killings of 17-year-old Moltere Charles Jr
and 16-year-old Frederick Rosemond at Lake Belvedere Estates Park
A grand jury in June formally indicted Scott on two counts of first-degree murder with a firearm in the Lake Belvedere Estates Park shootings
He is also facing five additional counts of attempted second-degree murder
On the order of Circuit Judge Scott Suskauer
state officials transferred Scott from the custody of the Florida Department of Corrections
where he is serving a 10-year prison sentence at Lancaster Correctional Institution in a separate attempted murder case
Circuit Judge Donald Hafele assigned Scott a public defender and ordered that he be held without bail
the county Public Defender's Office does not comment on open cases
14-year-old faces murder charge: Teen to be tried adult in fatal shooting at reputed Lake Worth-area brothel
Sheriff's investigators said Charles and Rosemond were shot and killed as they and a group of friends hung out listening to music in the park
Family members of Charles and Rosemond told The Palm Beach Post the teens had come from a Sweet 16 birthday held at a banquet hall about two miles to the east
the teens and a group of friends were standing near or resting in vehicles on the north side of the park when at least one person approached and indiscriminately began firing shots at them
Investigators obtained surveillance camera video from a neighboring residence which showed one person armed with a handgun and another armed with a rifle
The sheriff's firearms lab determined that shell casings and projectiles recovered from the homicide matched casings recovered nearby from separate shootings in December

Through ballistics analysis and surveillance footage
investigators identified Scott as a suspect in the December 2018 shootings
After being taken into custody on a probation violation
he admitted to being involved in the December shootings but denied having any involvement in the Lake Belvedere Estates homicides
He told investigators he was near Palm Beach Lakes Boulevard
investigators obtained a recording of a phone call Scott made to a friend shortly after his interview with detectives
Scott described being questioned about the double homicide and instructed his friend to go to Scott's home
retrieve clothing that Scott was wearing on the night in question and burn it
Boca double homicide: Suspect caught in Georgia told fiancee he left town on business trip
He also instructed his friend to delete social media posts of him
particularly those showing clothing he was wearing at the time of the homicides
Investigators determined that the information disseminated by Scott during the recorded phone calls was inconsistent with the information he provided to detectives
A review of cellphone data placed a mobile device belonging to Scott in the area of the homicide scene that night
They also determined that Scott used his mobile device to research how to change or alter evidence connected to an AK-47 Draco-style pistol
Forensic analysts linked some of the shell casings to that type of pistol
and investigators found evidence that Scott had one in possession in the days surrounding the shootings

Serving up an ace for Belvedere Park Tennis Club
The Australian Open might be over but there’s always time for tennis at Seaford now that Belvedere Park Tennis Club has lights on five of its nine courts.
The LED lighting upgrade was completed thanks to a $130,000 grant from the Victorian Government’s Local Sports Infrastructure Fund – Community Sports Lighting Scheme
which was matched by Council with another $130,000.
The upgrade means the club has been able to extend the use of the courts and offer night tennis opportunities.
This project was identified in Council’s Frankston City Tennis Action Plan
which provides recommendations to ensure a sustainable balance of tennis facilities within the municipality.

NEV — Here's an update to an Ask Joe story we've been following since April
The city of Reno has now given the all-clear for the second time to the parking garage at the Belvedere Tower condominium in downtown Reno
City officials say the red tags have been pulled and the immediate safety concerns have been addressed
This story first came to light in April when News 4 uncovered issues including water leaks and cracking concrete pillars in the parking garage
The city condemned the parking garage and swim deck on April 13th.In May the city informed News 4 the problems had been addressed and the investigation was closed
the city reported that no permits were ever pulled or approved for the repair work that was done.As a result the building remained red-tagged and the investigation was not closed
the city announced it had approved permits and the repairs had been checked by city staff.At that time the city pulled the red tags from the parking garage and determined the shoring work that was done was sufficient and the parking garage is safe to occupy
All of this came about because a viewer alerted News 4 to structural concerns inside the garage including water leaks and cracked concrete

I was already in the city staying at the Park Hyatt Vienna so it was a quick $15 Uber ride between the two properties
Other family members flying to Vienna decided to book transportation through the Andaz and it cost 55 euros ($59) for an SUV (for up to 3 passengers and luggage) and 80 euros ($86) for a minivan
You can also easily grab a taxi upon arrival at the airport and expect fares to be around $40
While the Andaz isn't within Vienna's famed Ringstasse
a 3.3-mile "ring" road around the historic Innere Stadt area of the city
it is within walking distance (12 minutes) to the Belvedere Palace
and the complex also includes several gardens and museums

You can also take a metro line or tram to the historic part of Vienna
But Ubers and taxis are relatively inexpensive
so we relied on those as our method of transport

The next category up includes neighborhood view king- and twin-bedded rooms that are also 322 square feet but have the addition of soaring floor-to-ceiling windows
pony up a few extra dollars for the Skyline View King Bed High Floor or 2 Twin Beds High Floor accommodations
The rooms are still just 322 square feet but they are on the 10th to 15th floors with enormous windows and have gorgeous views of Quartier Belvedere
Those wishing for a bit more space should book the 355-square-foot King Bed Deluxe that adds a freestanding tub and separate walk-in shower into the mix
which is actually two connecting rooms: one has a double bed and the other two twin beds
Most parents will agree that having the extra room and two bathrooms can make or break a vacation with the kids
If you've ever wanted to splurge on a suite
or use your points (or points plus cash) to book a standard or premium suite

and its closure did bite into our plans a bit)
Let's start with the most fun way to spend time at Eugen21: the complimentary (for guests) 4-6 p.m
The timing was perfect for our group on a few days when we were getting back from sightseeing to change for dinner just as the Andaz was setting out its spread
A red and white wine were served daily along with water
The snack selection could have been better
the same thing was served: a berry crumble cake
I had seen other travelers' photos of pretzels and sausages and was hoping for more of that
it's a nice way to spend some time with friends
Seating is comfortable and most afternoons
Breakfast is included for World of Hyatt Globalists or those booking an eligible rate (such as through Amex Fine Hotels + Resorts or Hyatt Prive)
The buffet was solid and cost 31 euros ($33) per person if not included in your rate

which puts out one of Europe's most impressive breakfast spreads so it was tough for me not to compare the Andaz to that

but I still found plenty to enjoy at the Andaz
you can order off the a la carte menu: fresh bread and butter or croissants (5.5 euros/$5.89); scrambled eggs (7 euros/$7.49 or 7.50 euros/$8.03 with bacon); omelets
avocado toast or waffles (9 euros/$9.63) or breakfast bowls (9-9.5 euros/about $10)
my husband and I dined here thinking it would be a quick "pick-me-up." It was one of the best meals we had on the trip
We asked to be seated in one of the cozy green velvet banquettes and our server was absolutely lovely

but we did walk through to see the funky decor inspired by — you guessed it — bicycles

There is also a coffee machine in the lobby where you can get a complimentary drink 24/7 and there were often cookies set out as well
The spot you really want to stake out for an evening is on the 16th floor at Aurora Rooftop Bar
the atmosphere is cozy and relaxed with seating looking out over the city
Tree stumps serve as cocktail tables and there's even a firepit on the terrace
We'd made reservations for outdoor seating at sunset
You can make timed reservations for outdoor seating and you really do need to book in advance since locals and tourists alike visit due to the exquisite panoramas
There is also indoor seating and we did not need reservations to pop by for a drink or two before bedtime
The indoor vibe is darker and more moody and there's an enclosed fireplace as a focal point
cocktails are 16 euros ($17.13) and "bartender's choice" is 18 euros ($19.27)
A few members of my family visited the 24-hour
4th-floor fitness center and spoke highly of the quality of the Technogym equipment and nice ambience with windows looking out over the Schweizergarten

Hot stone massages were more at 220 euros ($235) for 75 minutes and 250 euros ($269) for 90 minutes
The Andaz Vienna has six accessible rooms with wide doorways and roll-in showers that are ideal for those in a wheelchair or using other assistive mobility devices. Those rooms also have alarms to signal for help if the guest requires it.
Vienna visitors are spoiled for choice when it comes to hotels. You can find dozens of excellent properties ranging from budget to luxury ends of the spectrum. Here are some other options to check out:
Would I return to the Andaz Vienna Am Belvedere? Yes, absolutely. While we had an issue with room service one evening, that was the only service blip (which the hotel made right) on an otherwise excellent trip — and that's across eight rooms and 14 people during the incredibly busy summer season.
The value at the Andaz Vienna — using either points or cash — can't be denied. It's one of the best deals in the city.
We loved the suites and even the base-level rooms were spacious and beautiful. Our group, which included a museum curator, especially appreciated the art in the lobby, in the hotel's hallways and in our accommodations.
But, most importantly, the staff was truly lovely. Everyone at the front desk went out of their way to greet my family members upon arrival and make them feel at home. They offered tips and advice throughout our journey and were never low on smiles. Beyond the wonderful accommodations and delicious meals, that's what truly set this stay apart.

those in the park—rather than lining the street—ought to be preserved during the construction process
The height of the proposed wall proved to be contentious
with participants generally favoring a shorter wall farther inland
rather than a taller one closer to the shoreline
the wall could pose a safety hazard by cutting off people in the park from people on the street
“They’re going to riot,” another woman said of residents’ response if the wall is built too close to the playground
Conversation about the design for reach four revolved around the lily pond
which local residents said attracts ducks—welcome inhabitants of the park
sound of moving water from a small waterfall and pond ledge for children to play on are all features that participants advocated for the Battery Park City Authority to maintain or enhance
Of three design options presented during the workshop
one depicting a “passive berm,” or an elevated section of land passing over the future flood-mitigating wall
was most appealing to the majority of community members
“That will beautify the park,” one person remarked
which appeared in alternate renderings that lacked the berm
might require grooves in the pavement that would pose accessibility constraints for people using wheelchairs or pushing strollers
Running with the berm—and possibly even extending the pond to both sides of the overpass—would give park-goers an entirely new way to interact with the land

The Belvedere Heights neighborhood sprang up in the 1950s north of the airport
there already was a neighborhood called Belvedere Park
It was "highly restricted" — that's code for whites only
Carmichael — who twice would serve as West Palm Beach mayor — planned the $1 million project (about $15 million in 2020 dollars)
which would boast a car and horse racing track
But not the one you're thinking about; this was around where the Palm Beach Kennel Club now stands
It was Belvedere Park that caught the eye of Debi Murray
chief archivist at the Historical Society of Palm Beach County and one of our primary go-tos
We went to the beginnings of the Palm Peach Post in 1916
part of the pioneer Potter family that came to what's now West Palm Beach around 1885
Along one side: the "national highway New York to Miami." That would be South Dixie Highway
And along the side: "Belvedere." The date: 1911
nothing in the plat indicates whether Potter had named Belvedere Road or the name was already there
And we still don't know why "Belvedere." So we still have no definitive answer.
