Water Users Association in the Mimbres Valley which has 136 “taps,” most of which are private households Those users are about to benefit from a serious upgrade: a modern new water tank that nearly doubles the uphill storage capacity for the neighborhood a social worker who is competing in the District 38 state House race against incumbent Rebecca Dow and William Kinney is a member of the Casas Adobes water association “We periodically had water shutdowns due to several leaks from the tanks Providing clean water to households is a service that urban residents might take for granted But in rural southwestern New Mexico communities like Arenas Valley residents and property owners are acutely aware of where their drinking water comes from users of the Casas Adobes water system purchased their water from Tom Hall the son of the couple who developed the subdivision in 1982 The water was cheap under the private water-rights holder and “water rates were low — but there was no capital improvement fund,” said Bob Livingston former president of the recently formed Casas Adobes association culminating in a 2015 sanitary survey by the New Mexico Environment Department’s Drinking Water Bureau that found 11 faults in the system to come up with the capital to secure loans and form a viable association the state could have formed an association and taken it over,” and then residents would have no control over their water system “That was unacceptable: This way the residents have a say,” Siragusa said The new water tank that is almost ready to go online in the Casas Adobes subdivision is only the first phase of what the water association board there hopes is a complete renovation of its entire delivery infrastructure which replaces two aging smaller tanks of an outdated design and in constant need of repair was funded through a $517,000 Colonias grant obtained with the help of Priscilla Lucero executive director of the Southwest New Mexico Council of Governments and $100,000 in capital outlay money from the New Mexico Legislature Rudy “Martinez and Howie Morales helped us out on the ground floor,” Siragusa added Just after the devastating state report in 2015 with the help of Lucero and water lawyer Pete Domenici Jr. negotiated the purchase of the existing water rights during a series of meetings with Hall and CPA Carney Foy at the Round Up Lodge in Mimbres After what Whitlock called “several false starts,” the new association was finally founded in 2016 receiving an excellence award from the New Mexico Rural Water Association “We won the compliance award in 2019,” Livingston said Silver City’s compliance officer for the [state] Environment Department Things don’t always go smoothly with mutual domestic water associations which are volunteer-run and sometimes must deal with difficult technical issues like drilling new wells or repairing malfunctioning infrastructure president of the Hanover Mutual Domestic Water Users Association recently engaged the services of an Albuquerque lawyer in an attempt to hold someone accountable for what he said is shoddy work related to Hanover’s newest well Cruz also thinks unspent grant funds may have gone missing during a previous water association administration — but he can’t tell because the accounting from that time is incomplete The Pinos Altos Mutual Domestic Water Association is currently in a legal battle over a public records request with which it refused to comply The request — and lawsuit — was filed by a former board member things appear to be fairly harmonious — for the moment “It wasn’t always that way,” Livingston noted and nearly revolted at the subsequent rate increase — about $15 per month the neighborhood largely came to embrace the new water association and its benefits “This was alfalfa fields and livestock before the subdivision and the original well was drilled in 1949,” Siragusa said Part of the $200,000 Colonias grant was used to buy those original water rights from Tom Hall Livingston noted that the Mimbres aquifer is the same one that Deming uses referring to the fact that Deming has consistently won recognition for its clean “This was a manual operator system,” until the water association was formed and funds to improve it were secured “The water operator went out twice a day and turned the water on and off The Colonias grant paid for an automated float system “That pump is probably from the early 1980s,” he said 35 just north and west of La Tienda del Sol gas station/convenience store which is also home to Restaurant Del Sol and a realty company The water association supplies water at no cost to the Upper Mimbres Valley Volunteer Fire Department as well as several other businesses — but not the gas station or restaurant — along the highway A local plumber is currently installing the final connections to the tank which was built on-site by an Albuquerque company Since one of the owners at the plumbing company tested positive for coronavirus the tank will likely be online in a matter of weeks the association plans to upgrade the entire system if it can secure a $5 million-plus grant through the U.S Department of Agriculture’s Rural Utilities Service Colonias Water and Wastewater Program “The board is time-consuming — there’s a lot of paperwork,” said board President Siragusa who had just submitted the association’s latest 33-page application to the USDA in hopes of securing some of the more than $5 million needed to renovate the water system which has been in Casas Adobes Plaza for 10 Steve Hannley was perplexed when he noticed pavers at Casas Adobes Plaza being replaced with a concrete slab and the plaza’s signature Spanish tiles coming off an overhang at the former Frog’s Organic Bakery he has a deep affection for the plaza and resists any changes that would dilute its appeal “It just seemed like it’s disrespectful of the plaza Hannley recalled that when pavers and roof
