New Mexico has hundreds of rural water associations
One of the newest in the state is the Casas Adobes Mutual Domestic Water Users Association in the Mimbres Valley
which has 136 “taps,” most of which are private households
Those users are about to benefit from a serious upgrade: a modern new water tank that nearly doubles the uphill storage capacity for the neighborhood
a social worker who is competing in the District 38 state House race against incumbent Rebecca Dow and William Kinney

“We periodically had water shutdowns due to several leaks from the tanks
Providing clean water to households is a service that urban residents might take for granted
But in rural southwestern New Mexico communities like Arenas Valley
residents and property owners are acutely aware of where their drinking water comes from
users of the Casas Adobes water system purchased their water from Tom Hall
the son of the couple who developed the subdivision in 1982
The water was cheap under the private water-rights holder
and “water rates were low — but there was no capital improvement fund,” said Bob Livingston
former president of the recently formed Casas Adobes association

The new water tank that is almost ready to go online in the Casas Adobes subdivision is only the first phase of what the water association board there hopes is a complete renovation of its entire delivery infrastructure

“It wasn’t always that way,” Livingston noted
and nearly revolted at the subsequent rate increase — about $15 per month
the neighborhood largely came to embrace the new water association and its benefits
“This was alfalfa fields and livestock before the subdivision
and the original well was drilled in 1949,” Siragusa said
Part of the $200,000 Colonias grant was used to buy those original water rights from Tom Hall
Livingston noted that the Mimbres aquifer is the same one that Deming uses
referring to the fact that Deming has consistently won recognition for its clean
“This was a manual operator system,” until the water association was formed and funds to improve it were secured
“The water operator went out twice a day and turned the water on and off
The Colonias grant paid for an automated float system
“That pump is probably from the early 1980s,” he said

“The board is time-consuming — there’s a lot of paperwork,” said board President Siragusa
who had just submitted the association’s latest 33-page application to the USDA
in hopes of securing some of the more than $5 million needed to renovate the water system
which has been in Casas Adobes Plaza for 10 years

Shenkarow considered Casas Adobes a labor of love

I spent most of my time in a small neighborhood shopping center that for more than 60 years has been one of the most charming and enduring spaces in Tucson
In the Casas Adobes Plaza I had my first job at Bullard’s Hardware store
my second job at the Coat of Arms restaurant
and spent much of my delinquent youth roaming its many patios and passageways
Kiwanis spaghetti dinners in the main plaza and kisses in the tower were delicacies of my youth
came to Tucson in 1948 from Chicago for his wife’s health
He immediately began work on the shopping plaza perched in the far northwest part of town
His goal was to mimic the quaint neighborhood markets of his hometown in Italy that have a plaza as the focal point

I remember a story that Sam Nanini wanted a fireplace in the lobby of the gas station and Gordon had to explain to him why that wasn’t such a good idea

nearby resident Steve Hannley was perplexed when he noticed pavers at Casas Adobes Plaza being replaced with a concrete slab and the plaza’s signature Spanish tiles coming off an overhang at the former Frog’s Organic Bakery
he has a deep affection for the plaza and resists any changes that would dilute its appeal
“It just seemed like it’s disrespectful of the plaza
Hannley recalled that when pavers and roof ornaments were ripped out at Broadway Village
people raised a fuss and the city issued a stop-work order
He wondered if he couldn’t make a change this time

“It’s disappointing that these places that are in this community are not treated with more respect,” he said
has long been a gathering place for folks in the Casas Adobes area
named for the adjoining subdivisions of adobe-brick homes
An architect who worked on the plaza in recent years said that its many additions and renovations have kept the spirit of the place and preserved the most important expressions of Luepke’s architecture
Burak Bekat of a.23 Studios designed the expansion of the Whole Foods Market at the north end of the shopping center and the work underway at the former bakery
which will become home to BIRD Modern Provisions and Bar
modern American restaurant from the owners of Obon and Goodness
Bekat said the restaurant will fit within the perimeter of a canopy-covered patio at the former business and will not impede the courtyard
is smaller than what was enclosed with the canopy structure The landlord was very hesitant to create additional bulk there”
said the original design for the restaurant would have been an even better fit
“We proposed a brick and adobe-like structure
The landlord wanted to retain a modern feel,” Katz said
Katz said revisions to the design have held up the opening
The plaza’s local investors sold it in 2015 for $46 million to Maryland-based Global Retail Investors
The local property manager referred questions about the plaza to to Wright Sigmund at GRI
Sigmund’s office asked for a list of written questions

Hannley said he likes the addition of another restaurant
He just wished it wasn’t enclosing what was formerly patio space
but wishes it fit more neatly into the plaza’s form
Hannley is enamored of the whole mid-century-modern Casas Adobes vibe
He’s happy to have the upscale Whole Foods market nearby and glad it expanded rather than closed
but still he’s miffed that its expansion disturbs the scale of the entire complex

said Casas Adobes Plaza has been significantly modified over the years and it is impossible to claim “historic integrity” for it
“an icon and really the heart of northwest Tucson,” Evans said

The owners released this letter explaining why they’re shutting the eatery:
“After 10 years we have decided to close Bluefin at Casas Adobes Plaza
Our lease term is ending and we could not come to an equitable deal on our lease renegotiation with the new center owners
but the last night of service at Bluefin Seafood Bistro will be on Sunday
many of whom have been with us for a long time
for helping make Bluefin the success that it is
Bluefin would not have been the great place to dine and work
thanks to our many loyal regular guests for dining with us

The store has been in the shopping center for 11 years
the center was bought by Maryland-based First Washington Realty
and Kopplin signed a one-year lease with a 60-day clause for relocating if the landlord found another tenant
He received that notice earlier this month
“It’s kind of insulting to a store like ours that’s been around a long time,” Kopplin said
Maya Palace first opened at Tanque Verde and Sabino Canyon roads 38 years ago
The inventory from the Casas Adobes store will be moved to the existing location in Plaza Palomino
That store is being expanded into adjacent
Kopplin said two of the five employees from the closing store will move to Plaza Palomino and he will try to utilize the other three in a part-time capacity
He plans to focus on the expanded store for the immediate future
“At least for the time being,” Kopplin said
“I won’t say it’s impossible that we won’t think about a second location one of these days.”
First Washington Realty also owns the River Center
A spokesman for the company said a lease has been signed by Orangetheory Fitness Center for a location at both shopping centers
First Washington bought the Casas Adobes center in February for $46 million and the River Center in January 2014 for $24.75 million
