The possibility of a visitor center for the W&OD Trail has been in discussion for years with Loudoun County previously considered as a potential location “The goal of the W&OD Trail Visitor Center is to create a sense of identity for this large, regional trail, offer services to trail users, and share the story of the trail’s inspiring history,” Gilbert said. “The development of a W&OD Trail Visitor Center accomplishes one of the signature projects of NOVA Parks’ Strategic Plan and we believe this location is ideal for trail users to meet The proposed visitor center could be located at 125 Church Street — which is described in the release as an obsolete office building adjacent to the trail with no existing tenants — and a former bank building turned interior-design business at 200 Dominion Road NOVA Parks signed an option agreement with the town last week to potentially acquire both properties The partnership also plans to more fully “integrate the trail” into Vienna’s historic and commercial districts and install separate pedestrian and cycling lanes through the town, expanding a “dual trails” design that can currently only be found in Falls Church City Rep. Gerry Connolly, who recently announced that he won’t be running for reelection, said he was able to secure $1 million in federal funding for the project. “I’m excited to see how this project will help shape the next 50 years for the trail,” Connolly said. “It’s vital that we continue to make investments to preserve and expand our green space, and I applaud the Town of Vienna and NOVA Parks for doing just that.” NOVA Parks said the project is still in the early stages of planning, a process expected to take up the next two years. According to Gilbert, the regional park authority will be searching for additional funding to support the project, though a NOVA Parks spokesperson says more studies will likely be needed before a design and cost estimate can be developed. “The Town’s partnership with NOVA Parks is a wonderful opportunity to create an attractive destination for visitors and generate more business to support the local economy,” Vienna Mayor Linda Colbert said. “This project has the potential to reshape the heart of Vienna from our Town Green through the industrial corridor on Dominion Road and through the Historic Church Street business district.” The seminar brought together 52 military officers and experts (5 women and 47 men) from Azerbaijan, Denmark, France, Germany, Italy, Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan, Turkmenistan, and the United States, as well as representatives from the OSCE Secretariat's Conflict Prevention Centre (CPC) and the OSCE Centre in Ashgabat. The programme highlighted Kazakhstan's proactive role in implementing the Vienna Document 2011 as well as promoting regional co-operation in Central Asia and the OSCE region as a whole. "Peace is not established through treaties alone but is maintained through transparency and trust. These are precisely the two values that the Vienna Document puts into practical application," said Yuri Fenopetov, Acting Head of the OSCE Programme Office in Astana. "For our Office, holding such seminars is not only a contribution to regional security, but also a platform for dialogue among representatives of the armed forces of Central Asia and neighbouring regions. Our aim is not merely to discuss the Vienna Document, but to strengthen it as a living mechanism of co-operation," he added. The Vienna Document 2011 remains an important instruments within the OSCE politico-military dimension, aimed at enhancing transparency and reducing the risk of military conflict through the exchange of information, prior notifications, and verification mechanisms. decision to postpone putting on the agenda the issue of opening accession negotiations with the EU until 2028 we have witnessed a significant wave of peaceful protests in Georgia according to the Ministry of Internal Affairs of Georgia 357 people participating in the protests had been detained 327 had been visited by the Public Defender of Georgia with 225 reporting ill-treatment by police and 157 reporting injuries the Georgian Charter of Journalistic Ethics has documented more than 70 cases of interference and violence against journalists and media actors physical or psychological abuse may constitute human rights violations and abuses The Public Defender of Georgia has denounced unproportionate use of force against demonstrators and suspects that unlawful violence against citizens is used as a form of punishment that may amount to acts of torture numerous NGOs have documented alleged human rights violations related to the ongoing protests there have been no consequences for the law enforcement officers perpetrating these violations We express grave concerns for the reported human rights violations committed by law enforcement representatives and for the use of violence by unidentified groups against peaceful protestors which has remained unaddressed by law enforcement representatives this is not the first time we have seen such a failure to hold perpetrators accountable The repeated failure to ensure accountability for perpetrators and to address incidents of undue violence including those involving law enforcement officials Georgian authorities have not taken sufficient measures to guarantee access to justice for victims or to thoroughly investigate and address such incidents This persistent pattern highlights a need for more robust mechanisms to prevent impunity and ensure justice We share the concerns expressed by ODIHR in its statement of 30 November 2024 and of the OSCE Troika on 13 December 2024 including the encouragement to make use of the various tools and expertise the OSCE and its institutions can offer considering Georgia’s unsatisfactory response to international calls to respect the right to freedom of peaceful assembly and freedom of expression for the people in Georgia and to release arbitrarily detained demonstrators our countries are now invoking the Vienna (Human Dimension) Mechanism along with the commitments and harsh fines for minor offences related to participation in peaceful protest • Targeting of Political Opposition: Allegations have been made concerning the searches of political offices and private addresses of opposition figures and civil society representatives and subsequent violent arrest of several opposition leaders suggests politically motivated targeting of opposition figures and representatives of civil society Such actions hamper the political and societal plurality in Georgia • Targeting of Journalists and Media Actors: There have been multiple reports and video images of violence against journalists and media actors Numerous domestic journalists and media actors have been arrested whilst reporting on the protests • Mistreatment that may Constitute Torture: Reports have surfaced that 80% of the individuals detained since November 28 have experienced physical or psychological abuse and in reference to relevant obligations under international law and OSCE commitments we request concrete and substantial responses to the following: What steps been taken by the Georgian authorities to investigate allegations that the right to freedom of peaceful assembly is being violated that individuals are being arbitrarily detained or arrested including individuals not participating in the protests and that police have been acting without clear identification as required by Georgian law What steps been taken to investigate all allegations of torture and cruel inhumane or degrading treatment or punishment including steps taken to ensure the independence and integrity of investigations What steps been taken to investigate allegations of violence against peaceful protestors media actors and bystanders by unidentified groups as well as allegations of deliberate inaction by law enforcement officials in response to these occurrences What steps been taken to ensure the ability of civil society journalists and media actors to freely document and report without reprisal or risk to their personal health and safety What engagement has there been with the OSCE’s institutions to respond to concerns raised by those institutions What steps been taken to prevent recurrences of human rights violations by law enforcement officials and unidentified groups as well as to ensure proper procedures for holding accountable and bringing to justice the
