and authorities said two people were killed and 11 others injured
A 40-year-old German from the nearby state of Rhineland-Palatinate was detained and in a hospital after being injured

He later told reporters in Mannheim that “as far as the specific motivation of the crime is concerned
we have no indication of an extremist or religious background at the moment
The motivation could rather be based in the person of the perpetrator himself.”
German police and prosecutors said Monday at a joint news conference that the driver intentionally rammed his car into people and is being investigated for murder and attempted murder
They said the driver shot himself in the mouth when he was arrested and had to undergo medical treatment at a hospital
While the driver did not seem to be ideologically motivated
whose identity was not revealed in line with German privacy rules
He served a short prison sentence for assault more than 10 years ago
He had also been investigated for a hate speech offense on Facebook in 2018

The University of Mannheim has started work on a new data center in Mannheim
The university last week held a small ceremony for the new University IT Mannheim (UNIT) building on March 14
located in the A5 district along Bismarckstraße
“This is a particularly important moment in the history of our university,” said university president
“The UNIT is at the heart of the university and is indispensable for teaching
the new building will be a central point of the new campus

Sometimes there are two gigs in an evening
and very occasionally there are three events happening simultaneously
so we’re talking intense delicacy and concentration rather than Winter Jazzfest overload
Pleasure is carefully rationed rather than taken on the run
Erwin Ditzner is a local drummer and percussionist
witnessed once before at Enjoy Jazz by your scribe
It’s a tradition of the festival that Ditzner is given carte blanche to create the circumstances of his set
he teamed up with multi-instrumentalist Elliott Sharp
which is literally a converted fire station
so it was particularly encouraging that the audience attendance was somewhat strong under the circumstances
Sharp had brought only his axe across the water
leaving his range of reed instruments at home
laying out leaves of environmental shadings
He also used a small rod to add electric guitar string glissando
sensitively ranging around his skins across Sharp’s echo-soaked dronescape
The next development involved the guitarist picking out silver traceries in tandem with his wah-wah-talking pedal
growing rather than jerking off into unexpected directions
Ditzner maintained the rollin’ and tumblin’ at an increasing pace
this was in keeping with an upped volume and intensity
dramatic hesitations creating greater tension
Ditzner’s beats inviting Sharp to pull out his bottleneck
Sharp also operated his abstract bass finger
laying out low lines as a bed for treble scrabble
leading to a pair of encores demanded by the unusually vocal free-improvisation firehouse crowd
it was in the gleaming and glitzy sold-out Feierabendhaus
one of Ludwigshafen’s several venues created by the city’s dominant BASF chemical giant (we will remember them for their cassette tapes)
Metheny was on his intensive European tour
which seemingly transformed gradually from a celebration of solo album Dream Box to also embrace the even more recent solo album MoonDial (both Metheny Group/BMG)
There was a special concentration on the pleasures of the baritone guitar
and an extensive trawl through other phases of Metheny’s output
making this a retrospective that finds this review in need of a firm spoiler warning
For those who balk at Metheny’s often quease-making SynthAxe bloat-outs
it was way more fulfilling to find him in this largely acoustic shape
but Metheny loaded it with continual interest
not least by engaging in lengthy anecdotal spinnings
At first there were a mere three guitars in sight
There wasn’t much embellishment of the tunes
which navigated a central spine with a deliberate touch and an embedded lyrical mellowness
showcasing selections from Metheny’s 1997 duo with bassman Charlie Haden (Beyond The Missouri Sky
He also provided one of the most shocking outbreaks of any set this year
recalling his live LP with the British guitarist Derek Bailey (The Sign of 4
The dude two seats next to your scribe refused to applaud
Then Metheny’s twelve-string launched into heavy post-Sonic Youth riffing
in an overwhelmingly shocking and powerful statement
forty-two stringed Pikasso guitar was hidden backstage
he played “Alfie” (Burt Bacharach/Hal David)
and “The Girl From Ipanema” (Antônio Carlos Jobim)
The MoonDial numbers were recorded on nylon-stringed baritone guitar
this resonance providing a sumptuous tonal attractiveness
As the set neared its climax (and its encores)
as the heavy curtains swooped aside to reveal Metheny’s massive Orchestrion construction (we had wondered why he needed the massive tour bus that sat outside the venue)
his crankily mechanical big band that appears both futuristic and steampunked
Then he had electric axes attached to metal stands
The entire performance was an expertly constructed guide to Metheny’s repertoire
and radically more exciting than we might have expected
The Brad Mehldau Trio provided contrast at the Pfalzbau concert hall
This is a space that’s been rarely used by the Enjoy Jazz festival
a lavish venue that strangely relies on unfixed seating in the name of performance versatility
Mehldau concentrated on his original material
as he’s just as likely to devote sets to his favored rock
There also seemed to be little ignition between the trio members drummer Jorge Rossy (returned to the fold) and new bassist Felix Moseholm
Each tune’s conclusion was prey to a sharp dwindling rather than a finishing flourish
Rossy played micro-solos between Mehldau’s Steinway phrases
as the leader repeated and scattered into free-flowing terrain
although always tethered to a consistent line of thought
Mehldau’s sensitive lucidity remained in place
a tender touch for silvery brook continuance
The last time your scribe witnessed the Mehldau trio was at the Belgrade Jazz Festival in 2021—a far superior showing
Some key mysterious quality was absent during this Ludwigshafen set
Martin Longley is frequently immersed in a stinking mire of dense guitar treacle, trembling across the bedsit floorboards, rifling through a curvatured stack of gleaming laptoppery, picking up a mold-speckled avant jazz platter on the way, all the while attempting to translate these worrying eardrum vibrations into semi-coherent sentences. A car drove into a group of people at a carnival market in Mannheim, Germany, killing two people and injuring several others, local police said Monday
Police cordoned off the city center after the incident, which took place in the early afternoon, and urged the public to avoid large areas. The site was reopened shortly before 3 p.m
According to German tabloid Bild
after the driver of a black SUV drove into the market and hit several pedestrians
The police and public prosecutor later put out a statement saying five people were seriously injured and five others suffered minor injuries
The driver, a 40-year-old German from the neighboring state of Rhineland-Palatinate, was also injured in the incident and is being treated in hospital, Baden-Württemberg Interior Minister Thomas Strobl told the dpa news agency
The driver fled the scene after the incident but was captured by police and arrested after a short manhunt
No information has been released on whether the incident was premeditated
German Interior Minister Nancy Faeser canceled her plans for Cologne’s Rose Monday parade and will visit Mannheim instead
“Saving lives, caring for the injured and the initial investigation by the authorities in Mannheim are now our top priorities,” Faeser’s spokesperson said

A 40-year-old German suspect has been taken into custody
There are indications that the man is mentally ill
LONDON -- At least two people were killed and several others were injured when a car drove into a crowd in Mannheim
a car drove into a group of people in Mannheim city center," police said in a statement
"No information can be given yet on the number and severity of the injuries

Witness Manu Brioso told ABC News that he was taking a class in a building in the Paradeplatz area when he saw the car involved in the incident pass by on the street before it struck a crowd of people
"The school told us what had happened and that we couldn't leave the school because police had cordoned off the area," Brioso said
Officials at the Mannheim University Hospital said they received an emergency alert at 12:20 p.m
local time about a possible mass casualty incident in downtown Mannheim and activated the hospital's emergency plan in preparation for treating the injured
The hospital reported receiving many injured patients
The hospital said its intensive care unit was full due to the arrival of a high number of critical patients
eight trauma teams were treating both adults and children
all of the hospital's entrances were closed to the public
The deadly incident comes in the wake of two intentional car-ramming attacks in Germany and at a time of heightened security across the country
On Feb. 13, a 24-year-old suspect drove a car into a crowd in Munich gathered for a trade union demonstration
killing a 37-year-old mother and her 2-year-old daughter and injuring 37 people
purportedly confessed to investigators that the act was deliberate
said the suspect "gave an explanation I would summarize as religious motivation."

so it’s really hard to have few cars in the city centre,” says Schönfelder
Joining the EU Mission and designing their Climate City Contract – essentially the city’s roadmap for reaching climate neutrality – prompted Schönfelder and colleagues in the city administration to reflect on what is required to reach the ambitious target
Schönfelder has long realised the importance of involving citizens:
I’ve thought that we need to address citizen behaviour change
and how to bring their voice into our work towards systems transformation
the idea to focus on citizen behaviour in consumer-related emissions was born
and we address this in the Pilot Cities Programme
with the idea of helping them make their city liveable
Together, they form the ‘CoLAB – Committed to Local Climate Action Building’ Pilot Activity
in which radical collaboration is taking shape within and between cities
as partners bring residents into their cities’ climate plans
The project joins together a portfolio of strategic plans and experiments that will enable the cities and their partners to test approaches to reducing emissions from consumer behaviour – emissions that the city cannot directly impact
the project aims to test how citizens participate in processes and develop solutions to improve individual and collective well-being
and to involve citizens as peers in co-creating a more sustainable future
At the centre of the CoLAB project is a platform that connects all actors
from the city administration to companies and citizens
and inspires and mobilizes them to act sustainably: the ‘House of Change’
“The idea of the House of Change is to recognise the fact that there is so much going on in every city
There are so many players involved in sustainability
And citizens don’t always know what they can do
That’s why we decided to create an online space where all this is connected: Information
people can find help and answers to their questions
More than 80% of our citizens say that they want to live more sustainably

“We really dived deep into the research around behaviour change and decision making to design the Pilot

understand how and when people are making the decisions that can impact emissions
and how the city can simplify the way for the decisions that result in lower emissions,” explains Schönfelder
“Before implementing technical changes in our city
or asking people to make climate-conscious lifestyle choices
governing authorities need to get to know their citizens.”
citizen engagement means more than asking citizens to change – it means putting people at the centre of policy
and understanding the values and norms that make up their behaviour
The CoLAB project has taken much of its shape from academic and scientific inquiry into these subjects
It has also been specifically designed to include feedback loops so cities and their partners can learn from the project
we draw up an overview of the target groups
one target group may be parents who take their children to school
go shopping and engage in leisure activities
Who other than the municipality can provide the tools for a change in mobility
it is the public transport companies that can offer a good
By asking them systematically and measuring and tracking the results
And that’s what we do with every experiment
This helps us to create better regulations and incentives that can facilitate a change in behaviour,” describes Schönfelder
Mannheim understands that each interaction
and campaign is an essential opportunity for yielding insights into who the citizens of Mannheim are
This picture is becoming increasingly nuanced and has enabled the city to question and build awareness of what the city’s role is in the climate transition

And the most important thing the city can do is simplify the way,” says Schönfelder

Moving away from the old ways and towards a systemic view of a climate-neutral city is challenging
